Vietnam’s Urban System

VN has about 787 cities and towns,

Including 2 special level ; 15 cities in grade I; while 5 cities under central authority; have on average 40 major cities is the economic center and the provinces; and more than 720 small and medium Towns Urbanization average of 35.7%.

Industrial Parks are expansion more andmore in the Regions and Cities (IZ), withlarge and small size, centralizedeconomic zones, industrial zones locatedin the urban structure and outside urbanareas. Currently there are about 299 VNindustrial parks and economic zonesfocused 15 (EZ)

Vietnam Urban forward to Sustainable Development

• The problem with the global nature of climate change, resourcedepletion and environmental pollution are challenges for urbandevelopment and global industry.

• In order to adapt the model, the city has a better livingenvironment, ensuring sustainable development in the world,many cities have been applying the model city of Ecology City(ECO City), Economic- Ecology City (ECO2 city), low carboncities (LOW carbon city), smart cities (SMART city)..

• Vietnam's urban system mostly in coastal areas, are vulnerabledue to climate change and sea level rise. issues of globalizationand the negative impact of urbanization, urban Vietnam isadopting the advanced models, especially City Ecology / GreenCity under the Green Growth Strategy

ECO-RICH concept of low carbon green city“ECO-RICH city” concept has been developed to evaluate local government’s performance in green growth policy implementation. Based on this results of reviewing each factors, the Central government confers awards to local government which shows great performance.

ADB Green Cities Initiative

From Green City Action Plan project to green infrastructure. Green City Action Plan(GCAPs), was developed at the initiative and partnership through knowledge, will enhancethe quality and resilience of urban services. The plan will establish the integrated urbanplanning and development processes by incorporating environmental standards, climatechange adaptation and mitigation methods. GCAPs will outline the proposal made by the cityto cooperate with the ADB and other development partners.

INDUSTRIAL PARK - CONCENTRATED ECONOMIC ZONE IN VIETNAM

• By the end of the month 7/2015, the country has 299 industrial parksestablished with a total land area of nearly 84 thousand hectares of nature,including industrial land can reach 56 thousand hectares for lease, or about66% of total natural land, of which 212 were operated industrial park withtotal area of 60 thousand hectares of natural land and 87 industrial parks inthe period of compensation for site clearance and construction with totalnatural land area 24 thousand hectares. The total industrial land area ofover 26 leased hectares, 48% occupancy rate.

• For Economic Zone: There are 15 economic zones. Add the expansion ofeconomic zones Southeastern Nghe An in Decision No. 10/2015 / QD-TTgdated 04/4/2015 (additional 750ha) and Nghi Son Economic Zone, ThanhHoa in Decision No. 18/2015 / QD-TTg dated 12/06/2015 (more87.388,18ha), bringing the total surface area of land and water surface of791 000 ha economic zone.

The reality of the ecological environment in Industrial Parks and economic zones focused

• Environmental protection

• Regarding industrial wastewater treatment For the industrial zones of the 299 IPswere established with 187 IPs have waste water treatment systems (WWT) focusescomplete and put into operation, more than 62% of the total number of industrialzones have been established, and more than 88% of the total number of active IPs.

• For EZ: due to the size and specific characteristics of the EZ, including manyfunctional areas such as shopping centers, industrial parks, residential areas, urbanareas ... thus, the EZ no general WWT syste, EZ entire model as applied in thecurrent IZ. Therefore, for projects in the industrial park of EZ focus WWT will bethrough centralized wastewater treatment systems of industrial parks in the EZ. Sofar, of the 18 industrial parks operating in the economic zone, with 7 industrialzones have concentrated waste water treatment plant, 2 IPs are building factoriesand industrial zones 9 am during construction planning.

• About Solid Waste: The majority of businesses in the industrial park has takenmeasures sorting and temporary storage before collection arrived handle. Some IPshave organized collection and centralized waste treatment. So, basically, thecollection and treatment of solid waste is guaranteed.

• The concept of industrial ecology represents the transformation model traditional industrial system into a more holistic model - industrial ecology (industrial ecosystem). In particular, waste or scrap from the manufacturing process can be used as raw materials for other production processes.
