Evaluation of Direct Enhancement Services

COMPREHANSIVE CONSUMER EDUCATION

Describe how the Coalition coordinated resource and referral programs specifically related to the provision of comprehensive consumer education to parents and the public regarding participation in the school readiness program and parental choice.

The Coalition coordinated resource and referral services and provided comprehensive consumer education to parents and the public by completing the following:

1. The Coalition’s CCR&R Coordinator provided training to Family Service Eligibility staff on CCR&R services and requirements to provide families information during their interview process for eligibility services.

2. The Coalition utilized the Choosing Quality Child Care, FCCH Provider brochure, the Developmental Flipbook, Vroom, and other various materials to assist parents in realizing their role as their child’s first and most important teacher.

3. CCR&R information was distributed to parents via parent packets/emails each month.

4. The Coalition attended a number of community events throughout the county to distribute CCR&R information and to reach parents and explain their child care options through CCR&R.

5. CCR&R information was presented at Next Step Seminars, Community Screenings, and CLASS trainings.

6. The Coalition utilized eNews Alerts to share important information with parents and providers as necessary.

7. The Family Services Department is a member of the Foster Parent Taskforce. This involves reviewing all aspects of the foster system (scholarships, adoptions etc.) to better assist foster parents and referral partners in the Coalition’s School Readiness Scholarship process.

8. The Coalition offered new provider orientation the first and third quarters of FY 2017-2018. There were a total of 14 new School Readiness providers approved to provide services to families.

9. The Coalition hosted the 3rd Annual 5K Readiness Run and Storybook Village to promote important of early literacy and to provide access to community resources for School Readiness families and the community at-large. 125 runners participated in the event, 18 community partners and 8 providers for storybook village.

PROVIDER FINANCIAL SUPPORTS

Provide a list of grants, awards, or bonuses offered to school readiness program providers to assist them in meeting applicable state requirements for child care performance standards, implementing developmentally appropriate curricula and related classroom resources that support curricula, providing literacy supports, and providing professional development.

Include the qualifying criteria to receive financial supports and related monitoring activities to verify appropriate use of support.

Selection for participation in quality initiatives considered the following criteria:

Literacy Programs/Projects

1. Nemours Bright Start Literacy Program

Select providers were chosen to participate in the Nemours Bright Start for Early Literacy Success. Eight (8) kits were purchased by the Coalition and distributed to 9 classrooms at no cost to the providers. The providers were recruited via an application process and selected by an internal committee. The Coalition staff provided TA and monitored the progress. There were 370 children screened, and 132 were selected for intervention. Nemours Bright Start completed a program evaluation using the Get Ready to Read Screeners-R and the Letter Names/Letter Sounds assessments performed on the children that were identified.

For the children who received NBS! instruction, the average GRTR-R raw score increased by 7.94 points or 95%. For children who did not qualify for instruction because they did not score in the at-risk range in the fall, their average score increased by 4.21 points or 25%.

The average letter name knowledge for the NBS! instruction group grew from close to 5 letters at pre-test to 15 out of 26 letters at post-test. For the group that did not receive NBS! instruction, their average letter name knowledge grew from 17 letters at pre-test to 23 letters at post-test.

The average letter sound knowledge for the NBS! instruction group grew from not quite 1 letter at pre-test to out of 26 letters at post-test. For the group that did not receive NBS! instruction, their average letter sound knowledge grew from 9 letters at pre-test to nearly 18 letters at post-test.

The average standard score of children who received NBS! instruction went from 78.28, indicative of reading readiness skills in the at-risk range, to an average score of 93.80, indicative of reading readiness skills in the average range. The table below shows the number and percentage of children who met the benchmark of a standard score of 90 or higher. The children who received NBS! did not meet the benchmark at all in the fall; at post-test, over half of that group met the benchmark. Across all measures, children who received NBS! instruction made substantial growth in their reading readiness skills.

2. Help Me Learn Family Engagement Literacy Program

Fifteen (15) Family Child Care Homes were selected to participate in the program where hands-on activities, age appropriate materials, books, and activities were provided for families through their child's provider. There were 3 groupings of milestone activities for Infants, Toddlers, and Preschoolers. The Coalition staff provided TA and monitored the progress.

3. Officer Friendly’s Book Club Literacy Program

The program pairs local law enforcement officers with early learning centers to promote a love of reading to children and build positive relationships between our young citizens and law enforcement. Each month, officers read a selected book and talked about safety and character development. The sixty-seven (67) centers have been partnered with local law enforcement officers from: Belleair Police Department (1); Clearwater Police Department (20); Largo Police Department (13); Pinellas County Sheriff’s Office (15); St. Petersburg Police Department (18). The progress has been monitored through social media. The Coalition staff provides book activities for the classroom instructors to expand the literacy experience.

TRAINING AND TECHNICAL ASSISTANCE

Provide a list and description of the trainings and/or technical assistance activities the coalition offered to school readiness program providers, staff, and parents in the following areas:

Professional Development

1. Professional Development Incentive (PDIP) Program

The Coalition provided career advisement, scholarship assistance, and the wage incentives for the State driven Performance Funding Project as well as the Early Learning Accreditation Assistance Program (ELCAAP) where Coalition staff offered scholarships to meet the requirements of Gold Seal Accreditation, as well as offered opportunities for career pathway enhancements through the Right from the Start (Infant Toddler Iniiative). The Coalition staff assisted instructors in leveraging the TEACH program and guided their professional development plan to meet their goals. Scholarships were provided to 29 instructors. 24 instructors utilized TEACH; 9 scholarships were full pay on the part of the Coalition. 1 toward a staff credential, 24 toward AS (4 graduated), and 3 towards a BA degree (3 progressing), and 1 working towards their graduate degree. In addition, 6

instructors received full scholarships towards AS and 2 instructors received full scholarships towards BA/BS renewal and 1 NCDA. In addition, instructors were awarded a collective total of $15,375 in retention bonuses based on their educational attainment.

2. Right from the Start (RFTS) Program

The RFTS program provided scholarship assistance and coaching to infant and toddler instructors to improve the quality of the learning environment. There are (2) paths that infant and toddler instructors may take in order to complete credentialing:

Quest, a preparation course - 120 hours of coursework and then progress to NCDA through TEACH

AS degree to begin with the Infant Toddler Certificate (12 credits) through SPC utilizing TEACH.

In addition to the PDIP scholarship in 2017-18, 11 instructors accessed QUEST. Eight (8) instructors have received NCDA, and 3 instructors are awaiting their observation and testing which will be completed by August 2018. Also, 12 instructors accessed the AS TEACH contract to begin the Infant & Toddler Certificate (12 credits) towards their AS degree. 10 instructors completed Infant Toddler Certificate as of July 30, 2018 and 2 are in progress. 81% of participants demonstrated gains on the Classroom Assessment Scoring System (CLASS) composite score which was done as a pre and a post with an average of an 8.9% increase. 12% of instructors maintained their composite score.

Total full pay scholarships for BOTH programs $25,243

*Increase in full pay scholarship dollars is due to TEACH having a wait list for 17/18 – TEACH funding has been restored for 18/19

Child Care Performance Standards

1. Early Learning Accreditation Assistance Program- (ELCAAP)

ELC Accreditation Assistance Program (ELCAAP), a program designed to continuously improve the quality of early childhood experiences. ELCAAP is a Quality Improvement System (QIS) that combines new measures with a path to accreditation. The Coalition will helps providers in attaining accreditation by aligning the many pieces of early care and education, such as child care licensing, accreditation, program assessment, technical assistance, coaching, and professional development. This program requires commitment of staff to complete formalized education plans and obtain credentials. The Coalition will assist with accreditation fees and professional development costs. Since established, a

total of 37 providers have participated in our local accreditation assistance program. During

17/18, ten providers were added to the newly revamped ELCAAP, bringing the total

participation to 47. Nine (9) providers achieved Gold Seal Accreditation during 2017-2018,

bringing the total number of the providers accredited by the program to 38. The remaining ten

(9) providers are on track to attain accreditation next year.

2. Performance Funding Program

This project is designed to reward providers for achieving or maintaining a high level of quality as indicated by the Classroom Scoring Assessment System (CLASS.) Research conducted by the University of Florida’s Lastinger Center indicated a number of benefits to providers in the project such as improved teacher knowledge, implementation of effective teaching practices, improved teacher child interactions and an improved classroom climate all leading to a higher standard of care for children.

Providers received a higher per child reimbursement when they demonstrate higher CLASS scores and participated in more strategies to improve quality.

Providers that participated in the program had the opportunity to engage in one or more following quality strategies related to professional early childhood practice and received designated stipends for course completion:

Making the Most of Classroom Interactions - $200.00 Stipend Early Learning Florida professional development coursework- $200.00 for 2 courses Implementing child assessment tools- $150.00 Technical assistance/coaching (20) hours of IACET training –$200.00

Total instructors to receive stipends: 552

Total amount in stipends: $176,567

Making the Most out of Classroom Interactions

101 instructors attended the Making the Most of Classroom Interactions (MMCI) and 97 completed. In addition, 164 instructors were enrolled in the Early Learning Florida Courses as part of their participation in the Performance Funding Project.

3. Looking Beyond Behavior (LBB) Program

Young children often have challenging behaviors as they are developing socially and emotionally. Children exposed to trauma are especially prone to acting out. LBB offered 9 sessions where 17 students completed a training series of 9 classes that incorporate Positive Behavior Support, Conscious Discipline, and Trauma Informed Care. This training series was coupled with coaching to help participants apply the concepts to children in the early learning settings. Participating instructors received stipends for attending this

extensive training series.. This partnership between parents and the school will create a stable environment that enhances every child’s learning abilities. The short form of the Teacher Pyramid Observation Tool (TPOT) was used as a pre/post assessment to evaluate the instructors’ effectiveness in implementing the concepts. 100% of participants showed gains with an average improvement of 50%. 96% of instructors reported an increased confidence and comfort with working with children with challenging behavior. Throughout all 9 classes, 92% of the participants had improved scores on the post assessments. 358 children and 17 instructors were impacted by the program.

Furthermore, the PFP began the 2017-18 year with 552 instructors and ended the year with 377 instructors who completed the project Professional Development requirements. The Coalition staff conducted 147 technical assistance sessions with individual instructors and performed 203 CLASS assessments.

Providers were offered an array of options with regard to Continuous Quality Improvement Strategies to enhance their CLASS scores during the post assessment. At least 50% of all instructors completed the strategies that they began, and 88% completed Making the Most out of Classroom Interactions

Conference Scholarships:

The Coalition provided 16 scholarships for providers to attend the Endless Summer ECC Conference, 10 scholarships for providers to attend the FLAEYC Conference, 20 scholarships for Directors to attend the Director’s Conference and 7 scholarships for Family Child Care Home Providers to attend the Annual Florida Family Child Care Home Association Conference.

QUALITY ACTIVITIES FOR INFANT AND TODDLER CARE

Provide a description of the quality activities and services the coalition provided to enhance infant and toddler care.

Right from The Start- Quest

Quest is a 120- hour training program that is part of the Right from the Start initiative. Created to help assist instructors with obtaining the professional education requirements for the Child Development Associate National Credentialing Program with an Infant Toddler endorsement, Quest infuses a hands on approach for participants to learn concepts through learning stations. It provides scholarship assistance and coaching to infant and toddler instructors to improve the quality of the learning environment. Nine (9) instructors completed the QUEST program and received intense coaching and support from the Infant Toddler Specialist. To date, five (5) instructors have received their NCDA. In addition, six (6) instructors are in process and on target to receive their visits to acquire NCDA Fall 2017. Also, there are four (4) instructors that will earn their Infant Toddler Certificate from SPC by August 2018.

All of the participating 16 classrooms 16 instructors demonstrated improvement on the Classroom Assessment Scoring System (CLASS) which was done as a pre and a post. 100% of the 16 instructors showed a gain in the survey results.

Florida First Start(FFS)

Home visitation program serving children exhibiting high risk factors for school failure. Develops cognitive, language, social/emotional and motor skills to support future school success. In 2017-18, FFS served 135 children between the ages of birth to five in 88 families. Program staff completed 1,808 home visits and conducted 48 play groups and special ac

MONITORING

Describe the process for monitoring of compliance with, and enforcement of, applicable state and local requirements.

The Early Learning Coalition partners with the Pinellas County Child Care Licensing Program under the Pinellas County Department of Health. The Coalition works closely with the Child Care Licensing Program which conducts inspections and technical assistance to School Readiness providers to ensure a healthy and safe environment. The Coalition is copied on all inspections issued to providers via CARES.

The Coalition monitored child care providers to ensure all School Readiness and VPK program requirements were met. Informal providers were monitored by the Coalition to ensure health and safety standards were met.

School Readiness Provider Monitoring

The Coalition monitored 182 School Readiness providers through Tier 2 onsite monitoring. A total of 288 providers received attendance validations as part of Tier 1 monitoring. Provider reporting/documentation errors resulted in $4,434.93 in overpayments. These funds were placed back in the budget and used to fund child care slots.

In 2017-2018, the Coalition terminated 7 School Readiness Provider Contracts due to noncompliance, 261 providers were placed on corrective action, 16 providers were placed on probation, and 23 School Readiness providers lost funding due to noncompliance, but remain contracted. Describe the activities the coalition has implemented to promote inclusive child care including responding to Warm-Line requests by providers and parents and providing developmental and health screenings to school readiness program children.

Inclusion The Inclusion Specialist assists providers in implementing accommodations and inclusive strategies to ensure each child is able to maximize their potential in the least restrictive environment. Information about the Coalition Warm Line for inclusion is provided at a variety of trainings and meetings throughout the year. Additionally, this service is advertised on the Coalition’s website. The Inclusion Warm line received 423 calls and provided consultation to parents or providers with specific concerns about a child. Consultation services included: child observations, speech screenings, developmental screenings (ASQ/ASQ SE), parent meetings, technical assistance for child care providers or referrals to Part B, Part C or mental health consultation. 529 hours of technical assistance was provided for child care providers. There were 316 referrals made to other agencies including Part B, Part C, Behavioral Health Providers, vision, hearing and/or speech therapy. Developmental Screening

The Coalition conducts regular developmental screenings for School Readiness children ages birth to five years prior to kindergarten. A total of 6,219 screenings were completed. There were 6,214 screenings completed for SR Children (5 children screened did not qualify for SR). 3,993 SR children who passed the screening and 2,226 SR children who did not pass. Of the 2,226 children who did not pass: 407 children were directly referred for further evaluation by the IDEA Part B, Part C or Behavioral Health 404 children were referred for Supportive Intervention Services (SIS) provided by Coalition staff 837 children were monitored by staff and/or sent developmental activities to improve specific skills 295 were already receiving services from Part B, Part C or to Behavioral Health 13 parents/guardians refused services 265 children were no longer in care 5 children were ineligible for SR and referred to the Inclusion Specialist to address concerns Community Screening With the help of many community partners, the Coalition provides developmental screenings free of charge for children of ages 6 months to 5 years of age. The event is open to families that live in Pinellas County with a primary focus of reaching children who are not in child care. As part of Community Screening, each child is screened for: vision, hearing, speech/language, cognitive development, fine and gross motor development, and social emotional development. During the 2017-2018 year, the Coalition conducted 10 Community Screening events. The staff screened a total of 218 children. Out of the 218 children screened, 165 of these children were referred for Part B, Part C, and/or behavioral health. Out of the 218 children screened some qualified for separate referrals for vision and separate referrals for hearing. There were 26 vision referrals and 34 hearing referrals. Making a total of 225 referrals, either in combination or separate: to Part B, Part C, Behavioral health, vision, and/or hearing. Supportive Intervention Services Supportive Intervention provides intense support for children who are struggling developmentally. The services also extend to the instructors offering technical assistance and coaching in the classroom to build upon skills and boost confidence in providing instruction to children with developmental concerns. Children who received services through the Supportive Intervention services were provided either, individualized intervention services with a Child Case Plan, or SIS staff worked with the instructors to develop a Site Case Plan. Of the 455 children who received SIS services, 404 were referred from an ASQ with concerns (as indicated above). An additional 51 were referred from other programs, child care providers, or parents through the Request for Service form on the ELC website. 220 of those children identified were referred for further evaluation by the IDEA Part B, Part C or Behavioral Health providers. P3- Purposeful Play with Parents Purposeful Play with Parents (P3) programming launched in the Clearwater office waiting room in October 2017, as a parent engagement initiative. The P3 initiative helps parents guide their children in identifying and labeling their many emotions through intentional play. Since the first quarter, 60 parents/69 children have participated in the P3 initiative. Of those served, all 60 parents were given materials, and all 69 children received an age appropriate social-emotional activity, to take home with them and parents were encouraged to continue to build on the skills taught during the visit. In addition, 13 of the parents downloaded the VROOM app on their phone to receive daily activities to use with their children and 9 parents received additional information

Fiscal Summary

During the 2017- 2018 fiscal year, the coalition’s total operating budget was $49,883,277.

PROGRAM FUNDS

Segregation of School Readiness Program funds, Voluntary Prekindergarten Education Program funds, Child Care Executive Partnership Program funds, and other local revenues available to the coalition.

The Pre-K All Day Pilot Program provides scholarships that supplement the VPK program to

children between the ages of 4 and 5 years old who are ineligible for School readiness with a

steady, extended-day, and high quality learning environment through providers with a Florida

Gold Seal designation or are participating in the Early Learning Performance Funding Project

in Tier 2 or higher.

2017-2018 year: 59 Pre-K All Day contracted providers
