Background

This reportwill takeyou through the findingsofourNeighbourhoodPlanningQuestionnaireandoutline thenextstepsforthePlan.ItwilloutlinewhataNeighbourhoodPlanis,whotheteamareandtheprogresswehavemadesofarandwhatthenextstepsare.

Sowhat’sitallabout?

ANeighbourhoodPlan is a legaldocument introducedby thegovernment toallow residents tohavea sayabouttheirarea–it’snotsimplyabouttryingtostopinappropriatedevelopmentbutallowingresidentstohavetheirsayon how the neighbourhoodwill change over the coming years. It provides the evidence to engagewith externalbodiesaboutthefutureofourvillage.

Weanticipate that that thisplanwill take18-24months todrawupandagree,andwewillbe followingaclearlydefinedprocessoverseenbyCheshireEast.

Who’sontheteam?

The EatonNeighbourhoodPlanning Teamwas formedby theParish Council in early 2016 and ismadeupof thefollowinggroupofvolunteers: JohnGoodwin,TamsinMacCormack,AndyMitchell,NeilThorpe,SteveWalthoandJohnBradburn.

Thestorysofar.....

The first task was to define and agree the extent of the Plan’s boundary and get this approved. This area“designation”wascompletedon28thOctober2016andthenworkbeganinearnesttoobtaineveryone’sopinionsonallaspectsofthevillage.Thiswasdonethroughadetailedquestionnairethatwasdeliveredandcollectedacrosstheneighbourhood almost entirely by hand. The response rate was an incredible 72.5% (150 residents), the highestwithinCheshireEastsofar.Abigthankyoutoeveryonewhomadetheefforttoreply,wereallyappreciateit.

ThenextstepwasforlocalITexpertMikeLynetocollatealltheseanonymousquestionnairesandpresenttheminameaningfulway–thiswasnoeasytask!Thesefindingswerethenanalysedinearly2017andformthebasisofthisreportandthefeedbackpresentation.

Whathappensnext?

From this report a draft Neighbourhood Plan will be created and external agencies will be engaged to providespecialistconsultancyonmatterssuchas landscapeplanning, transport issuesandplanningpolicies.TherewillbefurtherengagementonthedraftplanwithvillagersandthenafinalversionwillbesubmittedtoCheshireEast.TheCouncilwill thenconducta referendumof the inhabitantsofEatonandwewillneedat least50%toapprovetheplanforittobecomeofficiallyadoptedandtocarryweightinmatterssuchasplanningdecisions.
