ABOUT ICF - Part II by Sri R.Srinivasan, APE/PR/F, Ph:9003141449, [email protected]

Purchasing of STOCK ITEMS: Authority i.e Demand is through PM: Procurement Memo AES: Annual estimated stock sheet, prepared group

wise, purchase section wise by Sr. EDPM sent to concerned Depots by 15th of every month.

Note: Previously it was through SRM- Stock Recoupment Memos It used Maxima and minima principle. Re – order level = safety stock or buffer stock +Avg.

demand during the lead time e.g. Rate contract items Welding rod, Grinding Wheels, compressor spares,

certain M&P items AAC annual anticipated consumption: Calculated based on average of last 3 months

consumption Purchasing of Non stock items:

Through S1302 indent (Purchase Requisition) Through imprest cash purchase by user department

(imprest form) P.O Purchase order: It is the order issued to the Supplier or Vendor with the details of Item description, Quantity, Delivery period, Inspection status and Depot/Ward to be delivered etc. Purchasing:

There are two approaches of purchasing like centralized and de-centralized.

By centralized purchasing benefits like low price because of more quantity, low overhead cost.

By decentralized purchasing decision making and quick supply can be achieved.

Most beneficial approach is combination of the both. Stages: Requisition/ demand Advertising of tenders selection of vendors Placement of orders Management of contract

Tender system: (1) Open/ advertised tenders (OT) All items other than Safety and Emergency of estimated

value is more than Rs. 10 lakh For Safety and Emergency items more than 2 crore Priority always for OT Exception for Diesel / Electric Loco spares, one time

OT, next time LT. Advantage: More transparency, More sources,

Competitive price Disadvantage: Period of procurement is more. (2) Bulletin tender (BT) Bulletin is a printed guide list of registered suppliers All the registered suppliers will be called for apply in

the tender i.e 10 to 15 days. Provided rates are reasonable, those quoting early

delivery may be given preference.

(3) Limited Tender (LT)/ Special Limited Tender Except in the case of procurement of safety items and

procurement in emergency this system may ordinarily be adopted. When it is considered to be advantageous, Normally in the case of orders of the estimated value

does not exceed Rs. 10 lakh. In case of Safety & Emergency procurement up to 2 Cr. Very shortlisted probable Registered suppliers are

called (approx 7 to 10 ) Special limited tender: In special /urgent cases -

Minimum 3 suppliers are called (4) Single tender: This system may be adopted with regard to small

orders not exceeding Rs. 3 lakh in value in the case of Non Proprietary Articles and Rs. 5 lakh in case of PAC ( Proprietary Article

Certificate) Only one firm is called for, in the tender process Value is very little and Calling of limited tender is

uneconomical. Original manufacturer or authorized dealer of a

particular product (5) Global tender: Tender called even from the Foreign companies Invitation of Global Tender full powers with COS.

Purchase through Railway board:

The following are the items purchased through Railway Board. Rolling stock like carriage, locomotive, wagon, coach/

wagon Components like CBC, Roller Bearing Coke , coal Train circuiting relays cables Train lighting bulbs, batteries, dynamos Wheel , Axles, tyres and steel item imports Imports and transfer of technology Rails sleeper and fish plates

Purchase through DGS&D

Items which are not peculiar to Railways Annual requirement over one lakh Program / Ad hoc indents to be sent to DGS &D New

Delhi in prescribed form duly certify the availability of funds If items are in Rate/ Running contract at DGS&D,

Railway requirement to use through the Annual Requirement is less than one lakh. One JA grade Railway Liaison officer is available at

DGS&D works under RB He holds meeting with DGS &D and RB sorts out the

issues Rate contract:

Rate is fixed for the contract period. There is no guarantee for the order to be placed.

Running contract:

Contract is made for a particular period with the specified rate for specified quantity of orders.

In this supplier / contractor is assured for the specified quantity

 BACK EDUCATION

DO’S &DON’TS FOR LOW BACK PAIN

 Activity & Posture: Standing:

Keep your back straight and maintain the normal posture while standing.

If you must stand for a long time and work, keep one leg up on a foot stool or any other alternative arrangements which will take the pressure off the back. And adopt work heights for maintaining normal curvature of back as in the picture.

Don’ts stand Don’t stand for a long time with improper posture.

Avoid half bent positions, particularly while working. Prolonged working in such a posture will create strain over the back.

Activity & Posture: Walking:

While walking too, maintain relaxed trunk and correct posture.

Walk with your head high, chin tucked in, toes pointing straight in front. Walk with natural swing arms and comfortable length steps.

Don’t walk in slouched & rounded back position or in military posture gait.

Prolonged walking of the above

nature results in definite back strain. NOTE: Known back disorder people avoid prolonged walking practice for strain free back. Take frequent breaks in between, if it is necessary as advice to you.

Activity & Posture: Footwear:

Wear a suitable and well fitted footwear.

Don’t wear high heels footwear - either professional or fashionable.

Make sure that your shoes and other footwear holds your feet firmly in place. Sole of the footwear, soft in nature is good.

High Heels result in stress over

the low back since the lower part of the trunk bend forward and to compensate for that upper part lean back ward. Note: High heels move your feet in out ward and downward position which causes strain over the knee joints & foot muscles too.

Activity & Posture: wallets:

Keeping your purse in front packet is good for your back and safe for your belongings too.

Don’t sit with a wallet in your

back pocket. Overstuffed wallet in your rear pocket results in pain since it may exert pressure over the nerve which runs on back side of the leg.

Activity & Posture: Reach the things while Standing:

If you want to reach the things at a higher place, use stool as above or use a stable ladder.

Don’t over stretch the entire

trunk muscles and reach the things at height which alter the normal spine curvature & results strain over the back.

Activity & Posture: Reach the things while Sitting:

To reach an object in sitting position, turn well towards the thing instead of twisting your trunk.

Don’t frequently twist your

waist in a jerky manner to reach the things. Repeated abrupt motion results in strain over the Para spinal muscle (one side of the back).

Dr.Albert, Child Specialist and Dr.S.Padma, Dentist, have been appointed on contract/part time basis.

Page 10: Email: integralnewsicf@gmail.co - Multifarious Website … for “In-plant training” and “Project Work” to be fully exempted for the wards of railway employees. 3. Railway week

Activity & Posture: Obesity:

Maintain ideal body weight to keep perfect physic.

Optimal body weight help to preserve the natural curve & back bone health.

Don’t be obese with protruding belly which may

exaggerate the curvature of the low back which results in strain

over the back.

Obesity leads to early degeneration of the back bones too.

Activity & Posture: Exercising:

Regular and systematic exercise has long been a popular approach to achieve weight loss & physical fitness as well as better back too.

NOTE: Consult a competent physio/fitness expert/yoga teacher before starting the regular exercise program.

Don’t do too much /improper exercises. Exercise may drop inches around the waist, but if it is more in dose causes strain over the back

NOTE: Known back disorder people avoid high impact anaerobic activities and jarring exercises like skipping & jogging etc…

Wait For Further Steps To Move….

Dozens of Australians tilted a train on 6th Aug to free a commuter whose leg was trapped between a carriage and a platform. The man while boarding the train at Perth, slipped and his leg got jammed in the 5cm gap between the coach and platform. Commuters got off the train and about 50 of them lined up in a row along the platform and tilted the coach away from the platform and he was saved.

operating rod and is closed automatically when the couplers on adjacent vehicles are mated fully. Couplers are AAR-H type and have anti-climbing

features because of vertical interlocking. Couplers have adequate strength for: Satisfactory hauling of a train of 26 coaches at 110

kmph Satisfactory hauling of a train of 18 coaches at 160

kmph Coupling is possible under angular misalignment both

horizontally and vertically. The coupler permits coupled trains to negotiate vertical

and horizontal curves and allows rotational movements. The draw gear ensures cushioning effective in both buff

and draft.

Axle mounted Disc brake system

Working principle is same as that of Twin Pipe Graduated Release brake system. For achieving higher speed and required braking

distance axle mounted disc brake with WSP is necessary. ( for 160 Kmph and above WSP is recommended )

The advanced special features of axle mounted Disc brake system are ► Wheel Slide Protection ( WSP ) device ► Brake Control panel / Brake container ► Bogie Brake Equipment ► Brake Accelerator ► Brake Indicators ► Less thickness SS Metric pipes with Ferrule fitting

( Bite type ) Wheel Slide Protection device

The Microprocessor-based Wheel slide protection device takes care of wheel flattening which consists of

1. Microprocessor / Control Unit 2. Speed sensor/pulse generator 3. Dump valve / Antiskid valve.

Function of WSP

The function of phonic wheel and sensor is to generate Electrical pulses (signal) with respect to speed of rotation of wheel sets. The electrical pulses(signal ) is directly proportional to

the circumferential speed of the rotating phonic gear wheel. The signals received from all the four wheel sets are

compared by the microprocessor ( computer software ). The dump valve works as an actuator. It is controlled

by the Microprocessor through DV. The valve is operated to reduce the BC pressure or to increase moment by moment in the event of wheel sliding and prevents flat tyre.
