    Bear Creek is a perect early seasonadventure.

    Tough the Southork tributar-ies like Rainey Creek and Palisades are olimits until July 1, Bear Creek, which emp-ties into Palisades Reservoir rom the west,

    is open or the general season which beginsthis year on May 25.

    Even getting there is an adventure.Heading north rom Idaho Falls along USHighway 26, drive through Swan Valley toBear Creek Road, which is perched atopPalisades Dam. Youll actually drive acrossthe top o the dam beore skirting the north

    end o the reservoir or a ew miles to theBear Creek railhead. Along the way youllget some nice views, but watch out or oth-ers enjoying the view and coming the otherdirection as the road is narrow and wind-ing or its length. Most o the time the roadis tame, however wet weather can make ita little more dicult or low-clearance andtwo-wheel-drive vehicles.

    From the parking area at the trailhead,hike upstream. And though the waterlooks very tempting, try to make yourselhike or a while beore starting to sh. Tearea near the trailhead gets a air amounto shing pressure and hiking urther up-stream can pay dividends both in sceneryand solitude as well as numbers o sh.

    A miles-long series o meadows makesBear Creek a beautiul place to hike andpicnic that also happens to contain a goodnumber o Snake River Cutthroat. Earlyin the season, you can nd bigger sh inBear Creek that havent yet made it backto Palisades Reservoir. Later in the sum-mer, youll nd mostly smaller resident

    cutthroat that call Bear Creekhome year-round.

    Bear Creek is not a techni-cal shery, so keep it simple. Aboxul o attractors, caddis anda ew beadhead nymphs willcover everything you need inthe way o ies. Plus, keeping your gear toa minimum will allow more room in yourpack or more important things like lunch,water, water, water, sunscreen, water andlunch. Did I mention beverages? And lunch?Because once youre on the water catchingsh, the last thing youre going to want to dois head back to the car. Spin shermen willdo well on Bear Creek, particularly with light

    tackle and small spinners.While Bear Creek is not particularly

    large, the meadows can demand some lon-ger casts and it can get windy in the aer-noon so dont go too light when choosinga y rod.

    Last time I shed Bear Creek, I took a 2weight rod and later in the day regretted that

    decision when the wind kicked up. Tis year,Ill stick with a 4 weight, 8 oot rod.

    You will see others enjoying Bear Creek.Its a popular trail with horsemen and mo-torcyclists alike and the shing is not ex-actly a secret. However, there is plentyo space so i you see another angler, justmove up a meadow or two and youll ndplenty o water and plenty o sh too.n

    When it comes to enjoying the out-doors, Eastern Idaho is a great place,especial ly i youre an angler.

    While warm water ishing opportu-nities are limited, its those same coldclean waters that allow us to have

    some o the best trout ishing on theplanet.Beore heading out or a relaxing day

    o either ishing or hunting with amilyand riends, its probably a good idea tobecome amiliar with some o Idahosunique trespass laws.

    Some people think that any open

    land thats not posted No respassingis air game to access or hiking, bik-ing, hunting, ishing or 4-wheeling, butunortunately its a bit more complicat-ed than that.

    here are two basic categories oland, public and private. But the dis-tinctions are not always obvious.

    Lets take a look at the somewhat

    simpler o the two, public land. For themost part ederal and state lands areopen to the public or recreation, butmethods and times o use can be reg-ulated. Sometimes the regulations areposted, sometimes theyre not. It is al-ways best to check in advance with theland management agency that oversees

    appear to be another patch o orest.

    he bottom line is that just because itis public land doesnt necessarily meanthe public has exclusive use o it.

    Private land is no less conusing. Onland the rules are airly simple; no tres-pass means no trespass, as long as theland is posted properly.

    In Idaho or land to be properly post-ed it must be posted at obvious accesspoints and every 660 eet using eitherNo respassing signs or 100 squareinches o luorescent orange. I metalpoles are used, they can also mean notrespassing, as long as the entire post ispainted luorescent orange and spacedaccordingly.

    I land is agricultural or irrigatedpasture, then state code automatical-ly considers the ground posted, evenwithout signs or encing. By the way, itis also against Idaho Code to post pub-lic lands in such a manner as to makethem appear to be private lands, closedto trespass.

    For anglers the situation is somewhat

    simple. Stay in the boat or in the waterand youll be okay. I you venture ontothe bank or a gravel bar, be sure to staybelow the ordinary high water mark.

    Unlike other states, Idaho generallydoes not consider water to be an exten-sion o the private land adjacent or be-

    neath it, as long as the body o water isa navigable waterway. Granted, the dei-nition o what constitutes a navigablewaterway is a bit vague. All Idaho Codestates is that the water must be able toloat a 6 inch diameter log during naturalhigh-water conditions.

    I you access water rom a public right-o-way or access site and stay in the wa-ter or below the ordinary high-watermark, you should be alright. It is legalor landowners to string encing acrossa waterway, but code states that ownersmust also allow or reasonable move-ment around enced sites and irrigationdiversions. Man-made structures such aslood control levies are oten considered

    to be private property, but in situationswhere one side borders ederal lands theyare considered public or non-motorizedaccess, as long as entered lawully.

    I you are hunting on public land andyour quarry is wounded and runs ontoprivate land; you still must seek permis-

    sion rom the landowner to pursue andretrieve.

    Also worthy o note is the act thatIdaho has both misdemeanor and el-ony violations related to trespass. Mostviolations all into the misdemeanor cat-egory, but even having the bullet romyou rile travel onto private land couldbe construed as elony trespassing undercertain circumstances.

    Bottom line is knowing the propertyline beore you head out to wet a line.When in doubt, spend time to researchownership at the county tax assessorsoice or their website while you are run-ning around buying your ishing licenseand bait. n

    Some people still ish to catch a tastymeal, but catch-and-release has reallytaken hold with lots o anglers.

    oday, many anglers sh purely or theun and relaxation that it provides and theSouth Fork o the Snake River has lots oopportunities or people to enjoy.

    Aside rom the bass tournament types,most anglers dont look at shing as a wayto make money, but biologists at the Ida-ho Department o Fish & Game (IDFG)have come up with a plan to help bolster

    native Yellowstone cutthroat trout popula-tions while providing anglers the chance tomake a ew dollars.

    Why would IDFG pay people to catchsh? Rainbow trout were native to otherparts o Idaho, but were not historical-ly ound about Shoshone Falls near winFalls, Idaho.

    Rainbow trout introduced into our por-tion o the South Fork o the Snake Riverhave proven to be a major threat to thesurvival and genetic integrity o our nativeYellowstone cutthroat trout because theyspawn at the same time and the rainbows

    are genetically stronger. Te resulting hy-brid ospring are able to reproduce so thatsuccessive generations can become lessand less cutthroat.

    IDFG has worked on a variety o meth-ods ranging rom regulation modiica-tions to electric barriers on spawningtributaries to help combat the takeoverby rainbow trout. In 2010, with the aid

    o unding supplied by ederal sources,Biologist Brett High and his crew wereable to begin tagging rainbow trout withtiny coded wire tags, each tag having adierent cash value ranging rom $50 to$1,000. he tags were embedded in thesnout o the rainbows and can only bedetected i the ish head is taken to the

    to harvest as many rainbows as possible,High said.

    Records indicate that total value o po-tential incentive tags placed in sh sincethe beginning o the program would have

    been nearly $400,000, but that number isdeceptive says High.

    Fish dont last all that long in a naturalriver system so the amount o carryoverrom year to year is pretty low, High said.

    Records indicate since 2010, there havebeen 74 winners and the department haspaid $8,350 o incentive money.

    Tis year the Department has picked upresponsibility or paying or incentives. Itis dicult to estimate how many taggedsh are still swimming around in the river,but according to High, Tere has got tostill be at least $150,000 worth o incen-tives still out there!

    Because the overall goal o the SouthFork Angler Incentive Program is to en-

    courage harvest, it is important or anglers

    to remember that while Yellowstone cut-throat trout are strictly catch and releaseon the South Fork, all size and bag limitshave been lied or rainbows and hybrids.

    Because the tags can only be detected byusing a high powered scanner, sh must betaken to the IDFG to be checked. For an-

    glers not able to make it into town, reezersare provided during the summer seasonat the Conant & Byington boat ramps.Fish heads can be bagged and tagged andthe anglers will be notied i they have awinning sh. Anglers who dont care to eattrout or wanting to help the needy can do-nate their cleaned sh at either the rampsor regional oce.

    Carp confdentialFinding Carp: In the spring,

    carp will congregate in placewhere deep water meets shal-low, broad mud or sand ats.Looks for areas averaging about2-feet-deep and pay close atten-tion to areas of grass or cattails.Carp are mostly cruisers in shal-

    low water, moving along in smallgroups of sh particularly alongdened edges.

    Youre more likely to nd themin the shallows on warm, sunnyspring days when the water isstarting to warm up. Good plac-es to nd carp are Blackfoot Res-ervoir and the lower Snake, but

    they are pervasive, so be inven-tive when you look.

    Flies for carp: Though thereis a serious amount of carpies, secret ies and carp ytrash talk, its much more about

    presentation than ies. A box-ful of crawsh patterns, damselnymphs, and a selection of woo-ly buggers will catch most carpyou can see. It helps to have iesof varying weight so you can getthe y in front of the sh. Whencarp are tailing, youll need to

    get the y down on the bottomquickly. When they are cruising,youll want a lighter bug so youcan make a more delicate pre-sentation. I tend to sh mostbugs, be they craysh patternsor damsel nymphs in green anddark brown.

    It may sound familiar, but itsnot the South Fork. Its the SnakeRiver downstream of Idaho Falls.

    The river can be finicky and

    fish can be tough to find and ac-cess. The Snake can be a big river

    and when flows are high early andmid-summer, its not easy to fish.

    Later in the summer andduring the fall though, whenflows drop and access points atBlackfoot, Tilden, McTucker andRiverton, become wadeable, spinand fly fishermen alike will land

    some extremely large fish.

    When the water thins and clearsand the twilight stretches past bedtimeand into the night, you can look downand see the cobbles under your eetbeneath the cold, clear water. Caddis

    come dancing and luttering across thesurace like tiny orbs o light lickeringon the riles.

    his river, lined by industry andhouses and stretched between cities,can symbolize everything that it righ-teous and perect about the west.

    And through the caddis, you casta streamer, throwing it out o the twi-light and into the darkness. You listenor the splash, then eel the ly swingacross the current and hit the danglewhile watching the stars emerge romthe blue-black sky o a late-summers

    eve.I the stars align, you eel the slash-ing take o a big brown and tug o theish inding the current and runningdownstream.

    Its too early, too cold, too snowy.

    I should be home, warm and dry, notsearching or rising sh in an eort to

    deny the continuation o winter.But the cool blue light o early spring is

    reecting o o the snow banks that pitchsteeply down to the water o the Salt River

    in western Wyoming.In the deep bends, the water is glassy, re-

    ecting high, wispy clouds that in their iso-lation point toward spring. Te rife aheadspeaks soly, not breaking the snowy si-lence, but blending into it. White noise ina white world.

    Where the water runs o the rife andthe oam line ebbs and ows, tiny midgepupa struggle against the surace tensiono the water, aching to break ree rom thecold depths o winter and take ight intothe clear blue sky.

    A ew sh rise soly, barely making astir, as i they too are bound by the suracetension o the river.

    I cast and watch a cutthroat ooze upward

    through the water column. Outside this

    winter space the slow-motion rise could bemistaken or apathy, but here it is merelythe exhibition o a biological imperative toconserve energy.

    Te sh makes a rise ring with its dor-sal n a second aer sipping my midgepattern. I raise my rod and the lethargy isgone in a ash, replaced by a eisty SnakeRiver cutthroat that when brought to hand

    seems garish against the stark background.He is calm again as he swims rom my

    hand back to his lair under the oam line.My line urled and my day complete, I

    stand and take it in. I know that this mo-ment o perection a collusion o soli-tude, silence and the clean white o winter will soon be replaced by colorul, bois-terous summer.

    Te snow will melt into a carpet o deepgreen grass. Te bugs will multiply andthe sh will lose some o their inhibitions.Collectively, we will stretch and eat and beheard.

    For now, we nd solace in the quietand the cold while beginning to struggleagainst the bounds o winter.n

    o help make shing more accessible toamilies (its already ree to all resident kidsunder 14) the Idaho Department o Fish& Game has created the ake Me Fishingrailer program. Te point o the programis basically to create a mobile ree shingday, complete with ree equipment and in-struction.

    Not only can everyone who registers at the

    trailer sh or ree with loaner equipment,but the trailer is staed with people able tohelp teach about baiting a hook, casting, andtaking care o your catch.

    Te ake Me Fishing railers have beenaround or three years now and are a state-wide program based out o the major cities.Te Upper Snake Region and the Southeast

    Region share a trailer, but there are loads oopportunities to go around.

    Just like Free Fishing Day, the ake MeFishing program enables anyone who reg-isters to take part and sh or ree, evennon-residents.

    Te whole point o the trailers is to help

    make that journey back to simpler times eas-ier and inexpensive.

    By supplying everything it would take ora amily or someone who has never shedbeore to experience the sport easily, IDFGhopes to rekindle old angling interests orspark new ones.

    Providing instruction is also importantbecause while many o todays adults may

    have shed as children, they may have or-gotten all that was involved and are unableto introduce their own children to the joys othe outdoors.

    Idaho Department o Fish and Game, Ida-ho Department o Environmental Quality,Southeast Idaho Fly Fishers, City o Po-catello, and private landowners recentlycompleted a small but critical streamrestoration project on the Portneu Riverjust downstream rom opaz Landing.

    Project partners worked on a quartermile section o river, reinorcing and

    reshaping the river bank, armoring andprotecting a streamow gauge operatedby the USGS, planting native willowsand grasses, and installing exclusionaryencing to restrict livestock access romsensitive riparian areas. Rock barbs werealso added in key areas o the river chan-nel to redirect ow and prevent urther

    bank erosion and wash-outs, protectinglandowner property and allowing the riverto unction in a natural manner.

    U has been active in protecting,restoring, and reconnecting importanttributaries along the upper Portneu River.In 2012, U and partners (IDF&G, IDEQ,

    US Forest Service, US Fish and WildlieService, the SEIFF, Portneu Soil andWater Conservation District, and privatelandowners) built more than 1,700 eet obuck-and-pole ence to protect riparianareas and restrict livestock access alongsensitive stream banks, and re-construct-ed more than 3,000 eet o stream channelon a previously straightened tributary.

    Te newly constructed stream chan-nel presents a signicant amount o newhabitat or Yellowstone Cutthroat trout,and incorporates rifes, pools, stream me-anders and undercut banks. At the sametime, ranch operation was enhanced withthe addition o a new, o-site livestockwatering system.n
