We also heard complaints ofmany fireworks being set offthere. It is very dangerousbecause there is so much drygrass and so close to mobilehomes which go up very quicklyin a fire.

Upcoming CERT (Community EmergencyResponse Team) Program
The Hayward Fire Department is creating an interest list for the nextCERT Program which will consist of 4 consecutive evening indoor classesand one hands on drill (that will take place outdoors). The City hopes torecruit 60 residents for this training for the month of September 2010.
The CERT program provides training toCity of Hayward and Fairview Fire ProtectionDistrict residents. Participants learn skills
that will enable them to provide emergency assistance to their families andneighbors in the event of a major disaster. There will be no charge for thecourse. The only cost incurred may be in upgrading your disaster supply kitat home (food, water, tools etc.). Participants learn skills that will enablethem to provide emergency assistance to their families and immediateneighbors as well as organize a neighborhood team response.
The training will involve instructions in light fire suppression, hazardous materials situations, firstaid, light search and rescue techniques, and procedures in organizing CERTs to aid and assist in timesof disaster. You do not need any special skills to participate, just the willingness to learn the skills nec-essary to survive a disaster. You must be 18 years or older to sign up. The training program will involvesome physical activity, such as using fire extinguishing equipment and rescue tools under the supervi-sion of trained Fire Department personnel.
The Hayward Fire Department will make this a positive experience, emphasizing teamwork, coop-eration and community service in dealing with difficult emergency situations. The CERT program goalis to provide participants with the opportunity to learn more about how their efforts can help aid andprotect lives and property in times of disaster or other emergency crises.
The dates for the next CERT program are as follows:

Wednesday, September 29, 6pm-9pm
Thursday, October 7th, 6pm-9pm

You must attend all classes in order to receive certification.
Residents who are potentially interested in this free training are encouraged to sign-up via the citysDisaster Preparedness website by clicking on the red Disaster Preparedness button below (or by past-ing the URL into your browser), then the green CERT button. Residents who are still able to attend all5 classes will be notified via email during the week of August 23 when formal placement and confirma-tion into the program begins.

POOL RULES1. Pool hours are from 9 am to 9 pm. Pool is open
May through October. Therapy pool is operated andheated year round.
2. Pools are for the exclusive use of residents andtheir guests. All guests must be accompanied by a res-ident and the resident is responsible for the conduct
of their guests. Only four guests per space areallowed, at any one time, and on a space available basis.
3. Children under 14 should be accompanied andsupervised by an adult when using the pool or therapypool.
4. No LIFE GUARD IS ON DUTY. PLEASE DONOT SWIM ALONE.
5. All persons using pool or therapy pool mustshower pool side before entering pools. Anyone usingsuntan oils, lotions, or other ointments must re-showerbefore entering pools.
6. Persons in swimming suits or trunks, wet or dry,will not be allowed in the clubhouse.
7. Swim fins, diving masks, rubber floats, toys,balls and the like are not permitted in the pools.(Individual swim goggles, baby life jackets and armfloats for small children are OK.)
8. Screaming, running, horseplay, cannonballing anddiving are not allowed in the pools.
9. Only manufactured swim wear in good conditionmay be worn in the pools.

After a welcome to residents, Associationpresident Dawn Plaskon called meeting to orderat 7:05 and the pledge was said. All officers andboard members were present except DarleneRichardson who was excused.
An HPD Representative was scheduled to go
over police response plan for July 4, but wasunable to attend. Dawn will get more info from LtBoynton and post it on the Spanish Ranch website.
The minutes from 6/3/2010 meeting wereapproved with the correction that treasurer Kevinwas not present and was excused.
Committee Reports:
HELPING HAND COMMITTEE Dave saidtheyve had two calls from residents. He will handout more flyers this week. Dave talked about theWeed Abatement Program conducted as a pilot
program by the city in the park on June 28. 16homes where helped and three missed. They did agood job and were very supportive of our volunteergroup. Residents who are disabled, over 62 or lowincome can apply for grants or home improvementloans through the city. The loans do not have to bepaid back until you sell your home.

WELCOMING COMMITTEE will hold
their meeting on July 17th. More information willbe sent out later.
DISASTER COMMITTEE had a meetingand will have another at the end of the month.They will work with management on a plan for thepark. By law, it is managements job come up witha disaster plan. Management is working on theirplan and should have it ready by autumn.
IMPROVEMENT COMMITTEE Kathy metwith management. Management wants residentsto file written complaints to the office with sug-gestions on how to solve the problem. Managers
said if you see a dangerous or illegal activity to callpolice, then file a written complaint at the office.New street signs should start going up in twoweeks.
HMOA REP not present.
NEIGHBORHOOD WATCH Darlene wasnot present. Kevin said she hadnt heard of anyproblems.
EL TORO had not arrived as of the meetingdate but can be read on the web site. There is obit-uary about Joy Cunningham. The El Toro is usu-
ally posted each month by the 1st.
Old Business:
Incorporation status has been revived andis in good standing. We will have a flea market toraise funds for the association on August 14.
Status of transfer of incorporation, bankaccounts, and records to incoming board.Kevin said 3.71 had been left from former board.New bank account will be opened as soon as wehave the minimum balance necessary. Dawn saidthree separate certified letters had been sent outto past officers as the board tries to obtain recordsand property from the prior board. The third setof letters was refused by all former officers.Further action will be taken to recover the finan-cial and other records as well as the sound systemthat belongs to the association
Dawn talked about residents who have used
the web and got quick response.New Business
Board mtg- Jul. 21 it was proposed that thenext board meeting be held July 21st by Jeanieand second by Charlie. By-laws revisions will bevoted on next association meeting.
Upcoming Events
National Night Out August 3 Kevinannounced we will have the event. As in the past,donated funds will be requested from park organi-zations, management, and mobile home retailers.
Flea Market August 13/14basic flyer hasgone out. Judy will make the flyers for advertise-ment and flyers to be distributed in the park.Kevin has got one table reservation already. Therewill be an association table where you can donatethings to make money for the association. Pattyhas offered to make cupcakes to sell. Snack barwill use supplies from bingo and pay them backlater.
Thanksgiving Dinner: No meeting hasbeen held at this time.
Other:
It was brought to our attention that MayorSweeney would like to see Spanish Ranch 1 haveone universal anniversary date, and thatRutherford is opposed to this. Rutherford hasrequested that the board provide a letter toMichael Lawson supporting the current system.Spanish Ranch is the only park without a univer-sal anniversary date. A resident thought it was agood idea, and would be less confusing without 12

different dates. President suggests that moreinformation is needed before we can vote or giveout information to the residents. She wants to getthe pros and cons to see which options would ben-efit residents more.
A resident asked why we are the only parkwith leases. Another resident suggested that home
sellers should tell buyers about lease. Presidentreported that realtors have stated that they arenot allowed to disclose that information about thedifferences between lease and month-to-monthrentals agreements. Another resident asked aboutthe 18.00 reduction on rent. President will lookinto both issues.
Next Creek Clean-up is coming soon, see ElToro for date. Last clean-up was a successResidents said there are piles of dry weeds alongthe creek. It was suggested they be watered downbecause of fireworks. Also if you see people doingfireworks in the park or along the creek, please
call police. This is a fire dangerBarbara Sacks announced that a naturalist
from HARD will be here on July 26 at 2:00pm totalk about the Egrets nesting just outside the parkand other birds. They will bring a live creaturewith them. Creature unknown. Judy will make aflyer to announce event to the park.
Some Residents said people are still feedingcats, which is not allowed under Title 25 and maybring other creatures (rats, opossums, raccoons)into the park.
A lot of young people are reported to be loi-
tering at the small club house. Please make acomplaint to management and call police. Providethe board with a copy of your complaint to man-agement.
In general, when making a complaint, try toplace your issue in the context of a health or safe-ty issue as management seems unwilling to dealwith any other type. Title 25 (Mobile home parkrules) is available in the Resources section of theWeb site at http://www.spanishranch1.org.

Parasitic weed a threat to plantsEditor,
I live on Macatera Avenue and about a month ago Inoticed something strange growing in my garden. Nextthing I know one of my rose bushes quickly died.
Shortly after another rose bush began to die, so I con-sulted my Horticulture college books and found that theculprit was Strangle Weed or more commonly known asNative Dodder.
Native Dodder looks like bright orange/yellowdental floss, with no leaves, but does have small clus-ters of flowers along the twine. Dodder is not support-ed in the soil it lives above the soil and gets it nutri-ents by crawling along until it finds a host plant, thenit climbs and twirls up the plant burrowing through thebark and attacking the plant from within. Every hostplant the Dodder attacks will die. Herbicides or pesti-cides will not be effective, you must hand gather thestrings of Dodder, double bag it and throw it in with
your regular trash, NOT your green recycling can.If the Dodder is not disposed of properly, it will take
over the landfill and spread. Dodder is extremelyaggressive and if the parasite goes to seed even once, itreleases millions of seeds which can lay dormant in thesoil for years. After finding this information online ath t tp ://w w w. ipm . ucd avi s.edu/P M G/P EST NO TE S /pn 7496.html, I contacted the California State AgricultureDepartment in Sacramento who had me call the localchapter in Oakland. They told me that the JapaneseDodder (green in color instead of orange/yellow) is aClass A parasite which must be reported and needs spe-cial removal once detected, but the Native Dodder,although a very nasty parasite, just needs to be handpicked, double bagged and disposed of in the regulartrash receptacle.
They also told me that once the Native Dodder hasestablished itself it is very difficult to get rid of. Lastlythey told me that my infestation of Native Dodder prob-ably occurred as a result of a bird or the wind transfer-ring the seeds. But seeds can also be brought into yourgarden via plants and soil purchased at a store. Thehost plant that the Dodder has attacked must be pulledand disposed of as well because of the parasitic remainsof the Dodder inside the plant. Even if you pull off allthe strings on the outside of the host plant, the sporeson the inside of the plant could start a re infection all
over again.I have pulled up all evidence of the Dodder from my
garden and am checking the area every day. Hopefullymine was the only lot effected, but I wanted to passalong this information to ask residence and mainte-nance to keep their eyes out for this parasite because ifit gets established in the park we are going to loseplants and have a real headache trying to get rid of it!

The Mobile Home Board publications informs and pro-
motes the mobile home system; residents, management
and those that serve the mobile home community.
The Mobile Home Board publications are not political
tools. They are a source of information and enjoyment for
park residents. To ensure this policy we have developed
the following guidelines:
Editorial Guidelines: Editor is responsible for gathering information and
sending it to us in a form they want. Each editor must
allow all residents organizations and management to par-
ticipate in the publication.
The publication is not to be used for disputes by either
residents or management. Mobile Home Park Magazines
must remain neutral in all resident/management issues to
preserve the integrity of the magazine. Not all residents
are on one side or the other of an issue. Since we do not
research each story, we cannot use Mobile Home Park
Magazines to weigh either side of these very fragile rela-
tionships. Resident political organizations are asked to limit their
information to meeting notices and reports of chapter
meetings.

Weekdays, returning from South Hayward BART,board the counter-clockwise, Tampa directional bushourly from 6:30AM until 8:30PM, arriving SpanishRanch at 6:42AM until 8:42PM. Weekends and Holidays,service is from 6:00AM until 6:00PM.
Weekdays, going to Union Landing, board the bus atthe corner in front of the 2 houses at Tampa / Folsom

Return trips leave Southland Mall at 10:42, 11:27AM,12:12, 12:57 and 1:42PM, arriving back at SpanishRanch at 10:55, 11:40AM, 12:25, 1:10, and 1:55PM.
Route 22: For those who wish to walk to/fromTennyson Ave, on weekdays route 22 will go to theSouth Hayward BART station every 30 minutes from6:22AM until 11:22PM weekdays, and hourly on week-ends and holidays from 6:22AM until 11:22PM. From theSouth Hayward BART station going down Tennysonwill leave every 30 minutes from 6:04AM until 11:04PMweekdays, and hourly on weekends and holidays from6:17AM until 11:17PM.
