Emergency Evacuation and Muster System

We have all “practiced” Emergency Evacuation/Muster Systems since we were in Elementary School…. We used to call it a “Fire Drill”

• The Fire Bell would ring…..• We would all stand up beside our desks….and wait for the kids in the row next to

ours to go to the classroom door ….and we would fall-in right behind them….• We would wait at the door until the other classes had passed by… and we would

fall-in behind the last class…• We would walk quietly down the hall …. against the wall to the first exit door…

and leave the building• We would go to the Swing-Set (our Muster Point)• The Teacher would then “confirm” that all of us were safely out of the facility by

conducting a “Muster” • If a student that was in the classroom when they left it was missing…. She could

tell the Firemen who to look for

It always seemed to work well….

And today, Corporations and Government Agencies are still using and practicing similar Emergency Evacuation/Muster procedures as we did in Elementary School.

And they also seem to work well.

BUT…….

Events of “9/11” Changed the Rules We discovered that what we have been practicing

“would not work in a real world emergency” We have been leaving out 4 very important components in

our practice drills…. • Smoke & Fire • Explosions • Gun Shots • People Screaming

Any combination of these components changes everything….

We discovered several things from the 9/11 “Twin Towers” Terrorist Attack in New York

• In a real emergency, the last place people are going to go ….is to a Muster Point.

• In a real emergency, “panic” sets in, “human nature” takes over, people save themselves any way they can, and then try to find their Family.

• We all watched on TV for weeks after the 9/11 Terrorist Attacks what people are actually going to do in a “real emergency evacuation”.

Real World Emergency

In a “real emergency” ……

Even if people did go to their Muster Points it would not tell the First Responders what

they really need to know..!!!

• The First Responders do not want to know who went to the Muster Points…

• They want to know … “WHO IS STILL IN THE FACILITY”….. because those are the people that need to be

“located and rescued”…!!

Legacy Muster Systems will not work

• Most, if not all, Companies do not know who is actually in their buildings or on their Campus at any given time

• Employees are not going to go to “Muster Points” in a real emergency

• Visitors do not know where the “Muster Points” are

• “Muster Point” data is typically sent to Computers inside the facility… which could be “destroyed or inaccessible” due to the disaster

Why using an Access Control System will not work for “Personnel Accountability”

• Access Control Readers will only read one card at a time, so every “entry/exit point” would require “in and out” Security Turnstiles, even at Loading Docks (impossible) to get accurate “real-time” inventory counts.

• Employees would have to log-out at “Muster Points” (that they are not going to go to)

• Visitors do not know where the “Muster Points” are• “Muster Point Readers” must report to Access Control

Panels (that may no longer be there after the “disaster”)• Data from the computer (inside the facility) may not be

accessible to First Responders when they arrive

Most important issue………..

If you do not have an accurate “inventory of all the people“ in the facility at the time of the disaster…

then any and all information collected at the “Muster Points” is useless and irrelevant

The Insurance Industry gets involved

Company is sued and XYZ insurance gives to the family due to the company being liable.

If a Company doesn’t have a reliable System to determine who is still left inside their facility after an emergency occurs.

Employee dies because First Responders did not know to look for them.

Insurance Companies are now insisting that all Companies that handle or use “Explosive Chemicals” put in place a system that will instantly and reliably know if and what Employee(s) or Visitor(s) are still inside their facilities when First Responders arrive.

The Insurance Industry gets involvedIf a Company cannot tell First Responders when they arrive, who

is still inside their facility, then that person(s) may die because the First Responders do not know to look for them.

If that happens, families may consider the Company “liable” for their family member’s death, and sue the Company for “Millions of Dollars”

The Company’s Insurance Carrier will have to pay the Family if they win the lawsuit (which they will)

Insurance Companies are starting to insist that their clients put in place an accurate “Personnel Accountability” system that will instantly and reliably know if any Employees or Visitors are still inside their facilities when First Responders arrive.

Government and Education gets involved

Government Agencies as well as Public and Private Schools have also begun to look for reliable “Personnel Accountability” Systems for the same reasons as Commercial Businesses.
