Section 1 Overview of the Study
The Goals of this Study During January 2020 the Fort Drum Regional Health Planning Organization (FDRHPO) completed a study of
transportation in Northern New York State. The study included a survey of 715 adult residents of the three-county North Country Region in Northern New York – Jefferson, Lewis, and St. Lawrence Counties.
FDRHPO is the organization designated as a population health improvement program for the three-county region, and as such works to improve the health outcomes of the communities they serve by working together with local health care systems, agencies and organizations. The goal of the survey study is to help to assist in identifying the transportation needs of the North Country communities. The resulting data will be used to:
1. Better understand how residents in the three-county region use transportation. 2. Learn how to better serve residents in the three-county region with transportation services. 3. Identify the barriers local residents face in getting where they need to go.
Section 2 Methodology
A mixed-mode survey sampling methodology utilizing both random telephone interviewing and random email-invitation online surveying was employed in this study. A total of 715 North Country adult residents completed the survey. County-specific participation results were: Jefferson County (n=255), Lewis County (n=202), and St. Lawrence County (n=258).
Three different sampling modalities were used in the mixed-mode design. Calling to a random selection from a list of all available landline telephone numbers for the three-county region resulted with 286 completed surveys. Calling to a random selection from a list of all available cellular phone numbers for the three-county region resulted with 181 completed surveys. All calls were made between the hours of 4:00-9:00 pm during evenings in the final week of December 2019 and the first week of January 2020. In addition to the phone interviews a random selection of available “opt-in” email addresses for residents of the three counties were sent an invitation to complete the survey online, resulting in another 248 completed surveys. The online version of the survey was open for three days during the first week of January 2020. Approximately one-third of participants (34%) indicated that they are currently “cell-only”, with no landline in their home. The composition of each county sample by sampling modality, along with the regional aggregate sample, are summarized below in Table 1.

Using this mixed-mode sampling methodology, the resulting participation rates for this study (approximately 15% of all valid telephone numbers attempted, and approximately 3% of all valid email invitations distributed) are considered very good among the industry standards of survey sampling. To be eligible to complete the survey participants were

required to be at least 18 years of age, and a resident of one of the three North Country counties. No participant rewards, neither pre-incentives nor post-incentives, were used in this study.
In both Lewis and St. Lawrence Counties the data were weighted toward population parameters within-county for age, gender, sampling modality, and educational attainment. In Jefferson County a fourth weight was added, to additionally adjust for military affiliation representation. Results were calibrated within each county for sampling modality, and individual case weights were trimmed to a maximum of 5 and then adjusted accordingly to normalize. Finally, region-wide three-county combined aggregate results have been additionally weighted for county population size. The result of these data curation processes is a study design effect of 1.79, and an overall average margin of error of estimation for the three-county regional sample of 715 adults of ±3.9%.
In accordance with the American Association of Public Opinion Research (AAPOR) Transparency Initiative pledge the following details and disclosure for the telephone-interviewing and online surveying employed in this study, including the following characteristics and facts, should be considered by any reader (although FDRHPO is not currently a member of the AAPOR Transparency Initiative, they support and ascribe to the AAPOR recommendations):
1. (T) Dates of Data Collection: December 26, 2019 through January 7, 2020.
2. (R) Recruitment: Telephone: All telephone participants were recruited to participate via telephone by random selection
from a list of all available valid active residential and cellular telephone lines in Jefferson, Lewis, and St. Lawrence Counties, New York, USA.
Online (Email): Participants were recruited to participate via an email invitation with a link to the survey embedded.
3. (A) Population Under Study: All adult residents of Jefferson, Lewis, and St. Lawrence Counties, New York, USA.
There are approximately 260,000 residents in the three counties. Approximately 190,000 of the 260,000 residents are adults, it is these adults who are the population of interest in this study.

numbers, for adults in Jefferson, Lewis, and St. Lawrence Counties, NY, both landlines and cellular phones included.
Online (Email): As described in #5, the sampling frame includes all available “opt-in” email addresses of residents of Jefferson, Lewis, and St. Lawrence Counties, NY.
7. (A) Administration: Telephone: Survey administered via telephone from a call center in Northern New York, only in English,
using SurveyMonkey as the CATI system. Online (Email): Survey administered online from an email invitation, only in English, using SurveyMonkey.

modality, and military affiliation (only within Jefferson County), and regional aggregate results are then further weighted by county population sizes. Target weighting parameters are obtained from a combination of: the Fort Drum Plans, Analysis & Integration Office, and the U.S. Census Bureau.

Generalizability and the Margin of Error – Constructing Confidence Intervals With a sample of 715 completed surveys among North Country residents, data reported in this study for the entire
North Country adult population will have an average margin of error of approximately ±3.9%, using a 95% confidence level and having included the design effect of weighting on that margin of error. If investigating only for one specific county, the margins of error will be larger due to smaller individual within-county sample sizes. The county-specific average margins of error for this study are ±6.6% in Jefferson County, ±7.4% in Lewis County, and ±6.5% in St. Lawrence County.
Note that technically there is not one universal value of a margin of error that can be precisely calculated and used for the results for every question included in this survey, or for that matter, any multiple-question survey. Calculation methods used for generating a very precise measurement of the margin of error depend upon four factors. (1) The sample size is the number of participants who validly answered the survey question. In general, the smaller the sample size the larger the margin of error, and conversely, the larger the sample size the smaller the margin of error. (2) The sample proportion or percentage is the calculated percentage of the sample who responded with the answer or category of interest. This percentage can vary from 0%-100%, and, of course, will change from question to question throughout the survey. In general, the further that a sample percentage varies from 50%, in either direction (approaching either 0% or 100%), the smaller the margin of error, and conversely, the closer that the actual sample percentage is to 50% then the larger the resulting margin of error. (3) The confidence level used in generalizing the results of the sample to the population that the sample represented. In this study, the standard confidence level used in survey research, 95% confidence level, will be used for all survey questions. (4) The design effect (DEFF) is a factor used in the calculation of the margin of error that compensates for the impact upon the size of the margin of error that having a sample whose demographic distributions do not well-parallel the distributions of the entire population that the sampling is attempting to represent. In general, the further that the sample demographic distributions deviate from the population distributions then the larger the margin of error, and conversely, the closer that the sample demographic distributions parallel the population distributions then the smaller the margin of error. Essentially the design effect reflects the magnitude of the impact that reliance upon weighting of sample results will have upon the reliability of population estimates.
In mathematical notation, the margin of error (ME) for each sample result for this study would be represented as:

Since subgroups of different sample size will be investigated throughout this report, and the sample percentage
varies throughout this study (could conceivably be different for every question included in the survey) the following table (Table 2 on the next page) has been provided for the reader to determine the correct margin of error to use whenever constructing a confidence interval using the sample data presented in this study. This table was generated using the ME formula shown above.

As an example of how to use Table 2, how would one determine the appropriate margin of error to estimate the percentage in the entire population of Lewis County adults who believe that access to bike lanes and shoulders on roads for biking is “very accessible”? One must simply refer to Table 6 later in this report to observe that 14.8% of the 201 sampled Lewis County adults replied with “very accessible”. Reference to Table 2 above indicates that the appropriate margin of error would be ±6.4% (used p=14%, the closest to 14.8% that is shown in Table 2; and used n=200, the closest to 201 that is included in Table 2). Therefore, we can be 95% confident that if all Lewis County adults were to evaluate access to bike lanes and shoulders on roads for biking the resulting percentage who would indicate “very accessible” among this population of all Lewis County adults would be within ±6.4% of the 14.8% found in our sample. The interpretation of this would be that we are 95% confident that among all Lewis County adults the percentage who believe that bike lanes and shoulders on roads for biking are very accessible would be somewhere between 8.4% and 21.2%. Note that this margin of error of 6.4 percentage points is larger than the earlier-cited study margin of error of approximately 3.9 percentage points as a result of there being only 201 Lewis County adults in this sample (n=201, not 715, for this example). Also, please note that readers who desire a greater level of accuracy than this estimated margin of error that has been excerpted from Table 2 may directly calculate the exact margin of error using p=14.8, n=201, and DEFF=1.79 in the ME formula shown on the preceding page.
Finally, the margin error is a measurement of random error, error due to simply the random chance of sampling such as when randomly flipping fair coins. However, in survey research, it is not coins that are being flipped; it is humans who are being interviewed. When surveying humans there are other potential sources of error, sources of error in addition

to random error (which is the only error encompassed by the margin of error). Response error, nonresponse error, process error, bias in sample selection, bias in question-phrasing, lack of clarity in question-phrasing, social desirability bias, acquiescence bias, satisficing, interviewer process error, and undercoverage are potential additional sources of other-than-random error. Methods that should be, and have been in this North Country study, employed to minimize these other sources of error are: maximum effort to select the sample randomly, piloting and testing of utilized survey questions, extensive training of all data collectors (interviewers), thorough cleansing of data, calibration of data, and application and trimming of post-stratification algorithms to the resulting sampled data. Hence, when using this study data to make estimates to the entire Jefferson, Lewis, and St. Lawrence County adult populations, as is the case in standard survey research practices, the margin of error will be the only error measurement cited and interpreted. The statistics reported in the correlative tables and correlative graphs throughout the remainder of this report (cross-tabulations by county, gender, age, education, household income, rurality, access to vehicles, household size, household composition, and disability status) are percentages within the sampled subgroups. Note that the subgroup definitions used for “rurality” are as follows:
1. Urban Areas – Watertown (including Ft. Drum) 2. Urban Clusters – Villages of Adams, Carthage, Canton, Gouverneur, Massena, Ogdensburg, Potsdam,
and Lowville 3. Non-urban – All other areas in the North Country not included as urban areas or urban clusters
To determine the raw unweighted sample size for each subgroup – to avoid over-interpretation – the reader should refer to the bottom row of each cross-tabulation table provided. In summary, these unweighted within-subgroup sample sizes are provided below in Table 3. Again, all study findings should be considered with sample sizes in mind. Statistical tests of significance take into consideration and reflect these varying sample sizes. The typical sample size within each demographic subgroup is shown, along with the appropriate approximate margin of error for each of these subgroup sample sizes, in the following table.

Statistical Significance Tests
How does one determine if the observed difference in rates (or, percentages) when comparing subgroups is large
enough to be statistically significant, or so small that it is not statistically significant? The rule that should be applied to determine statistical significance is:
1. Sample percentages in the same row and subtable (comparing demographic subgroups) not sharing the same subscript are significantly different at p< .05.
2. Sample percentages in the same row and subtable (comparing demographic subgroups) sharing the same subscript are not significantly different at p< .05.
All tests have been completed using the two-proportion z-test. Subsequent cell adjustment for all pairwise comparisons within a row of each innermost sub-table using the Bonferroni Multiple Comparison corrections has been completed when necessary. Tests assume equal variances. All results for all significance tests are reported in the associated cross-tabulation contingency tables using APA-style subscripts.
For example, the Northern New York County Comparison cross-tabulation for the question in this survey “How would you rate your access to public transit like buses and paratransit?” for the three studied is shown below (and, also later in this report this is Table 9):
The cross-tabulation table above shows that 19.9% of Jefferson County participants respond with “Very accessible”,
while the rates in Lewis and St. Lawrence Counties are 3.6% and 10.7%, respectively. Since none of these three groups share a single subscript (a or b or c), all differences between the three counties are statistically significant when comparing the rates of responding “Very accessible”. The rates of responding “Very accessible” are far enough apart to be very unlikely to happen due to the random chance of sampling if the three counties are, in fact, not different. Therefore, the observed sample differences are considered statistically significant and generalizable to the entire county adult populations. The above-described process is the appropriate process to use whenever comparing subgroups within the data set that has been collected and analyzed in this study.

Section 3 Topline Summary of Study Findings
Section 3.0 Highlighted Study Findings – The View from 30,000 Feet
Access to Transportation – North Country residents express much more satisfaction with access to the two local
non-motorized aspects of transportation (“sidewalks and cross-walks” and “bike lanes on shoulders”) than for the motorized forms of transportation, and Lewis County residents consistently report significantly less satisfaction with access than residents of the other two neighboring counties. (Tables 4-9)
Utilization of Transportation – The vast majority North Country residents drive alone in a private vehicle when
traveling. One-third of residents (31%) indicate that they would be likely to use public transportation to at least one destination, however, this rate increases to 62% among those who report no working vehicles at their household, and 67% among those who report to be disabled. A small portion of residents (11%) indicate that they have a household member who currently uses public transportation, however, this rate increases to 41% among those who report no working vehicles at their household, and 24% among those who report to be disabled. (Tables 10-18)
Safety While Traveling – North Country residents report very high levels of feeling safe while walking and biking in
their neighborhoods, and uncommonly indicate that they have concerns for their personal safety when using public transit. (Tables 19-22)
Transportation Difficulties – Approximately 20%-25% of North Country residents indicate that transportation has
caused them at least a minor difficulty in the past year in reaching each of seven common destinations/purposes studied. For example 22% of participants have experienced this difficulty in the past year “attending medical appointments”. The rates of reporting a major difficulty range from 3% to 8% (“getting to work”) depending upon destination. Difficulties are experienced significantly more commonly among residents in the following three subgroups: (1) those from low-income households; (2) those who have no working vehicles at their household; and (3) those who report to have a disability. (Tables 23-30)
Barriers to Use of Public Transit – The location of stops for public transit are perceived as the greatest barriers to
use, more so than the flexibility, duration, expense, or knowledge, of the public transit options. Participants are much more likely to disagree than agree that "Public transit is too expensive" – the data do not indicate that public transit in the North Country is too expensive. St. Lawrence County residents report perceived barriers at a far greater rate than in either of the other two studied counties. Those with disabilities are far more likely to perceive barriers than those without disabilities. (Tables 31-37)
Overall Satisfaction with Transportation – North Country residents are more likely to express satisfaction with
transportation locally than to express dissatisfaction. A very large 83% report satisfaction with “Your ability to get to the places you need and want to go, while only 9% report dissatisfaction. Similarly, 81% report satisfaction with “The ease of getting to the places you need and want to go”, while only 10% report dissatisfaction. Factors that are significantly associated with lower levels of satisfaction with transportation in the North Country are: (1) those from low-income households; (2) those who have no working vehicles at their household; and (3) those with household sizes of five or greater individuals, report lower satisfaction levels. (Tables 38-40)

Section 3.1 Access to Transportation Options in the North Country (Tables 4-9) The survey began with five questions designed to help FDRHPO better understand how accessible transportation options are within North Country communities. For each of the five aspects of transportation participants were asked to rate their access as "Very Accessible", "Somewhat Accessible", "Not That Accessible", or "Not At All Accessible". Results for access to transportation are summarized in the graph below, including county-specific results as well as regional-combined results.
The following two themes emerge from these access questions:

The following themes emerge from these utilization questions: 3. The vast majority (approximately 90%) of residents drive alone in a private vehicle when visiting their most frequent
destinations. 4. Approximately one-in-three North Country adult residents (31%) indicate that they would be likely to use public

5. “Medical and dental appointments” is the most common destination cited by that those who would be likely to use public transportation (16%).

To better understand perceptions of acceptable time to travel to common destinations among North Country residents, participants were asked how much time they consider acceptable to travel to common places such as stores for healthy food, work, health services, and educational opportunities. Results for acceptable time lengths of travel are summarized in the graph below, including county-specific results as well as regional-combined results.
The following two themes emerge from these acceptable time lengths of travel questions: 7. For three of the four destinations Jefferson County residents are more demanding of a shorter travel time than
residents of the other two counties. (exception is “stores to get healthy foods”) 8. In general, approximately three-fourths of residents consider less than 30 minutes to be an acceptable time to travel
to work, health services, and stores for healthy food – with about one-third of residents feeling that this time must be 15 minutes or less to be acceptable.

Section 3.3 Safety While Traveling in the North Country (Tables 19-22) Participants were asked their opinions regarding safety while traveling in the North Country. Section 3.4 Transportation Difficulties Experienced by North Country Residents (Tables 23-30) The next section of the survey related to common difficulties people may face due to transportation. To measure the extent that these difficulties may be present in one’s community, participants indicated the degree to which transportation has caused a difficulty for them for each of the studied destinations within the past year. Seven separate common destinations were studied and results for experiencing transportation difficulties are summarized in the graph below, including county-specific results as well as regional-combined results.
11. Lewis County consistently residents report “major or minor difficulties” at a far lesser rate than in either of the other two studied counties (with one exception being “attending medical appointments”), and in general Jefferson and St. Lawrence Counties do not differ from one another.
12. Among the seven studied destinations it is relatively common that residents have experienced difficulties due to transportation in the past year (ranging from 18%-24%). The regional combined results sorted by prevalence of experiencing a major or minor difficulty are:
a. Getting to work (24%) b. Attending medical appointments (22%) c. Attending recreational opportunities and local events (22%) d. Running errands like shopping (21%) e. Attending health-related services (20%) f. Obtaining healthy foods (20%) g. Attending educational opportunities (18%)
13. Factors that are related to transportation difficulties – although much more detail is reported in Section 4 regarding correlations, it should be noted that three factors very noticeably emerge as characteristics of residents in the North Country that appear to be strongly associated with experiencing transportation difficulties. For almost all destinations/purposes studied, the following three subgroups report experiencing difficulties at significantly higher rates: (1) those from low-income households; (2) those who have no working vehicles at their household; and (3) those who report to have a disability.

Section 3.5 Barriers to Use of Public Transportation in the North Country (Tables 31-37) Six potential barriers that some people cite that limit their use of public transit (including buses and paratransit) were studied by inquiring whether participants agree or disagree with posed statements. Results for perceived barriers are summarized in the graph below, including county-specific results as well as regional-combined results.
14. The most common response to each of the six statements was “Don’t Know/Not Sure”, ranging from 36% to 48% of participants depending upon posed barrier statement. Therefore, it is clear that one-third to one-half of residents know so little about public transit that they are unable to assess whether or not they feel that some studied attribute is, in fact, a barrier to their use of public transit.
15. Among participants who expressed an opinion about barriers (did not respond with “Don’t Know”), participants are far more likely to agree than disagree that five of the six factors are barriers. The regional combined results showing both agree and disagree rates, and sorted by likelihood to “agree” are:
a. "There are not stops close enough to my home." (43% agree, only 9% disagree) b. "There are not stops close enough to my destination." (35% agree, only 10% disagree) c. "I don’t know how to access information about public transit routes and schedules." (33% agree,
only 22% disagree) d. "Public transit is not flexible enough for my schedule." (32% agree, only 12% disagree) e. "Public transit takes too long." (30% agree, only 14% disagree) f. "Public transit is too expensive." (16% agree, while 22% disagree, the only statement that had a lesser
agree rate than disagree rate) 16. Clearly, it is the location of stops for public transit that are perceived as the greatest barriers to use, more
so than the flexibility, duration, expense, or knowledge, of the public transit options. In fact, participants are much more likely to disagree than agree that "Public transit is too expensive." – the data do not indicate that public transit in the North Country is too expensive.
17. St. Lawrence County residents report perceived barriers at a far greater rate than in either of the other two studied counties.
18. Factors that are related to perceived barriers to use of public transit – although much more detail is reported in Section 4 regarding correlations, it should be noted for each of the six studied potential barriers, those with disabilities are far more likely to agree than those without disabilities.

Section 3.6 Overall Satisfaction with Transportation in the North Country (Tables 38-40) The survey concluded with an investigation of participants’ overall satisfaction with available transportation in their communities. Results for overall satisfaction are summarized in the graph below, including county-specific results as well as regional-combined results.
19. Overwhelmingly, North Country residents are more likely to express satisfaction with transportation locally than to express dissatisfaction.
20. When asked to evaluate “Your ability to get to the places you need and want to go”, a very large 83% report satisfaction (64% very satisfied), while only 9% report dissatisfaction.
21. When asked to evaluate “The ease of getting to the places you need and want to go”, similarly, 81% report satisfaction (63% very satisfied), while only 10% report dissatisfaction.
