Denpasar (Bali Post)—The emergence of rabies sus-

pect case on one of the residentsliving on Jalan Gunung Batur,Denpasar, drew the attention ofthe ranks of Animal Husbandry,Fisheries and Maritime Services(Disnakanlut) of Denpasar. Theemergence of the case did not onlymake the Health Services con-fused, but also many ranks ofDisnakanlut highlighted. There-fore, to prevent similar cases, itwas required the commitment ofall parties to eliminate or vacci-nate the existing dogs.

This was confirmed by theHead of Disnakanlut Denpasar IDewa Made Ngurah in his office, last Monday (Feb 22) on respond-ing to the emergence of rabies sus-pect cases on Jalan Gunung Batur,Denpasar. Before afflicting thevictims of humans, cases on dogsshould be treated seriously first. This is where the importance ofcommitment and sincerity of allparties required. “Disnakanlut isready to do that,” he said.

The emergence of cases on JalanGunung Batur, said Dewa Ngurah, was a reminder for us to be morevigilant. At the very least, he said, the application of the Mayor’sRegulation No. 25/2009 about thehandling of rabies had to be imple-

Denpasar (Bali Post)—

Audit Agency (BPK) asked the public officials whose financial management was in shamblesand found to deviate, to immediately repair or follow-up. If the findings obtained from the ex-amination results by Audit Agency were not followed up, regrettably the Audit Agency wouldforward the findings to law enforcement officers. Audit Agency provided a time limit to 60 daysfrom the presentation of results to follow-up.

which had to do the follow-up. “Ourposition is only to remind, while tohelp the solution was not allowed.Audit Agency is not the boss of theofficials in the region, position ofAudit Agency serves as an externalauditor,” said Rizal Djalil.

Rizal Djalil said many local offi-cials did not care about the findings.Findings of Audit Agency were of-ten only used as a pillow, without fol-low-up. Luckily, he said, the officialsin Bali were quite proactive provenby the findings where 71 percent ofAudit Agency’s findings had been fol-lowed up. “Hopefully, this can be ex-emplified by officials of other re-gions,” he said.

Given, if it was not followed-up,regretfully the Audit Agency wouldforward the findings related to alle-gations of corruption crime or alle-gation of state’s loss. “Regretfully,Audit Agency should forward thefindings to law enforcement. Thisrefers to the Law No. 15/2006 whichmentions implicitly the Audit Agency

is obliged to report the losses if thereare indications of the state’s loss andcriminal acts of corruption to law en-forcement officers,” explained Rizal.

Audit Agency, he said, currentlydid a very persuasive action. Theproof, Audit Agency came to conductexamination, after that it remindedrelevant authorities to follow up thefindings immediately. It had neversearched for or made up the find-ings. When the rules were clear,Audit Agency was not possible tomake findings. As a matter ofhonorariums received by councilof provincial administration(Muspida) in each region, the rulehas been clear, namely Presiden-tial Decree No. 10/1986.

Meanwhile, Chief Representativeof Audit Agency of Bali Branch, IGede Kastawa, said up to December2009, the Audit Agency of the BaliRepresentative has issued 1,982 find-ings. Of that amount, approximately71 percent or 1,410 findings had beenfollowed up. (kmb12)

Dealers of One Kg Marijuana Arrestedsaid Spokesperson of Bali PoliceGde Sugianyar, last Monday (Feb22).

According to Gde Sugianyar, the arrest of two suspects was heldat each room of their boardinghouse located on Jalan Uluwatu,South Kuta, Badung. The suspectArp was arrested in the room No.1, while El M in the room No. 4.“They were arrested simulta-neously, at 10:45 am Local time,”explained this former Chief ofBalikpapan Resort Police to themedia crew last Monday.

Prior to being arrested, the po-lice first received information thatboth suspects often distributedmarijuana. The police did investi-gation in the field, and the pres-ence of the suspects managed totrack. The room of the suspects

was raided and police found evi-dence of marijuana more than onekilogram. “The evidence waswrapped with rice paper and hid-den under electricity pole near hisboarding house and under usedclothing,” he said.

The suspects and their evidencewere immediately taken to BaliPolice. Both suspects were stillbeing intensively examined. Simi-larly, the case was currently devel-oped, including where and towhom they have sold it. Police alsotraced the origin of the evidenceand at how much the evidence wasbought. “However, based on tem-porary examination results, theevidence was obtained fromJakarta,” he said accompanied byDirectorate of Drugs, Bali Police,Kokot Indarto. mented thoroughly by all circles, especially in the ranks of the localhamlet heads. The support and par-ticipation from the bottom line ap-paratus would realize the goal ofthe rabies-free Denpasar. “Thatmeans there must be a high com-mitment and intentions along withsincerity of all parties to eradicaterabies,” he said.

Given, if at an area there wasone of the dogs infected by rabies, local people should extend greatsupport to eradicate. Emergingcases should be promptly re-sponded, so it would not escalate.“Do not let wait for the victims ofrabid dog bites,” he explained.

Various constraints at the scenewere often faced by officers ofDisnakanlut in performing dogelimination. In most cases, whenthe officers came to location theycould only encountered few dogs.“I hope there is a good coordina-tion of all components of societyto avoid the case of rabies appearsagain,” he said.

Dewa Ngurah observed the phe-nomenon in the field on the lessbalance of program launched bygovernment with the response fromlocal residents. If all componentsof society moved in unison, surelythe cases of rabies could be handledand even eliminated. (kmb12)

Timothy Extradition GrantedL3290678 was allegedly involved indrug case of cocaine weighing 1 kgin Australia.

OBESSION of Governor ofBali Made Mangku Pastika tohave a hotel at luxury resort in-vited the pros and cons of theobservers and practitioners oftourism, last Monday (Feb 22).Tourism practitioner NyomanRutha Ady admitted to be sur-prised why the provincial gov-ernment tried to compete withthe private sector to do busi-ness in the hotel. “There’s nolaw prohibiting the govern-ment to have a hotel or man-age an existing hotel business,”he said. However, he did notagree with the provincial gov-ernment together with regency/city governments to have a ho-tel or manage its business unitsbecause there was no guaran-tee for a better managementthan the private sector.

He mentioned innumerablehotels that went bankrupt orwere sold because they werepowerless in facing strongcompetition, including govern-ment-run hotel. “Indeed, thehotel business looks glamor-ous. However, there werecountless hotels facing bank-ruptcy, ownership changed ordid not strongly compete withthe private sector,” he said. They include Hotel Kuta Jayabelonging to the property ofGreater Jakarta Governmentlocated at Kuta Beach has longgone bankrupt and been sold.

Meanwhile, a professor ofthe Faculty of Animal Hus-bandry, Udayana UniversityProf. Dr. Nyoman Suparta in aseparate location stated interms of priority scale, the ob-session of Governor of Bali tohave a hotel was not appropri-ate. However, it would only beappropriate from the urgencyof seeing Bali as tourist desti-nation. From the scale of pri-orities, the development of ag-riculture in the broad senseshould get serious attention. Therefore, the efficiency of fi-nancial management could bedirected to enlarge the agricul-tural sector budget in a broadsense. “Frankly speaking, thebudget of agricultural sectorremains low,” he said.

Shortage of budget causedthe government capacity lim-ited in this sector. Governmenthas not helped the farmerswhen commodity prices fell atharvest season. This madefarmers less excited aboutfarming. He hoped the serious-ness of government in workingon the agricultural sector witha clear budget allocation and a

The potential development ofthis tourism object is very large.Although tourists continue toflow into the place, Klungkungregency was not seriously work-ing on the object. This can be seenfrom the damaged road whichapparently is the only way toreach the place. Many holes aredecorating the roads which areoften flooded during the rain sea-son. ‘’Yes, the government shouldhave paid more attention becauseof its (Batu Tumpeng-red) strate-gic location,’’ said a public fig-ure from around Batu Tumpeng,Ketut Weneh, on Sunday (21 / 2).

According to Weneh, the prob-lem was not only about the roads, but also unavailability of parkingspots which therefore interferingwith the comfort of the visitors. Moreover, the average touristscome with four-wheeled vehicles.Hence, they are using a vacantland, which is also the parking lotof Batu Tumpeng Temple.

The 60-year-old tells us if thewaves around the coast of BatuTumpeng were in good condition,at least 25 tourists would surf onthe beach. They usually comefrom Japan, Korea, Australia, andFrance. Tourists had deliberatelycome, even when the average ofthem were staying in Legian or

According to them, althoughthe beach is very good, they wereunsatisfied for there are no avail-able parking spaces. ‘’Not onlythat, the road conditions whichare always inundated by wateralso became the object of theircomplaints,’’ Weneh asserted.

For the lack of parking spaces, there is no parking attendantthere.

The condition has ever trig-gered criminal actions targetingthe vehicles owned by tourists, such as the car break-in happenedeight months ago. At that time, theperpetrators managed to steal thetourist belongings such as bagsand mobile phones.

Head Office of Culture andTourism (Disbudpar) Klungkung,Nengah Wijana, has not givenmuch comment when asked aboutthe development of Batu Tumpengtourism object.

His reluctance to comment isa side effect of allegations of Par-liament against him upon the slowtourism development inKlungkung.

‘’Wow, I honestly just feel lazyto comment. I’ll be alleged of ‘theman with no concrete action’,’’ hesaid. However, he admitted tohave been coordinating residentsabout the Batu Tumpeng object.‘’I’ve been coordinating with tra-ditional villagers. However, I can-not comment more on anything,’’he said.

Similarly, when asked the dis-tribution of tourism to RegionalKlungkung GDP and how manyvisits received by Klungkung ev-ery year, ‘’As for the exact num-ber, I honestly do not knowclearly.

If not mistaken, it is aroundIDR 1.3 billion,’’ he said.

Meanwhile, in relation to theincreasing tourists in car break-ins in Batu Tumpeng, police of-ficers have taken action by rou-tinely holding patrols. Patrols areconducted in various and randomtime. ‘’This is to avoid the per-petrators to get away by knowingour schedule,’’ said Head ofKlungkung Police Partners De-velopment Division, KompolDewa Gede Sugawa. Claim of JKBM Reaches IDR 6.7 BillionHead of Bali Health Services,

Nyoman Sutedja when met lastMonday (Feb 22) said that thefunds available for JKBM wasIDR 181.2 billion for one year, inwhich 26 percent was allocatedfor community health centers and74 percent for hospitals. Of thetotal amount of fund, it has beenallocated around IDR 11 billionfor one month.

If looking at the data during thefirst two months of only IDR 6.7billion, there would still havefunds left over, though Sutedja didnot deny that number was quite alot. “We will see the progress firstuntil the end of April. If a declinehappens in claims, there may befunds left over so that the cover-age of JKBM service standards canbe improved,” said Sutedja.

The increased coverage of ser-vice standards in this case meansthe services that were not origi-nally covered in JKBM would be

served later. Meanwhile, manualbooks on technical and operationalguidelines of JKBM, according toSuteja, had been arranged and ifalready published they would bedisseminated to all health servicesproviding JKBM. Operational andtechnical guidelines would be re-evaluated every three months.

To control JKBM services, BaliHealth Services had trained at least35 verifiers which would soon beplaced in every hospital and clinicin Bali extending the JKBM ser-vices. At hospitals with a capacityof over 150 beds would be placedtwo verifiers. One verifier wouldbe in charge in respective regencyhospital. For regencies havingmore than 10 health centers wouldbe assigned 2 verifiers and oneverifier if under 10. “This team isindependent and certainly servesto verify JKBM whether in accor-dance with the requirements ornot,” said Sutedja. clear breakthrough.Other sector that should re-

quire a helping hand of govern-ment was Bali cow breedingbecause most farmers keptcattle in Bali. The main prob-lem was the quality decline ofBali cattle because of the pu-rity of Bali cows diminished. For that purpose, there must bea focus of research and continu-ation through the Livestock Re-search Center of Excellence formaintaining the genetic ofcows. To produce good qualitycows could not only be ob-tained through research. Therole of government in the sec-tor dominating the life of thepeople was highly necessarybut was reluctant to be tilled byinvestors,” he said.

But he did not deny in termsof urgency, the provincial gov-ernment needed to have a hotelfor the purposes of educationand regional income becauseBali became the icon of Indo-nesian tourism.

In the meantime, Rutha Adyadded there was no guaranteethat the government was moreprofessional than the privatesector to manage the hotel.Former Chairman of BadungHotel and Restaurant Associa-tion (PHRI) saw very few gov-ernment-run hotels could de-velop. In fact, the existence ofgovernment-owned hotel fromoutside the region even under-mined more portions of re-gional budget’s ‘cake.’ On theother hand, the budget wastruly needed for the purposes ofpublic interests such as educa-tion, health, agriculture in-creasingly left behind and al-leviation of poverty.

Similar comment was con-veyed by the Head of Commis-sion I of Bali House, MadeArjaya. The reason, a numberof hotels belonging to the Pro-vincial Government of GreaterJakarta were unable to competewith the private sector. If gov-ernment wanted to maintain itsimage in the community, it wasnecessary to notice two things, namely public services and in-frastructure such as roads, wa-ter and electricity. “If publicservices are good and the roadis smooth everywhere, peoplewill be impressed with theirgovernment,” he said. The ideaof Bali Provincial Governmentto establish a star hotel was trig-gered by the Governor MadeMangku Pastika in the morningcoffee with the mass medialeaders, last Sunday (Feb 14).

At the Rio Group summit of 32countries hosted by Mexico, Argen-tina presented a statement quotingMexican President Felipe Calderonas saying that “the heads of state rep-resented here reaffirm their supportfor the legitimate rights of the repub-lic of Argentina in the sovereigntydispute with Great Britain.”

Calderon did not speak directlyabout the matter. Britain and Argen-tina have long disputed sovereigntyof the Falkland Islands — known asLas Malvinas in Latin America —and fought a war over them in 1982.

The dispute over the Falklandsdates back to the 19th century, whenthe islands were seized by the Brit-ish. Argentina has sought their re-turn ever since, invading in April1982 and holding them until June, when British forces retook the ter-ritory.

Full diplomatic relations wererestored in 1990 and both sides havesince largely agreed to disagree onthe issue of sovereignty. But angerover the issue still lingers and hasbeen exacerbated by the prospectthat Argentina could lose out onmineral wealth discovered offshore.

Argentine President CristinaFernandez ruled out any plans to tryto keep the British boats or rigs out.“We do not believe in methods likeblockades,” she told reporters.

Despite the ebbing of violence in thelast year, the U.N. estimates that some300,000 people have died and 2.7 mil-lion have been displaced since ethnicAfrican tribesman in the vast arid west-ern Darfur region took up arms againstthe Arab-dominated central govern-ment.

The government and the rebel Jus-tice and Equality Movement are to signthe truce agreement in Doha, Qatar, after a year of negotiations.

The upturn in relations betweenSudan and Chad gave a major boost tothe truce agreement because the twocountries had once accused each otherof supporting the other’s rebels.

Sudanese President Omar al-Bashiris also facing war crimes accusationsabroad and an election in April, mak-ing him eager for some kind of break-through to improve his image abroadand at home.

The signing of the framework agree-ment will be attended by the U.S., theU.N. and Arab representatives as wellas by the president of Chad.

State Department spokesman P.J.Crowley said Monday that the tempo-rary cease-fire agreement is an impor-tant step toward reducing violence inDarfur. The end of the long-runninganimosity between Sudan and Chad —which sponsored the truce only daysafter declaring the end to its long proxy

JERUSALEM – An Israeli ar-chaeologist said Monday that an-cient fortifications recently exca-vated in Jerusalem date back 3,000years to the time of King Solomonand support the biblical narrativeabout the era.

If the age of the wall is correct, the finding would be an indicationthat Jerusalem was home to a strongcentral government that had the re-sources and manpower needed tobuild massive fortifications in the10th century B.C.

That’s a key point of dispute amongscholars, because it would match theBible’s account that the Hebrew kingsDavid and Solomon ruled from Jerusa-lem around that time.

While some Holy Land archae-ologists support that version of his-tory — including the archaeologistbehind the dig, Eilat Mazar — oth-ers posit that David’s monarchy waslargely mythical and that there wasno strong government to speak of inthat era.

Speaking to reporters at the siteMonday, Mazar, from the HebrewUniversity of Jerusalem, called herfind “the most significant construc-tion we have from First Temple daysin Israel.”

“It means that at that time, the10th century, in Jerusalem there wasa regime capable of carrying outsuch construction,” she said.

Based on what she believes to bethe age of the fortifications and theirlocation, she suggested it was builtby Solomon, David’s son, and men-tioned in the Book of Kings.

The fortifications, including a

CAIRO – Darfur’s leading rebel group and the government of Sudan have a bitter history offailed cease-fires and peace deals. But upcoming elections and dramatically improved ties withneighboring Chad have raised hopes that a truce to be signed Tuesday will finally put an end toseven years of devastating war.

war with Sudan — could be the decid-ing factor in this agreement’s longev-ity.

“I can’t deny that normal relationsbetween the two countries will help,”Tahir al-Faki, a senior rebel member ofJEM, said in a telephone interview be-fore heading to Doha for the signing.

The deal provides for a temporarycease-fire that is to lead to political ne-gotiations by March 15 on wealth shar-ing, compensation and political repre-sentation.

JEM is the most powerful rebelgroup, but not the only one. The splin-tering of the rebels into dozens of fac-tions threatens to undermine any peaceon the ground.

The dozens of rebel factions havecoalesced into two main groups to unifytheir demands and negotiating positionin the year-old negotations in Doha. They were irked by the separate cease-fire with JEM.

The Sudanese government, however, was quick to assure the rebels of its con-tinuing commitment to a comprehen-sive agreement.

“We believe that Darfur can’t besolved bilaterally. We hope we can ne-gotiate with the other groups to reach afinal and comprehensive agreement,”said Amin Hassan Omar, the officialleading the year-old negotiations. Hehailed the truce with JEM as an “im-

portant breakthrough.”JEM, whose leader, Khalil Ibrahim,

was a government minister before hejoined the Darfur rebellion, is alreadypressing the government to postponeelections so it can take part.

Sudanese government spokesmanRabie Abdel Attie said delaying elec-tions was currently not on the table.

Al-Bashir, meanwhile, faces a toughinternational challenge. He is the firstsitting head of state to be wanted by theHague-based International CriminalCourt, where he stands accused of warcrimes committed in Darfur.

A settlement in Darfur would defusecriticism abroad and boost his legiti-macy at home ahead of the elections.

Skirmishes in Darfur between JEMand government forces followed theannouncement Saturday that a trucedeal was to be signed. Al-Faki of JEMsaid his troops repelled a governmentattack over the weekend in westernDarfur and seized government vehicles.

“On the political side we are negoti-ating. On the military side, we are notlaying down our arms and we are veryvigilant,” he said.

A major rebel group that launchedthe rebellion, the Sudan LiberationMovement, has shunned the peacetalks. Although weakened by splinter-ing, the group’s leader remains popu-lar among Darfur’s refugee community.

Archaeologist seesproof for Bible inancient wall

monumental gatehouse and a 77-yard (70-meter) long section of anancient wall, are located just outsidethe present-day walls of Jerusalem’sOld City, next to the holy compoundknown to Jews as the Temple Mountand to Muslims as the Noble Sanc-tuary. According to the Old Testa-ment, it was Solomon who built thefirst Jewish Temple on the site.

That temple was destroyed byBabylonians, rebuilt, renovated byKing Herod 2,000 years ago and thendestroyed again by Roman legionsin 70 A.D. The compound nowhouses two important Islamic build-ings, the golden-capped Dome of theRock and the Al-Aqsa mosque.

Archaeologists have excavatedthe fortifications in the past, first inthe 1860s and most recently in the1980s. But Mazar claimed her digwas the first complete excavationand the first to turn up strong evi-dence for the wall’s age: a large num-ber of pottery shards, which archae-ologists often use to figure out theage of findings.

Aren Maeir, an archaeology pro-fessor at Bar Ilan University near TelAviv, said he has yet to see evidencethat the fortifications are as old asMazar claims. There are remainsfrom the 10th century in Jerusalem,he said, but proof of a strong, cen-tralized kingdom at that time re-mains “tenuous.”

While some see the biblical ac-count of the kingdom of David andSolomon as accurate and others re-ject it entirely, Maeir said the truthwas likely somewhere in the middle.

“There’s a kernel of historicity inthe story of the kingdom of David,”he said.

“You know the Arab Mujahedeendistrict in Mecca. One thing beforethey meet me is to look for Arab fund-ing... Ah, mad big. Biggest after WTC.Secret, OK?”

The email apparently referred to theWorld Trade Centre in New York, oneof the targets of Al-Qaeda’s attacks onSeptember 11, 2001. It did not specifya currency for the 100 million.

Police have said they are investi-gating whether any money for the at-tacks on the JW Marriott and Ritz-Carlton hotels came from Al-Qaeda,which has given financial backing toNoordin and JI in the past.

But prosecutors did not specify ifmoney had reached Noordin and didnot charge Mohammed Jibril with rais-ing funds for a terrorist act.

They said his fund-raising effortswould be part of their case in order togain the maximum 15-year sentencefor the charge of concealing informa-tion about a terrorist attack.

“The evidence for channelling

funds is insufficient at this point, butwe’ll try to prove it in this trial,” chiefprosecutor Firmansyah told AFP.

“We’ll prove he did go to Saudi, not only to carry out a minor pilgrim-age, but also to solicit funds there.”

Prosecutors said Mohammed Jibrilhad “emotional ties” to Noordin, whowas his “psychology” teacher at a re-ligious school in Malaysia in 1998.

Indonesian police killed Noordin inSeptember, putting an end to a cam-paign of bombings designed to bringdown the mainly Muslim country’sdemocratic system and replace it witha Taliban-style regime.

Speaking to reporters outside thecourt, Mohammed Jibril, who is alsothe son of a radical cleric, dismissedthe charges as “lies” but admitted hehad met Noordin twice.

“This case has been engineered, part of a series of scenarios created byGeorge Bush and his friends to makeIslam an enemy. Obama knows aboutthis matter but he doesn’t want to doanything because he’s blind,” he said.

“Although I have to face the court, this is just a challenge. The fight willcontinue.”

He was arrested near Jakarta sixweeks after the bombings.

Police also raided the office of hiswebsite, Arrahmah.com, a well-known source of Islamist propaganda. The website was still in operation onTuesday.Mohammed Jibril also editeda publication called Jihadmagz whichespoused “holy war” against the West.

It wasindicated by a rejection letter ofCustomary Village supported bythe letter of Buleleng Regent aboutthe cancellation of water utiliza-tion project at Baong Kambing,Sukawana Bangli dated July 16,2009. LONDON - Britain’s state-res-cued Lloyds Banking Group an-nounced Monday that its chief ex-ecutive Eric Daniels would not takehis annual bonus of 2.3 millionpounds (2.6 million euros, 3.6 mil-lion dollars).

The group, which is 43-percentstate owned after being bailed outwith billions of pounds, revealed thenews in a statement amid intensemedia speculation on the issue be-fore LBG’s 2009 results on Friday.

Lloyds’ remuneration commit-tee decided to award Daniels his fullannual bonus but he waived it forthe second year in a row, said thestatement from Chairman Sir WinBischoff.

“Mr Daniels has taken this ac-tion because he believes that theexcellent progress the group is mak-ing ... is in danger of being obscuredby the current debate on executivebonus awards in the banking sector,”Bischoff said.

The news comes after Barclaysbank last week announced that itstop executives had shunned their lat-est annual bonuses amid growingpublic outrage over pay.

The Financial Times mean-while reported Monday that the bossof the Royal Bank of Scotland —

Highlighting the country’s criticalneed for more financing, Greece onMonday said it had asked Abu Dhabi, the richest of the seven states makingup the United Arab Emirates, to investin a Greek development fund.

Under heavy pressure from itseurozone partners to bring order to itspublic finances, Greece’s Socialist gov-ernment is weighing cuts to benefits, arise in the retirement age and othermeasures that have sparked union re-sistance.

“The strike should be a big suc-cess and should paralyse the wholecountry,” Stathis Anestis, a leader ofthe powerful Greek General Confed-eration of Labour union, known asGSEE under its Greek acronym, toldAFP on Monday.

The strike — the second majorprotest since Greece unveiled the mea-sures — will mobilise thousands ofworkers, bringing ships, planes andtrains to a standstill, as well as shuttingdown banks and newsrooms.

But despite the apparent anger, amajority of Greeks appears to supportthe government’s belt-tightening poli-cies.

Sixty-four percent of those ques-tioned said they considered the auster-ity measures “necessary,” while 32.5percent thought they could be “less se-vere,” according to a poll publishedearlier this month in the To Vima news-paper.

SYDNEY - Australia will resumestalled free trade talks with its top trad-ing partner China on Wednesday, offi-cials said, ending a 14-month hiatusmarked by a temporary plunge in rela-tions.

Officials from both sides will meetfor three days of talks in Canberra, re-starting a process which stumbled ontechnical issues in December 2008 be-fore diplomatic ties were rocked by anAustralian mining executive’s arrest.

ATHENS - Debt-ridden Greece was bracing for a nationwide strike scheduled for Wednes-day, called by unions to protest austerity measures, and was said to be facing a crucial market testwith a bond issue this week.

Greece has vowed to reduce itsbudget deficit from an estimated 12.7percent of GDP (gross domestic prod-uct) in 2009 to below the EU limit of3.0 percent by 2012 and has warnedmajor cuts in public spending will beneeded.

Strike action will do little to calminvestors, who have dragged downthe value of the euro and boosted therisk premium on Greek bonds amidfears — discounted by most analysts —that the country could default on its debt.

A crucial test of market confi-dence in Greece could come as earlyas this week with the government at-tempting a multibillion-euro (dollar)bond issue, the Financial Times re-ported earlier, citing bankers in Ath-ens.

Prime Minister GeorgePapandreou added further urgency inan interview with the BBC’s “The An-drew Marr Programme” on Sunday inwhich he said Greece’s borrowingneeds were only covered up until themiddle of March.

Papandreou also said that Greeceneeded EU support “so that we canborrow at the same rate as other coun-tries, not at high rates” that underminethe country’s reform efforts.

The yield on 10-year Greek bonds— the interest rate that Greece mustpay on bonds it issues to borrow moneyin the markets — was at 6.411 percentduring trading on Monday, compared

to 3.281 percent for German 10-yearbonds.

A report in Germany’s Der Spiegelmagazine citing German finance min-istry sources on Saturday said theeurozone could aid Greece to the tuneof “between 20 billion and 25 billioneuros” (27 billion and 34 billion dol-lars).

A ministry spokesman dismissedthe report as “speculation.”

The European Union has pledgedpolitical support for Greece and hashinted at more concrete financial as-sistance in the future but it has alsoimposed strict deadlines and monitor-ing for Greece’s deficit-cuttingprogramme.

The Greek government mean-while on Monday said Economy andCompetition Minister Luka Katselishad sought the participation of AbuDhabi in the Hellenic DevelopmentFund during a weekend visit to theemirate.

“The ministry’s objective is forAbu Dhabi to take part in the capital ofthe Hellenic Development Fund withthe European Investment Bank andother international financialorganisations,” the ministry said in astatement.

In his interview with the BBC onSunday, Papandreou said the govern-ment “wouldn’t rule out” selling itsbonds to sovereign funds includingfrom China and Russia.

essential inter-relationship with oureconomy, its dependence on our re-sources and energy,” Trade MinisterSimon Crean told Indonesian televisionon Monday.

Australia, buoyed by its strong re-covery from the downturn, is also push-ing for free-trade agreements with Japanand China and is studying a further dealwith India.

The country relied heavily on Asiaas it became the only advanced economyto avoid recession during the downturn, with Japan, China, South Korea and In-dia its top four export markets.

“I mean you look at, you look at thestimulus packages of Korea, Japan, In-dia, China, ASEAN as a whole ... this ishuge demand for our resources,” Creansaid.

“And despite the fact that exportstook a huge hit last year, in the globalfinancial crisis, Australia is one of thevery few countries to see growth in ex-port volumes.”

Australia’s free-trade deal with the10-nation ASEAN came into force lastmonth, and it will start negotiating atrans-Pacific pact with the United States,New Zealand, Singapore, Chile, Brunei,Peru and Vietnam in March.

British bank Lloyds says bossgives up annual bonus

which is also state-rescued — wouldrefuse his 2009 bonus.

RBS chief executive StephenHester will waive his right to a pos-sible 1.6 million pounds (1.8 millioneuros, 2.5 million dollars), the bankis set to disclose on Thursday when itwill also unveil its annual results.

“He will do whatever is neces-sary to secure the future of thebank,” the FT quoted one personclose to Hester as saying. RBS is 84-percent owned by the British gov-ernment after a series of enormousstate bailouts.

There is widespread public an-ger about the banking sector’s bonusculture, which some observers blamefor encouraging excessive risk-takingand helping to tip the world economyinto recession.

“2009 was a challenging year forthe UK economy, our group and manyof our customers,” added LloydsChairman Bischoff on Monday.

“In our case, as a retail and com-mercial bank, our overall allocationunder the annual bonus schemes rep-resents a very small percentage of rev-enues.”

Bischoff said that within thegroup as whole, annual bonuseswould be paid in shares and would besubject to deferrals and “clawbacks”in line with principles worked out bythe Group of 20 nations.

LOS ANGELES - BecauseOscar organizers are pulling outall the stops to promote the Acad-emy Awards on March 7, theymight consider billing the costumedesign category as a smackdownfor the “Project Runway” set.

In what other race this year canyou find a pair of two-time win-ners who have gone head-to-headon five previous occasions?

This year, they’re back again —each for an eighth time.

Sandy Powell, who took homeOscars for 1998’s “Shakespeare inLove” and 2004’s “The Aviator,”is nominated for “The YoungVictoria,” in which her costumeschart the transition the youngqueen made from embattled prin-cess to fledgling monarch.

Joining her once more in thenominees’ circle is ColleenAtwood, nominated for outfittingsome of the most iconic actressesin the world in “Nine.” Atwoodwon Oscars for 2002’s “Chicago”and 2005’s “Memoirs of a Gei-sha.”

Turns out, though, theirs is afriendly rivalry.

“We laugh about it; we’re al-ways up against each other, and wehave enormous respect for eachother,” Powell says.

In fact, on one of the rare occa-sions when Atwood was nomi-nated (for 2007’s “SweeneyTodd”) and Powell wasn’t,Atwood dashed off a note toPowell, telling her how much shemissed her on the red carpet.

One reason the two have earnedso much Oscar attention, Powelltheorizes, “is we’re lucky. We bothwork with the same directors regu-larly.”

Although Powell’s nominationthis year came from collaboratingwith Jean-Marc Vallee for the firsttime, she has worked most closelyin recent years with MartinScorsese. She designed the 1950s-era costumes for his current boxoffice champ “Shutter Island” andis about to begin work on his nextproject, “The Invention of HugoCabret.”

“Nine” marks the third timeAtwood has worked with RobMarshall, and she also frequentlyjoins forces with Tim Burton —the upcoming “Alice in Wonder-land” is their latest film together.

Come Oscar Night, the two de-signers will be part of a group thatalso includes four-time nomineeJanet Patterson for “Bright Star”and Oscar rookies CatherineLeterrier for “Coco BeforeChanel” and MoniquePrudhomme for “TheImaginarium of DoctorParnassus.”

Powell and Atwood’s name rec-ognition aside, it’s a relativelyequal playing field because none

“She couldn’t entertain a deadrat, to be honest,” one fan told lo-cal media outside Monday night’sBrisbane concert.

LONDON - Cinema groupOdeon has said it will boycottDisney’s new 3D film “Alice InWonderland” at its cinemas in Brit-ain, Ireland and Italy in protest atplans for an early release date onDVD.

The company took the decisionMonday after Disney said it wouldrelease the eagerly-awaited TimBurton fantasy adventure on DVD12 weeks after its big-screen debut, instead of the usual 17 weeks.

It is the latest rebellion againstthe entertainment giant’s plans topush forward the film’s DVD re-lease. Earlier this month, the Neth-erlands’ four big cinema houses de-cided not to screen the movie in pro-test.

Odeon & UCI Cinema Groupsaid in a statement it had “investedconsiderable sums” in technologyto show 3D films which media gi-ant Disney’s proposals could under-mine.

Disney’s proposal “underminesthe investment made and will inevi-tably set a new benchmark, leadingto a 12-week window becomingrapidly standard in (Britain) for themajority of film titles.”

It could lead to a reduction in cin-ema attendance that would“threaten the continued existence ofmany cinemas, especially thesmaller and medium sized cin-emas,” said Odeon.

The cinema group said it wouldbe showing the film in its Spanish,German, Portuguese and Austriancinemas — “where Disney has in-dicated that it plans to observe thenormal DVD release window.”

Odeon is Britain’s biggest cin-ema chain with more than 100 ven-ues. “Alice in Wonderland”, starringJohnny Depp, Anne Hathaway and

SYDNEY - Disappointed fans stormed out of Whitney Houston’sfirst Australian concert in 12 years, reports said Tuesday, as the age-ing diva failed to hit her famous high notes and struggled for breath.

Odeon bans ‘Alice in Wonderland’in Britain, Ireland, Italy

and take a sip of water. But pro-moter Andrew McManus hit backat suggestions she was sufferingpoor health.

“It was not a train wreck,”McManus said. “She was hittingmost of the notes, yes her throat wasa little croaky.

“Her health is fine but she’s alsonot 22 years of age anymore.”

McManus agreed Houston wasout of breath in a “couple of songs”and probably wasn’t “up to scratchof the Whitney of 20 years ago”.

“But I don’t apologise for that,she had a red-hot go.”

Houston, who has sold more

than 170 million albums world-wide, suffered a major career set-back after admitting drug use dur-ing an abusive relationship with ex-husband Bobby Brown.

The Australian concerts are partof her comeback “Nothing ButLove” tour which kicked off at theend of last year.

Some fans said they would bedemanding their money back.

“She was not fit to perform,”wrote one on the Courier Mailnewspaper’s website. “She seemedto be on another planet and the con-cert was laughable.” US pop iconBritney Spears attracted the ire ofAustralian fans in November, withconcert-goers reportedly walkingout of her show because she waslip-synching.

Helena Bonham Carter has its worldpremiere in London on Thursday.

Its British release will be onMarch 5, and cinema chainCineworld said it planned to showthe film after reaching an agreementwith Disney.

Bob Chapek, president of distri-bution for the Walt Disney Studios

has previously said the DVD pro-posal was in the best interest of cin-ema owners.

“We remain committed to theat-rical windows, with the need for ex-ceptions to accommodate a short-ened timeframe on a case-by-casebasis, such as with Disney’s Alicein Wonderland,” he said.

Rival costumedesigners hopeto sew up Oscar

of the films in the category is ridingthe coattails of a prospective bestpicture winner.

Adding interest to the race is thefact that in several of the films, thecostumes, far from being mere win-dow dressing, provide a veritablesubtext.

“Coco,” for example, looks at theearly life of fashion designer CocoChanel, played by Audrey Tautou, subtly pointing out the influencesthat would later find expression inChanel’s work as a groundbreakinginnovator of haute couture. Thefilm, which harkens back to a clas-sic like 1939’s “The Women,” evenconcludes with a full-fledged fash-ion show.

Similarly, in Jane Campion’s“Bright Star,” John Keats’ love in-terest Fanny Brawne, played byAbbie Cornish, is herself somethingof a home-taught fashionista whostitches her own outfits, setting her-self apart from the crowd.

Even “Nine,” which swirlsaround Daniel Day-Lewis’ filmdirector Guido Contini, offers ashout-out to designers, with JudiDench playing a costume de-signer on whom Guido leans foradvice.

Although there are no obviousmarkers to suggest which way theAcademy might lean, Powell didearn the corresponding BAFTA onSunday. Although she had won oneBAFTA, for 1998’s “VelvetGoldmine,” Powell had becomeaccustomed to leaving the BAFTAsempty-handed. Nominations for“Gangs” and “Aviator” did not yieldany hardware.

The BAFTA choice isn’t neces-sarily predictive of the Academy’s,though, because two of the Oscar-nominated films, “Nine” and“Parnassus,” weren’t included, withthe BAFTA list instead filled out by“An Education” and “A SingleMan.”

But in a kind of dress rehearsalfor the Oscars, Powell and Atwoodwill go up against each other Thurs-day night, when the Costume De-signers Guild holds its 12th annualawards at the Beverly Hilton. Theyare nominated in the period filmcategory with “Coco,” Ann Roth for“Julie & Julia” and Jenny Beavanfor “Sherlock Holmes.”

Powell, who will be flying infrom London for the event, also isto receive a life time achievementaward, which Atwood received in2006.

Neither Powell nor Atwood hasentered the territory of costume de-signer record-holder Edith Head.Hollywood’s doyenne of designwas nominated 35 times and wonon eight occasions, including herfinal Oscar for 1973’s “The Sting.”But Powell says that with familiar-ity, the awards process has becomeeasier.

MADRID - The famed elBulli, the Spanish restaurant repeatedlycrowned the world’s best, is to be-come a non-profit foundation from2014, its avant-garde chef FerranAdria announced Monday.

The Michelin three-star restau-rant will become a “foundation forall avant-garde gastronomy lovers..,a breeding ground for new ideas andfor new talents,” he told a news con-ference at a culinary fair in the north-western city of Santiago deCompostela.

The private foundation will grantbetween 20 and 25 scholarships an-nually for chefs and other industryprofessionals and one of its long-term aims will be to compile an “ex-haustive and detailed” encyclopediaof contemporary cuisine, he added.

“We want it to be a think-tank ofgastronomic creativity,” said Adria, who is known for his trailblazing ap-proach to cooking which uses hi-tech methods to “deconstruct” andrebuild ingredients in surprisingways.

The foundation’s gastronomiccreations will be available for tast-ing every year from 2014 “by a cer-tain number of customers”.

“The creation of this foundationis another step forward, certainlyvery significant, in our aim for con-stant evolution and permanent com-mitment to creativity,” he said.

elBulli, on Spain’s northeasternCatalan coast, last year came top ofthe World’s 50 Best Restaurants listfor the fourth year in a row follow-ing a poll of more than 800 chefs, restaurant critics and industry insid-ers for Britain’s Restaurant Maga-zine.

LONDON - Flat caps, floral prints and riding jackets brought alittle bit of English country life to London on Monday in Paul Smith’slatest collection inspired by a single tweed jacket from the 1950s.

“I based the entire collection onmy imagination of that jacket,”Smith told AFP before the show, setamid the old-school glamour ofClaridges hotel.

“It started off quite aristocraticand quite upper-class and very muchabout the countryside, but then it’sgone off into the naughty debutantedaughter, who is up in London ev-ery weekend and parties like mad.

“She often borrows her mum’s orher granny’s rather elegant clothesbut mixes them in a way that’s veryyoung.” The result was a beautifulmixture of pretty rose-print lilacdresses punked up with thick leatherbelts, a peach blouse tucked into tur-quoise see-through trousers, and aBarbour waterproof jacket overpurple tights and orange boots.

A red riding coat with equestrianscenes on the inside lining and abright yellow jacket with matchingcorset underneath were both wornwith tight black trousers, and manymodels sported traditional farmers’tweed flat caps.

Milan fashion show to launch with tightened scheduleWintour, editor of the AmericanVogue magazine, put Italian nosesout of joint this month when itemerged that she could only sparethree days for Milan, rather than thefull week.

“No one, even if she is calledAnna Wintour, can allow themselvesto make or unmake our fashion cal-endar,” Letizia Moratti, the mayor ofMilan, told Italian reporters, callingfor a united front against such pres-sure.

Wintour, who served as the inspi-ration for the book and subsequentfilm “The Devil Wears Prada” which

features the fearsome head of a fash-ion magazine, is regarded by manyas the most influential person in theindustry.

Mario Boselli, president of theItalian National Fashion Chamber(CNMI), also said that designersshould keep in mind their ownstrength and not give in to pressurefrom the “foreign press”.

But the main fashion shows havenevertheless been reorganised overfour days.

This year, young Italian stylistswill open the Milan fashion weekwith a show bringing together sev-

eral newcomers who won their placeon the catwalk in a competition.

Young designers who have bro-ken through in recent years will alsofeature.

Thursday will include shows byDolce&Gabbana, Fendi and Prada, while the highlight of Friday’sshows will be from GianfrancoFerre, Versace and Jil Sander.

Bottega Veneta, Max Mara,Armani and Gucci will follow Sat-urday, with Marni, Roberto Cavalliand Missoni giving their shows onSunday.

While there will be other shows

on Monday, none of the big nameswill take part.

The Milan show will feature some200 collections from Italian and for-eign designers, featuring ready-to-wear women’s clothing for the au-tumn season.

While many designers will stagethe traditional catwalk shows, oth-ers have chosen to present their col-lections in showrooms or by appoint-ment.

In this rather more economicproposition, the clothes and acces-sories are presented much as theywould be in a shop.

this month, he said his restaurant andcooking workshop had been losinga half million euros a year but he saidhis primary motivation for the hia-tus was to maintain the creativespark.

“We are not closing because weare stressed,” he said in a referenceto a string of top French chefs suchas Joel Robuchon and OlivierRoellinger who closed their three-star eateries in recent years to focuson simpler dining.

Under Spanish law, a non-profitfoundation can receive tax breaksand accept grants.

He said the foundation will con-tinue to make the avant-garde cui-sine which he is famous for but itcould branch out into other areas liketraditional cuisine, cocktails andeven breakfasts.

points in eight of the last 25 contests— including a franchise-record 43 onJan. 12 against Houston. It was the firsttime the league’s 11th leading scorerfailed to reach double digits in 46games since the Bobcats acquired himin a four-player trade with GoldenState on Nov. 16.

The Bobcats are 3-6 this month, after going 12-4 in January to putthemselves in contention for their firstplayoff berth in the franchise’s six-yearhistory. They slipped into a tie withMilwaukee in the race for the eighthand final seed at 27-28, following theBucks’ 83-67 win at New York.

Charlotte coach Larry Brown hadto improvise considerably without theservices of 7-footers DeSagana Diop(sprained right knee) and Tyson Chan-dler (sore left ankle). NazrMohammed, plagued recently by backspasms, missed his first game afterplaying 12 scoreless minutes with fiverebounds in Saturday’s 93-88 loss atMilwaukee.

Center Theo Ratliff made his firststart in three games since joining theBobcats last Thursday in a trade withSan Antonio, and his fourth start in 24games this season overall, scoring 10points in 31 minutes. Tyrus Thomas, who recorded his first career double-double in the previous game, had only10 points and four rebounds in his thirdgame with Charlotte following lastweek’s trade with Chicago.

The Clippers led by as many as 13

before the Bobcats narrowed the gapto 53-50 by halftime.

NOTES: Hughes got his firstchance to match wits with LarryBrown, his former coach with the Den-ver Nuggets. “One of my best memo-ries of Kim is that he used to strugglefrom the free-throw line and tell me itwas because he saw people in thestands moving,” Brown said, referringto Hughes’ dismal .333 free-throw per-centage in five NBA seasons (62 for186). “But he was a really, really un-derrated defender and he had a goodfeel for the game.” ... Mohammed’sinjury left F Boris Diaw as the onlyBobcats player to appear in all 55games. “Nazr said he’s going to geton the bike. This might be his Tour deFrance. I don’t know,” Brown joked.“He wants to be dressed, just in case, because we don’t have the bodies.” ...This game began a stretch of four in arow at Staples Center in which the vis-iting team used to be coached byBrown — including Wednesday’sClippers-Detroit contest. The Lakershost Philadelphia on Friday and Den-ver on Sunday. The Bobcats areBrown’s ninth team in 26 seasons asan NBA head coach, including theClippers.
