What are McLendon-Chisholm’s requirements for Emergency Services?

• When asked if M-C needs a full-time Sheriff’s Deputy, the Sheriff of Rockwall answered, “no you are still too small to need a full-time Deputy!”

• Considering the Sheriff’s professional opinion about a Sheriff’s Deputy, are we also too small to need a paid and manned Fire Service?

2017-2018 City Budget

• The City Council budgeted $333,457 for Public Safety

• $329,550 was identified as Fire Department Protectionto provide the City of McLendon-Chisholm with the following services:– Emergency Medical Services (53%)

– Fire Protection Services (29% = 9% Fire, 9 False Alarms, 11% Good Intent)

– Other Services (18% = General Services 13%, Weather 3%, Hazards 2%)

– Fire Inspection and Arson Investigation Services (<1%)

2018 MCVFD Proposal• Fire, Emergency Medical and General Services to City of M-C for 1 year

– 2 X Paid Fire Fights on duty 12 X 365 • 7AM to 7PM Daily – when most working people aren’t home

– All Volunteer Fire Fighters 12 X 365 • 7PM to 7AM Daily

– Will strive for a 9.5 minute response time

• Information later disclosed by the MCVFD – M-C funded Fire Fighters will be used to provide the same level of support to

the ETJ and unincorporated areas of Fire District 22 from 7AM to 7PM Daily

– Fire Department personnel can only provide Basic Life Support Services• Even if a MCVFD Fire Fighter is trained as a Paramedic or EMT

- According to the MCVFD, the City of McLendon-Chisholm is only ~1/3 of Fire District 22, over 2/3 are ETJ and unincorporated areas - Population and roof-tops are approximately equal between the City of M-C and the ETJ and unincorporated areas of Fire District 22- Rockwall County provides MCVFD with ~$67,500 annually to provide fire services to Fire District 22, that comes from a 2 cent sales tax- Historically MCVFD has responded to more calls in the ETJ and unincorporated areas of Fire District 22 than inside the City of M-C.- In 2016/17 MCVFD charged the City of M-C ~$320K, and then used the city funded personnel to provide services outside the city
