CASE STUDY ON THE APPLICATION OF THE EFFECTUATION METHOD TO YOUTH ENTREPRENEURSHIP TRAINING IN BRAZIL Terms of Reference Youth Business International (YBI) is seeking a consultant to conduct a case study on the application of the Effectuation Method to youth entrepreneurship training by YBI member Aliança Empreendedora. This consultancy is supported through YBI’s partnership with the Multilateral Investment Fund (MIF) of the Inter- American Development Bank (IDB) through the regional Youth Entrepreneurship Program in Latin America and the Caribbean. Background Youth Business International (YBI) is a global network of 50 independent, non-profit member organizations collaborating to support young people to start and grow their own business, creating jobs and strengthening communities. YBI members currently operate in 47 countries, providing integrated business support to under-served young people, combining training, mentoring, access to finance and other support services. Our members adapt this common approach to their local context, working in partnership with government, business, multilateral and civil society organisations. YBI is facilitated by a Network Team based in London and Bogotá. YBI’s member in Brazil, Aliança Empreendedora, was established in 2005 by a group of graduates who became involved in supporting enterprise creation among low-income population. Today, they carry out entrepreneurship promotion projects with companies, governments and NGOs throughout different regions in Brazil. The Effectuation Method Aliança’s training programs for entrepreneurs is based on the Effectuation method 1 developed by Saras Sarasvathy who found through her research with successful entrepreneurs that they did not follow the expected causation approach of identifying a goal and then seeking the means to achieve it. Instead they followed what she termed effectual reasoning, in which entrepreneurs begin by looking at the means available to them and then apply creative and transformative tactics to define a goal. The Effectuation method has five core principles: start with your means; take risks where the downside is acceptable; leverage contingencies and remain flexible; form partnerships; and control the controllable. It was identified through research with founders of companies ranging in size from US$200 million to US$6.5 billion. Its application has focused primarily on high growth entrepreneurs, but Aliança has adopted it for its programs in support of underserved entrepreneurs whose businesses operate on a much smaller scale. The overall objective of the consultancy is to develop a detailed case study on theapplicationof theEffectuationmethodbyAliança that offers learning for bothAliançaand other organizations working with underserved young entrepreneurs that mightapplytheEffectuationmethod.Specificobjectives:

1. Document in detail the way in which the Effectuation method is applied byAliança Empreendedora in Brazil for underserved entrepreneurs, including adescription of the training curriculum and the Entrepreneurial InclusivenessIndex2(IIE) that tracks an entrepreneur’s capabilities and assets based on theEffectuation method. In addition to documenting the process, the case studyshould,totheextentpossible,identifyevidenceastothesuccessoftheapproach,itsadvantages,potentialdrawbacks,andlessonslearnedbyAliança.

2. CollecthistoricaldatafromAliança’sapplicationoftheIIEtostudyifacorrelationexists between youth-led businesses performance and the Index, so as todeterminewhether the IIE can be considered a predictive tool, and/or a usefulmeasureofchange.

3. DocumentthewayinwhichtheEffectuationmethodhasbeenincorporatedintomaterialsonyouthentrepreneurshiptrainingbyYBIinpartnershipwithAliançaandhowithasbeenadoptedbyotherYBImembers.

4. Throughan international external review, identifyanyotherapplicationsof theEffectuation method to underserved young entrepreneurs and compare itsadoptiontothissegmentversushigh-growthentrepreneurship.

KeyActivitiesToachievetheseobjectives,itisexpectedthattheconsultancywillentailthefollowing:

• DeskresearchtodocumenttheEffectuationmethodandtoidentifyitsapplicationbyotherorganizationssupportingunderservedyoungentrepreneurs.

• InterviewswithNetwork Team staff, YBImemberswho use or are consideringusingtheEffectuationmethod,researchersandotherrelevantstakeholders.

• FieldvisittoBraziltoworkwithAliançaEmpreendedoratounderstandhowtheyapplytheEffectuationmethod.ThiswillrequiretraveltoCuritibawhereAliançaisheadquarteredandpossiblytraveltooneortwoothercitiesinBraziltoseethemethodbeingappliedindistinctcontexts.

• Working closely with Aliança to collect historical data relating to the IIE andinvestigateifacorrelationexistsbetweenbusinessesperformanceandIIEscores.

• DevelopingareportonAliança’sapplicationoftheEffectuationmethod,includingconclusionsfromtheanalysisoftheIIEdataandacomparisonwiththeadoptionofEffectuationbyothers.

• Developing a separate memo for Aliança and YBI with recommendations forfutureuseoftheEffectuationmethodandtheIIEbyotherYBImembers.
