1. GENERAL INFORMATION

1.1. Host City Kamnik (15.000 inhabitants, elevation 380m)

Kamnik is lovely Alpine town surrounded by green hills and high peaks of Kamnik Alps (2500 m above sea level; highest peak is Grintovec – 2558m). It is only 23 kilometres away from Ljubljana, the capital of Slovenia, and no more than 15 kilometres away from the international Airport. Due to its central position one can quickly reach all other sights and attractions of Slovenia.

Kamnik is an ancient town of thousand faces, with a rich history and numerous cultural pearls, with beautiful surroundings of natural beauty and a varied tourist offer. In the Middle Ages, Kamnik was a flourishing trading town its own mint. The town’s wonderful architecture and sacral heritage, as well as the numerous myths and legends are a testament to its prosperous days. Kamnik is protected by Stari and Mali grad (Old and Small Castle on the surrounding rocky hills, and the church of St. Primus, famous for its fascinating Renaissance frescoes, on the slope of the nearby Velika planina. Kamnik is renowned by its visitors as a starting-point for walking tours. The most beautiful part of the town is certainly the old historical centre with the characteristic narrow streets, adorned with medieval and Baroque houses. The main sights of the town is Zaprice Castle, which has been renewed to host a museum containing part of the private Sadnikar collection, the Franciscan monastery with a rich collection of old books and Plečnik’s Chapel of the Holy Sepulchre. The Traditional National Costume Festival is an annual event that takes place during the second weekend of September and attracts the largest number of visitors.

The path by the banks of the river Kamniška Bistrica leads to the Volčji Potok Arboretum, where the visitors can stroll through the Baroque park with small lakes and plantations of various different flowers and more than 3000 species of trees and bushes from all over the world. The Arboretum Volčji Potok golf course is situated in a picturesque landscape in the midst of pine forest among ponds and other natural beauties. To the east of Kamnik lies Tuhinj Valley, where the Snovik thermal spa was founded on the hot water spring. Going north from Kamnik, you will arrive to the Kamniška Bistrica Valley, where you can enjoy the beauty of its unspoiled nature and its soothing coolness in

the hot summer months. Kamniška Bistrica attracts the visits of trekkers, hikers, climbers, hunters and fishers. It is the most popular starting point for visiting the mountains that surround the valley.

Of all the picks in the region, Velika planina is the most visited. A cable car takes you to the summit of the plateau, where you can experience the life of the local shepherds in the summertime and the wonderful walks, while it is a popular ski destination in the winter.

1.2. Business Hours Shops, Government Offices, Banks

Most shops are open from 8:00 to 20:00. On Saturday and Sunday opening hours are mostly reduced to morning. Banks are open from 9:00 to 18:00 on week days and closed on Saturday and Sunday.

Money & Costs: Slovenia is included into EURO monetary system. Prices are comparable to the prices in neighbouring countries like Austria and Italy.

Slovenia is using Central European time.

3. ARRIVALS

3.1. Arrival by Air

The official international airport is the Ljubljana airport (http://www.lju-airport.si/en). There are just 15 km on the local road to the venue. Welcome desk and shuttle buses will be provided. After collecting luggage, team members will be escorted to the official buses by the welcome desk staff and taken to the team hotels. Distances to the other international airports: Trieste (100 km), Venice (260 km), Klagenfurt (70 km), Graz (200 km), Zagreb (150 km). In the case a team decides to use one of those airports, they have to organize their own transport to the venue.

3.2. Arrival by Train

Official railway station is Ljubljana (http://www.slo-zeleznice.si/en/). There are just 15 km on the local road to the venue. Shuttle buses will be provided. Teams arriving by train will be met by LOC representatives and taken to the team hotel, according to the arrival times given in the final entry system.

3.3. Arrival by Road

Teams arriving by road are kindly asked to go directly to the LOC office (Novi trg 41a, Kamnik), where LOC will welcome them.

→ Arrival from W: Motorway: Italy – Venezia – Trieste – Fernetiti /enter SLO/ – pass Ljubljana in direction Kranj, use exit Vodice. (approx 90 km in SLO on a motorway)

→ Arrival from NW: Motorway: Austria – Salzburg – Villach – Karavankentunel /enter SLO/ – direction Ljubljana, use exit Vodice just after exit Airport. (approx. 60 km in SLO on a motorway)

→ Arival from NE: Motorway: Austria – Graz – Šentilj /enter SLO/ – pass Ljubljana in direction Kranj/airport – use exit Vodice 10 km after passing Ljubljana (approx. 140 km in SLO on a motorway)

→ Arrival from SE: Motorway: Croatia – Zagreb – pass Ljubljana in direction Kranj/airport – use exit Vodice 10 km after passing Ljubljana (approx 90 km in SLO on a motorway)

From exit Vodice follow signs EMRCh in direction Kamnik (Vodice – Moste – Kamnik). There are about 10 km from the exit to Kamnik. You need a vignette to use the Motorway in Slovenia; it is available on any gasoline station in Slovenia. Price: 15 €/week for a car.

3.4. Visa Requirements

Countries requiring visas to enter Slovenia should obtain them from the Slovenian Embassy or Consulate in their country. The following countries require visas to enter Slovenia: TUR, BLR, RUS*, UKR. * Participation of the Russian team is depending on the reinstatement of All-Russia Athletic Federation. 4.1. Bus Service

A regular bus shuttle service will be provided between the team hotel, training venues, social functions, the technical meeting and the competition venue.

Few days before the event it will be also published on the web site as the appendix to this Team Manual. Busses will be signed to show the destination.

4.2. Return to Airport / Train stations

Transport will be arranged according to the flight/train schedules submitted by the teams. Further information will be available from the LOC Information Desk in each hotel.

5. ACCOMMODATION

5.1. General Information

3 star hotels in Kamnik and surroundings, providing full board accommodation, are reserved for the teams.

5.2. Information Desk

An Information Desk will be located in the lobby of each team hotel with all relevant information about all aspects of the European Mountain Running Championships. Upon arrival, each team will get a dedicated attaché, who will give them all kind of assistance during their stay in Slovenia.

5.4. Costs and European Athletics Quota

According to the item 1110.4. of the European Mountain Running Championships Regulations European Athletics shall bear the board and lodging expenses at the venue of the competition for a maximum period of not more than 3 days for a maximum of 3 athletes in each of the four categories.

No contribution shall be made in respect of athletes representing the host European Athletics Member Federation.

The number of team officials is also eligible for fixed price accommodation and other benefits; however European Athletics will not cover these officials’ accommodation costs.

The following rates (per person/night) must be paid for “out of quota” team members and for additional days:

All prices include full board accommodation and VAT.

Each team will be allocated a minimum number of single rooms equivalent to 10 % of the total number of athletes and ratio officials entered in the final entries. Additional single rooms be requested and will be given according to availability.

All accommodation bookings for the official hotels must be made through the LOC EMRCh 2017.

Cancellation policy The final account for accommodation attributable to each Member Federation shall be based on the numbers declared in the Final Entries and this shall be paid in full, no allowance being made for any subsequent reduction in the actual numbers of athletes and/or officials.

5.4.1. Payment Procedures

A proforma invoice will be sent to each Federation detailing the amount they owe based on their final entries. Federations are kindly asked to make an advance payment. Advance Payments should be made in € by bank transfer to the following account: Bank account name: SKB banka d. d. Ljubljana

Please note: A copy of the bank transfer will be required on arrival.

The balance of the payment must be paid on-site by the Team Leader upon arrival at the Accreditation Centre. Payment can be made only by cash in €.

The team leader must settle any extra charges (bar, laundry, telephone etc) at the hotel reception desk before departure. The team leader will be requested to provide a credit card at the time of checking in at the reception desk to cover any extras. All payments shall be made in €.

5.5. Meals

All meals (except for the closing banquet) will be served in the hotels restaurants. The restaurants opening times on pre-competition days are:

Fur lunch and dinner, drinking water will be available free of charge. All other drinks have to be paid for.

5.6. Meeting Room for Teams

Arrangements can be made for a team meeting room through the Information Desk in the Team hotel. Requests shall be made 12 hours in advance.

5.7. Telephone Calls

Any athletes or delegation officials requiring the use of the room phone for outgoing calls must make arrangements with the Information Desk at the hotel. The telephone will be made available upon the presentation of a credit card to cover all charges.

6. ACCREDITATION

6.1. General

Each team member will receive an accreditation card, which must be worn all the time and should be clearly visible. Security personal will control all areas. The accreditation is not transferable and does not allow the holder to take another person beyond checkpoints. Photos are not required for the accreditation card system. Accreditation cards will have different colours for runners and team officials.

6.2. Accreditation Procedure

Accreditation cards will be prepared in advance, based on the information provided by the Member Federation in the final entry submitted trough the Teams On-Line Entry System. No changes will be accepted after the final entry deadline.

Accreditations card will be distributed in the LOC office upon arrival. The Team Leader will be responsible for collecting the team’s accreditation cards, settle the payment and take welcome bags for the team members. Team Leaders are requested to bring the athletes passports to the Accreditation Centre (TIC) at the Kamnik High School (Novi trg 41a, Kamnik) in order to allow verification of participants nationality and age.

Depending on the location of the allocated team hotel, Team Leaders will be either invited to the TIC -

to proceed with the accreditation procedure - on the way to the hotel, or will be transported there

separately following the checked-in procedure at the respective team hotel.

6.3. Access Areas for Teams

All team accreditation cards will allow access to the team seating area, changing facilities and physiotherapy rooms. Only athletes who are directly involved in the competition will have access to the call room and to the course.

Only the Team Leaders will have access to the pigeon boxes in the Technical Information Centre (TIC).

Access to the Doping Control: 1 pass will be given to the athlete upon notification and an additional pass for an accompanying person. Passes will be collected once they enter the Doping Control Station.

6.4. Loss of Accreditation

Any lost or damaged accreditation cards should be reported to team attaché who will take care to get a substitute.

7. TECHNICAL INFORMATION

7.1. The Course

The 16th edition of the European Mountain Running Championships will be run on mainly uphill course.

7.2. Technical Information Centre (TIC)

LOC Information Desk will be joined with the TIC and located in the Kamnik High School, Novi trg 41a.

The Office will be open on: → Thursday, 6 July 8:00 – 20:00 → Friday, 7 July 8:00 – 20:00 → Saturday, 8 July 6:00 – 20:00 → Sunday, 9 July 8:00 – 20:00

The main function of the centre is to ensure smooth communication between each Team Delegates, the LOC, the European Athletics Technical Delegate and the Competition Management regarding technical matters.

A Team Attaché will be allocated to the each team upon arrival. This person will serve as a liaison between a team and the LOC in the time of their stay in Kamnik.

The TIC will be linked to all Information Desks set up for this event and shall be responsible for the following:

→ Settlement of technical enquiries from delegations → Competition information → Urgent notices – collection and delivery of any urgent written notices to the Team

Delegations from Technical Delegates, European Athletics and LOC → Publication of results → Receipt of appeals from the teams

All technical information regarding the competition will be distributed to each delegation in a special mailbox given to each team. This information will also be displayed on information boards.

Access to information in the mailboxes will be allowed only to the Team Leaders.

Teams that are not able to attend the Technical Meeting, under extreme circumstances, can collect their information material from the TIC after the technical meeting.

On the day of competitions, special LOC info desk will be located in the Finish area. Besides normal information also Applications for additional doping control tests will be available.

7.3. Technical Meeting

The Technical Meeting will be held on Friday, 7 July 2017 at 16:00, in the Kamnik High School, Novi trg, 41a, Kamnik.

Each team may be represented by a maximum of 2 (two) team delegate and, if necessary, an interpreter. It is very important that all teams are represented at the Technical Meeting.

All questions related to the Technical Meeting must be presented in writing in English, at the TIC latest at 13:00 on Friday, 7 July.

7.4. Inspection of the Competition Venue – Trainings

Athletes and team members will have free access to the competition venue and race course for training on Thursday and Friday.

The course will be marked already on Thursday; however the roads will be closed for the public traffic only on the day of the competition (first km of the men’s course).

General Transportation plan is presented in the item 4.1.

Detailed transportation plan will be presented at the technical meeting and displayed at the Information Desk in each hotel.

7.5. Dressing / Physiotherapy Rooms

On the days of competition, dressing tents, luggage bags and toilets will be located near the all start areas and near the finish area (mixed zone).

8. COMPETITION REGULATIONS

8.1. Entries General

Every European Athletics Member may enter 1 (one) team for each event. In accordance with European Athletics Regulation 1102.6, each European Athletics Member Federation may enter a maximum of 6 (six) athletes of which a maximum of 4 (four) may participate, in the following conditions:

→ No athlete aged less than 16 (sixteen) years on 31 December of the year of the competition may participate in the European Mountain Running Championships;

→ No athlete aged less than 18 (eighteen) years on 31 December of the year of the competition may participate in the Senior races.

Each athlete may only be entered in one race of the Championships and he/she can only compete in the race for which he/she was entered.

Although the European Mountain Running Championships are basically a team competition, individual entries may be accepted.

Preliminary and Final entries shall be made through the European Athletics Event Management System which will be accessible at the following link: https://arena.european-athletics.org/. Member Federations entries manager shall use their already known individual and personalised access

8.1.1. Preliminary Entries (1103.3)

No later than 3 months (14h; CET) before the date of the Championships, each EA Member Federation shall send to EA a preliminary list of entries, indicating its anticipated numbers of athletes per event and the number of accompanying persons.

Forms for the final confirmation will be distributed to each delegation during accreditation. These forms must be completed and returned immediately.

Any team foreseeing to arrive later than Friday, 7 July 11:00 shall confirm the respective athletes’ participation via email to [email protected] .

Final start lists will be distributed to the teams together with the bibs after the Technical Meeting.

8.2.1. Withdrawal

Withdrawal of any confirmed athlete must be indicated to the TIC in writing on the official withdrawal form which can also be sent by e-mail to [email protected] .

8.3. Starting Positions

The starting positions for each event will be allocated on the respective team standings (scoring teams only) of the previous edition of the European Mountain Running Championships. Each team shall be lined up behind each other at the start of the respective race. All other teams will be positioned behind in alphabetical order.

The Technical Delegate has the power to alter the above starting positions in special circumstances.

The allocation of the starting positions will be announced at the technical meeting and displayed at the Information Desk in the team hotels as well as on the start gantry at the course

8.4. Scoring

Each race shall be scored separately. Each team’s score shall be determined by the aggregate of the places of its 3 (three) best placed athletes for all categories. Teams shall be classified according to their scores, the team in each race having the lowest score being the winner, and so on. A tie shall be decided in favour of the team whose last scoring athlete finishes nearest to first place.

A team with fewer than 3 (three) finishing athletes in any of categories shall not be counted in the teams’ classification.

2No adjustments to teams’ places shall be made in respect of non scoring team members or athletes participating as individuals.

8.5. Competition Bibs

Each competitor receives 3 competition bibs. The bibs shall be worn according to IAAF Rule 143. The competition bibs may not been cut, bent or covered in any way.

The teams will be provided with the competition bibs immediately after the Technical Meeting.

8.6. Competition Clothing

Competitors must wear the Federation’s official team clothing. IAAF Rule 8 & 143 will be strictly applied. Please make sure to follow the latest version of the IAAF Advertising Regulations in force at the time of the event. Clothing and items not conforming to this rule and the current IAAF Advertising Regulations will be removed or taped at the Call Room.

Team clothing must be uniform. A competitor wearing any other clothing will have no access to the competition area and will not be allowed to compete. This rule applies both to competition clothing (vest, shorts and tights) as well as to tracksuits.

9. COMPETITION PROCEDURE

9.1. Timetable

9.2. Luggage

Together with the bibs teams will receive dedicated bags identified with the respective country code name (one for each team). All runners of one team shall collect all the personal bags in the bigger plastic bag and leave this bag no later than 45 minutes before the start at the start area. Bags will be transported by the LOC staff from the start to the finish area.

Details will be explained at the technical meeting.

9.3. Warming up before the Events

Warming up will take place around the start area. At the end of the warming up the athletes shall prepare for the race and will put the removed clothing in smaller dedicated bags identified with the respective country code name (one for each Federation). These bags will be also transported by the LOC staff from the start to the finish area.

Details will be explained at the technical meeting.

9.4. Assembly and Call Room Procedures

It is the responsibility of the Team leaders to ensure that their athletes are aware of the last check-in times for entry to the Call Room. Athletes arriving late may be excluded from participation in the event.

All athletes must report to the Call Room before each event according to the times provided (time see 9.1).

→ Bibs & Chips

Leaving the call room, athletes will be directed into the start area to prepare for the race. A warning signal will be given 5 minutes, 3 minutes and 1 minute before the start of the race.

9.5. Event Presentation Format

The top athletes will be presented at the start line.

9.6. Competition Preparations

9.6.1. Starter Commands

All instructions will be given in English. The command is ”on your marks!” followed by a shot from the starter’s gun.

9.6.2. False start

In the event of the false start, the starter will fire a second shot and officials will raise a tape across the course, 100 m from the start line.

9.7. Drinking/Sponging and Refreshment Stations

There will be 5 refreshment stations along the course with water and sponges and will be located as follows:

REFRESMENT STATION 1 – 3,5 km from Senior Men start 2 – 5,5 km from Senior Men start (Primož) 1,6 km from Junior Men and Senior Women start 3 – 6,3 km from Senior Men start 2,6 km from Junior Men and Senior Women start 4 – 8 km from Senior Men start 4,3 km from Junior Men and Senior Women start 5 – 2,4km to the finish

(9,6 km from Senior Men start)

Personal refreshments are possible. They must be handed over by team officials in restricted areas near the refreshment stations only. An athlete who collects refreshment from a place other than the refreshment stations renders himself liable to disqualification by the Referee.

Water as well as energy drinks, fruits and snacks will be also provided in the post event zone after the race.

9.8. Timing

The official timing will be provided by Timing Ljubljana, using chip timing system on bibs and the results will be displayed on the info board near the finish line and also sent to the agreed team representatives (one per team) to their mobile phones.

Intermediate times will be taken at 8 km and 4 km; details will be explained at the technical meeting.

9.9. Leaving the Course after the Competition

After the competition, athletes shall leave immediately the course and the finish line area through the mixed zone where media interviews will be carried out.

Athletes attending the flower ceremony will be accompanied directly to the Victory Ceremony zone.

Teams will be escorted by the volunteers to the upper cable car station and with the busses back to the hotels.

9.10. Protests and Appeals

Protests are permitted and will be processed in accordance with IAAF Rule 146.

In the first instance, protests must be made orally to the Referee by the athlete himself/herself or by a responsible official acting on his/her behalf (Rule 146.3). Protests concerning the result or conduct of an event shall be made within 30 minutes of the official announcement of the result of that event (posted on the TIC information board).

Any written appeal to the Jury of Appeal must be signed by a responsible official on behalf of the athlete and submitted to sub-TIC at the summit within 30 minutes after the official announcement of the decision made by the Referee.

When submitting an appeal form, a deposit of EUR 75, as set in the rules, must be paid. If the protest is unsuccessful, the deposit will not be returned. The Jury’s decision will be provided in writing at the TIC.

9.11. Interviews

Immediately after the competition, the flash interview group will interview the winning athletes.

9.12. Doping Control

9.12.1. General Information

Doping control shall be conducted in accordance with IAAF Rules and Procedures under the supervision of the European Athletics Doping Control Delegate.

Both urine and blood samples may be collected during the Championships.

Athletes selected for doping control shall be informed by anti-doping chaperons. Athletes will be required to sign a confirmation of notification. Athletes who are to be tested may invite a team official to accompany them to the Doping Control Station (DCS).

The After the competition, doping control will be made at the mountain hut approx. 300 m from finish area (see appendix)

9.12.2. Selection of Athletes

The selection of athletes for control will be made on a final position and/or random basis under the supervision of the European Athletics Doping Control Delegate. In addition, the selection of further athletes may be ordered at the discretion of the European Athletics Doping Control Delegate.

A selected athlete should report immediately to the DCS unless there are valid reasons for delay. All selected athletes will be accompanied by a trained chaperone or Doping Control Officer from

the time of notification until arrival at the DCS. Athletes are reminded that refusal to provide a sample can render them liable to disqualification and may lead to further disciplinary action.

Athletes who are required to use prescribed medication for the treatment of a medical condition should ensure that they have registered their medication, where necessary, through the Therapeutic Use Exemption system prior to attending the Championships.

9.12.3. Additional Controls

Additional athletes may present themselves for testing. These athletes must report to the TIC where they will have to complete the “Doping Control Request Form”. They will then be escorted to the Doping Control Station.

The cost of this control will be paid by European Athletics and will be deducted from the member federation’s European Athletics subvention after the Championships.

10. MEDICAL SERVICES

10.1. General

The medical service is in charge of any medical assistance to the teams, the competition organization, the personnel, the honorary guests as well as, during the competition, to the spectators. In case of emergency please contact the urgent tel. call tel. 112 (free of charge). For not urgent cases please contact your team attaché or you can call +386 31 260 958.

10.2. Medical Services in the Hotel(s)

For medical or emergency needs Team Leaders shall contact the Information Desk in the Team hotel (medical information and phone numbers available on site).

10.3. Medical Services at the Competition Venue

A medical tent will be located near the Finish line for medical assistance.

First aid teams (mountain rescue service) marked with Red Cross, supervised by the doctors, will be distributed all along the course during the competition. They will be located at the refreshment stations.

The local medical service will be responsible for any problem concerning the athletes’ health both at competition and warming up areas. In case of injuries, only the official physician will be admitted to the course. The respective physician will decide on the further treatment of the injured athlete.

Team doctors will have access to the medical service facilities when an athlete of his/her own team is hurt or is in need of other medical attention.

First aid Helicopter will be available if needed (airport is approx 20km away)

10.4. Physiotherapy

The team physiotherapists and doctors may use the equipment in the physiotherapy rooms in hotels.

LOC Physiotherapists service will be provided free of charge at the finish in the medical tent.

10.5. Insurance

According to the Regulation 1110.9 the participating Member Federations are responsible for taking out their own insurance to cover the risk of illness or injury of any member of their team when travelling to and from the European Athletics event and during the event itself. Please take the necessary steps to fulfil these requirements well in advance.

11. SECURITY

Instructions given by the LOC, the security marshals and the police must be followed in all areas, as well as during transport from one location to another.

Special safety precautions will be provided on the road just before and after the men’s start.

The accreditation card must be worn at all times. If an accreditation is lost, this should be reported immediately to any LOC information desk.

The emergency phone number is 112 (police, ambulance and fire department). If necessary, the police can be contacted via the TIC or the Information Desk in the Team hotels.

The TIC can also be contacted for lost and found objects.

12. CEREMONIES

12.1. Opening Ceremony

The Opening Ceremony will take place on Friday, 7 July at 18:00 in the Kamnik athletic stadium, consisting of a flag parade along the streets of Kamnik, official speeches and street show. All team members are invited to attend the Opening ceremony. Teams should gather in front of the Municipality at 17:45 in order to assemble for the parade down the main street.

Athletes must wear the official team clothing.

Transport from the hotels will be organized.

Just before the parade taking team photos will be organized.

Details will be given upon arrival.

12.2. Flower Ceremony

Flower ceremonies will take place 15 min after arrival of the third runner in each category.

Medallists in individual races will be invited to the podium in the finish area and presented flowers.

Athletes who had been selected for doping control shall come to the flower ceremony first and after go to the doping control. Chaperones will accompany them.

12.3. Victory & Closing Ceremony

The Victory Ceremony will take place on Saturday 8 July at 18:00 in the Kamnik athletic stadium.

In case bad weather the ceremony will take place in the sport hall in the School Centre in Kamnik. The information will be given to the teams at the technical meeting.

All medallists (team and individual) must wear the official team clothing for the ceremonies; they will be invited to sit in the front row and invited the backstage just before their presentations.

A short Closing Ceremony will follow immediately after the award ceremonies and will consist of European Athletics flag handover to the host of the next year’s edition of the European Mountain Running Championships.

12.4. Closing Banquet

The Closing Banquet will take place immediately after the closing ceremony. Participants will be taken to the venue with shuttle buses. Everyone with an accreditation or an invitation is welcome to attend.

13. DEPARTURE

Teams will be asked to provide full travel details on the on line entry system. Teams will also receive a departure form, which should be completed and returned to the LOC Information Desk in the hotel, at least 24 hours before departure, especially if there are any changes to the preliminary confirmed details.

Departure times of the shuttle buses from the hotel will be provided and displayed at the LOC Information Desk and in the respective hotels.

All outstanding fees, charges and possible other expenses must be settled with the cashier. On the day of departure the LOC Hotel Manager checks the rooms together with the team leaders.
