Nurturing the small and medium enterprises (SMEs) thru technological innovations... an apt description of our operations this year. Despite the economic turmoil that continues to batter the country, 2004 was indeed a fruitful year for DOST 1. We continued with dynamism our pursuit to improve the productivity and competitiveness of local SMEs through the Small Enterprise Technology Upgrading Program (SET-UP). The program addressed the technical problems of the 17 firms we assisted by upgrading the production facilities and equipment, improvement in the product quality and packaging, reducing cost of production and waste management. We focused our interventions in only two industry sectors, processed food and metalcraft. Our approach to partner with our beneficiaries, to infuse a reasonable amount as equity for a project, worked well. Calibration and laboratory testing, packaging and labeling assistance, productivity consultancy services and technology training were likewise provided to other SMEs and prospective entrepreneurs. These activities led to consumer protection, maintained good quality of water supply and locally-produced food, higher production and competitiveness of clients, respectively. More poor but deserving students were given scholarships to pursue careers in science and technology. Our linkages and involvement in S&T networks contributed much to the promotion of science and technologies. We were actively involved in capacitating the R&D and technology transfer activities of the Consortia in the region, namely, Ilocos Consortium for Industry and Energy Research and Development (ICIERD), Ilocos Agriculture, forestry and Natural Resources Research and Development Consortium (ILARRDEC) and Region 1 Health Research and Development Committee (R1HRDC). As we share the gains of our development works, we acknowledge our partners such as the DOST research institutes, state universities and colleges in region 1, the local government units and other stakeholders. Without them we cannot do so much. We welcome the incoming year with optimism as we pursue countryside development and poverty alleviation through scientific and technological interventions. In 2004, DOST 1 vigorously pursued the improvement of productivity and competitive-ness of local small and medium enterprises through technology innovations under its flagship program, Small Enterprise Technology Upgrading (SET-UP). A total of 17 enterprises in the processed food and metalcraft sectors were assisted in production facilities and equipment upgrading and improving product quality.

The technological interventions resulted in significant productivity improvements at an average of 44% in selected firms. Due to more efficient production process, some firms even had savings of as much as 15%. Twelve (12) out of the 17 firms assisted have generated an employment of 216 persons. A total of 16 new markets were established. There were 33 student beneficiaries who were assisted in developing

entrepreneurial activities such as broiler production, swine fattening, meat processing and fruit processing under the program, DOST Academe Technology-Based Enterprise Development (DATBED) in cooperation with two state - run academe in the region. S&T services were done in support to SET-UP. A total of 1,525 calibration and laboratory analyses/testing were extended to 669 firms. The activity generated a total income of PhP590,690. On the other hand, 15 enterprises were assisted in improving the packaging and labeling the products. Ten (10) experts were dispatched to assist 40 clients who needed technical support in terms of packaging and label design, GMP and HACCP. Sixteen (16) technology trainings were extended to existing firms and prospective entrepreneurs. A total of 570 participants gained skills and knowledge on 16 technologies diffused. Likewise, 2 trainings on application of information technology were conducted for LGUs. S&T human resource development was pursued to support the S&T initiatives of the government. Scholarships to poor but deserving students were given to 182 beneficiaries, wherein 32 graduated. Seventy (70) teachers in science and math were trained through the Rescue Initiatives for Science Education (RISE) program. There were 43 students who joined the Intel Philippines Science Fair wherein one entry bagged the most coveted Grand Award and will represent the country in the 56th Intel International Science and engineering Fair in Phoenix, Arizona, USA. S&T promotion and services were further made through library services, press releases and conferences, radio guesting and involvement in networks. A total of 22,000 library users were served. DOST have participated in two (2) fairs/exhibits while 41 press releases and radio guestings undertaken. There are 3 S&T networks operating in the region where DOST-1 was actively involved in direction setting and S&T projects implementation, namely, Ilocos Consortium for Industry and Energy R&D, Region 1 Health R&D Committee, and the Ilocos Agriculture, Forestry and Natural Resources R&D Consortium.

1. Expansion of an Existing Fermentation Processing Plant

Cormel Foods, located at #16 Andres Castro St., Laoag City, is a beneficiary of financial assistance from SET-UP amounting to PhP575,000 for the acquisition of better production facilities. The firm is owned and managed by Mr. Camilo Abadilla.

Cormel Foods has been producing Iloco Vinegar but decided to expand the

volume of production by 25% from the capacity of 16,000 L per year to cater the growing demand of existing and potential local and export markets. Likewise, the existing package and label of its products had to be improved for better competitive-ness in the market.

Intervention on design of the label enabled the firm to enter the Hawaii and more

local markets. These advances resulted in 30% increase in sales. On the other hand, the firm successfully negotiated with Nipa Beach International

Resort, a Taiwanese-owned resort hotel located in Currimao, Ilocos Norte for the marketing of Cormel Foods products, and is currently on the process of a possible marketing linkage with Japanese-Chinese importer for its vinegar products.

Since the release of the SET-UP assistance in the later part of the 3rd quarter, the

firm has almost purchased all the needed equipment and facilities. However, the total production system is still currently being put in place before start of full operation.

2. Expansion of Ice Cream and Frozen Delights Production Plant Agapeland Enterprises, located in Brgy. Palpalicong, Batac, Ilocos Norte, owned and managed by Mr. Rogelio M. Balisacan, received a financial assistance of P201,600. The firm was able to purchase additional production equipment and facilities for ice cream making to be able to improve the quality of its products that will use locally available materials. With these developments, a target increase of about 114.5% on the total revenues generated by the firm per month will be expected. The training on operation, equipment maintenance and trouble shooting was conducted at the firm’s production plant during the first week of December, and production of the new product lines was immediately started. Consequently, a market test for the new product lines will be conducted early next year.

With the acquired equipment, the firm will be able to semi-automate the production processes for both vinegar and wine products. For vinegar production, an acetator will be used to enhance the fermentation process. The fermented products will then pass through the heating vessel for pasteurization, and pumped up to the overhead tank for storage.

Before bottling, the vinegar will be released to the filtering machine to get rid of other impurities before dispensing using the filling machine. The firm employs 32 persons.

3. Production and Packaging of Miki, Fresh Pancit, Canton and Bihon Noodles A newly established enterprise named Golda’s Noodles Factory, located at Barangay Barani, Batac, Ilocos Norte received financial support from SET-UP amounting to PhP385,000 for the production of miki, fresh pancit, canton and bihon noodles and to provide the appropriate label and packaging for the products. The production plant has been constructed and the needed equipment had been purchased to operate at a capacity of 2,000 packs/day . The project is the first of its kind in the second district of Ilocos Norte. The initial production of Golda’s in December amounted to 50 kg. Golda’s Noodles Factory employs 5 regular people.

4. Upgrading of Facilities for Native Delicacies Manufacturing The owner of “Four Stars’ Tinubong”, Mr. Rex Romeo Benzon, from Camestizoan, Sto. Domingo, Ilocos Sur, ventured into the production of other native bibingka or rice cake and cassava cake. From the original products, tinubong, and other native delicacies these new products contributed much to uplift his business. Through a financial assistance amounting to PhP103,000 from SET-UP, the cooperator acquired the production facilities such as cake mixer/blender, flourmill, cassava grinder, heavy duty multiple ring gas burner, with 50 kg LPG tank, and cast iron cooking vat. Other assistance provided were acquisition of bar code, sourcing of printer for the packaging materials and, in cooperation with the Ilocos Consortium for Industry and Energy (ICIERD), nutrition and shelf life analyses for bibingka, and training on GMP and HACCP. The improved process of production resulted in better quality of the products and higher efficiency in production. There was a 12% increase in the volume of production and sales. Four Star’s employed 21 persons two (2) of whom were newly hired as a result of better marketability of its products. Savings in grinding fees amounted to PhP3,000/month. The firm also serves as one of the ready markets for glutinous rice and cassava.

5. Upgrading of Production Facilities for Ilocos Ethnic Food (Vigan Longanisa)

Vigan City is famous for its longanisa, a ready-to-cook and palatable native sausage. Usually, processing of this product is tiresome and time consuming because it is done manually in an open area at the backyard using ordinary kitchen utensils. After processing, the finished products are hanged to remove excess water or for drying. This process results to contamination because of the unsanitary manufacturing conditions.

Mr. Gwyn-Enrico Famorca, Owner/Manager of the I.C. Famorca Meat Vendor

and Processor wanted to improve the quality of his product and productivity. With the PhP210,000 financial assistance from SET-UP appropriate production equipment such as meat grinder, meat mixer, meat stuffer, and tie linker were acquired to increase efficiency and reduce contamination. Likewise, the cooperator constructed a cleaner and wider production area and purchased a chest freezer for product storage.

The interventions resulted in 100% improvement in processing efficiency. The

finished products, arranged and packed in a polypropylene plastic bags with temporary label, are kept frozen which is more hygienic than the traditional way of hanging this processed meat. The firm employs 10 persons.

6. Upgrading of Production Facilities and Packaging of Chichacorn The project aims to improve the productivity of Agoo Chichacorn and Peanut Products in San Agustin East, Agoo, La Union through the upgrading of its production facilities and better packaging of products. The firm is being managed by spouses Edwin P. Marinas and Theresa Mariñas. Chichacorn is very saleable, in fact the firm could not supply the needs of its existing market. To grab the opportunity, upgrading its facilities was necessary. The technological problems identified were lack of liquid waste disposal system, limited rice hull furnace, poor ventilation in the frying area, limited drying area, lack of modern tools and equipment, and inappropriate packaging. With the PhP187,000 financial assistance from SET-UP, the interventions made were fabrication of a liquid disposal tank, construction of one (1) additional unit of rice hull-fed furnace, installation of two (2) units roof ventilators over the frying area, fabrication of 20 units of drying trays, acquisition of a heavy duty plastic sealer and label design. The cooperator also attended a seminar workshop on Good Manufacturing Practice (GMP) and Hazard Analysis & Critical Control Point (HACCP). The impact of the interventions included increase in production volume by 33% equivalent to PhP1,400,000.00 pesos; reduction of rejects to 0.4%, generation of four (4) employment in addition to the18 already employed and expansion to three (3) new market outlets. Average monthly gross income was PhP350,000.00 pesos.

7. Improvement of Production Process and Packaging of Basi and Vinegar Union Agridyne Products located at #1 Galongen, Bacnotan, La Union produces

varied tastes of basi since the sugar level of cooked sugarcane juice also varies at the start of fermentation. Thus, there are bitter, bittersweet and sweet basi. On the other hand, the acidity of vinegar also varies depending on the length of fermentation. To improve the quality of the products interventions were provided thru a financial assistance from SET-UP amounting to PhP200,000.00.

A refractometer was acquired to determine the standard level of sugar before fermentation of the juice to produce the desired/marketable taste of basi. A pH meter was bought for the determination of appropriate level of acidity of vinegar before pasteurization. Other facilities to be procured are 1 cu.m. - palletized plastic container for storing fresh sugarcane juice and 3 units - stainless steel tanks for fermentation purposes. To improve the product marketability, appropriate label and packaging were introduced. The two products have barcodes that can qualify marketing in supermarkets. The cooperator was likewise trained on Good Manufacturing Practice and Hazard Analysis and Critical Control Point GMP and HACCP).

The interventions resulted in positive impacts, like increase in production volume by 50% equivalent to 5,000 liters each for basi and vinegar, better quality and packaging of basi and vinegar, and four (4) more market outlets penetrated. Average monthly income is PhP20,000.00 pesos. Union Agridyne had employed 61 persons in 2004. 8. Upgrading of Production Facilities and Packaging of Ethnic Food (buyos & suman) Buyos or tupig and suman are very marketable snack items in Region 1. However, the usual process of production is done manually. On the other hand, the products are sold in wet markets without any appropriate packaging and label. Appropriate facilities, such as rice grinder, coco juicer and plastic sealer were acquired to improve efficiency. A header label was designed and initial packaging materials were provided. The interventions resulted to more efficient production process, more saleable products that resulted in 71% increase in production volume equivalent to PhP196,000, 70% increase in sales and income, and increase in employment from 4 to 11 persons. Average monthly income is PhP25,000 pesos.

9. Improvement of Packaging for Sweet Potato Products

A GIA fund amounting to PhP50,000 was provided to the Ilocos Norte Science Community (INSC) based at the Mariano Marcos State University (MMSU) in Batac, Ilocos Norte for the implementation of its Technology Transfer Program (TTP).

Namnama’s Food Products, with its production plant based at Brgy. 3 Salbang, Paoay, Ilocos Norte, for the project entitled, “Improvement of Packaging for Sweet Potato Products,” which primarily aims to provide a suitable label and packaging for its honey glazed camote chips product line. Designing of the label is still on-going. 10. Packaging and Labeling of Opia Opia is one of the several ethnic foods produced in San Juan, Ilocos Sur. This is made from the combination of flour, ground ordinary rice and glutinous rice. Rice flour (dried under the sun) is mixed with brown sugar, then, mixed with the cooked glutinous rice. The dough is kneaded into desired thickness, filled with sweetened, powdered sesame seeds, folded into two, cut into a fan-shaped design and dried under the sun for two (2) to three (3) hours, then cooked in an ethnic oven made of stoneware jar or “burnay” for five (5) minutes. When cooked, it is crispy and resembles the famous “empanada” from Ilocos Sur and Ilocos Norte.

Mrs. Perlita Varilla, the owner of the “Dang & Dong Crispy Opia”, from Pandayan, San Juan, Ilocos Sur, is one of the few surviving producers of the unique snack food whose adeptness in producing opia was inherited from her mother-in-law. Finished products were being sold without any label and appropriate packaging. To improve the marketability of opia an appropriate label and packaging were provided with the support of the Packaging R&D Center of the Philippines (PRDCP) of the ITDI. The cooperator constructed a separate, wider and cleaner production area, equipped

with working tables and washing area. A new oven was also purchased upon advise from DOST that resulted in tripled production volume. DOST’s intervention in the provision of appropriate label and packaging design increased the firm’s market potential, and enhanced the productivity of the entrepreneur. Better packaging also improved sales by 100%.

The attractive packaging of the product drew more walk-in customers, not only from the locality but also tourists. The improved packaging also resulted to increased market outlets and sales. The cooperator participated in the “Tawid ken Partuat” (Heritage and Crafts), a showcase of Ilocano Ingenuity and Craftsmanship, at SM Megamall, Mandaluyong City last December 2004. Daily production, increased from 150 pieces to 450 pieces per day. Dang and Dong had employed 12 persons in 2004 due to increase in production and better marketability.

11. Packaging of Calamay Calamay is one of the ethnic delicacies in Candon City, Ilocos Sur. Calamay is produced from grated coconut or coconut milk mixed with ground glutinous rice, brown, or white sugar. The cooked calamay is pat in different sizes, wrapped with opened cellophane bags, wrapped again with newspapers, then arranged in small brown paper bags (#1) without any label at all. To improve the marketability, DOST assisted three (3) calamay producers from Bagar, Candon City – Mrs. Elisa Abaya, Mrs. Lorna Ramones and Mrs. Rosemarie Gambol in the improvement of their packaging.

To date, the improved eye-catching packaging increased the marketability of the product. These were sold during the “Tawid ken Partuat” held at SM Megamall, Mandaluyong City last December 2004. Furthermore, local and foreign tourists buy the product for their friends back home. Sales of the cooperators initially increased by 12%. Further, the three producers generated 39 employment in 2004. The former mayor/congresswoman of the 2nd District of Ilocos Sur, Mrs. Grace Singson, overwhelmed with the great impact of the improved and attractive packaging of calamay, donated impulse sealers to each of the cooperators and signified her plan to encourage other producers to follow what the three (3) cooperators had done.

12. Packaging Improvement of Ready-to-Fry Empanadita The empanadita of Mrs. Sylvia Rosario-Co, owner/manager of J-Square Food Products, at San Lorenzo Village, Pantay Daya, Vigan City is delicious. However, the packaging and label materials were not appealing because the products were packed in a styropor plate containing 12 pieces, then, sealed in polypropylene plastic bags. The ready-to-fry empanadita is kept frozen and last for at least a month. To increase market potential, DOST assisted the producer in the improvement and upgrading of the packaging and label of empanadita. Though the final packaging material has not yet been made, the final concept of the design is already finished.

Final Concept of the Packaging Material 13. Packaging Improvement of Calasiao Puto

Puto is one of the native cakes (made from quality rice) popular to Filipinos. It is produced in various sizes, shapes and colors depending on what particular place the products were made. Among these varieties of puto, the Calasiao puto is the most popular due to its distinct quality, based on taste and texture.

Dinalaoan Riverside, Calasiao, Pangasinan. The firm produces various products namely: white puto, kutsinta, pure ube, rice candy, papaya pickles and others. To expand the markets of puto, appropriate packaging structure and label design, and bar code was provided thru DOST-1 Grant-In-Aid (GIA) fund. PCIERD also extended financial assistance in the amount of PhP39,026.00 for the shelf-life testing, microbial evaluation and nutrition labeling of the product. The cooperator also attended a seminar on GMP and HACCP.

The interventions enhanced the marketability of puto. In fact, appropriate

14. Packaging and Quality Improvement of Bangus Products

Fairlyn’s Enterprise located at #115 Bonuan Sabangan, Dagupan City is one of the processors of bangus. The firm produces various processed bangus products such as: boneless, smoked, belly, relleno, marinated, kilawen, shanghai and sardines. However, all these products are sold without appropriate packaging and label.

Interventions were provided to improve production efficiency and the marketability of the products. These included multi-function vacuum packaging machine and appropriate label design and packaging.

The vacuum packaging machine improved the packaging efficiency by 25%.

Better packaging material with appropriate label design made the products more marketable. At present, the products are being sold in the Ilocos region Metro Manila, Cavite, Batangas, Laguna and exported in Hongkong.

For 2004, the enterprise has a monthly production of 2000 packs bangus belly, 3000 packs smoked, 10,000 packs marinated boneless and 2000 packs relleno bangus and obtained a monthly sales of PhP255,000 with PhP45,000 monthly income. The firm employed 5 regular workers and 20 persons were on-call depending on the bulk of orders.

Metalcraft SectorMetalcraft Sector 1. Upgrading of Facilities for Metalcraft Production

The JRL B & B Metalcraft owned and managed by Mr. Roberto Bayaca, is located in Brgy. Dilan, City of Urdaneta, Pangasinan. It has been in operation since 1999 producing new tricycle sidecars and repairing old ones. Due to oldness of the machines and equipment, production is not efficient and generation of waste is high.

To counter these problems, new production equipment were procured, such as

welding machine, power press, bar cutter, air compressor, sewing machine and sheet bender with ¾” and ½” crush bender thru a financial assistance from SET-UP amounting to PhP222,100.

Since the installation of the new facilities, the production cost and waste materials was reduced by 15%, production/month increased by 14%; and income increased by 11%. The firm employed 16 workers producing an average of 24 units of new sidecars per month. It has a monthly sales of PhP392,555 with an average monthly income of PhP72,000. Among its regular outlets are Kawasaki Motors, Norkis Trading, LGUs and ABS-CBN Foundation. Products are also sold in Pangasinan, Isabela, Nueva Ecija and other provinces of Region 1.

B. SET-UP DATBED Small Enterprise Technology Upgrading Program - DOST-Academe Technology-Based Enterprise Development Program (SETUP-DATBED) aims to develop entrepreneurial capabilities among students in selected academic institutions, young professionals, and out-of school youth.

There are two (2) agricultural state colleges in Region 1 that are involved with SETUP-DATBED, namely, Ilocos Sur Polytechnic State College (ISPSC) in Sta. Maria, Ilocos Sur and Marcos Agro-Industrial School (MAIS) at Marcos, Ilocos Norte. The Technology Application and Promotion Institute (TAPI) provided the seed money to the two Colleges in 2003.

The Ilocos Sur Polytechnic State College (ISPSC) in Sta. Maria, Ilocos Sur,

continued the utilization of fund from TAPI amounting to PhP380,580.80. The college distributed it as loan for enterprise development to twenty six (26) students that served as the second batch of student-beneficiaries. These students ventured either into broiler production, swine fattening, and meat processing. A total of PhP142,091.34, including 5% of net income as share of the college had been collected.

The Marcos Agro-Industrial School (MAIS) at Marcos, Ilocos Norte granted

financial assistance to seven (7) students that were engaged in cattle fattening, goat raising, poultry raising, meat processing and fruit processing.

1. Calibration and Testing Services

DOST-1 continued to render calibration services to market vendors and enterprises regionwide and from Cagayan and the Cordilleras. Likewise, laboratory testing and analyses were provided to food processors, water refilling stations and other clients in the region. > Calibration:

The Regional Calibration Centers based in La Union PSTC at Sevilla, San Fernando City and Ilocos Sur PSTC, Tamag, Vigan City generated an income of PhP279,754 from 454 clients. Due to growing demand for calibration services, the La Union calibration center submitted a proposal for the upgrading of its facilities to TAPI and the proposal was approved. Upgrading will be implementation next year.

> Laboratory Testing:

The Laboratory conducted 1,113 analyses on 549 samples from 215 clients generating an income of PhP310,936. With the additional laboratory manpower, the 2004 income was double that of 2003 income.

Samples received were 72% for microbial testing and 28% for chemical testing and actual analyses conducted were 62% microbial and 38% microbial. The income generated were 57% from microbial testing and 43% from chemical testing.

2. Packaging and Labeling A total of 15 clients were assisted in improving the packaging and labeling of products. These include: vinegar for Cormel Foods; noodles for Goldas Noodle Factory; bibingka for Four Star’s Tinubong; basi and vinegar for Union Agridyne Products; buyos and suman for Rolex Buyos, opia for Dang and Dong Crispy Opia;

To ensure quality of services offered to clients, the laboratory is working towards ISO 17025 accreditation. In compliance with the requirements of ISO 17025, the following activities were undertaken:

• With the completion of the quality manual, an Internal Audit was conducted on May 4-5, 2004 by the Internal Auditor, Ms. Elsa Chan.

• A Management Review headed by Dr. Paulina P. Nebrida was conducted on May 6, 2004 where policies on laboratory operations were formulated and approved by the Regional Director, Dr. Edgar F. Padilla.

• Anita Criste and Decth1180 Libunao, underwent proficiency testing. Results of analyses on salmonella and APC rated SATISFACTORY in the Interna-tional Proficiency Testing sponsored by the Food Examination Performance Assessment Scheme (FEPAS) based in the United Kingdom. Results of proximate analyses were WITHIN ACCEPTABLE RANGE in the national proficiency testing sponsored by DOST 7 based in Cebu City.

• Trainings: ο Decth1180 Libunao who operates the microbiology laboratory under-

went in house training at the Food and Nutrition Research Institute (FNRI) on APC, E. coli, total coliform, salmonella and staphylococcus Aureus analyses in March and April 2004.

ο Anita Criste attended training on Continual Process Improvement and Internal Auditing in February 2004 also at FNRI.

DOST-1 availed of PhP100,000 loan from the Technology Application and Promotions Institute (TAPI) for continuous laboratory Operations in November 2004.

calamay for Liza’s Calamay, Rose’s Calamay and Lorna’s Calamay; empanadita of J Square Food; Calasio puto of Bella’s Special Puto, and boneless bangus products of Fairlyn’s Enterprises; Rice cracker for Sancagulis MPCI; and metalized packaging for chichacorn of Ilocos Food Products 3. Technical/Productivity Consultancy Services A total of 40 beneficiaries were provided with consultancy services by 10 experts deployed in the region. The areas of concern were on label design, proper packaging materials, shelf life of food products specially puto and bibingka, GMP and HACCP design of the lumber kiln dryer. 4. Technology Training/Seminars There were 16 technology training/seminar conducted for 570 participants. The technologies diffused included, calibration of weighing scales, vinegar making, decorative candle making, trends in product packaging, fish smoking, mushroom production, good manufacturing practices (GMP) and hazard analysis and critical control points (HACCP) and other industry and energy related technologies.

1. S&T Scholarship Program

The S&T scholarship program aims to stimulate and entice talented Filipino youths to pursue lifetime productive careers in science and ensure steady, adequate supply of qualified S&T human resources which can steer the country towards national progress.

PSHS – The Philippine Science High School System offers scholarships to deserving students who are trained under a curriculum designed for careers in science and technology. The PSHS System is one of the agencies of the DOST contributing to the expansion and development of the country’s scientific and technological manpower. The PSHS System has seven campuses located at 1) Diliman, QC (Main Campus); 2) Bayombong, Nueva Vizcaya (PSHS Cagayan Valley Campus); 3) Goa, Camarines Sur (PSHS Bicol Region); 4) Jaro, Iloilo City (PSHS Western Visayas Campus); 5) Palo, Leyte (PSHS Eastern Visayas Campus); 6) Tugbok, Davao City (PSHS Southern Mindanao Campus); 7) Tubod, Lanao del Norte (PSHS Central Mindanao Campus) and 8) San Ildefonso, Ilocos Sur (PSHS Ilocos Region). The PSHS Ilocos Region Campus admitted its first batch of students last June 2003. The school operates with full support from Congressman Salacnib Baterina. For Y2004, the provincial/regional offices processed a total of 141 application forms for the First Screening Exam conducted last August 2004 at the different testing centers regionwide.

A total of 135, out of the 662 pupils who took the exam, passed the First Screening and took the second and final exam last December 11, 2004. Qualifiers to the final exam will be selected as PSHS scholars for SY 2005-2006.

RA 7687 – Republic Act 7687, also known as the Science and Technology Scholarship Act of 1994, provides scholarship to talented and deserving students whose families annual gross incomes do not exceed the poverty line for the year set by NEDA. Qualifiers pursue priority courses in basic sciences, applied sciences, engineering, science teaching and technology.

A total of 158 high school students qualified to the 2004 S&T Scholarship Program (151 RA 7687 and 7 Merit). Four (4) orientation meetings were conducted to facilitate the signing of scholarship agreements and orientation of the scholarship program. Among the qualifiers, only 83 availed the scholarships and 49 opted to enroll in Higher Education Institutions (HEIs) in Region 1. JLAP-RA 7687 – Junior Level Assistance Program grants scholarship to qualified

third year students who are enrolled in priority courses at identified universities and colleges and passed the qualifying examination.

Four scholars were assisted at Computronix College. As of start of 2nd semester

AY 2004-2005, three were enrolled while 1 is non-reporting. Merit – The DOST-SEI Merit Scholarship Program, formerly known as Program B,

begun in 1958. An annual 270 slots are awarded. Merit scholars pursue priority courses in the basic sciences, applied sciences, physics teaching and engineering at identified universities.

Seven examinees from Region I qualified under the DOST-SEI Merit Scholarship Program but only two availed of the scholarships (1 from Ilocos Sur, 1 from Pangasinan). OTHER SCHOLARSHIP ACTIVITIES

Learning and Training Resource Center (LTRC) The Learning and Training Resource Center (LTRC) is a well-equipped, internet-

ready facility that offers DOST scholars and walk-in clients a personal approach to academic success through independent study and IT trainings.

Located at the DOST Region I, DMMMSU-MLU Campus, City of San Fernando,

the center provides academic services using the latest in high-technology equipment, which includes eight computers, inkjet printer, scanner, CD-RW writer and CD-ROM players - all geared towards convenient and efficient forms of learning.

Services

1. Digital Library – acts as digital/virtual library with available data holdings on various subject areas on CD/DVD format or thru the Internet from local and global sources;

2. Electronic messaging/e-mail facility – access to Internet and e-mail facility; 3. Information kiosk – an electronic one-stop-shop information website with

corresponding service offerings to the public (on job search, scholarship, government online services, etc.);

4. IT Training Center – localized IT trainings (e.g. high level programming, webpage development, networking, e-commerce, basic troubleshooting, hardware installation and maintenance, etc.) will be available at minimal cost.

2. Project RISE In response to the call of raising the level of achievement of pupils/students in science and mathematics, the “Intensive Science and Mathematics Teacher Training Program” under Project Rescue Initiatives in Science Education (RISE) 2004 was implemented as a timely and necessary strategic measure. Thus the conduct of the Project RISE 2004 training at MMSU-RSTC on April to May 2004. The objective of the project is to improve/enhance the competence/capabilities of elementary and secondary science and mathematics teachers to enable them to teach science and mathematics more effectively and efficiently.

A total of 70 teachers attended the training for science 3 & 4 and science 5 & 6

conducted by MMSU-RSTC in coordination with DOST Region I and DepEd Region I last April to May 2004.

3. Intel Philippine Science Fair (IPSF)

The IPSF is organized by the Department of Science and Technology – Science Education Institute in cooperation with the Department of Education and is fully sponsored by Intel Philippines. The Fair is an annual and nationwide competition that aims to promote science and technology-consciousness among the youth through the exhibition of science investigatory or research projects. Ultimately, it seeks to identify the best and most creative among science-inclined and technology-conscious students who can ably represent the country in various international science competitions.

4. Information & Communication Technology Services Philippine Research, Education and Government Information Network (PREGINET)

A National’s Partner’s Meeting was held in Cebu last May 2004 with MMSU and DMMMSU attending the meeting. Sustainability of the project was the main agenda of the meeting. As of November 23, DMMMSU has requested ASTI for the disconnection of the project for austerity measures. On the other hand, NEDA readily requested ASTI to transfer the project to them. Ilocos Region Information Sharing Network (IRISNET)

The official website of IRISNET is at http://www.ilocos.net.ph/ with NEDA managing the site. DOST, as chair of the Regional Information & Technology and e-Commerce Committee (RITECC), facilitated and funded the registration of the domain name. As a partner-agency, DOST is a regular contributor, in the NEWS section of the site.

Last May 17 to June 1, a series of trainings on HTML, graphics design and animation, webpage development using dreamweaver/ MySQL/PHP was conducted at the MITC and DOST-AVR (a total of 7 modules).

Another training was conducted last November 23 and 24 on PC troubleshoot-ing/maintenance and LAN.

Mobile Information and Technology Classroom (MITC)

The Mobile Information Technology Classroom (MITC)visited 7 DepEd divisions in Region I (Dagupan City, San Carlos City, Pangasinan I and Pangasinan II, La Union, Ilocos Sur and Laoag City). A total of 356 schools, 16,746 pupils and 1,120 teachers participated in the different modules (Science and Math) from February to September 2004.

Library Services The regional and provincial offices of DOST-1 have maintained libraries to cater the technical information needs of students, researchers, extensionists, entrepreneurs, farmers and the public. A total of 22,000 clients were served by the DOST-1 libraries. Additional reference materials such as books, technology packages, technical bulletins and technoguides, S&T magazines and other information materials were gathered during the year to enhance service of the libraries. A total of 30 titles were added to the holdings of DOST-1 libraries. 6. S&T Promotion To promote public awareness and consciousness on S&T innovation and breakthroughs and technologies ready for commercialization, DOST participated in fairs, exhibits and conducted press releases in the print and broadcast media. There were 41 press releases in the local print and five (5) in local broadcast media. The topics covered included available technologies, scholarships, project updates and DOST activities. DOST conducted technology fora through the sponsorship of the “Rimat ti Amianan” of the City of San Fernando and the Ilocos Consortium for Industry and Energy Research and Development (ICIERD). Some of the technologies featured during the fora were, among others, product packaging and labeling, food safety, mango processing, goat production. 7. Technology Investor’s Forum In line with the continuing effort to disseminate technologies which have potential for economic development, DOST-1 spearheaded the Technology Fora cum demonstrations as one of the highlights of the Region 1 Expo. 2004 dubbed as “Rimat ti Amianan” held last December 3-22, at the City of San Fernando. Three (3) State Universities and Colleges in the region participated in the techno fora namely: Mariano Marcos State University, Don Mariano Marcos Memorial State University and Pangasinan State University. There were three (3) National Government Agencies and its attached Agencies that also participated, such as: Department of Agriculture - Regional Field Unit (DA-RFU), DA-Bureau of Fisheries and Aquatic Resources, DA-Ilocos Integrated Agricultural Resource Research Center, Department of Agrarian Reform and the Department of Science and Technology. Twenty six (26) technologies were disseminated during the event aggregated as follows: twenty one (21) were on agri-production and processing, and two (2) were on health and nutritious products, handicraft production, product packaging and labeling and food safety.

A total of six hundred sixteen (616) viewers/participants attended the techno demos/fora: 155 came from the government sector while 461 came from the private. Of this number, 195 are males and 421 are females. 8. Networks DOST-1 is deeply involved in enabling organizations or networks in region 1 that provides technological services in the fields of industry and energy, health, and agriculture, fisheries and natural resources. 8.1 Ilocos Consortium for Industry and Energy Research and Development (ICIERD) ICIERD is a consortium of 21 government and private institutions that catalyses the conduct of demand-driven research and technology transfer activities for the industry and energy sectors in region 1. For 2004, ICIERD is still based at DOST-1 with the Regional Director serving as the Co-Chairman, Head of TSD as the Consortium Director and a staff serving as Secretariat. ICIERD continued pursuing its mission to create and nurture synergy among various organizations in the industry and energy sector by promoting strong and committed partnerships in the field of technology generation and utilization. The following is the accomplishment of ICIERD in the different key result areas: A. R&D Coordination and Management

Industry & Energy R&D Projects Conducted in Region 1 during the Last 5 Years

ICIERD was able to source out information regarding the research activities of

its members from 2000-2004. There were 33 research projects conducted for the period.

Proposal Screening and Evaluation The Consortium called for problem-driven proposals that were expected to solve some concerns of local SMEs. The following proposals are under evaluation either by ICIERD or other DOST agencies that provide funds. The list of proposals and the status of evaluation are indicated in the following: 1. Pilot Commercialization of Multi-Purpose Dryer and Production of Mango Brittle & Roll and

Yam (ube) and Cassava Powder, Chemfree Food Delights, Lingsat, City of San Fernando - The ICIERD Council approved the proposal for funding under ICIERD Special R&D Fund.

2. Methane Extracted from Biogas Contained into Tanks – An Alternative Source of LPG, Engr. Norma Esguerra, UNP, Vigan City - The proposal did not pass the evaluation criteria of the RTWG

The project was funded by TECHNICOM amounting to PhP1,099,874.

ICIERD thru its Special R&D Fund provided PhP116,000 for the project. The construction of the facility is 75%completed.

5. Design and Fabrication of a Portable Fish Smoking Machine

Pangasinan State University, Binmaley, Pangasinan

The proposal was approved for funding by PCIERD towards the end of 2004. Funding amounting to PhP100,000 will come from PCIERD while PhP35,000 will come from PSU and the cooperator.

stakeholders in industry and energy research and development to exchange or share information or technologies that can be applied to our local industries. The symposium also promoted consciousness among the participants to continuously strive to improve the productivity and competitiveness of local SMEs.

Establishment of ICIERD Website

The ICIERD website is being established to facilitate and strengthen transfer of information and technologies to prospective users. The site will contain, among others, information on completed researches in Region 1, list of experts in industry and energy, policies and mechanisms, priority research agenda, announcements, member-ship, etc. The web is now about 70 % complete. C. Training and Capability Building A training on Good Manufacturing Practices (GMP) and Hazard Analysis and Critical Control Points was conducted on August 19-20, 2004 by experts from Food Nutrition Research Institute (FNRI). E. Operations

Regular Meetings

The Consortium conducted three regular quarterly meetings both for the Regional Technical Working Group (RTWG) and the Regional Industry & Energy R&D Coordinating Council (RIERDCC). The regular meetings of the RTWG involve evaluation of proposals, updating on operational concerns, and preparation of policy issues that need to be elevated to the RIERDCC. On the other hand, the RIERDCC resolve concerns that affect the efficiency and effectiveness of the Consortium thru policy statements. It also endorses proposals to target financing institutions. The RTWG and the RIERDCC always have a joined meeting for the fourth quarter that also serves as the evaluation and planning time.

8.2 Region 1 Health Research and Development Committee (R1HRDC) DOST 1 continued to serve as the manager in 2004 of the fund releases of the Philippine Council for Health Research and Development (PCHRD) for RIHRDC. Further, the Regional Director acted as the Secretariat of the Management Committee while 4 technical staff were members either of the following working Committees, such as the Research and Development Committee, Research Information & Utilization Committee, Human Resource Development Committee, and Ethics Review Committee. Among the accomplishments of R1HRDC in 2004 are: Updating of the Health Research Agenda, Review of health research proposals, monitoring of four on-going researches, conduct of a Research Dissemination Forum and conduct of one training. 8.3. Ilocos Agriculture, Forestry and Natural Resources Research and Development Consortium (ILARRDEC) DOST continued to support ILARRDEC serving as member of the Regional Research Coordinating Committee and the Technical Working Group. ILARRDEC won the 2004 Ugnay Award given by PCARRD to an outstanding agriculture R&D Consortium. ILARRDEC received a cash prize of P1,000,000. Its website is at http://pcarrd.dost.gov.ph/consortia/ilarrdec/index.htm. 8.4 Ilocos Norte Science Community (INSC) DOST 1 serves as the Vice Chair of INSC and a staff a member of the Working Group. In 2004, a financial assistance amounting to P50,000 was provided to INSC for the project “Improvement of Packaging for Sweet Potato Products” of Namnama’s Foods. 8. 5 Other Networks Aside from the Regional Development Council (RDC) and its Committees, DOST-1 is a member of the National Nutrition Council, KALAHI, Gender and Development, Food Security & Agricultural Modernization Coordinating Council, and others.

1. Financial Resources

The total amount received by DOST-1 in 2004 was PhP11,544,847 divided into Personal Services of PhP7,882,955 and MOOE of PhP3,661,892. 2. Human Resources Development DOST 1 is manned by twenty six (26) personnel comprising of the Regional Director, 22 permanent, one (1) casual and three (3) project staff. Of the total manpower, eight (8) are involved in administrative and support services, five (5) in the regional technical services division including (1) each in the microbiology and chemistry laboratories, and two (2) each in the four provinces of the region. Furthermore, two (2) have Doctorate degrees, five (5) with Masters two(2) of whom are currently pursuing Doctorate, 17 with BS/BA degrees four (4) of whom are with Masters units, and two (2) are undergraduates.

The incoming year brings along with it new challenges for DOST-1 in accomplishing its mandate of bringing technology to the users for maximum economic benefits. The flagship program of DOST, the Small Enterprise Technology Upgrading (SET-UP) will continue to be implemented to assist local micro, small and medium scale business firms to implement technological innovations and improvements in their operations. The program enables cooperators to improve their productivity, product quality and marketability, cost reduction, and waste management. We have concentrated our efforts on SET-UP to individual firms and seen significant improvement in productivity and competitiveness. However, it was recognized that this might not be the most efficient approach in in enhancing economic activity at the village or community level. Thus, starting in 2005, DOST-1 will gradually shift focusing technological interventions from firm level to community-based enterprises in line with the thrust of developing villages or communities. In support to SET-UP, the S&T Services Program will be further strengthened. Facilities will be set-up for high accuracy mass, small volume, truck scale, and thermometry calibration. On the other hand, facilities for the microbiological and chemical testing laboratory will likewise be acquired or maintained enabling conduct of analysis for shelf life, nitrite content, histamine level, and sodium benzoate level in food items. Further, product packaging and labeling assistance, conduct of training, productivity consultancy services, and technology forum for local government units and enterprises will continue. While competitiveness of enterprises are improved, DOST will carry on developing human resources through scholarships for poor but deserving students who are interested to pursue courses in science and technology. Our assistance to S&T networks, such as ICIERD, R1HRDC, ILARRDEC, and INSC will further be enhanced to enable them to reach out efficiently to their respective clients.
