Methodological NotesMethodological Notes
This section contains methodological notes explaining some terms and indicators used in the data book.
Doctoral course is a form of R&D personnel training. It is eligible only for researchers and academics with a Candidate degree. A doctoral course has the only attendance status, which is full-time, and can not last for more than three years. To a certain degree, it is a kind of sabbaticals aimed at preparation of a doctoral degree dissertation. Unlike postgradu-ate students, doctoral students have no entrance examinations and do not run studies of disciplines. However, doctoral entrants can be enlisted as doctoral students on free or payable basis. Doctoral entrants, enlisted within planned doctoral limits adopted by the state, receive a scholarship from the federal budget. Other doctoral entrants can be enlisted only by corporate or personal contracts with a higher education institution. Their annual payments cover the cost of consultations on preparatory and research work they conduct during the doctoral course. After the completion of doctoral course in case of successfully defended dissertation, doctoral graduates are awarded with the scientific degree of Doctor of Sciences and obtain an appropriate certificate (diploma).
Federal budget appropriations on RAS establishments are funds allocated for the public establishments to perform their tasks. Since 2005, section 01«General State Issues», subsection 11 «Basic Research»; since 2008, section 01 «Gen-eral State Issues», subsection 10 «Basic Research», in the federal budget.
Goal-oriented programme is a provision of a systemic support of research, developmental, production, socio-eco-nomic, business, and other activities, harmonised by resources and aimed at national tasks such as state, economic, ecological, social, and cultural development of the Russian Federation.
Industrial design is a combination of applied art and applied science, whereby the aesthetics and usability of mass-produced products may be improved for marketability and production. Industrial design rights are intellectual property rights.
Invention is a result of research and development or production activities that embodies a new, essentially distinct technical solution in any area of the economy.

Patent is a legal protective document for the given invention, issued by the federal government (the Patent Office), certifying priority and authorship and granting an exclusive right to use the invention for the duration of the patent.
Peer-reviewed journals and publications are periodicals included in one of three citation databases of Web of Sciences: Science Citation Index (the natural and hard sciences), Social Sciences Citation Index (the social sciences), Arts and Humanities Citation Index (the arts and humanities); as well as Russian periodicals adopted by VAK (the Higher Certification Commission) and included in the List of Leading Peer-reviewed Journals and Publications.
Personnel represents full-time employees working in public research orgasnisations. The number does not include external and internal pluralists.
Utility model is an object of industrial property protection. Utility model is defined as technical solution of a problem, distinguished for novelty, whose legal protection does not require a high inventive level. This notion is characterised by features of novelty and industrial applicability.
Postgraduate course is an educational stage aimed at the training of research and academic staff in the system of higher professional education. It gives an opportunity to persons with a higher education diploma to raise the level of their professional skills. The entrance of postgraduate students is organised on competitive basis. The candidates have to pass entrance examinations. There are free and paid forms of postgraduate education. The education of postgraduate students, who have passed successfully their entrance examinations within planned postgraduate limits adopted by the state, is free and is supported from the federal (or/and regional) budget. The paid form of education is carried out by corporate or personal contracts with a higher education institution, offering a postgraduate course. By attendance status, full-time edu-cation and distant education are possible. The duration of the first one is three years and distant education continues for four years. Postgraduate students have to pass qualifying examinations for a candidate's degree during their postgraduate course. After the completion of post-graduate education and successful standing for thesis, postgraduate graduates are awarded with the scientific degree of Candidate of Sciences and obtain an appropriate certificate (diploma).
RAS establishments are institutes, research centres, observatories, research stations, botanical gardens, libraries, archives, museums, national parks, and other organisations (Article 67 of the Statute of Russian Academy of Sciences adopted by the RF Government Regulation No. 785 of 19.11.2007).

R&D fixed assets comprise buildings and installations; transmitting devices; machines and equipment, including ex-perimental units (research ships, radio telescopes, etc.), research instruments, automation means and computers, etc.; transportation means; instruments, appliances, and other fixed assets on the balance of R&D institutions and their experi-mental bases.
Scientific personnel consists of researchers, top and middle level managers (such as deputy directors for research, scientific secretaries, heads of research divisions, etc.), carrying out research, and other research staff (research trainees, senior laboratorians with a higher education diploma, research engineers) (Annex 2 of the RF Government Regulation No. 236 of 22.04.2006).
