1. INTRODUCTION
Every institution should develop a strategy to deal with a major emergency and consequently the Head of
College should:
1.1 Have in place a plan for responding to a major emergency in their institution.
1.2 Keep it up-to-date.
1.3 Ensure that the relevant people are aware of its existence, contents and implications for
themselves.
2. DEFINITION
‘An event or sequence of events affecting students and/or teachers, which creates significant
personal distress to a level which potentially overwhelms normal responses, procedures and coping
strategies and which is likely to have serious emotional and organisational consequences’.
Although is it unlikely that a major emergency will occur in the college, procedures and practices that will
be used should such an incident take place need to be considered. This plan will minimise the disruption
of the college functioning and ensure the emergency will be dealt with efficiently and effectively.
3. AIMS
3.1. Provide staff with a working document to use on site or take off site, which will assist them in the
event of an emergency.
3.2. Identify the contact information of agencies which can provide practical help in the event of an
emergency.
3.3. Identify the college’s Emergency Response Team and ensure staff are aware of its composition.
3.4. Increase awareness of the pre-planned arrangements required to deal effectively with an
emergency.
3.5. Give guidance on other sources of information and help.
4. EMERGENCY PRIORITY LEVELS
Emergencies can cover a range of priority levels and can happen inside or outside of the college and
term-time.
High Priority Level Emergencies would impact on the whole college and the community and result in
major involvement of one or more emergency services.
Examples of this include:
4.1. US shootings at Sandy Hook Elementary School, Newtown, Connecticut (2012)
4.2. The shootings in Whitehaven, Cumbria (2010).
4.3. The shootings at secondary school in Winnenden, Germany (2009).
4.4. US shootings in Virginia Tech University (2007).
4.5. The shootings in Pennslvania at an Amish School (October 2006).

4.6. The shootings in Beslan, Russia (2004).
4.7. The stabbing to death of a parent outside Holte School (2004).
4.8. The Soham murders (2003).
4.9. The shootings in Dunblane Primary School (1996).
4.10. The machete attack on nursery pupils and staff in Wolverhampton (1996).
4.11. The murder of Philip Lawrence, a head teacher, outside his school in London (1995).
4.12. The Hagley school minibus crash (1993).
Community critical incidents such as the Lockerbie air crash (1986), the Hillsborough football stadium
disaster (1989), or a disturbance such as the civil unrest in Lozells (2005) and the riots in Birmingham city
centre (2011). Tragedies which happen abroad can impact on whole communities in this country, such as
9/11 (2001) and the Asian/Boxing Day Tsunami (2004).
Medium Priority Level Emergencies would impact on a significant number of staff and/or students.
Examples of such emergencies are:
4.13. The death of a student or adult on college premises.
4.14. Road traffic accident involving a student or member of staff.
4.15. Fire at either college or home where there is a loss of life or serious injury.
4.16. The murder or severe injury of a student, parent or member of staff outside college.
4.17. The death of a student following an accident or illness outside college.
5. PRECAUTIONARY MEASURES
Whilst we cannot prepare for every eventuality, there are steps we can take in order to provide a
reasonably smooth response to an incident. These include:
5.1. Setting up of an Emergency Management Team (details below).
5.2. Identifying our Press Liaison Officer and a nominated person to deputise as Steve Hughes and Kim
Everton respectively. Guidance for media interviews is attached see Appendix 4.
5.3. Ensuring all staff remain vigilant with regard to the security regulations, in particular public access,
and challenge persons not wearing a visitor's badge.
5.4. Ensuring all staff involved in activities both during and out of college hours are familiar with the fire
and emergency routes of the college.
5.5. Ensuring staff are aware of health issues and medication of students in their class.
5.6. Ensuring students [or appropriate adult] notify reception when they arrive late or leave early.
5.7. Ensuring all staff sign in / out when they leave site.

9. SUBSEQUENT ACTION SHEET
WITHIN HOURS
9.1. Contact a member of the Trust Board, who will establish cascade of information to other board
members.
9.2. College Principal meet with emergency services and support personnel.
9.3. Decide which staff are going to do what tasks and when.
9.4. Prepare written statement and letters for parents covering the following:
9.4.1 Factual information about the incident;
9.4.2 What the college has already done;
9.4.3 College intentions for the next few days [e.g. meet with parents];
9.4.4 Where more information can be found [e.g. helpline];
9.4.5 Practical information [e.g. closure / re-opening of college];
9.4.6 Promise of further information in the future [e.g. special assembly].
9.5. Consult the press office for advice.
9.6. The statement can be used to inform media and general public.
WITHIN 1 DAY
9.7. Call a debriefing meeting for staff to give factual information about the incident.
9.8. Phone parents of students directly involved and send letter including factual information.
9.9. Inform/debrief students in groups of no more than 10, if police allow.
WITHIN 1 WEEK
9.10. Arrange a debriefing meeting for involved staff when police allow.
9.11. Debrief students involved in the incident in consultation with support services, when police allow.
9.12. Encourage some discussion in the college with support services.
9.13. Try to achieve a balance between student’s emotional needs and trying to get back to normal.
9.14. Identify high-risk students and staff i.e. those most profoundly affected by the incident and arrange
for intervention and support in conjunction with support services.
9.15. Identify any others who need intervention and support and arrange for it to be delivered.
10. EMERGENCIES OFF COLLEGE SITE
10.1. Emergencies can happen either on or off college premises, and therefore a copy of this plan should
be taken on all trips and work placements.
10.2. If an emergency occurs off college premises, the College Principal will need to assess the situation to
identify whether it is serious enough to warrant travelling to the scene. This will be much easier to
decide if all the factual information has been documented on the appropriate Action Sheets.
11. EMERGENCY EVACUATION OF THE COLLEGE
Alarm Fire bell ringing continuously.
Exit Clear instructions with regard to this are prominently displayed in all rooms.

Procedure On discovering a fire, the nearest fire alarm will be activated and it is normally the
responsibility of the College Principal to inform the fire brigade. It is important that the
correct information regarding location and contact details are accurate to ensure speedy
attendance. On hearing the alarm, students and staff immediately leave the building via
the fire exits, ensuring all doors are closed.
Sweep A sweep of the college is carried out by designated people to ensure everybody has left,
but not putting themselves in danger.
Assembly There is 1 fire assembly point – location: car park.
In the event of a major emergency, which requires evacuation of the whole site, staff and
students will assemble at Witton Lakes.
Action College Principal checks all staff and visitors are present.
Teachers ensure adults working in their classroom are present.
The Health and Safety Officer is responsible for giving the all clear to re-enter the college.
Emergency evacuation fire drills are carried out once per term as a minimum.
12. SEVERE WEATHER CONDITIONS
12.1. If the college is to be closed, the College Principal ensures the website is updated on a daily basis
and staff will receive a text message. It is the responsibility of staff to check if college is open.
12.2. Staff should make every effort to report for work, without putting themselves at risk, regardless of
whether the college is closed to students. If for any reason staff are unable to get to work, they
must inform the College Principal.
12.3. In the event of weather conditions deteriorating during the day and the need to send students
home early, details of emergency arrangements organised by the student’s family are held on file in
the college office.

APPENDIX 4: MEDIA INTERVIEW GUIDANCE
The press office will deal with all enquiries from the news media and attend college to deal with reporters
directly if required.
However, if the Press Liaison Officer meets with the media the following points should be considered:
1.1. Be prepared - try to agree an interview format to establish the questions that the interviewer wants
to ask.
1.2. You may have to think on your feet, but prepared answers could assist you.
1.3. Remember you could be quoted on anything you say to a journalist, even if it is not part of the
formal interview.
1.4. Be prepared to say “no comment” and don’t over-elaborate your answers.
1.5. Requests for photos or college work of students/staff involved should be refused.
1.6. Try to stay composed during interviews, but especially if it is TV.
1.7. Most journalists are responsible, but check where interview/camera team go, when interview is
over.
