Summary
The college will report regularly on Strategic Plan Goals. Outlined below are details of Strategic Goal Three. Updates on college related activities are attached.
Strategic Goal Three: Community Ready The college is ready and able to promote personal growth, lifelong learning, and civic engagement
Strategies 1. Proactive outreach that addresses the educational needs of residents in Lincoln County
a. Reach out to underserved populations and rural communities to provide access to higher education and training
b. Building sustainable relationship with Mescalero Apache Tribe recognizing their unique standing in the region and community
2. Active partner in supporting a vibrant community life a. Connect small businesses to agencies and resource b. Host local civic organizations, regional and state meetings, community activities,
conferences, and conventions c. Develop service learning, community-based under graduate research, and
community service projects d. Promote the arts and cultural events, supporting creativity and personal expression.
3. Strong champion for civility and civic engagement a. Build community engagement through dialogue b. Provide space for gatherings and training that address health and safety of the

Goal Three: Community Ready The college is ready and able to promote personal growth, lifelong learning, and civic engagement.
Strategies Activities
1. Proactive outreach that addresses the educational needs of residents in Lincoln County
a. Reach out to underserved populations and rural communities to provide access to higher education and training
• Formation of the External Affairs Office to identify and create relationships a nd services w ith potential partners a nd underserved student groups in Lincoln county.
• Under the guidance of the External Affairs Office, Community Development continues to work to create workforce courses and certificates as well as non-credit community education courses and activities.
• Implemented summer training for Village of Ruidoso employees. • Provided Wells and Pumps Operator and Server training. • Partnered with Lincoln County Medical Center to provide ESL
courses to hospital staff. • Integration of I-Best services in courses. • Regents approval to move forward with Fermentation Science,
Construction Trades and Wind Energy programs • As part of ongoing improvement of our dual credit program, this
fall Ruidoso Highs School will be offering Wildlife Science and Environmental Science in an 8-credit hour sequence. These two courses fulfill general education requirements, as well as specific requirements for the numerous students interested in biological and conservation careers.
• This summer there will be a 2-hour Natural Resources workshop in association with Ecoservants, which will serve between 25 and 40 students.
b. Build sustainable relationship with Mescalero Apache Tribe recognizing their unique standing in the region and community
• Completed MOU with Mescalero Apache Schools to utilize facility to host night courses for the community.
• Hosted Native American Day; included presentation by tribal president Gabe Aguilar, presentations by Mescalero student’s food and artwork.
• Scheduled cultural diversity training for ENMU-Ruidoso faculty and staff to be presented by Mescalero Apache Administrators.
• Building sustainable relationships with Mescalero Apache Tribe recognizing their unique standing in the region and community.
2. Active partner in supporting a vibrant community life
a. Connect small businesses to agencies and resources
• Hired an Apprenticeship Coordinator to identify solutions to business/employer needs.
b. Host local civic organizations, regional, and state meetings, community activities, conferences, and conventions
• Hosted US Census Bureau staff once a week from January-March to recruit/hire census ta kers
• Work is progresses on the Nexus Phase I renovation project which will expand ENMU-Ruidoso’s ability to provide facilities for community engagement and education including hiring local civic organizations, regional and state meetings, community

activities, conferences, and conventions. Anticipated completion date is early June 2020.
• Hosted statewide Phi Theta Kappa conference. • Hosted New Mexico PED o n Carl Perkins V information session. • Hosted state representative Brian Egolf for round table.
c. Develop service learning, community-based under graduate research, and community service projects
• Adopted highway mile off highway 70 and completed highway trash pick-up.
• Participated in community events such as Maze of Life, AspenFest, and Parade of Lights
• Partnered with Calvary Church and Alberstons to start a food pantry.
d. Promote the arts and cultural events, supporting creativity and personal expression
• Planning and design underway for a campus and community creative arts journal which will be printed and distributed during the 20-21 academic year.
• Offered community education courses in ceramics and art. • Hosted one day painting courses. • Hosted speakers to present on various topics throughout our
monthly “Lunch and Learn” program, advertised throughout the community.
3. Strong champion for civility and civic engagement
a. Build community engagement through dialogue
• Promoted college mission and achievements through frequent radio shows, social media campaigns a nd a campus newsletter distributed to residents of the school district.
b. Provide space for gatherings and trainings that address health and safety of the community
• In response to the Covid-19 Pandemic, the college began hosting a regular emergency management meeting via village leaders.
• Partnered with Calvary Chapel and Albertsons to provide food for hungry students in early March 2020; renewing efforts to market this resource with campus physically closed.
• Working to bring a mobile blood drive to Ruidoso to help state with current blood bank shortages.
• Nexus Phase 1 renovation project will expand ENMU-Ruidoso’s ability to provide facilities for gatherings and trainings that address the health and safety of the community. Anticipated completion is early June 2020.
• IT working to help design functional, multi-purpose learning spaces in new building.
• Through partnership with Creative Aging hosted various health and safety presentations.
c. Become a partner and/or sponsor of discussions that deal with emerging social issues that confront our residents
• Partnered with Village to host weekly emergency response meetings, starting early March 2020.
• Actively providing residents w ith information and support in handling an influx of unemployment claims and small business loans.

Summary Status Attached are Budget Adjustment Requests (BAR) for Fiscal Year ending 30 June 2020. The two BARs report separately on unrestricted and restricted operations, and must be submitted annually to the Higher Education Department and the Department of Finance and Administration by May 1 (this year the deadline is May 15 due to the impact of the corona virus). The BARs are utilized to adjust the budgets to reflect actual operations that are estimated for the end of the fiscal year.
Unrestricted BAR • Revenue adjustments in tuition revenue and tax levy (local appropriations). • Expenditure adjustments in Instruction and General.
Adjustments to Transfers In (Out) • Capital Outlay (Plant Funds) increased to fund Phase I facility remodel, repairs and
maintenance. • The Customized Training Program was reclassified to Public Service. The budget was
adjusted to reflect estimated actuals.
Restricted BAR • We made application and were successful in receiving additional grant contracts for the
workforce solutions office.

Position Summary: The president of ENMU-Ruidoso is the chief executive officer of the branch/community college and reports to the president of the Eastern New Mexico University System. ENMU-Ruidoso has a locally elected five-member college board with statutory responsibility for local oversight of the campus. Located in a vibrant mountain resort community, ENMU-Ruidoso serves the communities of Lincoln County in south-central New Mexico and the neighboring Mescalero Apache Indian Reservation. The president has broad responsibility for the operation of the Ruidoso campus, in consultation and coordination with the main campus.

Summary
During the 2019 general election, voters in the ENMU-Ruidoso taxing district passed a$3,000,000 General Obligation Bond for capital improvements relating to the College Nexus Project. The attached delegation begins the legal process to approve and issue the bonds to the college.
In its March 3 meeting, the ENMU-Ruidoso Branch Community College Board approved the Resolution Authorizing the Sale of Limited Tax General Obligation Bonds, Series 2020; Establishing Procedures for the Sale and Delivery of the Bonds; delegating to a Pricing Officer the Authority to Determine the Final Terms of the Bonds; Authorizing Application to the Higher EducationDepartment; and Authorizing other Matters Related to the Issuance of the Bonds.
In today’s meeting we seek approval to authorize submission to the New Mexico Finance Authority(NMFA) for project funding. The NMFA represents a backup source and plan for the funding, shouldthe primary route to pursue funds prove to be unfeasible. The impact of the corona virus is affectingfinancial markets and we need to have this second avenue approved and available should the bankmarket prove to still be unstable or inaccessible this summer.

WHEREAS, Eastern New Mexico University Ruidoso Branch Community College District (the "District") is a qualified entity under the New Mexico Finance Authority Act, Sections 6-21-1 through 6-21-31, NMSA 1978 (the "Act"), and the Community College Board of the District (the "Board") is authorized to borrow funds and issue bonds for financing of public projects for benefit of the District and Eastern New Mexico University; and
WHEREAS, the New Mexico Finance Authority (the "Authority") has instituted a program for financing of projects from the public project revolving fund created under the Act and has developed an application procedure whereby the Board may submit an application (the "Application") for financial assistance from the Authority for public projects; and
WHEREAS, the Governing Body intends to undertake construction, renovation and equipment of Eastern New Mexico University Ruidoso Branch Community College's facilities located at 709 - 721 Mechem Drive, Ruidoso, New Mexico, commonly referred to as Phase II of the College Nexus plan ("Project") for the benefit of the District and its citizens; and
WHEREAS, the application prescribed by the Authority has been completed and submitted to the Board and this resolution approving submission of the completed Application to the Authority for its consideration and review is required as part of the Application.
THEREFORE, BE IT RESOLVED BY THE COMMUNITY COLLEGE BOARD OF EASTERN NEW MEXICO UNIVERSITY RUIDOSO BRANCH COMMUNITY COLLEGE DISTRICT THAT:
Section 1. All action (not consistent with the provision hereof) heretofore taken by the Board and the officers and employees thereof directed toward the Application and the Project, be and the same is hereby ratified, approved and confirmed.
Section 2. The completed Application submitted to the Board, be and the same is hereby approved and confirmed.
Section 3. The officers and employees of the Board, the District and Eastern New Mexico University Ruidoso Branch Community College are hereby directed and requested to submit the completed Application to the Authority for its review, and are further authorized to take such other action as may be requested by the Authority in its consideration and review of the Application and to further proceed with arrangements for financing the Project.

Summary Statement
New Mexico state statutes requires that certain meetings be open to the public. These statutes, referred to as The Open Meetings Act, specify that all meetings of any public body shall be open to the public, and all persons so desiring shall be permitted to attend and listen to the deliberations and proceedings.
The formation of public policy or the conduct of business by vote shall not be conducted in closed meetings, except as otherwise provided by the constitution of the State of NewMexico or the Open Meeting Act. In addition, decision made at these public meetings are required to be made in public.
The Open Meetings Resolution of the ENMU-Ruidoso Community College District includesprocedures for conducting open and closed meetings, work sessions, and non-regularlyscheduled and emergency meetings. Minutes of each meeting will be recorded and notice of all regularly scheduled open meetings require a minimum of ten days published notification.
Attached is the Open Meetings Resolution of the College Board of the ENMU-Ruidoso Community College District. The resolution will be reviewed and approved annually by the Community College Board.

OPEN MEETINGS RESOLUTION
1. Purpose. State statutes (New Mexico Statutes Annotated, 1978, Chapter 10, Section 15) require that certain meetings be open to the public. The formation of public policy or the conduct of business by vote shall not be conducted in closed meetings, except as otherwise provided in the constitution of the State of New Mexico or the Open Meetings Act. All meetings of any public body shall be public meetings and all persons so desiring shall be permitted to attend and listen to the deliberations and proceedings. Reasonable efforts shall be made to accommodate the use of audio and video recording devices. In addition, decisions at those meetings (with limited exceptions) are required to be made in public. These statutes are referred to as The Open Meetings Act.
2. Policy. ENMU‐Ruidoso will comply with state statutes regarding the requirement for open meetings.
The foregoing purposes and policies are implemented by the following:
PROCEDURES
1. Open Meetings. All meetings of a quorum of the College Board held for the purpose of formulating public policy, discussing public business, or for the purpose of discussion or adoption of any proposed resolution, rule or regulation of the College Board or of taking any formal action within the authority delegated to the College Board, shall be open to the public, unless otherwise provided by law. Any member of the public may attend an open meeting and listen to deliberations and proceedings of the College Board.
2. Regularly Scheduled Open Meetings. Unless the business before the College Board dictates otherwise, the College Board will conduct business at regularly scheduled meetings. At least ten days prior to each meeting ENMU‐Ruidoso will publish, in news media, and mail to broadcast stations licensed by the federal communications commission and newspapers of general circulation in the ENMU‐Ruidoso community college district that have provided written request for such notice, the specific dates, times and place of each of these regularly scheduled open meetings and a statement that an agenda containing a list of specific items of business to be discussed or transacted shall be made available to the public at the ENMU‐Ruidoso President’s Office at least 72 hours prior to the meeting.

3. Closed Meetings. The College Board upon its own motion may close a meeting to the public if the subject matter of such discussion or action is allowed by law to be closed. If a meeting is closed during an open meeting, such closure shall be made on a motion which includes a statement of the authority for closure and a reasonably specific statement of the subjects to be discussed. The motion shall be approved by a majority of a quorum of the College Board and the vote of each individual member shall be recorded in the minutes. If a decision to hold a closed meeting is made when the College Board is not in an open meeting, the closed meeting shall not be held until a notice, appropriate under the circumstances, stating the specific provision of law authorizing a closed meeting and the subjects to be discussed with reasonable specificity is given to the members and to the general public.
4. Action Following Closed Meetings. Following the completion of any closed meeting, the minutes of the open meeting that was closed, or the next open meeting, if the closed meeting was separately scheduled, shall state that the matters discussed in the closed meeting were limited only to those specified in the motion for closure or in the notice of the separate closed meeting.
5. Participation by College Board Members. A member of the College Board may participate in a meeting of the College Board by means of a telephone conference or other similar communications equipment when otherwise difficult or impossible for the member to attend the meeting in person. This is allowed provided that each member participating by telephone conference can be identified when speaking, all participants are able to hear each other at the same time and members of the public attending the meeting are able to hear any member of the College Board who speaks during the meeting. Participation by a member of the College Board by telephone conference shall constitute presence in person at the meeting.
6. Non‐regularly Scheduled Meetings. If the public interest requires other formal action by the College Board between regularly scheduled open meetings, the College Board may conduct an open meeting to take formal action at such times. ENMU‐Ruidoso will publish in news media notice the specific date, time and place of each of these non‐regularly scheduled open meetings and an agenda at least 24 hours prior to the meeting.
7. Emergency Meetings. These emergency meetings shall be conducted in a manner consistent with the New Mexico Open Meetings Act. Telephone, fax, or electronic notice will be given to the news media and public at least four hours prior to an emergency meeting.

8. Working Sessions. A quorum of the College Board may also meet periodically in "working sessions." A "working session" is any meeting of a quorum of the College Board that does not involve any formal action by the College Board. Working sessions of a quorum of the College Board are open meetings and are open to the public and may be noticed as provided in this policy for regular or special meetings.
9. Minutes. The College Board shall keep written minutes of all its open meetings which shall include at a minimum the date, time and place of the meeting, the names of members in attendance and those absent, the substance of the proposals considered and a record of any decisions and votes taken that show how each member voted. Minutes shall be open to public inspection. Draft minutes shall be prepared after the meeting and shall be approved, amended or disapproved at the next meeting where a quorum is present at which time they shall become the official record of the College Board’s proceedings.

Summary Statement
To further support rising expenses at the college, we recommend the following adjustments for tuition at ENMU-Ruidoso Branch Community College, commencing Summer 2019.
The recommended In-District, Out-of-District, and Out-of-State tuition rates create the following increases of 6%, 6%, 6% respectively. The actual increases are below:

Summary Statement
The recommended FY21 Budget has been developed for submission to the state in May. Several factors influenced budget development:
Revenue: - Tuition estimate for FY21 is based on the proposed tuition increase. - Funding for Dual Credit has decreased slightly (Senate Bill 37). - Projected stable property tax revenue collection.
Expenditures: - Reduction in Student Services FTEs is budgetary only, and reflects a budgetary
transfer from the college to the adult education budget. The partnership with adult education results in a reduction of almost half of the budgetary cost for staffing.
- Increase in Plant Operations reflects the addition of the new building during FY21, and some customer-provided items for the Nexus project.
- Increase in institutional support due to increased funding for marketing, branding, external affairs.
State budget factors: - Revenue estimates are based upon legislated funding, but do not take into account
the pending special session of the legislature. We have been directed by the state to use what is legislated until such time as a change is adopted.
- Establish a fund balance that provides capacity to absorb possible budget cuts from the special session of the legislature.
- Budget includes an average 4% salary adjustment, not an across-the-board increase. Actual salary adjustments will vary by employee. Funding for the adjustments might be changed in the special session.
- Budget includes an average 5% increase for cost of benefits.
Strategic allocation of resources to align with goals and strategic plan: - Allocation of resources to strengthen college capacity to develop and coordinate
workforce training in support of community needs. - Position the college to provide additional workforce training capacity after
completion of College Nexus Phase II. - Reallocation of resources to increase capacity for eLearning support and end user
technology support. - Reallocation of resources to provide assessment coordination, to improve our ability
to collect and use data for decisions and planning, and to prepare for our upcoming HLC accreditation “assurance argument” and review.
Action Requested Recommend the 2020-2021 ENMU-Ruidoso Budget for approval by the ENMU Board of Regents.
