The Manitoba Energy Code Advisory Committee has recommended the Province follow the lead of many other governments and implement minimum requirements for energy efficiency in new buildings, by 2009. In April 2007, the Province of Manitoba’s new Green Building Policy will come into effect, requiring all government-funded buildings to meet third-party green building requirements. This presentation will provide an overview of these two initiatives, discuss the rationale for each, and highlight the emerging opportunities for industry professionals. RODNEY C. MCDONALD, B.A., M.A., LEED® AP, a sustainability professional, is currently the Sustainability & Standards Specialist at Manitoba Hydro, working with various provincial government departments and agencies on minimum requirements for energy efficiency in buildings and the new provincial Green Building Policy. Rodney was Chair of the Manitoba Energy Code Advisory Committee, and is currently Chair of the Building Energy Codes Collaborative, a national federal-provincial-territorial committee generating political and financial support for the update of the Model National Energy Code of Canada for Buildings. He is a member of Manitoba’s Interdepartmental Green Building Policy Working Group and a member of the team charged with helping to implement the Policy. Rodney received a Masters in Environment and Management from at Royal Roads University in BC, and a Bachelor in Economics from the University of Manitoba. He is a principal of McDonald & Hardess Sustainability Group, an Associate of The Natural Step Canada, the President of the Manitoba Chapter, Canada Green Building Council, a LEED® Accredited Professional, and a former member of the City of Winnipeg’s Civic Environment Committee task group on green building.

President’s Message – Stirling Walkes, P.Eng.

We had an excellent turn out for the December Dinner meeting and theannual Cribbage Tournament/ Past President’s night. I would like tothank Neil Childs, Ken Coad, Dieter Bartel and Wayne Carpenter fortheir inspiring stories. Their stories provided insight into theopportunities made available through membership in ASHRAEManitoba and participation in the operations of the chapter and Society.

January’s dinner meeting will address Manitoba’s Energy Coderecommendations and the push from the Provincial Government forsustainable design on facilities they fund. In addition Chapter membersthat made donations in 2005/2006 to ASHRAE Research will beformally recognized.

Manitoba Green Buildings Policy Presentation – Russell Lavitt, P.Eng.

Presentations on the Manitoba Provincial Government Green Buildings policy were held on 28 November2006 at the Millennium Library. Rodney McDonald of Green Manitoba, the provincial sustainableresource group, outlined the proposed policy which would make it mandatory that any provincially-fundedbuildings or additions be designed and constructed to green building standards. The province is proposingthat this policy become in force on 01 April 2007. It held the presentations to obtain feedback fromindustry stakeholders on an implementation strategy. The policy has the following technical requirements:� Projects must follow the integrated design process model� Projects must take into account life cycle costing

� Projects must achieve LEED Silver, and specifically must achieve an additional 3 Energy &Atmosphere (EA) points

� Overall energy performance must be in conformance with Power Smart, CBIP, and Energuide forExisting Buildings standards

� Additionally, in 2008, projects must take into account low or zero carbon-renewable energy sources

Questions and discussions at the presentation were varied, indicating that various stakeholder groups werein attendance: engineers, contractors, architects, other provincial departments. As the question and answersession progressed, the feedback indicated that the Province has undertaken a challenging program toimplement the policy in what was noted as a very short time period.

As a stakeholder in this consultation process, ASHRAE Manitoba will be communicating directly withGreen Manitoba on a number of issues that are considered important to the implementation of the policy:� There is insufficient industry-wide experience in the Green Building design and construction process

in Manitoba at this time. Forcing the implementation of the policy without sufficient 'ramp-up' willlikely be an issue

� While the Province believes the implementation costs will be minimal (based on information fromintense 'green build' areas - such as Vancouver and Victoria), the local cost impact will be significantas designers, builders, and owners follow the learning curve

� Government departments presently do not allow sufficient budgets for standard projects, soimplementation of a specific green policy must be accounted for in those budgets.

ASHRAE Recognized for Sustainability Efforts

ASHRAE has been recognized by the Sustainable Buildings Industry Council for the Society'seducational efforts related to sustainability. The award centered on the presidential challengemade by Terry Townsend of ASHRAE's promise for a sustainable future. To fulfill that challenge,ASHRAE is using its expertise and tools to provide cost-effective solutions in designing,operating and maintaining energy efficiency and sustainable buildings.

Realizing that sustainability cannot be accomplished without measurable goals, ASHRAE has putin place some 35 specific challenges, ranging from a proposed water conservation standard,development of building performance metrics, research and design guidance resulting in net zeroenergy use buildings and greening of ASHRAE meetings.

To increase member awareness, ASHRAE created a three-part DVD, featuring a video ofTownsend fishing with his grandchildren illustrating the importance of sustainability, Townsend'srecorded presidential speech, and a short video highlighting why ASHRAE is taking on thischallenge. The DVD is part of a total communications package from ASHRAE to inspiremembers and the industry about the challenges and opportunities related to sustainability.

Other aspects include a promotional slide chart explaining the benefits of sustainable designmeasures, a Website, www.engineeringforsustainability.org, featuring sustainability guidancefrom ASHRAE; creation of a page on ASHRAE.org, www.ashrae.org/building, focusing onASHRAE's planned renovation of its Headquarters building as sustainable; and use of ASHRAEpublications and other outreach vehicles to spread the word about the Society's work.

ASHRAE Publishes User's Manual for Standard 62.2

ASHRAE and the Indoor Air Quality Association have co-produced a user's manual for ASHRAEStandard 62.2-2004, Ventilation and Acceptable Indoor Air Quality in Low-Rise ResidentialBuildings. ASHRQAE Standard.62.2 provides the minimum requirements necessary to achieveacceptable indoor air quality for dwellings. In Canada, ASHRAE Standard.62.2 will apply to lowrise apartments that fall under Part 6 buildings and Part 9 buildings in which the dwelling unitsshare ventilation equipment. The manual explains how to comply with all the requirements of thestandard, provides examples illustrating specific methods of complying with sections of thestandard, and includes background material explaining why many of the requirements of thestandard exist, according to Roger Hedrick, who co-authored the book. The 62.2 User's Manual isavailable from ASHRAE for US$45 ($36, ASHRAE members).

Become Part of the Green Team: New Guidance from ASHRAE

ASHRAE GreenGuide: The Design, Construction and Operation of Sustainable Buildings willhelp teach designers how to participate effectively on design teams charged with producing greenbuildings. "This is a design guide for mechanical engineers who are interested in advancingintegrated, high performance/green concepts and applications on building design projects," saidMalcolm Lewis, Ph.D., a member of ASHRAE's technical committee on building environmentalimpacts and sustainability, which wrote the book. "The guidance will help building professionalsanalyze system design options and point them in the right direction for deeper analysis."

The book, an update to the 2003 version of ASHRAE GreenGuide, contains a new chapteroutlining guidance on the Leadership in Energy and Environmental Design (LEEDT) RatingSystem developed by the U.S. Green Building Council. The chapter discusses ways in whichLEED credits affect engineers and how they can best respond to the opportunities presented by theuse of LEED on projects. The book also contains a new chapter on how HVAC&R systemsinteract with the local environment and methods for mitigating or reducing that impact andcontains more than 40 GreenTips, which are sidebars containing information on techniques,processes, measures or systems. The tips contain a list of other sources for reference.

ASHRAE Research Promotion - Peter Gryc, P.Eng., ASHRAE Manitoba Chapter RP Chair

Happy New Year to everyone! I hope you had a good Holiday Season.

The ASHRAE Manitoba Research and Promotion campaign will be gaining full speed in the NewYear. To date, we have raised $2,875 which puts us at 60% of the funds collected by our chapterlast year and 36% of the Chapter’s goal of $7,900 for the 2006-2007 Chapter year.

Our Research and Promotion Committee will be contacting you soon to ask you for a donation forASHRAE Research. I would like to acknowledge our present donors, and thank all of them.Again this year, all the Manitoba Chapter Board of Governors contributed at the Honour Roll level(i.e., at least $100 for an individual) so the Chapter has again been successful at meeting the FullCircle requirements. Passings - Doug McLuckie

Doug McLuckie passed away suddenly on December 23, 2006 at the age of 66, leaving wifeSandra, son Todd, daughter-in-law Wendy, grandsons Eric and Tyler and sister Lura.

In 1979 Doug established D.A. McLuckie Agencies, a manufacturer's sales agency. He grew hisagency into a successful company through no-nonsense hard work, resilience and a strong focuson business fundamentals. In 1995, son Todd to join the business and they enjoyed working sideby side for several years. Over the years, Doug developed many close personal relationships withmanufacturers, architects, engineers and personnel among the plumbing and heating wholesalers,showrooms and trades. He was well respected for his expertise in the industry, dependability anddedication, and was always thankful and appreciative of the support he received.

Those of us that were fortunate enough to count Doug as a friend, knew he was passionate aboutthe cottage on Lake of the Woods that he and his wife designed and built. At ASHRAE suppermeetings, he often spoke of fun times with family and friends at the lake. His upbeat attitude willbe missed.
