    Dear Ministers, Dr Motsoaledi, Ms Molewa and Mr Padayachie,

    RE : NATIONAL HEALTH CRISIS ALERT AND OFFICIAL COMPLAINT TO THE NATIONAL CONSUMER

    COMMISSION AND THE OFFICE OF THE PUBLIC PROTECTOR

    It has become essential to once again raise serious concerns as a formal complaint as to the effects of

    electromagnetic fields on the South African population which are being ignored by The Department of Health,

    The Department of the Environment and The Department of Communications.

    Some of these concerns were raised in a letter on the EIA sent to the Minister of Environmental Affairs and the

    Minister of Health dated 8th

    March 2011. A copy was emailed to the Minister of Communications.

    Copy is attached for reference purposes.

    The people being affected by EMFs has increased dramatically as new frequencies and service providers

    are licensed and the roll-out of technologies that are deemed unsafe or prohibited by other countries

    continues in South Africa.

    In the last year the levels and their variations seemed to have intensified and there are areas especially in

    Johannesburg at the moment where there are numerous complaints that are strongly suggestive of

    microwave sickness.

    It has also been noted by people who have already been made ill by EMFs and that are struggling to cope

    with the existing levels and frequencies, that there are new more harsh fields and symptoms.

    The complaints include :

    Severe headaches or pressure in the head

    A pressure in the ears

    Pins and needles in feet and up legs and hands.

    Ongoing gastroenteritis - severe and widespread and repetitive. ( Certain bacteria have been shown to be

    activated by electromagnetic fields including E.Coli bacteria.)

    Shooting pain in the top of the head / burning itchy head.

    Severe shooting pains up neck and shoulders or in legs

    Chronic fatigue

    Kidney pains

    Stomach pains noted in children more as shooting pains just below the sternum and stomach swelling.

    Adults have noted indigestion type pains with constant burpingBlurry vision and burning itchy eyes

    Burning skin

    Ovary and gonad pains

    Severe sinusitis and allergies including nosebleeds.

    Immune system breakdown.

    Seizures

    Breathing problems a pressure or pushing down on the chest.

    Sleep disruption

    Rheumatoid type conditions joints swelling or sore. ( elbows, knees, hands.)

    Unexplained depression.

    Severe tinnitus especially at night.

    Sudden hair loss and dehydrated skin.

    Heart palpitations

    Animals have also been suffering gastro and coughing /choking type fits that last for several minutes on some

    days.

    In addition there has been some unexplained sudden deterioration ( scorched type effects ) on trees and

    plants. Pictures have been taken and are attached. Witness statements can be prepared if need be.

    In a complex in Fourways/ Craigavon the bark of a pine tree trunk split open as if it had received a massive

    impact and the entire pine tree turned yellow. The same deterioration is rapidly following with other pine

    trees in this complex and the immediate vicinity to a degree that is alarming.

    This area is worthy of a full investigation of what is being transmitted on all levels and how it is affecting the

    area and the occupants, some of who are suffering.

    In one home a mother and daughter in separate parts of the house have been dropped simultaneously to the

    ground in severe pain by what appears to have been uncontrolled blasts that have come through the house.

    This has happened twice in the same house.

    In addition bees have been noted in a call to us that have been dying and one homeowner has found 30 plus

    dead bees in her home several days running. Other bees have been noted just staying walking around unable

    to or wanting to fly.

    Reports and request for assistance to Leon Du Toit - NDOH have resulted in nothing being done and we

    therefore need to place these concerns at the feet of the Ministers where these responsibilities lie, as our

    rights to health and safety are being severely compromised in our own homes.

    We have been trying to obtain from ICASA as to what has been rolled out this year so we may link it up to

    some of the additional problems that have arisen at certain times over the last ten months but still await the

    information.

    We have been able to ascertain however that there has been certain testings that have happened over

    the last several weeks which may account for the severity and increase of these symptoms, in addition to newones in Johannesburg especially in the northern suburbs such as Fourways, Craigavon, Douglasdale, Riverclub

    where these reports have originated. It may be more widespread but that will require further investigation.

    It has been suggested that this testing may be of what has been coined as 4G/LTE and has been prohibited in

    other countries due to the potential health impacts. This was also noted and warned about in our letter of

    March 2011. We have clarified that MTN has been conducting these and we are not aware if other service

    providers have been involved.

    The levels appear to have intensified even further on Monday 10th

    October and remained this week but

    fluctuate.

    It has been noted that there are satellites that have appeared where none have been seen or noted before.

    Which service are they linked to ? There appears to be a distinct one over the Fourways area, where many of

    these impacts and health concerns are happening. May a full disclosure be made of its activity and if it is part

    of the LTE activity and what is being transmitted off it. Another one has been noted in the Waterberg, near

    Sterkstroom.

    We request an immediate investigation and ask that the testing please be halted and the list of other

    technologies switched on recently be examined.

    Israel has prohibited the roll-out of4G for health reasons.

    The Health and Environmental Protection ministries of Israel told the Communications Ministry on Sunday

    that they will oppose the expansion of cellular phone infrastructure to accommodate fourth-generation(4G) devices, at least until any health effects from the radiation are examined in depth.

    The directors-general of the two ministries, Dr. Ronni Gamzu and Alona Schefer Caro, called on

    Communications Ministry Director-General Eden Bar-Tal to co-ordinate with them on the issue.

    They wrote in an urgent letter that upgrading infrastructure to introduce fourth-generation cellular phones

    is liable to increase the use of such technologies and increase the publics exposure to cellular

    electromagnetic radiation.

    Its effects on health have not yet been adequately proven, Gamzu and Schefer Caro concluded, thus thecautionary principle must be observed.

    America has prevented the Light Squared LTE rollout due to interference with GPS and aviation systems.

    NASA has expressed that it would effect their GPS stations for earthquake monitoring .

    The Federal Aviation Administration has pointed out that it will impact on their efforts to make flying safer as

    it will intrude on their systems. Testings have shown this system will interfere.

    It is time to put an end to this dysfunctional testing exercise that has only proven what we have known all

    alongthat operation of LightSquareds proposed broadband terrestrial network will cause catastrophic harm

    to the aviation industry and the many other critical sectors that rely on GPS every day. LightSquareds

    mitigation and solution proposals are as impractical as its original plan, and it would be irresponsible to

    waste any more industry, user, and government time, money, or resources to futilely attempt to find

    otherwise.

    Have the Civil Aviation Authorities been notified of this in South Africa?

    We appeal if this in fact the case that the Precautionary Principle, as noted in NEMA be applied and any

    testing or roll-out of 4G is prohibited with immediate effect until a full investigation by an independent

    body, with no links to the industry investigate these matters in depth and detail, applying their minds to

    the latest scientific reports and recommendations that have been made by other countries that are listening

    to the scientists. The effects appear to already be devastating and imagine the horrific impacts on a large scale

    across South Africa to its people and agriculture if what has been done in a short space of time is so telling.

    WiMax is also a very serious health concern and people have been affected by this and react severely when

    near a WiMax signal. This is being used by many of the service providers.

    We request that this is also placed under investigation. It is time that the health impacts of all the technology

    operating over the South African Public be consolidated, investigated and made public. In the interim a

    moratorium should be put in place to protect the lives and well being of people who are being affected.

    Our health and our lives are at stake and we are being experimented on without our permission or consent.

    It is requested that all wireless communication service providers ( including Telkom ) supply to whoever is

    deemed the suitable authority a list of what has been switched on, changed or tested this year from this date

    17/10/2011 back to December 2010.

    We ask that DSTV mobile/satellite/digital TV/ be included. Please also kindly confirm if there have been any

    Tetra or other security wireless systems activated.

    It is of concern that the service providers and their engineers pushing out long distance and powerful

    frequencies appear to have no knowledge or concern of the biological impacts.

    It is also of concern that the government authorities are not applying their minds to the problem and

    introducing legislation and controls on an industry that is clearly self regulating , unmonitored and out of

    control. The collective accumulative effects of all the EMFs is taking its toll on the health and environment of

    the citizens in South Africa.

    This is a matter for immediate action and investigation and hence this is being filed with the Office of

    The Public Protector, The National Consumer Commission and The Human Rights Commission.

    We appeal for updated legislation to be put in place and we attach again for your reference the levels that are

    being adopted in other countries to protect their citizens. These countries have noted the ICNIRP levels that

    the NDOH prescribed to are obsolete and are only based on 6 minutes of thermal heating on a large adult

    male not 24/7 on the population and especially not on children, women and those whose health is already

    compromised. Modulations also need to be factored in.

    Of major concern is that there is no national or regional grid indicating all existing base stations/ cell

    masts/antennae/roof installations / high sites/Broadcast towers drawn up in any government department

    including the Departments of Health or Environment or GDARD (who have signed these masts off for many

    years) or ICASA.

    It should be imperative that all service providers make available a grid of their entire network (legal and

    illegal) in order that a full assessment may be done. This would need to include rooftop or building

    installations.

    This would enable a geographical overlay of all service providers installations on a map both nationally and

    regionally. Frequencies and pulse rates could then be made public on a government website.

    This is essential in other countries and Israel has a monitoring system where every base station and antennae

    is monitored full time on a national controlled grid and monitored by the government and not the industry.

    The economic wellbeing of a country is reliant on the mental and physical well being of its inhabitants.

    South Africa signed The Precautionary Principle at the Earth Summit in Rio in 1992, which was reinforced in

    2002 at The Johannesburg Summit.

    The World Health Organisation announcement declaring radio frequency electromagnetic fields as a possible

    carcinogen has appeared to have ignored by all three departments whilst countries worldwide have paid

    attention and upgraded their warning and legislation.

    Due to the fact that the NDOH, GDARD, Johannesburg and Durban City Council and the NDOE have been

    ignoring the complaints the public and people being affected are turning to our foundation for assistance.

    Are you aware of the people that have been so affected that they are having to live apart from their families in

    remote parts of South Africa ? They are unable to earn a living or work.

    People are trying to protect themselves with imported sleeping nets, paint, screening bedrooms at huge costs.

    Some families have moved three or more times trying to find an area that does not make them ill.

    Children, our precious resource are being affected and surveys with schools with towers are currently

    underway.

    Once again it should be noted that towers in or near schools are not permitted in other countries and even

    Taiwan removed 1500 towers out or even near their schools in 2007.

    Are you monitoring the increase in cancers, especially the paediatric ones, Alzheimers, Autism, MS, ADD,

    suicides ?

    Why is the safer option of hardwired ADSL and landlines not being rolled out or optic fibre as other countries

    have done to lessen the impact of wireless transmissions on their citizens? This is from the backbone right into

    the home, school or office.

    Who will support and be responsible for those who cannot work anymore due to being affected or made so

    sensitive by over exposure that they cannot live in a city or operate a computer? The service provider or those

    who did not protect with precautionary policy?

    The Constitution ( Section 24 ) states that everyone has the right to an environment that is not harmful to

    their health and well being and that everyone has the right to have the environment protected for the benefit

    of present and future generations through reasonable legislation and other measures that prevent pollution

    and ecological degradation , promote conservation and secure ecologically sustainable development and use

    of natural resources while promoting justifiable economic and social development.

    The fact that this has been noted in the policy is important, however to date this had been ignored by

    government and officials in South Africa in the matter of wireless telecomm transmitting infrastructures and

    the effects.

    The Bill of Rights of the South African Constitution

    In particular, section 12(2) guarantees that Everyone has the bodily and psychological integrity, which

    includes :

    the right (b) to security in and control over their body; and (c) not to be subjected to medical or

    scientific experiments without their informed consent.

    The Bill of Rights also gives special protection for children,

    stating: "A childs best interests are of paramount importance in every matter concerning the child

    It appears as with what we are being subjected to now, is in total contradiction to all our constitutional

    rights.

    Below are some of the key resolutions/appeals released by expert scientific groups around the world since

    1998, regarding the biological and health effects of both low frequency electromagnetic fields (EMF)

    associated with electricity and radio frequency (RF) electromagnetic radiation (EMR) generated by wireless

    devices.

    Anyone who reads these cannot be left with the illusion (or delusion) that this form of energy is without

    adverse biological and health consequences at levels well below existing guidelines. Children are particularly

    vulnerable. It is irresponsible of the South African Government to maintain the status quo in light of

    thousands of studies that have been published and statements by these experts.

    Here are the resolutions/appeals/reports in reverse chronological order:

    May 31, 2011: International Agency for Research on Cancer (IARC) and World Health Organization (WHO)

    reclassified radio frequency electromagnetic fields as a Class 2B carcinogen (possibly carcinogen to humans).

    This applies to all forms of radio frequency radiation (and not just cell phones as some inaccurately claim).

    May 2011: The Parliamentary Assembly Council of Europe (PACE) released Resolution 1815 on the Potential

    Dangers of Electromagnetic Fields and their effect on the Environment. This document has some excellent

    recommendations regarding cell phones, cordless phones, wireless baby monitors, WiFi, WLAN, WiMax,

    power lines, relay antenna base stations; with special concerns expressed for the protection of children and

    those who are electrosensitive. Key points have been listed and highlighted previously. Clickherefor

    SOME RELEVANT POINTS :

    The Parliamentary Assembly, Council of Europe has made the following recommendations:

    8.1. in general terms:

    8.1.1. take all reasonable measures to reduce exposure to electromagnetic fields, especially to radio

    frequencies from mobile phones, and particularly the exposure to children and young people who seem to be

    most at risk from head tumours;

    8.1.2. reconsider the scientific basis for the present electromagnetic fields exposure standards set by the

    International Commission on Non-Ionising Radiation Protection, which have serious limitations and apply as

    low as reasonably achievable (ALARA) principles, covering both thermal effects and the athermic or biological

    effects of electromagnetic emissions or radiation;

    8.1.3. put in place information and awareness-raising campaigns on the risks of potentially harmful long-term

    biological effects on the environment and on human health, especially targeting children, teenagers and

    young people of reproductive age;

    8.1.4. pay particular attention to electrosensitive persons suffering from a syndrome of intolerance to

    electromagnetic fields and introduce special measures to protect them, including the creation of wave-free

    areas not covered by the wireless network;

    8.1.5. in order to reduce costs, save energy, and protect the environment and human health, step up research

    on new types of antennas and mobile phone and DECT-type devices, and encourage research to develop

    telecommunication based on other technologies which are just as efficient but have less negative effects onthe environment and health;

    8.2. concerning the private use of mobile phones, DECT phones, WiFi, WLAN and WIMAX for computers and

    other wireless devices such as baby phones:

    8.2.1. set preventive thresholds for levels of long-term exposure to microwaves in all indoor areas, in

    accordance with the precautionary principle, not exceeding 0.6 volts per metre, and in the medium term to

    reduce it to 0.2 volts per metre;

    8.2.2. undertake appropriate risk-assessment procedures for all new types of device prior to licensing;

    8.2.3. introduce clear labelling indicating the presence of microwaves or electromagnetic fields, the

    transmitting power or the specific absorption rate (SAR) of the device and any health risks connected with its

    use;

    8.2.4. raise awareness on potential health risks of DECT-type wireless telephones, baby monitors and other

    domestic appliances which emit continuous pulse waves, if all electrical equipment is left permanently on

    standby, and recommend the use of wired, fixed telephones at home or, failing that, models which do not

    permanently emit pulse waves;

    8.3. concerning the protection of children:

    8.3.1. develop within different ministries (education, environment and health) targeted information

    campaigns aimed at teachers, parents and children to alert them to the specific risks of early, ill-consideredand prolonged use of mobiles and other devices emitting microwaves;

    8.3.2. for children in general, and particularly in schools and classrooms, give preference to wired Internet

    connections, and strictly regulate the use of mobile phones by schoolchildren on school premises;

    8.4. concerning the planning of electric power lines and relay antenna base stations:

    8.4.1. introduce town planning measures to keep high-voltage power lines and other electric installations at a

    safe distance from dwellings;

    8.4.2. apply strict safety standards for sound electric systems in new dwellings;

    8.4.3. reduce threshold values for relay antennas in accordance with the ALARA principle and install systems

    for comprehensive and continuous monitoring of all antennas;

    8.4.4. determine the sites of any new GSM, UMTS, WiFi or WIMAX antennas not solely according to the

    operators interests but in consultation with local and regional government officials, local residents and

    associations of concerned citizens;

    8.5. concerning risk assessment and precautions:

    8.5.1. make risk assessment more prevention oriented;

    8.5.2. improve risk-assessment standards and quality by creating a standard risk scale, making the indication

    of the risk level mandatory, commissioning several risk hypotheses and considering compatibility with real life

    conditions;

    8.5.3. pay heed to and protect early warning scientists;

    8.5.4. formulate a human rights oriented definition of the precautionary and ALARA principles;

    8.5.5. increase public funding of independent research, inter alia through grants from industry and taxation of

    products which are the subject of public research studies to evaluate health risks;

    May 2011:Multiple Chemical Sensitivity (MCS) and Electrohypersensitivity (EHS), Summary of meeting at

    the WHO headquarters Geneva, May 13, 2011. Clickherefor report. Some statements from this meeting are

    quoted below:

    We need to include these illnesses [MCS and EHS] in the WHO International Classification of Diseases (ICD),

    because what makes it more difficult for legal recognition is precisely the lack of code for these diseases in the

    ICD.

    The adverse reactions to chemicals or electromagnetic radiation vary in duration according to each patient,

    and the manifestations differ too. When the patient is again exposed, symptoms usually worsen or result in the

    appearance of new symptoms.

    The process of these diseases (MCS and EHS) is chronic and the patients situation is exacerbated if he/she lives

    in a toxic environment, such as near Tarragona petrochemical industry or subjected to electromagnetic

    radiation: emissions in the neighborhood, mobile phone antennas , etc. The patient has to avoid re-exposure.

    We are facing very high numbers of people already diagnosed . . . between 12% and 15% of the population has

    some kind of disturbance in the presence of a chemical substance. In the EHS, figures of affected people are

    between 3 and 6% of the population, but these numbers are growing continuously. Each country can recognize

    these diseases and include them in their ICE, independently of WHO, since according to the WHO countries

    have sovereignty on this issue.

    ( ES is estimated by some scientists at about 35% and is largely misdiagnosed people and many doctors in

    South Africa may have not yet realized the symptoms and connection)

    April 2011: The Russian National Committee on Non-Ionizing Radiation Protection (RNCNIRP) released their

    Resolution entitled Electromagnetic fields from Mobile Phones: Health Effect on Children and Teenagers.Clickherefor report.

    The Committee presents some startling statistics [references provided in original document].

    In April 2008, the RNCNIRP reviewed the short-term and long-term effects of mobile phone use for children. In

    particular, it reviewed possible decrease of intellectual abilities and cognition together with possible increases

    in susceptibility to epileptic fits, acquired dementia and degeneration of cerebral nervous structures. The

    results of clinical studies have shown that chronic exposure to RF EMF may lead to borderline psychosomatic

    disorders. In 2010, a number of papers published in Russian and foreign peer-reviewed journals showed a

    response to RF EMF exposure from the immune system.

    . . . since 2000 there has been a steady growth in the incidence of childhood diseases identified by RNCNIRP as

    possible diseases from mobile phone use. Of particular concern is the morbidity increase among young

    people aged 15 to 19 years (it is very likely that most of them are mobile phone users for a long period of

    time). Compared to 2009, the number of CNS [central nervous system] disorders among 15 to 17 year-old has

    grown by 85%, the number of individuals with epilepsy or epileptic syndrome has grown by 36%, the number of

    mental retardation cases has grown by 11%, and the number of blood disorders and immune status disorders

    has grown by 82%. In group of children aged less than 14 years there was a 64% growth in the number of

    blood disorders and immune status disorders, and 58% growth in nervous disorders. The number of patients

    aged 15 to 17 years old having consultations and treatment due to CNS disorders has grown by 72%.

    Because of this the RNCNIRP considers it important to conduct a scientific study to determine whether the

    growth in morbidity resulted from EMF exposure from mobile phone use or whether it was caused by other

    factors.

    Seletun Statement, Norway: The International Electromagnetic Field Alliance (IEMFA) released their report

    entitled Scientific Panel on Electromagnetic Field Health Risks: Consensus Points, Recommendations, and

    Rationales following a scientific meeting at Seletun Norway November 2009. The summary/abstract is

    Summary: In November, 2009, a scientific panel met in Seletun, Norway, for three days of intensive discussion

    on existing scientific evidence and public health implications of the unprecedented global exposures to artificial

    electromagnetic fields (EMF). EMF exposures (static to 300 GHz) result from the use of electric power and from

    wireless telecommunications technologies for voice and data transmission, energy, security, military and radar

    use in weather and transportation. The Scientific Panel recognizes that the body of evidence on EMF requires a

    new approach to protection of public health; the growth and development of the fetus, and of children; and

    argues for strong preventative actions. New, biologically-based public exposure standards are urgently needed

    to protect public health worldwide.

    Conclusions in this report build upon prior scientific and public health reports and resolutions documenting

    2009: EU Parliament Electromagnetic Report and Resolution entitled: European Parliament Resolution on

    2008: Venice Resolution, Italy. International Commission for Electromagnetic Safety (ICEMS) Scientists

    recognize biological effects at non-thermal levels, that standards are inadequate, that electro-sensitivity exists

    Three key statements are provided below:

    We take exception to the claim of the wireless communication industry that there is no credible scientific

    evidence to conclude there a risk. Recent epidemiological evidence is stronger than before, which is a further

    reason to justify precautions be taken to lower exposure standards in accordance with the Precautionary

    Principle.

    We recognize the growing public health problem known as electrohypersensitivity; that this adverse health

    condition can be quite disabling; and, that this condition requires further urgent investigation and recognition.

    We strongly advise limited use of cell phones, and other similar devices, by young children and teenagers, and

    we call upon governments to apply the Precautionary Principle as an interim measure while more biologically

    2007: BioInitiative Report, USA. In response to statements that there are no scientific studies showing

    adverse biological effects of low level electromagnetic fields and radio frequency radiation, a group of

    researchers produced the BioInitiative Report that documents 2000 peer reviewed studies showing biological

    effects of extremely low frequency (ELF) electromagnetic fields and radio frequency (RF) radiation and calling

    and for the acceptable levels of potential exposure of individuals to electro-magnetic radiation.

    2002.Catania Resolution, Italy. This resolution was signed by scientists at the international conference

    It should also be noted that within the recommendations for the New Government of Baden-Wurttemberg

    regarding a Sustainable Wireless Technologies Policy these recommends have been clearly noted :

    1. Reducing Radiation Exposures

    1.1. Wired alternatives will be implemented and promoted by the state government wherever possible. Forexample, Wi-Fi networks at public institutions and wireless Internet access in cities and rural areas shall be

    avoided. The state government calls on all municipalities to deploy sustainable fiber-optic technology instead

    of LTE (Long Term Evolution, 4G). Existing incentive programs will be expanded.

    1.2. The state government will initiate and promote pilot projects to test new wireless communication

    technologies that provide coverage but also reduce radiation exposure.

    2. Test FirstDeploy Second

    2.1. A moratorium is placed on the introduction of the TETRA technology in order to review its technical

    feasibility, costs to the state and municipalities, and health compatibility issues. To date, the results of pending

    studies are unknown.2.2. A moratorium is placed on the implementation of LTE because this new technology will contribute to a

    massive increase in radiation exposures and the health impact is not yet clear1. As an alternative, fiber-optic

    technologies are implemented (see 1.1.).

    2.3. The data security of new wireless communication services such as traffic control and surveillance of cell

    Our children are not being educated in addition to a large part of the population who also carry their phones

    in bras, pants etc and directly on their bodies.

    What is being allowed to happen in our schools is appalling. Service providers continue to place cell masts

    in school grounds and schools are placing in wifi instead of retaining or implementing hardwiring. This is due

    to the lack of education on the matter and the fact that the precautionary principle is not being adhered to by

    the officials in charge of our health and safety. They are also being told it is safe by the service provider, but

    not one will sign a guarantee. Why not?

    Two new studies have found that electromagnetic fields from Wi-Fi transmitters can alter electrical brain

    activity and decrease a measure of attention in young adults when performing a memory task. These are the

    first reports to look at the effects of Wi-Fi specific on brain function.

    The attractiveness of Wi-Fi as a learning tool in schools is significantly decreased if it could be damaging the

    WiFi has been removed from all the libraries in Paris, from French schools, from Swiss schools and completely

    from some towns. Switzerland provided optic fibre to all its schools for free internet on the condition that no

    WiFi or WLAN was retained.

    Schools in England and Canada have also been removing it and reverting to hardwiring due to the health

    impacts also being experienced. We already have reports from people in offices and schools that have been

    affected after WiFi was introduced.

    The fact that WHO has finally issued a warning ( 20 years too late for many) is being ignored to the point of

    where straight after that the release, Telkom produced an advertisement where a domestic worker places a

    cell phone in her bra and Cell C has one where the mother places the cell phone against a babys head . Other

    service providers also continue to feature children. In addition we are aware that the industry does know that

    people have been having problems around their cellular masts for many years and in most cases have ignored

    the pleas to address the issue.

    A press release from Next-up in France which stated that landline use was increasing again also stated

    the following :

    For the time being the phone companies revenues are still being boosted in the developing countries,

    particularly in Africa which is a truly limitless Eldorado, with its favourable geopolitical conditions and a public

    that has no awareness of any health risks. Considering the poverty in some African countries its even indecent,

    yet it is entirely possible that, in the face of the phone companies aggressive marketing and business methods,

    the demand for mobile phones will literally explode.

    A letter sent by one of the worlds top researchers Professor Olle Johansson to the Minister of Health and to

    many addressed in this letter states :

    I encourage governments to adopt a framework of guidelines for public and occupational EMF exposure that

    reflect the Precautionary Principle. The Precautionary Principle states when there are indications of possible

    adverse effects, though they remain uncertain, the risks from doing nothing may be far greater than the risks

    of taking action to control these exposures. The Precautionary Principle shifts the burden of proof from those

    suspecting a risk to those who discount it as some nations have already done. Precautionary strategies

    should be based on design and performance standards and may not necessarily define numerical thresholds

    because such thresholds may erroneously be interpreted as levels below

    which no adverse effect can occur.

    You often hear about "safe levels" of exposure and that there is "no proof of health effects", but my personalresponse to these seemingly reassuring statements is that it is very important to realize, from a consumer's

    point of view, that "no accepted proof for health effects" is not the same as "no risk". Too many times,

    'experts' have claimed to be experts in fields where actually the only expert comment should have been: "I/we

    just do not know". Such fields were e.g. the DDT, X-ray, radioactivity, smoking, asbestos, BSE, heavy metal

    exposure, depleted uranium, etc., etc., etc., where the "no risk"-flag was raised before true knowledge came

    around. Later on, the same flag had to be quickly lowered, many times after enormous economic costs and

    suffering of many human beings. Along those lines, it is now (regarding "the protection from exposure to

    electromagnetic fields" issue) very important to clearly identify the background and employment (especially if

    they sit, at the same time, on the industry's chairs) of every 'expert' in different scientific committees, and

    likewise. It is, of course, very important (maybe even more important?) to also let 'whistleblowers' speak at

    conferences, to support them with equal amounts (or even more?) of economical funding as those scientists

    and other 'experts' who, already from the very beginning, have declared a certain source or type of irradiation,

    or a specified product, to be 100% safe.

    In the case of "protection from exposure to electromagnetic fields", it is thus of paramount importance to act

    from a prudence avoidance/precautionary principle point of view. Anything else would be highly hazardous!

    Total transparency of information is the key sentence here.

    We are happy to prepare a full research document for a task team highlighting all the medical research and to

    present to a Parliamentary hearing.

    We ask that immediate action is taken in this matter. Firstly may the testing of this 4G be stopped and

    switched off completely and pending new roll-outs suspended, until a task force with no ties to the industry is

    formed to start reviewing these impacts and implementing sufficient and strict legislation to protect us as thepublic, as per our constitutional rights and to investigate where people are being affected.

    This would need to also please encompass areas nationally where people are reporting illness and cancers

    around masts and antennae. We are available for a meeting to discuss the matter further.

    A class action would appear to be imminent if the right actions are not implemented.

    An urgent response would be appreciated.
