    Payment Notification Report (PNR)

    Commercial Outline

    The Payment Notification Report (PNR) is anelectronic format including a predefined set offinancial information to be provided by the payer tothe payment recipient facilitating reconciliation duringthe Financial Clearing process.

    After the payer has executed the payment to therecipient the PNR will be electronically issued to therecipient. The PNR will not make the correspondingbank notification redundant, but instead be a

    supporting report in the reconciliation process.

    The benefits of the PNR are faster reconciliation ofpayments and minimizing the risk of manual errors inthe Financial Clearing process.

    The electronic PNR format is described in PRDBA.38 and is binding for all GSMA members from the1

    stof October 2011.

    Payment Notification Report

    As it is commonly known, to be able to reconcile a

    particular incoming payment amount against theoutstanding due amount(s), the payment recipientneeds first to identify exactly the same outstandingpositions referred by the incoming payment and thento reconcile the payment amount against the dueamounts of the referred outstanding positions. Thevalue of the PNR is to support this process byenabling faster reconciliation and minimizing the riskof manual errors, benefiting both parties.

    The PNR provides reconciliation information to therecipient in a standardized electronic format at thepoint in time when the payment is executed,including:

    1. Payment Section.

    2. Payment Details Section.

    3. Settled Credits / Debts Section.

    The PNR process is very simple:

    1. When ordering the execution of a payment tothe bank, the payer will also provide therecipient with the corresponding PNR.

    2. In most cases the recipient will receive thePNR before the corresponding bank

    notification enabling the recipient toproactively initiate the payment reconciliationprocedure.

    Implementation

    Each party must define a contact point for the PNRexchange and provide that information to the otherparty. An important note is that unless otherwiseagreed between the parties, it is assumed that thecontact point for invoice distribution defined in AA.14,Annex I.3.3 will be used as the contact point for thePNR exchange as well.

    EDCH Invoicing: Prepares, sends and receivesmonthly GSM invoices for each roaming partner onbehalf of the client. Follow up on dispute resolution,and the issuance of credit/debit notes is included.

    EDCH Settlement: Receives settlement amounts

    from roaming partners and allocates funds accordingto payment notifications or break-up provided by theoperators. Records are maintained for overduepayments and follow up / reminders are initiated.

    EDCH Reconciliation: Continued transactionmonitoring and reconciliation for missing invoices,disputed invoices, TAP IN and TAP OUT files etc.

    EDCH EID Exchange: Exchange of electronicinvoicing data supporting the standard paper invoicesduring the settlement process as per the standarddescribed in PRD BA.36.
