As the parent of a 9-year old, I have a personal stake in the future health of our county. I have lived inWashington County for eight years and I feel that I can contribute a unique perspective to the board. Mybackground in public health research and community development gives me a unique perspective tounderstand public health and public policy issues from multiple angles. I believe in putting the communityand evidence at the center of policy decision-making. I have lived overseas and worked to understand theperspectives of many diverse groups within a community.

I hold Master’s degrees in Public Health and International Development. I have worked in public healthresearch for eleven years, nearly eight at OHSU in the field of Family Medicine, which has significantoverlaps with the values and goals of public health. My work focuses on understanding population health,particularly for underserved members of the community, such as racial and ethnic minorities, those withlimited English proficiency, homeless, food insecure, and those with low literacy. In particular, my team'sresearch explores health information technology opportunities for these underserved populations, as wellas the role of data in helping us to understand the trends and challenges of achieving equitable populationhealth. Through my job, I have traveled into community health centers throughout Oregon to talk withclinic staff, clinic leaders, and patients about their current practices and visions for the future. I founded apatient panel that serves as an advisory board for our research, helping to break down traditionalacademic-community barriers and make our research more transparent and relevant. Through my work, Ialso need to understand the major state and federal health policy initiatives, such as the community-levelimpacts of the Affordable Care Act, the emergence of CCOs (and CCO 2.0), the Oregon Medicaid waiver,and the Medicaid expansion. I have several leadership roles at OHSU, including managing mydepartment's postdoctoral research fellowship program and overseeing grant proposal submissions andbudget development. I lived overseas in Indonesia (5 years) and Germany (1 year) and saw firsthand notonly the importance of public health but the important role that the community can play in supportinghealth for all community members. I studied community resilience and community development with afocus on health and its intersection with economics and education, the three-legged stool of communitydevelopment. I became more aware of issues that face less privileged citizens and how to engage diversecommunities to foster community-building. I have a long history of community volunteerism. In Pittsburgh,PA, where I lived from 2005-2010, I was a disaster volunteer with the American Red Cross for four years,involving responding to disaster scenes (typically house fires) to assess damages and provide Red Crossresources to affected families. I have been active through my church in many other community activities.For example, I am the leader of a volunteer group that serves a free lunch to neighbors in Beaverton. Iserve on the Citizens' Bond Oversight Committee for the Hillsboro School District. I have brought a focusin that group to underserved students and schools within the district to bring equitable learningenvironments to all students no matter how old their school is.

I believe there are three components to achieve sustainable and equitable community development:public health, economic stimulation, and education excellence. If one of these three components ismissing or weak, there will be major issues in sustaining development. Most people are not aware of theimportant role of public health in our lives, but of course public health must grapple with big, cross-cuttingissues such as clean water, achieving a health-promoting built environment, access to health services,understanding and engaging diverse communities, helping to address community epidemics such asoverweight, obesity and mental health issues, ensuring all citizens will benefit from health informationtechnology, and communicating effectively to the community about public health issues (childhoodimmunizations, water fluoridation, helmet safety, etc.). That sometimes seems like a daunting task. TheBoard needs to be able to synthesize new information, based in a firm understanding of the communitiesit serves, and make informed recommendations to influence policy direction.

I don't believe there are any. OHSU is expanding to Washington County through its acquisition of Tuality,and my department of Family Medicine has opened two primary care clinics in WashCo with plans for atleast one more. Because I work on the research side, and not on the clinical side of my department, Idon't believe there will be a conflict.

I have greatly enjoyed serving on the PHAC. The members, staff, and presenters are exceptional. I seegreat things for Washington County public health. I look forward to being a part of the PHAC as these newchanges and developments occur. I'm also interested in the budget committee. As an MBA and an insidesales professional in high tech with experience in community engagement, I believe I'd bring a uniqueperspective to the budget committee.

What education, work experience, volunteer experience or life experience do you bring?

I am an MBA going on four years of experience in the private sector. I have worked in operations, frontend engineering, and now inside sales. I've also been an active community volunteer since college. I'veserved on three Forest Grove advisory boards, the Forestry Commission, the Committee for CommunityInvolvement (which I chaired for three years), and the Planning Commission. I am also the Vice Chair ofthe Citizen Involvement Advisory Committee which advises the Oregon Department of Land Conservationand Development on Goal 1. While the chair of the Forest Grove CCI, I was an active member of the CPOprogram. Earlier this year I assisted with the reactivation of CPO12F and organized a candidates forumfor the District 4 Commission race. I'm involved because I love my community, I love to learn, and I love toget things done!

Describe your understanding of the concerns and issues facing the Board/s you wish toserve on.

Washington County is growing. We need to ensure that we continue to have services for a diverse arrayof residents, from the upper middle class to the homeless. We also need to be aware that WashingtonCounty is home to amazing people from all walks of life. Our public health services must be able tocontinue to serve the needs of those communities within the context of their cultural and economicidentities. Our budget must continue to ensure that Washington County can provide these services whilemaintaining fiscally responsible funding that will guarantee the County's long term success.

I have spent a large portion of my adult life working in government and enjoy public policy work. Currently,I have taken time away from paid work to help care for my mother, but she is returning to health and I amlooking for ways to continue to serve my community. I am interested in the boards listed because I havepersonal connection to each one of them. I am a spouse of a veteran, I support and use our park and reccenters, I live in unincorporated Washington County and have served on a road expansion cmte, andfinally I served as chief of staff to a state representative on health care and have become intimately awareof challenges facing our community by working with constituents.

I have also served as a mentorin our local high schools, I have served on non profit boards. Finally, I have lived in Washington County forthe past 16 years and have raised three children here. I believe each of the boards I listed have unique concerns and would be interesting in different ways.URMDAC - Road maintenance in Washington County's urban roads is a continual issue for many peopleliving on the outskirts of our cities. Ensuring we are pursuing the most cost effective solutions probablyranks rather high with community members. Working towards both long- and short-term solutions thatmeet the needs of citizenry is important. Public Health Advisory Council - The work of the public healthadvisory council is important specifically as we grow our community and are seeking equity in health caredelivery. The council is most likely dealing with issues of suicide, mental health, maternal wellness andaccess to care, as well as looking to reach youth, and impoverished communities. Aging and VeteranServices - working to find and preserve funding sources to address the needs of seniors, veterans, anddisabled members of our community. Providing access to resources and a platform for members of thesecommunities to be heard is vital to valuing the contributions of these community members. Parks andRecreation Advisory Board - Ensuring equity in access, growing both membership and communityspaces. Operation and maintenance of community spaces, funding concerns.

Public Health in general is complex and ever changing. While the goal of public health is to be proactiveand focus on upstream policies and programming, we as public health workers are forced with the difficultjob of reacting and reacting quickly in order to minimize the impact felt by the community when issuesarise. The public health board serves an important role to be both progressive and find ways to engageand educated the community but also to support public health in times of need. Lastly, public health looksat many facets of health from dental to mental health and everything in between. Making sure that allareas of health are a priority is a difficult task on the best of days in public health.

I believe that if I join the Northwest Area Commission on Transportation and theEmergency Medical Services Advisory Council, I will be able to contribute meaningfully to discussions onhow to encourage mobility, respond to emergency situations and provide access to all residents ofWashington County. As a Constituent Service Coordinator at the Portland Bureau of Transportation, Ihave a great understanding of community transportation needs and an experiential knowledge of regionaltransportation planning initiatives. As someone from a community of color, I seek to improve access andcreate opportunities for people from communities of color and low income neighborhoods in WashingtonCounty. I have great listening and empathy skills, the key tools of a successful individual and volunteer. Ichose the Cultural Coalition of Washington Council because I am an avid believer in equity and inclusion.I will like to contribute my knowledge and skills to advance the diverse and rich community organizationsin Washington County. At the Portland Bureau of Transportation where I work, I had the opportunity toreview and manage the Portland in the Streets Community grant program. I will love to contribute myknowledge and skills and learn from community leaders and advocates on how they distribute resourcesfairly and prioritize and meet community needs. I chose the Public Health Advisory Council because Iwould love to learn more about how key decisions that affect the well being of people in Washington arereached. Last year, I had the opportunity to attend one of the meetings and I offered meaningfulcontributions and challenged old ideas. I am not sure I will be selected for the Public Health AdvisoryCouncil given that I challenged the Commissioner on his decision not to allow DEQ environmental testingbecause he needed to protect the economic well being of Washington County. Nevertheless, I amoptimistic that the Commissioner is open to ideas and appreciates deep thinkers and thought leaders.
