Notes Data extraction date All data in this report are as at the end of the last day of each reported month. Data revision The most recent edition of reports should be consulted in case previously published data have been revised. Data source Wait list extract data in ESWL reports are from the HCARe (Health Care and Related Information System), TOPAS (The Open Patient Administration System), webPAS (Web-based Patient Administration System) and Joondalup Health Campus, Peel Health Campus and St. John of God Midland Hospital data systems. Data in this report are sourced from the Elective Services Wait List Data Collection (ESWLDC). Data coverage All WA public hospitals with elective surgery wait lists are included. Royal Perth Rehabilitation Hospital closed in early October 2014. Fiona Stanley Hospital data have been included in the report since its opening in October 2014. Kaleeya Hospital closed in early December 2014. Swan District Hospital closed on 24 November 2015. St John of God Midland Public Hospital data have been included in the report since its opening on 24 November 2015. Data definitions Data in ESWL reports are based on Australian Institute of Health and Welfare (AIHW) reporting guidelines. Effects of rounding Where figures have been rounded, discrepancies may occur between sums of the component items and totals. Published percentages are calculated prior to rounding of the figures and therefore some discrepancy may exist between these percentages and those that could be calculated from the rounded figures. Metropolitan public hospitals The term ‘metropolitan public hospital’ refers to the following public hospitals – Armadale Hospital, Bentley Hospital, Fiona Stanley Hospital, Fremantle Hospital, Joondalup Health Campus, Kalamunda Hospital, Kaleeya Hospital, King Edward Memorial Hospital, Osborne Park Hospital, Peel Health Campus, Princess Margaret Hospital, Rockingham General Hospital, Royal Perth Hospital, Royal Perth Rehabilitation Hospital, St John of God Midland Public Hospital, Sir Charles Gairdner Hospital and Swan District Hospital.

Notes (continued) Western Australia Elective Services Target On 1 April 2016, WA Health introduced a new statewide performance target for the provision of elective services. The WA Elective Services Target (WEST) aims to ensure timely and equitable access to public elective services. It replaces the National Elective Surgery Target (NEST), following the expiry of the National Partnership Agreement on Improving Public Hospital Services in 2015. The WEST indicator refers to the proportion of patients on elective surgery waiting lists who wait longer than the clinically recommended time for their procedure, according to their urgency category. The current statewide target is 0%. Data for On List cases are preliminary as they are snapshots as at the end of each month. Within boundary cases A patient who has been waiting less than the recommended period in one of the three clinical urgency categories is defined as being within boundary. The clinical urgency categories prioritise patients from least urgent (Category 3) to most urgent (Category 1). Over boundary cases A patient who has been waiting more than the recommended period in one of the three clinical urgency categories is defined as being over boundary. Category 1 Procedures that are clinically indicated within 30 days.
Category 2 Procedures that are clinically indicated within 90 days.
Category 3 Procedure that are clinically indicated within 365 days. Admissions to hospital from the elective surgery wait lists Patients admitted to hospital from the waiting lists to have their elective surgery are called cases (rather than patients) because someone may have been admitted for elective surgery on more than one occasion. For example, if a patient was admitted twice during the reporting period, then it will be counted as two cases.
Admission cases including Ambulatory Surgery Initiative (ASI) are included regardless of client listing status.
Admitted coded cases are excluded where the wait listed procedure does not meet the AIHW definition of elective surgery.
Admitted uncoded cases (i.e. the wait list procedure is not coded) are included if the wait list type equals ‘Surgical’ and the wait list category equals ‘Elective’.

Notes (continued) Number on wait list at end of period Cases on the ESWLs represent the number of patients waiting. They are called cases (rather than patients) because someone may be on a waiting list more than once. For example, if a patient is on a waiting list twice for two different procedures, then it will be counted as two cases.
On List cases including ASI are included where the client listing status is “ready for care” (RFC).
On List RFC coded cases are excluded when the wait list procedures are on the AIHW ‘Excluded procedures’ list.
On List uncoded cases are included if the wait list type equals ‘Surgical’ and the wait list category equals ‘Elective’.
Confidentiality Table cells are marked with (*) to indicate when data has been suppressed to protect patient and clinician confidentiality. This occurs when:
the indicator procedure or specialty in a hospital has only one surgeon and the number of cases in that indicator procedure or specialty is less than 10; or
the total number of cases in a hospital for that indicator procedure or specialty is less than five;
and both
any data cells with fewer than five cases within individual indicator procedures and urgency categories; and
to include all suppressed number of cases in the “Uncoded/other” procedure category to maintain the actual total number.
Note: For Tables A-1 to A-16, the data suppression will not impact the calculation of the median waiting time and percentage of cases within boundary. Therefore, a calculation of the percentage of cases within boundary using the suppressed data may not equal the results for listed procedures.

Glossary Median This refers to 50% of the elective surgery waiting times found at or below this value. 90th percentile This refers to 90% of the elective surgery waiting times found at or under this value. Specialty Specialty is “The area of clinical expertise held by the doctor who will perform the elective surgery”. (Source: Australian Hospital Statistics, AIHW 2012-13.) Indicator procedure “An indicator procedure is a procedure which is of high volume and is often associated with long waiting periods. 1. Introduction This report provides information on elective surgery wait lists for Western Australian public hospitals. The report shows current activity and trends pertaining to the elective surgery wait lists, including performance against the WA Elective Services Target (WEST). Unless otherwise indicated, data relates to all procedures meeting the national definition of elective surgery. The WEST indicator refers to the proportion of patients on elective surgery waiting lists who wait longer than the clinically recommended time for their procedure, according to their urgency category. The current statewide target is 0%. Clinically recommended times for procedures are listed below. Category 1 cases are procedures that are clinically indicated within 30 days. Category 2 cases are procedures that are clinically indicated within 90 days. Category 3 cases are procedures that are clinically indicated within 365 days.
2. Executive summary
Current activity: May 2017
At the end of May 2017, there were a total of 20,537 cases on elective surgery wait lists (ESWLs) at all public hospitals. Of these, 1,112 (5.4%) were Category 1 (≤30 days), 4,859 (23.7%) were Category 2 (≤90 days) and 14,566 (70.9%) were Category 3 (≤365 days). Overall WEST performance at the end of May 2017 was 5.0% (1,033 cases) waiting longer than the clinically recommended time, which consisted of:
Category 1: 8.7% (97 cases)
Category 2: 12.4% (604 cases)
Category 3: 2.3% (332 cases). Confidentiality issues due to relatively small numbers prohibit reporting detailed results by clinical specialty. System wide, specialties with the highest volume of elective surgery over boundary cases were Urology (250), Plastic Surgery (204), Ear, Nose and Throat Surgery (154), General Surgery (90) and Bariatric Surgery (61). Current median wait times are well within the clinically recommended times:
Category 1: 9 days (recommended time ≤30 days).
Category 2: 33 days (recommended time ≤90 days).
Category 3: 94 days (recommended time ≤365 days).

The median waiting time for all patients on all ESWLs and for the metropolitan ESWLs was 65 days, with a median waiting time of 68 days for the WACHS ESWLs. In May 2017, there were 8,252 admissions, of which 6,743 (81.7%) were from the metropolitan ESWLs and 1,509 (18.3%) were from the WACHS ESWLs. For the 12 months June 2016 to May 2017, there were 85,816 admissions from all ESWLs. This represents 953 (1.1%) fewer admissions than June 2015 to May 2016, and 3,455 (4.2%) more admissions than June 2014 to May 2015.
3. Cases on wait list and waiting time
Number of cases 3.1 Table 1 (page 3) displays the number of cases waiting on public hospital ESWLs and waiting time data by urgency category as at 31 May 2017, 30 April 2017 and 31 May 2016. This table shows that at 31 May 2017, of the 20,537 cases on all ESWLs, 1,112 (5.4%) were classified as Category 1 cases, 4,859 (23.7%) were Category 2 cases and 14,566 (70.9%) were Category 3 cases. The total of 20,537 cases on all ESWLs was an increase of 499 (2.5%) from 30 April 2017 (20,038) and an increase of 1,659 (8.8%) over 31 May 2016 (18,878). See Table B-1 (page 19) for monthly data from January 2015 for all ESWLs. The total of 1,112 Category 1 cases was an increase of 40 from April 2017 (1,072) and an increase of 27 compared to May 2016 (1,085). The total of 4,859 Category 2 cases was a decrease of 4 from April 2017 (4,863) and an increase of 115 compared to May 2016 (4,744). The total of 14,566 Category 3 cases was an increase of 463 from April 2017 (14,103) and an increase of 1,517 compared to May 2016 (13,049). Tables B-4 to B-6 (pages 22-24) provide a breakdown of all wait list cases by within and over boundary status for the State, metropolitan and WACHS public hospital ESWLs from January 2015 to May 2017.

Waiting times 3.2 Table 1 above shows the median and 90
th percentile waiting times for cases on waiting lists
at 31 May 2017, compared to previous month and the same month last year, by urgency category. This table shows that both the total median and 90
th percentile waiting time are lower
compared with last month. Also, for all urgency categories the median wait time is lower than last month and the same period last year. Table 2 below shows at the end of May 2017, 19,504 (95.0%) of all cases on all ESWLs were within boundary. Category 2 had the lowest proportion of cases within boundary (87.6%) and Category 3 had the highest proportion of cases within boundary (97.7%). WA Elective Services Target 3.3 Table B-10 (page 28) and Figures 2 to 5 (pages 5 to 7) show the WA Elective Services Target (WEST) performance, i.e. proportion of cases on the wait list for longer than the clinically recommended time by category. The recommended times are 30, 90 and 365 days for Category 1, 2 and 3 respectively.
3.3.1 Statewide WEST performance Statewide WEST performance at the end of May 2017:
Figure 2 (page 5) shows all cases on ESWLs and the proportion (%) of those that were over boundary over the past two years. Table 3 (page 7) shows that of the 8,252 admissions in May 2017, 6,743 (81.7%) were from the metropolitan ESWLs and 1,509 (18.3%) were from the WACHS ESWLs. For the 12 months June 2016 to May 2017, there were 85,816 admissions from all ESWLs. This represents 953 (1.1%) fewer admissions than June 2015 to May 2016 and 3,455 (4.2%) more admissions than June 2014 to May 2015. Figure 6 below shows admissions from all public hospital ESWLs over the past two years, noting a lower number of admissions in December, January and April due to seasonal variation/public holidays. Tables B-7 to B-9 (pages 25 to 27) show admissions by urgency category from January 2015 for all ESWLs, the metropolitan ESWLs and the WACHS ESWLs, respectively.
Indicator procedures 4.2 Of the 20,535 admissions for the March 2017 quarter, 7,273 (35.4%) were from 15 specified surgical indicator procedures. The remaining 13,262 (64.6%) were classified as 'other' procedures. Refer to the Notes section for further information. Appendix A provides admission volumes for these individual procedures by urgency category and within or over boundary status, as well as median waiting times.
