T he Enforcement Direc-torate (ED) has grilledseniorofficialsof finan-

cial technology companyPaytm, including the chieffinancial officer, for failing toexercise due diligence whilefacilitating remittances ofcompanies involved in onlinebetting scam.

This follows the moneylaundering case filed by theagency on Saturday againstentities, including DokypayTechnology and LinkyunTechnology, for allegedly run-ning illegalonlinebettingappslinked to China. The agencyhad also frozen four HSBCBank accounts of these firms.

“The questioning hap-pened earlier this week.Paytm officials were asked tojoin the probe after we beganlooking into the loopholesand gaps in digital wallets’payment gateways that werebeing misused by certainChinese companies to remitmoney abroad,” a senior ED

official privy to theprobe said.An email sent to Paytm’s

spokesperson on Tuesdaywent unanswered, despitereminders.

TheEDis likely to summonofficials of HSBC Bank andotherpaymentwallets, includ-ing Cashfree and Razorpay,to join the investigation.“Transaction details arealready being sought from thebank and other institutions,”the official said, adding theyare contacting the Financial

IntelligenceUnit (FIU)tocheckwhether they obtained anyinformation related tothese transactions.

According to norms, allfinancial institutions, includ-ing payment wallets, arerequiredtoexamineandcheckthepurposeandbackgroundofallunusually largetransactionsthathavenoapparenteconom-icorvisible lawfulpurpose,andreport the same to theFIU.

The probe agency allegedthatsomeofthecompaniesrun

by Chinese nationals hadfloated multiple websites andused thesewallets to send andreceivepaymentsworth~1,200crore in India andabroad.

Sourcessaidthedigitalwal-lets did not report even whencrores of rupees were beingcredited and transferredthrough multiple transactionsin thepast oneyear.

Meanwhile, the ED redflagged the matter with theReserveBankof India,particu-larly the risks involved with

paymentwallets.The ED, while analysing

bank accounts of Dokypay,allegedly found ~1,268 crorewas collected in one year. Ofthis, ~300 crore came throughPaytm’s gateway and about~600crorewastransferredout.Outward foreign remittancesfor payments worth ~120 crorewere allegedly made from theaccounts of Linkyun.

ED officials said that afteropening multiple bankaccounts, internet access cre-dentials were couriered byIndianemployeestoChinaandpayment instructions camefromthebeneficialownerswhowere safely ensconced inChina. Accused companiesfloatednumeroussimilar-look-ing websites, hosted throughCloudflare, US. Agents werethen hired to catch newmembers through closedTelegram and WhatsAppgroups to place bets on onlineapps that promised attractiverewards. A first informationreport on the scam was firstregisteredbythecybercellunitofHyderabadPolice.

The ubiquitous autorickshaw, the pop-ular tuk-tuk criss-crossing Indian citiestill recently connecting people to theirlast mile, is now few and far between.Amid lockdown and restricted move-ment,domesticthree-wheelersaleshavetaken a severe pasting. And Augustnumbers don’t show recovery either.

During the month, market leader,Bajaj Auto sold 7,659 units, against35,085, while TVS Motor sold 10,172units, compared to 14,604 in the year-agoperiod.

Piaggio Vehicles, the second-largestin the pecking order, hasn’t released itsAugust salesnumbers yet.

on-year dropof 94per cent to 307units.Cumulativedespatchesofsuchthree-

wheelers collapsed to 25,488 unitsbetween April and July, from 205,516units in the same period a year ago,according to the data from the Societyof IndianAutomobileManufacturers.

The overall volumes were draggeddown by market leader Bajaj Auto thatcontrols more than half the segment.Themaker of theREbrand saw its salesfall to11,811units, fromahighof120,008units in the three-month (April was azero-salesmonth for auto firms)period.

“Withpeoplenotventuringoutdoors,theincomeofthree-wheelerdrivers, too,had dropped 40 per cent, severelyimpacting their ability pay loan instal-ments,” said Rakesh Sharma, executivedirector at Bajaj Auto. This, in turn, also

made financiers wary of lending, saidSharma.Closeto90percentofcommer-cial vehicles are bought on credit.

“AugustseemsmarginallybetterthanJuly, but it is nowhere close to what weweredoingearlier,”ruedSharma,addingthat the road to recovery for three-wheelers will be arduous. Before theCovid-19pandemic,Bajajwasdespatch-ing 25,000 units permonth on average.

Vinkesh Gulati, director, UnitedAutomobiles,vice-president,FederationofAutomobileDealersAssociations,saidthree-wheelers see demand when theearnings are good. It houses the second largestnumber of our white collar employees asour global business service hub is based outofMumbai. Be it product development,logistics and supply chainmanagement,information systems, financial processingormarket research, ourMumbai operationsmirror every functional capability that wehave in our headquarters inMinneapolis,US. It acts as an extension of our businessfunctions at the headquarters and evensupports ourmanufacturing facilities inNorth America.

Is IndiaamongthetopmarketsforGeneralMills?Our India business is not as big asthe growth potential that we fore-see.We believe, India has a signif-icant potential to contribute a lotmore to our global top line. In theAsia,West Asia, andAfrica regionthat I oversee, India contributes20-25 per cent of its revenue.Globally, India is among the top10 prioritymarkets for GeneralMills, in linewith our topmarkets like the US, Canada,the UK, France, andAustralia. Currently,India does not feature among the top 10markets, in terms of revenue, but itprobably is among the top 15.

ThelocalgovernmenthasapprehensionsoverusageofGMO(geneticallymodifiedorganisms).What isGeneralMills’ stand?GeneralMills supports use of advancedscientific tools (like geneticmodification).The ever growing population requires everlarger numbers ofmouths to be fed. And,advances in food science have extremelyimportant role in that. Specifically in India,our portfoliomatches the regulatorybindings and it is non-GMO.

Howwill the lockdownimpactgrowthfor2020-21?During the lockdown, we completed ouremployee appraisals and traineeship pro-grammes. Also, we have hired, on average,

one person every day during the period tostrengthen our team. So, we are fully pre-pared to increase focus on consumers. Forthe B2B segment, we are helping bakeriesthrough a vertical start-up programme thatincludes FSSAI-approved training pro-grammes. Thesemeasures will reflect in ourperformance in the next two quarters, and I

believewe can still grow bydouble digits in 2020-21.

Howwill theCovid-19pandemicalter long-terminvestmentplans?As the pandemic impacts con-sumer behaviour, there could besome adjustments in terms ofofferings, but our long-termplansand commitments remain intact.Investment will be required to

further strengthen our consumer reach,especially in the e-commerce side ofbusiness, and in bringing in globalcapabilities to India.

Doyouexpectaturnaroundanytimesoon?The Covid-19 crisis is still unfolding andwedon’t yet knowhow long the tail of thestormwill be. Thus, we need to stay agileand resilient. Irrespective of whether theoverall pie expands or shrinks, we believewe have a larger role to play. I am optimisticthat the overall business environmentwill revive backed by a quick turnaroundof the economy.

Whathasbeenits impactondistributionchannels?E-commerce business is growing exponen-tially sinceMarch, and its contribution inthe past 10months has grownmore than ithas in the past 10 years. From a low single-digit share in our total business, it istouching a high single-digits.
