Summary

This brief report aims to update the Plenary on evolutions within the Bureau since the twenty-fourth session. It provides a list of all Bureau decisions since the last Plenary session and a brief overview of developments of each Programme Development Area.

1. Since the twenty-fourth session of the Plenary, the Bureau has held twenty regular Bureau calls during which project development and procedural points were discussed. A list of all Bureau decisions is listed in Annex I. There were 60 Bureau decisions; more than half of these related directly to projects.

2. With the election of a new chair at the twenty-fourth session, the first decision (1805001) of the Bureau was to redefine the structure of the Programme Development Areas (PDAs) (see figure 1). Most areas remained constant from the previous structure. The BUY/PAY PDA, the SHIP PDA and the Harmonization PDA were merged into the International Supply Chain PDA; two vice chairs were put in charge of this area. The rest of the PDAs remained the same.

3. Several Domain Coordinator positions were vacant, so the Bureau proceeded with nominations to fill these vacancies. A call for candidates was announced on the website on 22 May 2018 with a deadline of 24 June 2018. The Bureau subsequently nominated (Bureau decision 1807016 on 2 July 2018) for a two year period (July 2019 to June 2020) the following Domain Coordinators:

a. Mr. Yves Jobin for the Trade Facilitation Agreement Focal Point;

b. Mr. Rajiv Garg for the International Supply Chain Orchestration Domain; and

c. Mr. Michel Bormans for the Insurance Domain.

4. The former Domain Coordinator of the Insurance Domain, Mr. Andreas Schultz, did not wish to represent his candidature again; the Bureau expressed its gratitude for his years of dedication to this group. Mr. Jérôme Besancenot and Mr. Benoît Marchal have also

needed to step down from their functions over the past year; the Bureau expressed its gratitude to them for their engagement within UN/CEFACT.

5. All other Domain Coordinators and Focal Points were nominated in 2017. The Bureau will therefore proceed with nominations for these positions (either renewals or new candidates) in the coming months.

6. One of the Bureau decisions concerns the definition of eCommerce (Bureau decision 1805003 of 3 May 2018). This term has constituted a buzz-word in the international community in recent times and the term is often used to describe any electronic communication of information. The difference with other terms such as eBusiness and eTrade is therefore unclear. For this reason, the Bureau has proposed a working definition of this term for all work within UN/CEFACT as follows:

a. The Bureau endorses the initial definition of cross-border e-Commerce for UN/CEFACT as follows: “online-initiation; cross-border transaction/ shipment; and destined to consumers (commercial and non-commercial)”

7. Likewise, the use of the term “ontologies” was proposed by several working groups of UN/CEFACT. However, the relationship with the term “semantics” was not clear; for reminder, the principle of UN/CEFACT serving as a “semantic hub” for all data exchanges is clearly outlined in the UN/CEFACT strategy document “UN/CEFACT Perspective Direction” (document ECE/TRADE/C/CEFACT/2016/20/Rev.1, approved at the twenty-second session of the UN/CEFACT Plenary). In order to ensure clarity on the work of UN/CEFACT and the current approach to its work, the Bureau agreed that at this time, UN/CEFACT deliverables should concentrate on semantics (Bureau decision 1805004 of 3 May 2018).

8. The Bureau and Secretariat try to record all meetings at which UN/CEFACT is officially represented. There is a conscious effort to ensure that the work is presented in a consistent manner, in the interest of the organization. 85 such events were recorded on a Regular Bureau call; more than half of these were reports from the Secretariat on their efforts to represent UN/CEFACT at conferences; a little less than half were Bureau members representing the activities of UN/CEFACT. Four of these meetings were attended by UN/CEFACT experts – Domain Coordinator, Project Leader or Head of Delegation – who presented the work of UN/CEFACT at a meeting.

9. The UNECE Communication Unit actively identifies any news stories which mention one of the activities of the UNECE. In 2018, there were a total of 10256 news stories on UNECE activities and of these, there were 441 on UN/CEFACT. This is the sixth most number of press stories of all of the UNECE (1st is Working Party.29, 2nd is TIR, 3rd is the Aarhus Convention, 4th is Sustainable Development, 5th is PPP and 6th is UN/CEFACT). Trade in general, which sometimes covers UN/CEFACT material, had 253 news stories in 2018.

A. International Trade Procedures Programme Development Area

10. Since the twenty-fourth session, the International Trade Procedures PDA (ITP-PDA) completed a recommendation on Single Submission Portals (ECE/TRADE/C/CEFACT/2019/6). This has taken the work from the “Technical Noteon Terminology for Single Window and other electronic platforms” (ECE/TRADE/C/CEFACT/2017/10) and elaborated clear guidance to countries and the private sector on this type of trade facilitation mechanism. This work is accompanied by

case studies (ECE/TRADE/C/CEFACT/2019/INF.2) which are being proposed as the basis for a repository.

11. The project to revise recommendation 33 has progressed well with monthly conference calls. The final steps leading to the Public Review were discussed during the UN/CEFACT thirty-third Forum; this document should be presented to the twenty-sixth session. Work continues on the recommendation project for the “Core Principles for the Operation of Single Window”; the project team wants to wait until the revision of Recommendation 33 is finalized in order to complete its work.

12. The project on Integrated Services for Micro-, Small- and Medium-sized Enterprises in International Trade has completed its work on the main text of this White Paper. A conference was organized on the topic during the thirty-third Forum and the project team is considering next steps. A new project for a recommendation on disaster recovery preparedness has been put forward and a meeting was held during the thirty-third Forum.

B. International Supply Chain Programme Development Area

13. The Recommendation on Sustainable Procurement has been finalized, succeeded its Public Review and presented under Item 7 for approval (ECE/TRADE/C/CEFACT/2019/7). This work was completed in consultation with the Public-Private Partnership section of the UNECE and does align with their approach to the subject.

14. The Smart Container project has completed its White Paper to explain the base principles and potential use cases (ECE/TRADE/C/CEFACT/2019/10). It continues it work to create the corresponding electronic messaging standards and the Business Requirement Specification (BRS) to facilitate the exchange of such information between Internet of Things (IoT) devices.

15. Several projects within this PDA are near completion and should be published shortly then presented to the twenty-fifth Plenary. The Buy-Ship-Pay Reference Data Model has completed its BRS which will go to Public Review shortly. The Pipeline Data Carrier project has nearly completed its BRS which will likely be out for Public Review by September. The IMO-FAL are just now publishing the final version of the data set which will be obligatory in the annex of its Compendium; the eIMO-FAL project within UN/CEFACT has been following this work closely and is ready to finalize its corresponding data model. The revision of Recommendation 16 has had a number of conference calls and has nearly completed its first draft; it should be going out to Public Review by September and presented to the twenty-sixth session of the Plenary.

16. The revision of the “Cross Industry Delivery” project is progressing well and should deliver before the next Plenary. The “Cross Industry Invoice-BRS repository” has been put on hold over the past few months because of health concerns of the project leader; it should resume its work shortly. A “Cross Industry Supply Chain Track and Trace” project has been recently launched and had its first meetings during the thirty-third Forum.

17. The “Purchase Order Financing Request” project is progressing well; the BRS has been completed and the corresponding entries into the Core Component Library (CCL) will be finalized before the next Plenary.

18. The Accounting and Audit domain has launched a project to create a Reference Data Model in this field, building on its work and the work of other standards organizations. The main objective is to promote interoperability between solutions and eventually try to harmonize the work.

C. Regulatory Programme Development Area

19. The UN/CEFACT work on blockchain has delivered its three main deliverables for the twenty-fifth session of the Plenary. The White Paper overview of blockchain for Trade (ECE/TRADE/C/CEFACT/2019/9) and the White Paper on technical application of Blockchain to UN/CEFACT deliverables (ECE/TRADE/C/CEFACT/2019/8) have been finalized and published. The technical application document went out for a Public Review which was well advertised and raised a good deal of interest – and comments. The sectoral use cases of blockchain has been partially completed; it is being presented to the Plenary as a work in progress (ECE/TRADE/C/CEFACT/INF.3). This final document will continue after the Plenary in order to gather information from other sectors which have not yet been integrated into this document; further work will likely follow in order to harmonize the various sectoral views and eventually integrate this into the document “Overview of blockchain for Trade.”

20. Resulting from the “Technical applications” document on blockchain, a new project has been launched to study the issues around interoperability between various ledgers, using preferential certificates of origin as an example. This work is being launched now. A new project has been launched on IoT which will create a white paper on the topic as well as sectoral use cases. Further work is being considered on e-Identity, authentication and other issues.

21. The project on waste management and waste analysis is progressing and builds upon the work which has already been completed on the Transboundary Movement of Waste.

D. Sectoral Programme Development Area

22. A Green Paper on Sustainable Tourism – Experience Programs has been finalized and presented to the Plenary (ECE/TRADE/C/CEFACT/2019/11). This document is accompanied by a series of use cases (ECE/TRADE/C/CEFACT/2019/INF.4) which are proposed as the basis for a future repository of case studies on the subject. Work will likely continue on this topic to perhaps consider a White Paper on the subject and/or electronic messages to facilitate the exchange of information to support this field.

23. The eQuality Certificate BRS has been completed and presented to the Plenary under 7b. The corresponding electronic messages and entries into the CCL have also been completed and should be integrated into the D19.A version of the libraries, which will finalize this project.

24. A new project on “Sustainable Textile and Leather Traceability and Transparency” was recently launched. This project will deliver a recommendation, a BRS and corresponding electronic messages.

E. Methodology and Technology Programme Development Area

25. The Methodology and Technology (M&T) PDA have finalized and published all semi-annual releases for the UN/EDIFACT Directories (D.18A and D.18B), the UN/LOCODE Directories (2018-1 and 2018-2), the Core Component Library (versions D.18A and D.18B) as well as the corresponding XML schemas (versions D.18A and D.18B). Work on all of the first versions for 2019 have been either completed or are near completion. Work was also completed on an update of the code list annex for Recommendation 28 on “Codes for Types of Means of Transport.” All of these deliverables are presented in Item 7b of the Plenary.

26. A Code Management User Guide has also been proposed in order to provide guidance on the use of codes in electronic messages – both standardized codes and other codes. Work has begun on another document to provide guidance on Message Construction.
