ECASTGECASTG is a user group formed in 1997 to

enhance safety in the east central flight training region.

The group represents Flight Schools, ATC Facilities and Airport Operators that have a vested interest in the safety of the east central flight training environment.

Flight Schools and Operators also use the group to establish policy, as well as share information on flight training methods.

Daytona Beach Approach Control Airspace averages approximately 1,800 operations per day

DAB had 363,000 operations in 1999 Approximately 90% is General Aviation of which the

majority is Flight Training

DAB Approach Control & Tower:31st busiest approach control in the nation42nd busiest control tower in the nation

ECASTGThe group meets three times a year and has

a number of bilateral organizational meetings to implement policy discussed within.

The last formal meeting was held at ERAU in July to discuss the following topics:

Frequency change at Deland (DED) to 123.07 from 122.8 due to congestion

Possibility of frequency changes at other outlying satellite airports

Limits on number of aircraft in the traffic pattern. e.g ERAU policy limits 5 aircraft

Breaking out early on non-precision instrument approaches

Opening up Restricted areas R-2907 for flight training

Discussion of possible solutions

123.3 and 123.5Standardized position reporting with reference to

pre-determined landmarksStandard position report:

• Type of aircraft• N Number or last three digits• Practice area identifier• Direction, Distance and Altitude from landmark• Type of maneuver

“ Cessna 138 Alpha Tango is in practice area Alpha, 5 miles north of the Flagler tower at 3200ft , simulated engine failure”.

Flight training issues:Congestion at non-controlled satellite airportsNavaid congestionInsufficient number and availability of

precision approaches (need for a western facing ILS)

Public awareness of flight training in FloridaRadio frequency congestionAirspace congestion
