Rohingya Refugees: Contentious case of
relocation to Bhashan Char

Around 1,642 Rohingyas inmates of the
existing camps were brought to the Bhashan Char
via Chittagong by vessels for their comfortable
living. Approximately USD 350 million was
spent to develop the facility having provisions for
yearlong supply of fresh water, uninterrupted
power supply, agricultural plots, 120 cyclone
shelters, 2 hospitals, 4 community clinics,
mosques, telecom services, teaching centres,
playgrounds and a police station.
President, PM greet all on 23rd anniversary
of CHT Peace Accord
The historic Chittagong Hill Tracts
(CHT) Peace Accord Bangladesh was signed on
December 2 in 1997 between the Bangladesh
Government and the Parbatya Chattagram Jana
Sanghati Samiti (PCJSS) at the initiative of
Hon’ble Prime Minister Sheikh Hasina without
the mediation of any third party. It paved the way
for peace, socio-economic and cultural
development and in the hill districts and led the
establishment of the Ministry of Chittagong Hill
Tracts Affairs and the Chittagong Hill Tracts
Regional Council.
On the 23rd anniversary of its signing the
Hon’ble President M Abdul Hamid and Hon’ble
Prime Minister Sheikh Hasina issued separate
messages.
Former Finance Minister speaks about life,
legacy of Bangabandhu
To mark the birth centenary of Father of
the Nation Bangabandhu Sheikh Mujibur
Rahman, the Foreign Ministry organized the
"Bangabandhu Lecture Series" on the first day of
the month of Victory where former Finance
Minister and freedom fighter AMA Muhith was
the keynote speaker. He focused on life and
legacy of Bangabandhu stating that Bangabandhu
was a visionary leader not only of Bangladesh,
but of the world, who preached his ideals for the
world's deprived people and he dreamt of a
secular, just and democratic society where all
people have freedom. These ideals that led to the
creation of Bangladesh based not on religion, but
of language and culture.
ECNEC approves Tk 693cr 3rd submarine cable
project
Bangladesh is going to build the 3rd
submarine cable project at a cost of Tk 693 crore
to meet the rapidly growing demand for internet
bandwidth and ensure uninterrupted broadband
internet services.

On the occasion of the 'International Day of
Commemoration and Dignity of the Victims of
the Crime of Genocide and of the Prevention of
this Crime' and the '72nd Anniversary of the
Convention on the Prevention and Punishment of
the Crime of Genocide', Hon’ble Prime Minister
Sheikh Hasina said that on March 25, 1971, the
Pakistani occupation forces unleashed brutal
mass killings on the innocent civilian population
of erstwhile East Pakistan and Bangladesh is
among the few countries in the world that have
experienced one of the worst forms of genocide.
FM calls for women’s increased role in
recovery and rebuilding efforts
At a High-Level International
Conference on Women, Peace and Security
(WPS) organised by Government of the Viet
Nam with the support of United Nations, Hon’ble
Foreign Minister AK Abdul Momen said efforts
must be made for ensuring a gender-responsive
approach recognizing women’s increased role in
recovery and rebuilding efforts in the post
conflict and humanitarian settings. He also
underlined that the Bangladesh Government has
empowered women through education and
integrated them into economic activities and thus
enabling them to perform non-traditional roles
beyond their households.
Climate change: Hasina seeks decisive
global action to save planet
During a virtual speech at the 'Thimphu
Ambition Summit', arranged by the government
of Bhutan, the Chair of the LDC Group in the
UNFCCC, on the occasion of the 5th anniversary
of the Paris Agreement, Hon’ble Prime Minister
Sheikh Hasina stressed the need for robust
international climate coalitions to reduce the
carbon emission effectively and save the future
generations.

PM Hasina ranks 39th on Forbes’ Most
Powerful Women list
Hon’ble Prime Minister Sheikh Hasina
has been ranked as the 39th most powerful
woman in the world by the US-based Forbes
magazine. She was ranked 29th on the 'The
World's 100 Most Powerful Women' list last year.
Hon’ble Prime Minister Sheikh Hasina is the
longest serving Prime Minister in the history of
Bangladesh and currently serving her fourth term.
UN launches int’l prize in honour of
Bangabandhu
As the nation celebrates the birth
centenary of the Father of the Nation
Bangabandhu Sheikh Mujibur Rahman in 2020-
21 and prepares for the 50th anniversary of the
country's independence in 2021, the United
Nations announced the establishment of the
"UNESCO-Bangladesh Bangabandhu Sheikh
Mujibur Rahman International Prize in the field
of the Creative Economy".
UNESCO adopted Bangladesh's
proposal of establishing this prize, given once in
every two years, amounting to USD$50,000 to
promote creative industries that provide youths,
women and migrants with sustainable jobs
globally.
This is the first time any UN agency
introduced international prize in the name of
Bangabandhu, who struggled throughout his life
for peoples' rights, democracy, pluralism, and led
the liberation war of Bangladesh in 1971 -- the
greatest achievement of this nation.
Sajeeb hopes Bangladesh to lead 4th industrial
revolution
Hon’ble ICT Advisor Sajeeb Ahmed Wazed Joy.
At a webinar titled ‘Embracing Digital
Technologies in New Normal’ arranged by the
ICT Division during the Digital World 2020, the
prime minister’s ICT affairs adviser, Sajeeb
Wazed Joy, expressed his optimism that
Bangladesh would be the key leader of the 4th
industrial revolution.
He intends to develop next-generation
technologies now instead of hiring technology
from other countries. State minister for ICT
Zunaid Ahmed Palak presided over the webinar
while ministers for ICT affairs from Maldives,
Nepal, Sri Lanka and other countries joined it.

Govt seeks Spanish investment in agriculture
Spain is Bangladesh's fourth-largest
export destination and Bangladesh sought
Spanish investment in Bangladesh's agriculture
sector. Bangladesh also sought cooperation from
Spain on the relaxed market access following
Bangladesh's graduation from the least developed
country (LDC) grouping in 2024.

Graduation from LDC: UN projections show
high hope
Bangladesh’s scores in all three criteria well
above the required: Unctad
The United Nations Conference on Trade
and Development (UNCTAD) projects that
Bangladesh is on track to graduate to a
developing country from a least developed one
and its scores in all three criteria [Gross National
Income (GNI) per capita, Human Assets Index
(HAI) and Economic Vulnerability Index (EVI)]
would be much higher from the graduation
threshold next year.
Bangladesh was included in the LDC list
in 1975 and in 2015, it crossed the threshold of
the World Bank-defined lower middle-income
country and became eligible for graduation in
2018. If Bangladesh maintains its position in the
three categories for the next three years, it will be
recognised as a developing country in the UN
General Assembly in 2024.
No bar on raw jute export: minister
Bangladesh government has been
working to increase production, domestic
consumption and export of raw jute and jute
products. It has declared 282 types of jute
products as diversified jute goods that includes
charcoal, composite jute textile and jute geo-
textile. Jute has been one of the bright items in the
export basket and export earnings from these
product soared 37 per cent year-on-year to $553
million in fiscal 2020-21.
Therefore, the government will not
restrict the export of raw jute as it aims to increase
receipts from such foreign trade and ensure fair
prices of the natural fibre.
Remittance Inflow: Holding on to surge is key
Says expat welfare minister; stresses on sending
more workers abroad
Remittance inflow in the current fiscal
year was over 40 percent more than the same
period in last fiscal year.
Human Development Index: Bangladesh up two
notches
Bangladesh as made impressive progress
in human development as the country’s Human
Development Index (HDI) value increased by
60.4% between 1990 and 2019. It has moved up
two notches to 133 among 189 countries in the
Human Development Index this year, for its
remarkable progress made in life expectancy, per
capita income, and other socio-economic areas.

Displaced workers of three sectors to get cash
assistance
Many workers lost their jobs due to the
nationwide shutdown imposed to rein in the
spread of the coronavirus disease while others
were laid-off for a lack of work orders from

The workers who lost their jobs due to
the Covid-19 fallout across three sectors --
garments, leather and footwear -- are about to
receive Tk 3,000 per month as financial
assistance provided by Germany and the EU. The
government aims to disburse Tk 3,000 per month
for a three-month period to about 10 lakh workers
over the next two fiscal years.

Digital Conference on Agricultural Sector’
Bangladesh sought India’s invest in
public private sector in agro-mechanization and
agro-processing in Bangladesh by setting up
manufacturing plants in the economic zone of

Sector’ at FBCCI auditorium in the capital on
Tuesday. Commerce Minister Tipu Munshi and

Seven-days quarantine is mandatory for UK

Vikram K Doraiswami said, India wants to move
“very quickly” on water sharing of six common
rivers during the 50th celebration of Bangladesh-
India diplomatic relations.
19 industries getting President Award
The president industrial development
award has been accorded to 19 industrial units for
contributing important role in the national
economy and employment generation.
British American Tobacco Bangladesh received
the first-place award in the large industry
category;
While Incepta Pharmaceuticals Limited,
Energypac Engineering Limited, and Olympic
Industries have been nominated for the second,
third and fourth prizes, respectively, in this
category.
In the medium industry category, Tafrid
Cotton Mills Limited has been nominated for first
place. Sheltech Technology Limited, Apcotex
Industries Limited, and Envoy Fashions Limited
received the second, third and fourth prizes,
respectively, in this category. Concept Knitting
Limited, APS Design Works, and Summit Oil
and Shipping Company Limited awarded the
first, second and third prizes respectively for the
small industry category. In the micro industry
category, Trim Tex Bangladesh, Masco Overseas
Limited, and Crimson Rosella Seafood Limited
received the first, second and third prizes –
respectively. Meanwhile, Classical Handmade

11 crore people of the country are connected to

Palak said that due to the successful
implementation of Digital Bangladesh, there are
110 million internet-users in the country and the
IT sector, including freelancing, software
development, outsourcing created employment
for 1 million young people in the last 12 years. In
addition, the epidemic has made it possible to
keep education, health, agriculture, court and
supply system and even judicial work active.
He also pointed out that due to the
removal of import duty on computers in 1996 by
the Hon’ble Prime Minister Sheikh Hasina,

The government is trying to get
Preferential Trade Agreement (PTA) or Free
Trade Agreement (FTA) for taking long-term
trade benefits despite having the possibility of
reduction in customs revenue in foreign trade.

The vessel ‘MV Venus Triumph,’ the
first mother vessel with more than 12-meter draft
took a berth at a jetty of Matarbari Deep Seaport
at Moheshkhali in Cox’s Bazar. . The ship carried
some 736 tonnes of materials for the under-
construction Matarbari Ultra Super Critical Coal-
fired Power Project from Indonesia. Vessels
having an 18.5-metre draft and carrying capacity
of 8,000 to 10,000 containers will be able to take
berth at the new port. Construction of the port will
be completed by 2026. Primarily, the port will be
able to handle eight lakh containers and the
capacity will be enhanced gradually. Road and
rail links will be connected with the port.
Forex reserves hit record high of over $43
billion
The country’s foreign exchange reserves
reached a new record of over US$43 billion amid
the coronavirus crisis- which is one of the
milestones of the country’s economic and moral
ability. Bangladesh Finance Minister expressed
his gratitude and thanks to all the expatriates for
their tireless efforts in this unprecedented
achievement of the government under the
leadership of Prime Minister Sheikh Hasina.

Bangladesh reiterates its stance on the
involvement of the UN in the relocation process
of Rohingyas
The numerous challenges associated with
the temporary hosting of persecuted Rohingyas
from Myanmar has compelled the Government of
Bangladesh to plan relocation of 100,000
Rohingyas to Bhashan Char. in line with the
GOB’s efforts to decongest and de-risk the
camps, strictly followed the principle of
voluntariness and was conducted with utmost
transparency, the first batch of 1642 Rohingyas
were relocated to Bhashan Char on 4 December
2020 followed by the second batch, comprising
1804 Rohingyas. Now more Rohingyas are
volunteering in the relocation process willingly.
This 30 years’ old island, is completely
safe (24 hr CCTV coverage) and suitable for
human habitation with all the amenities including
healthcare, drinking water, options for economic
activities ( fishing, agriculture and other
livelihood activities) , cyclone shelters hospitals
and community clinics fully manned with trained
health professionals including female health
professionals. Deployment of law enforcement
agencies, female police personnel, etc have
ensured the security of the inhabitants of the
island. The efficacy and strength of the
infrastructure of Bhashan Char and its disaster
protection measures have been tested during the
deadly cyclone AMPHAN. To address any
extreme situation, there are arrangements for
evacuation in a timely manner as per GOB’s
disaster response management framework.
Bangladesh has been hosting Rohingyas
on a temporary basis purely out of humanitarian
gesture. Rohingyas want to return to their
homeland- Myanmar and Bangladesh is looking
forward to visible engagement of the
international community with Myanmar for an
urgent and early repatriation of these displaced
and persecuted Myanmar nationals to their
homeland.
90 million Covid vaccine doses coming by June,
87% recovery in Bangladesh
Bangladesh would get Covid-19 vaccine
for a total of 450 million people within May or
June given that 30 million doses of vaccine for 15
million will arrive in the country at the end of
January or first week of February while another
60 million doses for 30 million people within
May or June.
Due to the raft of measures to build
awareness across the country by the government,
over 87% of the total confirmed Covid-19
patients have recovered in Bangladesh, according
to the latest figure of the health departments.
Bangladesh climbs up 8 notches on cyber
security index
Bangladesh has improved by eight steps
in the National Cyber Security Index (NCSI) of
Estonia based e- Governance Foundation for its
preparedness for basic cyber attacks and their
efforts in managing cyber-crime and major crises.
The five-step indicators based on which the ranks
are given, are: National Cyber Threat
Identification, National Cyber Security System
and Capability Identification, Selection of
Important and Measurable Issues, Cyber Security
Indicators and Development of Cyber Security
Indicators. In the index, Bangladesh ranks second
among South Asian countries with a score of
44.16.
Bangladesh's largest solar power plant
connected to national grid
The country's largest solar power plant at
Mymensingh, with the capacity to generate 73
MW of electricity, has been connected to the
national grid. It intends to generate 10% of the

and 332 inverters,
the solar power plant was fully installed with
Huawei Smart photovoltaic (PV) solution to
connect to the national grid. A photovoltaic
system, also PV system or solar power system, is
a power system designed to supply usable solar
power by means of photovoltaics.

Cabinet approves policy to ensure safe food
The Cabinet last week approved the draft
of the Bangladesh Agricultural Good Practices
Policy, 2020 in order to ensure safe and quality
agricultural products by applying good practices
in the entire production-to-consumption chain.
The policy has been introduced to exercise good
practices in all stages including breeding,
collection, preservation, marketing and
consumption. The major objectives of the policy
include ensuring sustainable production of safe
and nutritious crops, production of environment-
tolerant crops and the safety and welfare of the
agricultural workers.
E-commerce payment made easier for buyers
abroad

methods meant for
buyers abroad, to
draw more attention
to Bangladeshi
products from overseas consumers. Earlier
payments over the internet were allowed before
the shipment but now local exporters will be
allowed to realise the payment after shipping the
goods. This means foreign payment service
providers, which are dedicated to settling
transactions between overseas consumers and
local exporters, will get relief from having to
enable payments before the release of products by
exporters.

Victory Day
Embassy of Bangladesh in Seoul
celebrated the Great Victory Day with due fervor
and festivity. The programme included hoisting
of the national flag by the Ambassador, offering
of special prayer for the salvation of the departed
souls of the martyrs and for the prosperity of the
country followed by reading out of the verses
from the Holy Scriptures. Then the video
messages of the Hon’ble President and the
Hon’ble Prime Minister circulated on this
occasion, were screened and the messages of the
Hon’ble Foreign Minister and Hon’ble State
Minister for Foreign Affairs were read out the
messages.

‘International Migrants Day-2020’ observed by
the Embassy
The Embassy of Bangladesh in Seoul
observed the ‘International Migrants Day-2020’’
on 18 December 2020, Friday) at the Embassy
premises. On the occasion of the day, fifteen (15)
Bangladeshi EPS workers in five categories and
eleven (11) Korean employers for employing the
highest number of Bangladeshi EPS workers
under a single establishment were honored on this
occasion with a crest and a certificate.
The official event of the day commenced
with reading out from the Holy Scriptures. Then,
the Embassy officials read out the messages
given on the occasion by the Hon’ble President,
Hon’ble Prime Minister, Hon’ble Minister for the
Ministry of Expatriates’ Welfare and Overseas
Employment and the Secretary General of United
Nations (UN).
At the end of the program, a documentary
on the use of traditional motifs of Bangladesh was
screened.

Welfare Activities
Labour Wing of the Embassy visited
totally 06 factories, dormitories, job centers,
hospitals. Moreover, it has settled 12 dispute
/conflict cases, provided 11 legal supports,
coordinated the return of 07 Bangladeshi EPS
workers to Korea and assisted in extending
release and job searching period of 12 EPS
workers.
