Dear Delegates,
It is a great honour for me to welcome you all to the 2018 international seminar on “Effective Implementation and Management of the LRIT System”.
Let me start mentioning that following the last two successful LRIT meetings held in 2011 and 2014 and the request from the IMSO Assembly at its 24th Session in November 2016, it is imperative that we continue to promote the LRIT system, particularly encouraging those States which are yet to participate in it, and assist the SOLAS Contracting Governments to fulfil their obligations under SOLAS regulation V/19-1, as amended.
We have some pertinent topics that will be presented by the Governments and industry representatives over the next two days. These deliberations will focus on, how LRIT system has been used and its potential development in the foreseeable future. I trust our works during this seminar will promote maritime safety, security and marine environmental protection. May I also take this opportunity to thank the speakers and participants for their wholehearted participation and contributions.
Finally, I wish you all a fruitful seminar and an enjoyable stay in London.

ABOUT IMSOThe International Mobile Satellite Organization (IMSO) is an inter-governmental organization that oversees certain public satellite safety and security communication services provided by mobile satellite communication systems. These public services include:
• services for maritime safety within the Global Maritime Distress and Safety System (GMDSS) established by the International Maritime Organization (IMO)
• distress alerting• search and rescue co-ordinating communications• maritime safety information (MSI) broadcasts• general communications • aeronautical safety AMS(R)S services through compliance with the Standards and Recommended Practices
(SARPs) established by the International Civil Aviation Organization (ICAO).
IMSO also acts as the Coordinator, appointed by IMO to ensure the operation of the international system for the Long-Range Identification and Tracking of Ships (LRIT) worldwide by auditing and reviewing the performance of the system.
IMSO works closely with IMO, IHO, ITU, ICAO and other relevant international organizations, in developing recommendations, standards and operational practices that support and may improve the public services. The Organization’s special relationship with IMO is fostered and maintained by regular reports to the IMO Maritime Safety Committee on the provision and quality of satellite services for the GMDSS, and continuing detailed work on the establishment of the International LRIT System.
The Organization operates through:• the Assembly of Parties, integrated by its 104 Member States, which meets every two years;• the Directorate, headed by the Director General, who is the Chief Executive Officer and legal representative
of IMSO; • and an Advisory Committee, comprising representatives of Member States appointed by the Assembly,
which meets regularly.
