《若干到港人士強制檢疫規例》（第 599C 章）

豁免安排

（2020 年 7 月 8 日版本）

根據《若干到港人士強制檢疫規例》（第 599C 章）第 4(1)(b)條，政務司司長如信納某

人或某類別人士的行程目的關乎對香港經濟發展利益屬必要的專業服務，可豁免該人或

該類別人士接受強制檢疫。

政務司司長已根據上述條文，豁免以下類別人士接受強制檢疫－

(a)持《商業登記條例》（第 310 章）下發出的有效商業登記證並在內地及澳門

提供醫療及牙醫服務的香港企業的擁有人，及該企業所僱用和授權的最多一名

人員；或 (b)上述 (a)段所述的企業所僱用和授權的最多兩名人員。

豁免有效期 至《規例》的第 4(1)(b)條失效。 行政安排 食物及衞生局會處理以上類別人士之申請，包括在有需要時諮詢相關政策局及部門。食

物及衞生局會向獲豁免的申請人發出豁免授權書，列明豁免的細節和條件。獲豁免人士

須於回港時向出入境管制站的獲授權人員出示有效的豁免授權書的正本或列印本。 所須資料和證明文件

(a) 填妥的申請表格，列明每名申請人之個人資料、職位、聯絡資料、香港企業名稱

及前往內地或澳門的理由（註：申請以企業為單位，同一企業的最多兩名申請人

須以同一份申請表格提出豁免申請）； (b) 每名申請人的香港身份證或護照副本； (c) 《商業登記證》副本； (d) 在內地或澳門的醫療或牙醫服務機構之資料；

(e) 由内地政府批出的《醫療機構執業許可證》副本或由澳門政府批出的《私人衛生

單位准照和執照》或《提供衛生護理服務場所的執照》副本；

(f) 每名申請人須作出聲明，該在內地或澳門的醫療或牙醫服務機構屬於同一香港

企業或由同一香港企業擁有人持有； (g) 每名申請人須作出聲明，前往內地或澳門的目的是為支援該醫療或牙醫服務機

構之運作和業務； (h) 每名申請人須作出聲明，只會前往及逗留於醫療或牙醫服務機構所在的城市；及 (i) 每名申請人須作出聲明，在內地或澳門停留期間須採取一切所需的防護措施以

保障個人衞生及避免不必要的社交接觸。

附加條件 (a) 獲豁免人士須在回港前七天內 (從採集樣本當天起計算 )接受經本港衞生署認可的機

構所進行的 2019 冠狀病毒核酸檢測，並於回港時向出入境管制站的獲授權人員出

示有效的核酸檢測陰性結果報告 (正本 )。 (b) 獲豁免人士回港後須於留港期間接受由衞生署安排的醫學監測，須配戴口罩和每天

量度體溫，並向衞生署呈報任何不適。

Compulsory Quarantine of Certain Persons Arriving at Hong Kong Regulation (Cap. 599C)

Exemption Arrangement

(Version as at 8 July 2020)

In accordance with section 4(1)(b) of the Compulsory Quarantine of Certain Persons Arriving at Hong Kong Regulation (Cap. 599C), the Chief Secretary for Administration may designate any person or category of persons for exemption from the compulsory quarantine arrangement, if he is satisfied that the person’s or persons’ travelling is necessary for purposes relating to the provision of professional services in the interest of Hong Kong's economic development. In accordance with the above-mentioned provision, the Chief Secretary for Administration has exempted the following category of persons from the compulsory quarantine arrangement–

(a) either the owner of a Hong Kong enterprise with a valid business registration certificate issued under the Business Registration Ordinance (Cap. 310) which provides medical and dental services in the Mainland and Macao, and up to one person employed and so authorised by the enterprise; or (b) up to two persons employed and so authorised by such an enterprise as described in (a).

Validity Period of Exemption To the expiry of section 4(1)(b) of the Regulation. Administrative Arrangement Food and Health Bureau (FHB) will process the applications relating to this category, including consulting relevant bureaux/departments where necessary. FHB will issue authorisation letters to the exempted persons, setting out the details and conditions of exemption. Exempted persons must present the true or printed copy of the authorisation letters to authorised officers at the control points. Information and Supporting Documents to be Submitted by Applicants

(a) Completed application form setting out, for each Applicant, the personal particulars, post title, contact information, name of Hong Kong medical or dental services provider and the justifications for travelling to the Mainland or Macao (Note : Applications are to be submitted by enterprises; the same enterprise can

submit exemption applications for up to two Applicants using the same application form);

(b) Copy of Hong Kong Identification Card or Passport of each Applicant; (c) Copy of Business Registration Certificate; (d) Information about the Hong Kong medical or dental services provider in the

Mainland or Macao; (e) Copy of Practicing License for a Medical Institution]issued by the Mainland

government or copy of “Licence and Permit of Private Healthcare Units” or “Permit for Premises Providing Healthcare Services” issued by the Macao government;

(f) Each Applicant must declare that the medical or dental services provider(s) in the Mainland or Macao belong(s) to the same Hong Kong enterprise or the same owner(s) of the Hong Kong enterprise.

(g) Each Applicant must declare that he/she is travelling to the Mainland or Macao to support the operations and business of that particular medical or dental services provider(s);

(h) Each Applicant must declare that he/she will only travel to and stay in the city(ies) where the medical or dental services provider(s) is/are located; and

(i) Each Applicant must take every precautionary measure to ensure personal hygiene and avoid unnecessary social contact whilst in the Mainland or Macao.

Conditions for Exemption

(a) Each exempted person must take a COVID-19 nucleic acid test at an institution as recognised by the Department of Health (DH) of Hong Kong within seven days before entry to Hong Kong (starting from the date of collection of sample) and present a valid certificate (original copy) of negative test result to authorised officers at the control points;

(b) After returning to Hong Kong, each exempted person must be subject to medical surveillance arranged by the DH during his/her stay in Hong Kong, and is required to wear masks and check body temperature daily, as well as to report to the DH on any discomfort.
