that are irreversible on them,

sometimes resulting in suicides,deaths, self-mutilations, killings,

physical and psychological damage,

some irreversible, crimes with many

years of conviction, inhuman life

under the open sky, on the streets, insuers, etc.

people who at a certain time need

protection varies a lot according tomany causes. Causes that can make

people need protection from society

are very many and they can not be

controlled by single individuals.

3. They are some unpredictable

causes that adversely affect some

individuals who can not cope with

some individuals. It is necessary and

imperative that society always has

institutions and an objective toensure effective and not formal

protection of those who need it.

4. Unfortunately, society is not

concerned enough, does not take thenecessary measures to prevent the

causes that lead certain people in a

position where they need social

protection and ensure the needed

and obligatory human protection forpeople who need it.

5. In fact, through this inhuman,

ineffective, irresponsible, illegal,

selfish, abusive, etc. behavior,society, unfortunately, has a great

contribution to the achievement of

many crimes committed by people

who needed human protection and

were not given any.

humane, legal, responsible,

necessary and required for society

to prevent the causes leading to

situations in which some peoplehave the need for human protection

and to ensure the human protection

of people who need it rather than: 1)

build prisons, 2) increase the

number of police, gendarmerie andother repressive forces. 3) spend

large sums on various formal

activities of the states institutions

without any actual positive finality,

etc.

7. Societies that do not prevent the

causes that create situations where

people need human protection, that

do not have a system of effectivehuman protection corresponding to

human needs is necessary to

consider the best systems from other

countries and also to create and

implement it as soon as possible.
