The assessment team led by Lisa Butterfill at East Midlands Councils identified the following aspects as key to their success: The excellent partnership working between councillors and officers at all levels in the authority supporting their culture of learning and growing together The commitment and involvement of political and managerial leadership in embedding the ethos of continuous improvement A clear understanding of the importance and benefits of investing in councillor development for the councillor, the authority and the community A dedicated Member Development Steering Group leading the strategic approach to councillor development in a positive and open way, supported by officers who were very well regarded by councillors Positive feedback from the 2015 councillor induction programme which resulted in newer members being up to speed and effective more quickly. For more information on the charter please visit our website or for an informal discussion on councillor development please contact Lisa Butterfill [email protected] East Midlands HS2 Growth Strategy - Emerging Strategy: Fast Track to Growth EMC and D2N2 have published a document which sets out our inial plans to use HS2 in the East Midlands to create an extra 74,000 jobs and generate an addional £4 billion of GVA by 2042. The document represents work in progress. Our final growth strategy will be published in July 2017 and will include a priorised investment proposion for key development sites and intervenons. Key inial priories include: Development of a northern-facing classic compablelink at the Hub Staon to boost connecvity between the Midlands Engine and the Northern Powerhouse; A comprehensive re-modelling of Trent Juncon south of Nongham to meet the long term passenger and freight requirements of both HS2 and Midlands Connect; The development of a Mass Transit Strategyas part of the Derby-Nongham Metro iniave, with the Hub Staon at its heart; and Effecve access from the A52 and a long term approach to managing traffic growth on the M1. Blaby District Council Awarded the Councillor Development Charter

This week Blaby District Council were successfully re-accredited against the East Midlands Regional Councillor Development Charter; this is the third time they have been awarded this achievement demonstrating their ongoing commitment and engagement with investing in councillor learning and development.

East Midlands HS2 Growth Strategy - Emerging Strategy: Fast Track to Growth

EMC and D2N2 have published a document which sets out our initial plans to use HS2 in the East Midlands to create an extra 74,000 jobs and generate an additional £4 billion of GVA by 2042.

The document represents work in progress. Our final growth strategy will be published in July 2017 and will include a prioritised investment proposition for key development sites and interventions. Key initial priorities include:

Development of a northern-facing ‘classic compatible’ link at the Hub Station to boost connectivity between the Midlands Engine and the Northern Powerhouse;

A comprehensive re-modelling of Trent Junction south of Nottingham to meet the long term passenger and freight requirements of both HS2 and Midlands Connect;

East Midlands Local Authority Challenge 2016 - The closing date for the Local Authority Challenge is 10 November, however there are only a small number of team places left, if you

would like to register a team please get in touch as soon as possible to take up one of the remaining opportunities.

18 teams have registered to be part of our challenge event (4 authorities in Leicestershire, 4 in Nottinghamshire, 6 in Lincolnshire, 2 in Northamptonshire and 2 in Derbyshire). To register your team visit here

We have also enlisted a team of Leaders and senior officers to support the event and to enhance the experience, and two communications officers to keep team members on their toes.

EMC Boards Activity

EMC Executive Board - The EMC Executive Board met today in Melton Mowbray, chaired by Cllr Martin Hill, Leader of Lincolnshire County Council and Chair of East Midlands Councils. The Board discussed challenge to the health and care system in the region, infrastructure and economic growth priorities, asylum and refugee resettlement and the impact of the proposed national living wage and apprenticeship levy.

East Midlands Regional Employers’ Board - Regional Employers’ Board will meet on 4 October, the meeting will include an Employers’ Briefing on Apprenticeships by Nigel Carruthers from the LGA.

East Midlands Scrutiny Network - This week the East Midlands Scrutiny Network meeting has taken place in Long Eaton. The network meeting attended by both Councillors and Officers featured a presentation from Nottingham City Council on their recent review of elections and a presentation and update from the Centre for Public Scrutiny. Unaccompanied Asylum Seeking and Refugee Children - National Transfer Scheme

Policy Officer – East Midlands Strategic Migration Partnership (EMSMP) Fixed term secondment: November 2016 – March 2017 - EMC is offering a secondment opportunity to assist in the co-ordination of the East Midlands Strategic Migration Partnership’s responsibilities for the development and ongoing management of migration issues in particular the regional transfer model for Unaccompanied Asylum Seeking Children (UASC). Right to Buy: more than 56,000 new homeowners across the country - Over 56,000 households have been helped to purchase a home through the government’s Right to Buy scheme since 2012.

New figures show more than 312,000 households have now benefited from government-backed home ownership schemes including Right to Buy, Help to Buy and Help to Buy: Shared Ownership since 2010.

Two of the top 10 places with tenants taking up Right to Buy are in the East Midlands, Nottingham and Leicester (Nottingham 7th on the list with 910 and Leicester 9th on the list with 894, Right to Buy sales Q1 2012-2013 to Q1 2016-2017).

Employers’ Information

Update: Further reforms to exit payments - Government consultation response - The Government has issued its response to its consultation on further reforms to exit payments, which are in addition to the £95,000 cap on exit payments and the recovery provisions for those earnings £80,000 or more. Youth and Community Workers and Teachers in Residential Establishments Pay Awards - The LGA issued to local authorities which confirm pay agreements for both Youth and Community staff (2016 and 2017) and for Teachers in Residential Establishments (2016). Agreement has also been reached with the Soulbury Trade Unions for a 1% increase for 2016 and 1% increase for 2017 for Soulbury Officers. For further information visit here.

East Midlands Performance Network - The Performance Management Network will meet next on Thursday 13 October 2016, 10:00 – 12:30 at Erewash Borough Council. The network meeting will include a presentation on performance indictor and projects software, Environmental Information Requests and will provide an opportunity for information sharing between colleagues across the

Council Leader calls for review of ASA decision on begging campaign - An Advertising Standards Authority decision that a poster campaign on the issue of begging breached its code has been criticised by the Leader of Nottingham City Council. The Council is considering making a formal request for the decision to be independently reviewed.

Councillor Jon Collins said the ASA had “completely failed to understand the seriousness of the begging problem in cities like Nottingham and why this kind of campaign was needed.” To read the press release in full visit here.

New investment in health research - The funding has been awarded to 20 NHS and university partnerships across England through the National Institute for Health Research (NIHR). Each of the 20 biomedical research centres will host the development of new, ground-breaking treatments, diagnostics, prevention and care for patients in a wide range of diseases like cancer and dementia. In the East Midlands funding has been awarded to;

Nottingham University Hospitals NHS Trust and University of Nottingham for Deafness and hearing problems, gastrointestinal and liver disorders, mental health and technology, musculoskeletal disease, respiratory disease, with £23,642,003 funding

University Hospitals of Leicester NHS Trust and University of Leicester for Cardiovascular, lifestyle, respiratory research, with £11,591,314

Environmental Health CPD programme - Working with Public Health England, 10 November 2016 - The next event in the Environmental Health CPD programme will take place on 10 November and has been put together by Public Health England. This will include case studies from Nottinghamshire on Legionnaires disease, Derbyshire on Meningitis C outbreak in primary school, Leicestershire on Grove Farm Outbreak and Northamptonshire on Leptospirosis in animal rescue centre.
