What is a Disability Action Plan?

Nillumbik Council wants people with disability to

be included in our community. This means we

want people with disability to be able to

use our buildings and services

get the information they need

get a job if they want one

and

do community activities.

We have made a plan about how we will make

these things easier for

people with disability

their families

and

carers.

It is called our Disability Action Plan.

The plan is about changing things so people with

disability can be included. For example

making it easier to get into buildings

making it easier to use

o parks

o swimming pools

and

o other spaces

making it easier to be part of community

events

helping business to give more people with

disability a job

and

more.

We need everyone in our community to

work together to make our plan happen

and

respect people with disability.

How did we make the plan?

We asked lots of people what they think about

how we can make things better for people with

disability in our area. We asked

people in the community

our staff

community groups

and

disability groups.

We asked

people who speak different languages

and

people from indigenous communities.

All of these people helped us make the plan.

We spoke to people in different ways. We spoke

to people

at meetings

on the telephone

by email

and

face to face.

We used all this information to make our plan.

Why do we need a Disability Action

Plan?

Lots of people who live in Nillumbik have a

disability.

There are also lots of older people who live in

Nillumbik. There will be more older people each

year.

Sometimes older people have a disability too.

People with disability and older people can find it

harder to

get around

use services

and

get information they need.

There are laws that say people with disability and

their carers must be treated the same as

everyone else. These laws are made by the

government.

It is part of our job to make a Disability Action

Plan.

What are we doing well now?

We are already working hard to make it easier for

people with disability to

use our services

to understand the NDIS

and

be included.

We asked people what we are doing well.

They said

We are doing a good job at our leisure centres

At our leisure centres we

have Disability Action Plans for the centre

we teach our staff about disability

and

we have communication boards for people

who find it hard to talk.

Our community transport is good

We have community transport that people with

disability can use.

We have Home and Community Care services

These are services that help people with disability

in their homes and in the community.

Home and Community Care is also called HACC.

We have Living and Learning Centres

These are places where people can go to

learn new skills

and

prepare for work.

Our centres have programs for people who need

extra help. We run these programs when we

have enough people who want to do them.

We have a Community Inclusion and Advisory

group

We talk to different people about what people

with disability need in Nillumbik. We talk to

people with disability

carers

and

disability support providers.

Community Inclusion and Advisory

Committee and Community Network.

We have some accessible playgrounds and

walking trails

We are also working on making our buildings

more accessible.

We help make events more accessible

We have an Access Resources Kit for people

who are having an event in Nillumbik. This helps

them to make the event more accessible.

We have help for people who are blind or deaf

We have special signs at our offices for people

who

are blind

or

find it hard to read

Our customer service counter has a hearing

loop

and

we have portable hearing devices that

community groups can borrow for their events.

We work with businesses to make things

easier for people with disability

We ask businesses in Nillumbik to be part of the

Recharge Scheme. This means they have a

special power point you can use to charge your

wheelchair or scooter battery.

There are 25 businesses in Nillumbik who are

part of the Recharge Scheme.

We talk to businesses about being

communication accessible. This means they

can welcome people who find it hard to speak or

understand. They need to

teach their staff different ways of talking to

people

and

have tools that people can use to talk and be

understood. For example communication

boards.

You can look for businesses that are

communication accessible in Nillumbik. They will

have this sign.

We have a Companion Card Scheme

If you need an attendant carer to go to an event

you can get a Companion Card. This card

means your carer can come to the event for free.

What are we going to do?

The government says we must work to

make it easier for people with disability to use

our buildings and services

make it easier for people with disability to get a

job if they want one

help people with disability to be included in the

community

and

help stop discrimination in our community.

We have made a list of things we need to do to

make this happen. These are called actions.

use our buildings and services

We will

make sure we talk to the Community Inclusion

team when they make plans. The Community

Inclusion team are people who know a lot

about making things accessible. They work at

the Council.

work with access consultants when we plan

and do big projects. These people

o have special training in making places

accessible

and

o do not work at the Council.

look closely at our website to make sure it is

accessible. We will make sure that it is easy

to use and understand. If it is not easy to use

we will make a plan to make it better.

follow the laws about equal opportunity in jobs.

These laws say that people with disability must

have the same chance to work as everyone

else.

How we will make sure the actions get

done?

We will look at our plan often. We will do this so

we can

make sure we are doing the actions

and

make changes if we need to.

Each action on our plan has

a da te that it must be done by

and

a person who must make sure it gets done.

This person must tell their manager what is

happening with the action each year.

Managers must tell the Chief Executive Officer

what is happening with the actions each year too.

The Chief Executive Officer is in charge of the

Council.

There will be a report each year that says what is

happening with the actions.

The Community Inclusion and Advisory

Committee and Community Network will keep

track of the actions too.

There will be another report after 3 years that will

what actions have been done

what actions still need to be done

and

if the actions are being done properly.

What do these words mean?

Business Indigenous communities

A place where people work and earn money.

For example

a shop

a service

or

an office.

People related to the first Australians. First

Australians are people who lived in Australia

before others came from overseas to live

here.

Indigenous people are also called

Aboriginal

and

Torres Strait Islanders.

Accessible

Easy to use or understand for everyone.

Event Something that happens or takes place. For

Accessibility How easy to use or understand something is

The desk at our Council office where you can

ask questions and get information.

Hearing loop A tool that makes hearing easier for people

who use hearing aids. This tool is used in

buildings and large rooms.

Portable hearing devices

Tools that make it easier for people to hear

Discrimination

Discrimination is when you are

treated differently because you

have a disability

or

are not included because you have a

disability.

Braille A special way of writing for people who are

blind or find it hard to see. You can use your

fingers to read the words.

Volunteer To do work without being paid.

Inclusion When everyone can join in. Nobody is left

out.

Hearing impairment When a person finds it hard to hear or cannot
