MESSAGE FROM DIRECTOR GENERAL

Dear colleagues,

In the month of August, we celebrated our 69th Independence Day on August 15,2015 with great joy and fervour. I am sure that on this auspicious occasion, wealso remembered the sacrifices of our valiant freedom fighters and the greatachievements, which our Nation made after Independence.

I have been told that construction works in all the regions of CPWD areprogressing smoothly and satisfactorily. I would like each and everyone to keepthe momentum up and complete the works with quality and within stipulatedtime. In this regard, for sake of infusing inspiration, I would like to quote a letterdated 05.08.2015 from the CE, (CZ), Bhopal, wherein he suomoto has intimatedthe achievements of his Zone in terms of new clients and projects added, worksstarted within 6 months of issue of A/A &E/S and works completed on or beforestipulated date of completion. He deserves applaud and appreciation. I have toldhis letter to be published in this news letter. I would like all CEs to come forwardand respond in a similar manner to show their achievements.

It is a matter of satisfaction that for the forthcoming prestigious FIFA U-17 WorldCup scheduled in September/October, 2017, Sports Authority of India have againreposed their faith on CPWD and entrusted the renovation & up gradation worksof three venues at New Delhi, Kolkata and Guwahati to us. We have anopportunity to demonstrate our professional excellence to deliver the works withquality and speed and earn the good name. Ministry of Drinking Water andSanitation and bureau of Migration have also requested us to take up theirworks. Thus CPWD continues to be the preferred destination for manyDepartments to cater to their construction requirements.

Friends, ever since I took over the reins of CPWD, it has been my constantendeavour to tirelessly work towards settling all pending personnel matters of allthe cadres of Department. It has been my conviction that a satisfied andmotivated work force alone can be productive, efficient and useful for theorganisation. I am pleased to inform that we have made considerable progress inthis regard. NFU and MACPS have been granted to most of the eligible officers.Promotion cases are now being pursued in a time bound manner. Most of AdhocAEs have been regularised. Newly created posts of PS in the Stenographic cadreshave been filled up. Concerted efforts are being made to conduct LDCE from JEto AE without any further delay. Annual rotational transfer & posting orders ofCE/SE/EE have already been issued.

I would conclude with the words that may Providence generate fire and intenselonging in all of us to do more than the best for the Department. The Departmentis desperately howling for our fullest contribution to run fast and to regain itspristine glory.

1. Hon’ble President of India, Shri Pranab Mukherjee inauguratednewly developed park “ARJUNA” by CPWD on 04.08.2015 atPresident Estate.

2. Hon’ble President of India, Shri Pranab Mukherjee alsoinaugurated Clock Tower in schedule ‘B’ at President Estate.

3. The lush green Permanent campus of IIT Patna at Bihtainaugurated by Hon’ble Prime Minister Shri Narendra Modi on25th July 2015. CPWD constructed Boy’s Hostel comprising of800 single seated rooms, Type-B & D quarters, Director’sBunglow, School, Hospital, Sports infrastructure, STP watersupply and internal road works etc. at IIT Patna campus.

4. Hon’ble Minister of Urban Development visited projects of SBIData Centre and Lecture Hall Complex at University ofHyderabad on 2.8.2015. Hon’ble Shri G. Kishan Reddy and Dr.K. Laxman, MLA were also present. Hon’ble UDM appreciatedthe quality and progress of buildings being constructed byCPWD.

5. Shri Ram Vilas Paswan, Hon’ble Minister for Consumer Affairs,Food and Public Distribution inaugurated Bureau of IndianStandards, Hyderabad Branch office Building on 22nd August2015 in the presence of Sri M. Venkaiah Naidu, Hon’bleMinister for Urban Development, Shri Ch. Malla Reddy, Hon’bleMP(Lok Sabha), Shri N.V.S.S. Prabhakar, M.L.A. Shri C. KanakReddy. M.L.A., Smt. Alka Panda, BIS Director General andShri. V.K. Sharma, Spl, DG CPWD.

6. Hon’ble Minister of Urban Development inaugurated KarpuriThakur Central Office Building constructed by CPWD at Patnaon 28.8.2015. He also laid the foundation stone of CentralGovernment Employees Quarters at Patna. Union MinistersShri Ram Kripal Yadav, Shri Rajiv Pratap Rudy, Shri RaviShankar Prasad and former Minister and MP Dr. C.P. Thakurwere also present during the function.

11. 100 KWp Grid Interactive Roof Top Solar Power Plant at GPOA,Shastri Bhavan, Chennai was inaugurated by Shri P.P.Srinivasan, Additional Director General (SR)1, CPWD, Chennaion 14.08.2015 in presence of Shri P.K. Vats, Chief Engineer(SZ) I, CPWD, Chennai, Shri Sanjeev Kapur, Chief Architect(SR), CPWD, Chennai and other officers. The Solar Plant willtake care of the power requirements of the CPWD units locatedin GPOA, Shastri Bhavan fully.

12. Dr. Harsh Kumar Bhanwala, President, NABARD laidfoundation stone for NABARD Annexe Building at Chandigarhon 17.08.2015 in presence of CPWD officers.

13. Shri Prakash Mishra, IPS, Director General, CRPF inaugurated“Administrative Building” at Group Centre, CRPF Campus,Sembo, Ranchi on 20.08.2015 in presence of CPWD and CRPFofficers.

14. Hon’ble Member of Parliament, Dindigul constituency, Shri. P.Udhayakumar, inaugurated the renovated Old Girls Hostel,GRI, Gandhigram by CPWD on 28.8.2015 in the presence ofVice Chancellor Dr. S. Natarajan and Registrar Dr.Balasubramanian.

15. Dr. S. Ayyappan, Secretary (DARE) & Director General, ICAR,New Delhi, inaugurated CIAE-Regional Centre New Building atCoimbatore constructed by CPWD on 27.08.2015, in presenceof Dr. K. Ramasamy, Vice Chancellor, Tamil Nadu AgriculturalUniversity, Coimbatore.

16. Dr. Harsh Kumar Bhanwala, Hon’ble Chairman, NABARDinaugurated the office building for NABARD at Jammu on31-08-2015 in presence of CPWD officers.

A International Seminar on Advance EQ Design Methods andChallenges of High Rise Building Construction by Shimizu ofJapan was organized by CPWD Training Institute at its campusat Ghaziabad. CPWD officers participated very effectively in theSeminar.

ACTIVITIES AND ACHIEVEMENTS[Financial Year 2015-16 (upto 31.8.2015)]

1. As on date, total 1889 construction works amounting to Rs.20866 crores and 1120 maintenance works amount to Rs. 386crores are in progress.

2. As on date, new sanctions for 582 construction works amountingto Rs. 6820 crores and for 190 maintenance works amounting toRs. 200 crores received. The works are being awarded.

3. During the Financial Year 2015-16, total 436 construction worksamounting to Rs. 1247 crores completed. During the month total59 works amounting to Rs. 172 crores completed

4. Ministry of Urban Development accorded administrative approvaland expenditure sanction for construction of 314 GPRA quartersat Patna amounting to Rs.138 crores.

5. Ministry of Urban Development accorded administrative approvaland expenditure sanction for construction of additional officebuilding in the existing GPOA at Shastri Bhawan, Chennaiamounting to Rs. 55 crores.

6. Bureau of Immigration joined the list of the esteemed clients ofCPWD and accorded sanction for construction of office-cum-residential complex at Hyderabad amounting to Rs. 38 crores.

7. Ministry of Drinking Water & Sanitation entrusted the work ofsetting up International Centre for Drinking Water quality atKolkata to CPWD.

8. New Energy Conservation Cell under CE CSQ (E) created in theDirectorate for implementation of energy efficiency and renewableenergy projects in CPWD.

9. Promotion order for 36 Stenographer Grade I for the post ofPrivate Secretary issued. The post of PS was newly added in theStenographic cadre of CPWD consequent to cadre review.

10. Non Functional Upgradation (NFU) of HAG grade (67000 – 76000)granted to 16 CES officers of CPWD belonging to different batchesupto 1982.

11. Non Functional Upgradation (NFU) of JS level (PB-4 + GP-Rs.10000/-) granted to 66 CES officers of CPWD belonging todifferent batches upto 1993.

12. NFJAG scale was granted to 52 Civil and 20 Electrical ExecutiveEngineers of CPWD (now SEs).

OTHER ACTIVITIES1. To implement and monitor various activities under Swachh

Bharat Mission across the country, Ministry of UrbanDevelopment has nominated CPWD officers as the NationalMonitors for Swachh Bharat Mission with responsibility to visitvarious cities, inspect the works, study the progress reports,attend State level meetings on behalf of Ministry of UrbanDevelopment and forward a detailed report to the Ministry by 3rd

of every month. CPWD officers are discharging this addedresponsibility entrusted by the Ministry in most sensible anddedicated manner.
