[II] Emerging Scenario

• Socio-economic objectives, challenges of globalization, effects of IT revolution are making their impact on government policies, statutory framework, educational monitoring agencies, universities and colleges, teachers, students and; needs & expectations of end-user institutions.

• Due to increased spread of formal education in rural areas; a kind of socio-cultural change is observed. However, a lot needs to be done particularly in relation to children education; particularly girls and adult education (for men & women)

• School level and pre-school level have attracted attention of policy makers but still there are several loose ends.

• Development of educational material and teaching-learning process are increasingly influenced by educational technology, IT and internet.

• There is a relatively greater progress in higher education; particularly in the areas of Engineering & Technology and Management & Administration.

• Technical education’s progress in terms of meeting the expectations of end-users organizations has been fulfilled. Indian technical and management students have been placed in MNCs world wide.

[III] Challenges & Opportunities Global Context

• Demand for higher education around the world is projected to expand from 97 million students in 2000 to 262 million students in 2025.

• Globalization of education – market forces are playing an increasing role throughout the world in the education community.

• Supply and demand imbalances exist at all levels of education including the growing need of adult students around the world.

• Many countries are taking efforts to move up the economic value chain and education is playing a key role in their ability to achieve this goal.

• Increased availability and role of technology in education is broadening the reach of education. It also creates a demand for employees who are capable of attaining new skills constantly.

• Decline in public funding – this is affecting education systems around the world in all sectors.

• Attitude towards education among rural communities; particularly among women and school children

• India's online education market size is set to grow to US$ 40 billion by 2017 from the present US$ 20 billion, said Mr Anil Sonkar, Chief Technology Officer (CTO), Loud Cloud Systems.

• With the increasing enrolment rate for education in India, the challenge remains to ensure unbiased access to higher education for all.

[VI] Illustrative Case Experience

SURVIVAL AND GROWTH STRATEGY FOR

A GROUP OF EDUCATIONAL INSTITUTIONS This was a project carried out for a reputed, registered education society engaged in imparting education encompassing Kinder Garden (KG), Primary, Secondary, Higher Secondary schools offering education in English as well as Gujarati medium. The Society also runs graduate level collages and post graduate study centers in Commerce, Science, Arts, Pharmacy and Education. The top level officials of the Society observed a decline in number of students in the schools and their performance in examinations. They had also observed similar trend in level of discipline among the students and morale among the teachers. As a result of this situation, Gujarati medium classes were becoming financially unviable. In fact, the Society Management was considering closure of all Gujarati medium classes. PLACON was invited to study the above situation and to recommend a complete strategy for survival and growth of the affected schools. PLACON collected data from students, teachers, non-teaching staffs, parents, heads of institutions, some officials of Top Management and employers as well as collages offering admissions to students from the above schools. The data were collected through questionnaires focused groups and interviews. Some of the records were also studied. PLACON analyzed the data and offered conclusions covering financial performance, financial position, student admissions and profile, performance in Board examinations and school level examinations, staff experiences & observations, student behaviour and teaching-learning processes. Based on the conclusions, PLACON offered school-wise as well as generalized recommendations and plan of action. Management of the Society accepted the recommendations and implemented all of them. As a result, quality of education improved and performance of students in the examinations touched higher levels. Morale of teachers, non-teaching staff and parents also reached new heights. Ultimately this was reflected in increased number of students, higher revenues and generation of higher surplus for the schools. For PLACON, it was a unique experience of relating financial performance to educational institutions.
