This one day training course provides an essential overview of the role of human and organisational factors (HOF) in the energy sector and allied industries. This two day training workshop will focus on the analysis of incidents and accidents and will clarify the process of identifying root causes using practical examples. Welcome to the 2011 edition of the Energy Institute (EI) Publications catalogue . Regular users of this catalogue will have already noticed some changes to this document - not just size alone . New sections, including a New EI resources section and an index of EI technical publications, are now included . EI technical publications have also been restructured to assist users in finding titles relevant to their specialist areas of work quickly and easily . These changes to the categories are in anticipation of an upgraded EI publishing website, www.energypublishing.org, due to launch mid-2011 and more importantly, are a reflection the expanding portfolio of the EI Technical work programme (see page 2 for more information) .

e Technical work programmeThe EI Technical programme aims to provide industry with cost effective, value-adding knowledge on key current and future issues within the energy sector.

This is the statement that sits above all official documents of the EI’s Scientific and Technical Advisory Committee (STAC) - the body with responsibility for setting and steering the EI Technical Programme - and encapsulates well the purpose that underpins the activities of the EI as a whole in delivering good practice for the global energy industry .

The EI delivers this good practice through guidance documents and technical reports (as listed throughout this catalogue), workshops and by facilitating technical discussion between different sectors of industry, including regulators .

The technical committees are organised into six themed areas - health, safety, environment, distribution and marketing, test methods, and hydrocarbon management, with the overall programme managed and steered by STAC . Importantly, the technical work of the EI is funded by, and developed in association with, the EI partners . Additional support is also provided by a diverse range of organisations, including industry regulators such as the UK Health and Safety Executive, Environment Agency, Maritime and Coastguard Agency, and other bodies such as the Global CCS Institute . Work is also often undertaken in partnership with trade associations such as the Carbon Capture and Storage Association, UKPIA, and UK Oil and Gas, and with standards setting bodies such as ASTM, BSI, CEN, API and ISO .

Where the EI adds value

In the UK (and many other countries) there is a ‘goal setting’ rather than ‘prescriptive’ approach to regulation . This is particularly relevant in relation to health, safety and environmental (HS&E) legislation . Here, the onus is on operators to demonstrate to the regulators’ satisfaction that reasonable steps have been taken to fulfil the requirements of regulations . This demonstration is easier when the industry and regulators have agreed good practices or guidance . It is this which underpins the ethos of the EI’s role for industry, with the Institute essentially acting as an honest broker to facilitate discussion on scientific and technical issues, inputting sound science into regulations, or delivering good practice in partnership to support regulators and industry alike . The position of the EI as an independent and respected technical authority is as important now as it has ever been in helping the energy sector to meet its obligations and in supporting day-to-day industry operations .

Workforce involvement is a way for everyone to have the opportunity to help improve health and safety.

‘Workforce involvement' (or WFI) is generally used to describe the ways in which all workers (including contractors) are encouraged to take part in the decision making process for managing health and safety at work.

There are no set rules for how this may happen, and different organisations can use a range of methods to engage everyone in health and safety discussions. However, success can only be achieved through active participation.

The forthcoming edition of Design, construction, modification, maintenance and decommissioning of filling stations (also known as the Blue book) will be essential reading for all those involved in the design, construction, modification, maintenance and decommissioning of facilities for the storage and dispensing of vehicle fuels at either retail or commercial premises, as well as those involved in the enforcement of regulations applicable to such sites .

The current Blue book is the established technical guidance on providing information about storage and dispensing of petroleum products used

as fuels for motor vehicles (including petrol, diesel and autogas (also known as LPG)) . It provides information on civil, mechanical, hydraulic and electrical installation issues for the planning, design, construction, commissioning, modification, maintenance and decommissioning of filling stations, together with information aimed to minimise the risks from fire and explosion, to health and to the environment .

This new publication will be produced jointly by the Association for Petroleum and Explosives Administration (APEA) and the Service station panel of the EI . Considerable technical input has also been provided by UK competent authorities (the Health & Safety Executive and the Environment Agency), trade associations and professional organisations . Key technical changes in the new edition include:

• Updates to sections covering above-ground and below-ground storage tanks to reflect industry good practice .

• Incorporation of guidance covering fuels containing bio-components up to the allowable amounts identified in EN 228 and EN 590 (technical information is provided for fuels containing higher amounts of bio-component) .

• Development of guidance on engineered control measures for attended self-service (ASS) and unattended self-service (USS) sites . This technical guidance is in alignment with the operational guidance contained in the Chief Fire Officers Association (CFOA) publication: Petrol filling stations guidance on managing the risks of fire and explosion (the Red guide) .

• Updates to sections on vapour recovery to reflect changes in UK legislation and the uptake of stage 2 vapour recovery .

• Updates to sections on leak detection .

• Introduction of an Annex on Safety signs and safety information notices for signage particular to filling stations .

• Updates to sections on LPG to ensure alignment with UKLPG Codes of practice .

• Introduction of an Annex providing technical information on the storage and handling of AUS 32 .

This third edition will replace the edition published in 2005 . Although the Blue book makes frequent reference to legislation applicable in the UK, it is anticipated that the general principles will be applicable in most regions internationally .

BiofuelsThe EI has taken a leading role in researching the impacts that biofuels may have in the distribution chain, with various EI Technical Committees overseeing the development of applicable guidance for distribution and marketing operations, environmental analysis and assessing microbial growth .

To achieve the targets set by the European Directive 2003/30/EC, which promotes the use of biofuels or other renewable fuels to replace part of the diesel and petrol sold in EC Member States, biofuels may be made available in a number of forms, such as pure or high concentration biofuels, or as biofuels blended in mineral oil derivatives in accordance with the appropriate existing European norms . Fuel quality and controlThe EI is seen as a world class leader in test method development and develops and publishes international standard test methods (known as IP Test Methods) for petroleum and related products . These test methods are used to support government regulations, custody transfer, quality control and international petroleum product specifications across all world regions . The EI Test Method Standardisation Committee works closely with a range of international standards agencies, including CEN, ISO and ASTM and in many cases publishes jointed methods (as dual numbered IP/ASTM test methods or as BS 2000 series methods for EN/ISO test methods) . Covering fuel, lubricants, bitumen and crude oil testing and analysis, these standards are referenced by regulatory authorities and in various MoD product quality control specifications

Many of the IP test methods underpin product quality requirements which have an impact on safety and the environment, in both shipment and use .

Hydrocarbon managementAt various stages during the extraction, transportation, refining, storage and distribution of petroleum and its products, there are requirements to measure its quantity for allocation, custody transfer and fiscal purposes, as well as for stock control and loss prevention .

To enable the oil industry and regulators to carry out such measurements in a standardised manner, the EI Hydrocarbon Management Committee (HMC) develops and issues publications that reflect current industry best practice . The EI HMC manages the work programme covering upstream hydrocarbon management, refineries loss control, marketing and distribution, petroleum measurement and cargo inspection and oil transportation measurement .

Since the signing of the Phoenix Agreement in 2006, the EI and the API have been working together to produce joint API/EI standards in many areas of petroleum measurement . The standards are published jointly by the two organisations and are then generally made available for adoption by International Organization for Standardization (ISO) .
