Short description of the project The Index will trace the progress of the EaP countries in terms of European integration in a comparative perspective on an annual basis. The idea is to get away from the black-and-white perception of the EaP countries’ relationship with the EU, and present a more nuanced cross-country perspective. It will also compare EU policies and efforts towards these countries. The product of the project would be an annual report published soon after the European Commission publishes its annual ENP progress reports. It is expected that the first set of reports will be published in May 2011.

Short description of the project The goal of the project is to create a tipping-point for the achievement of visa-free relations between the Eastern Partnership countries and EU member-states, and in the process to upgrade the legal and policy processes in the EaP countries and promote closer integration and people-to-people exchange and contacts between the Eastern Partnership countries and EU member-states. The project will seek to achieve this goal by: • raising awareness among policymakers, civil society and media in the EaP countries, and fostering national and international engagement in policy debates on reducing barriers to people-to-people exchange between the EaP countries and the EU; • conducting comparative analysis of the experience of securing visa-free travel to the EU for other countries, especially in the western Balkans, and policy dialogue among key stakeholders in the EaP countries, drawing up strategies to agree on a country-by-country basis the core questionnaire, criteria, and needs assessment to meet the technical criteria in the visa dialogue process and/or an eventual European Commission roadmap/action plan for visa–free travel; • policy dialogue and independent monitoring of progress towards meeting the criteria, shaping governments’

policies, legal framework and institutions to modernise practices in the fields of border security, international co-operation on migration and organised crime, and other areas necessary to foster closer integration with the EU through enhanced co-operation and visa–free travel; • policy recommendations for EaP governments with a view to meeting the criteria, and for the EU concerning provision of technical assistance to assist EaP governments in meeting the criteria; • advocacy at national and international level (EU member-states as well as EU institutions) for visa-free travel for EaP countries, including a strategy of promoting the positive benefits to EU members in terms of enhanced co-operation on security and cross-border crime, and dispensing myths among the wider EU public that visa regimes keep out criminal elements

The project will be realized in 8 regions of Azerbaijan – Baku, Ganja, Nakhchevan, Shaki, Sumgayit, Jalilabad, Goychay and Beylagan. EMDS plans to conduct activities to encourage citizens’ participation in public administration, to increase capacity of local communities, to enhance accountability of responsibilities of local and national elected state, and to promote activities of local communities in this regard.

Short description of the project (Brief summary, outputs, etc.) NGOs need to connect to European networks to gain support and strength to monitor the implementation of the European Neighbourhood Policy Action Plan, as well as to raise their voice on the lack of human development perspective of the Eastern Partnership Agenda of the EU. The Hungarian and the Polish EU Presidencies (2011), and CSO-programmes organized by various European networks provide momentum for advocacy efforts of Georgian NGOs in influencing their government’s engagement level. General objectives: 1) Empowerment of Georgian civil society through organizational capacity building, 2) Strengthening cooperation within Georgian sectors of Civil society as well as developing long-term partnerships btw. NGOs and municipal governments, to create a comprehensive support base for decentralization processes and 3) Developing the monitoring and advocacy capacities of NGOs in Georgia, to diversify their influence a more comprehensive NGO.

Short description of the planned project

The project involves 6 democracy-promoting personal-development trainings in different Ukrainian regions and 1 international training course - which bring together active people from 6 countries that have an unstable political or economical situation because of democracy issues in their countries. During 12 months, the project participants will get the opportunity to foster their personality and imagination for their own development, inter-cultural dialogue, building cooperation through innovative and informal learning approaches promoting democracy in their communities. We will encourage participants to promote democracy in their community by leading them to think for themselves what good governance and stability mean for them, and to express the result of this thinking to the rest of the world. By creating democracy-promoting video and organizing local activities after the training course, by presenting the results through Internet and media, they will also stimulate other people from their area and from the rest of the world concerning what they can do to bring Democracy and good governance a little bit closer.

Short description of the project EUROCHAMBRES and its partners fully subscribe to the following objectives: promote and facilitate investment, and economic cooperation at large, between the EU and the EaP countries, but also between these countries themselves. Short description of the project (Brief summary, outputs, etc.) Monitoring implementation of and advocacy for fulfillment of obligations taken over by the government of Georgia in the framework of the ENP Action Plan: Eurasia partnership Foundation (EPF) will focuse on the issues related with negotiation of a Deep and Comprehensive Free Trade Area (DCFTA). Some other topics may be also selected if broad gaps in monitoring are revealed. In cooperation with other actors, EPF will prepare and publish comprehensive reports and organize presentations in Brussels and Tbilisi in the beginning of 2011 and 2012. In addition to those events EPF will regularly organize working meetings with other stakeholders in the concerned fields and the government of Georgia in order to advocate for fulfillment of recommendations outlined by the reports.

Short description of the project The main goal of the project “Granting of means of production (greenhouses) for the families with 1 child/2 children of the low-lying areas of Transcarpathian region. Training of agronomics in above-mentioned families” is the realization of the principle of “to give a fishing-rod, not the fish” (Evangel), by the means of creation of little farms, giving to the families greenhouses for the market gardening, the aid of consulting agriculturist and providing a training of profitable farm-keeping. This support will also teach the children to earn their living by a honest work.

Short description of the planned project

(Brief summary, outputs, etc.) The objective of the study of the social dialogue in the EaP 6 is to assess the current level of social dialogue within the EaP 6, compare this level across the EaP 6, and define the capacity building needs of the respective social partners as well as the legal and administrative frameworks for developing social dialogue at the national and company levels. The study will determine the potential for using the EU’s new member states’ (NMS) experience of social dialogue to promote policies that improve social and labor standards in the region and facilitate the economic development and European approximation of the countries concerned. The specific objectives of the research are:

• Evaluate the strengths and weaknesses of social dialogue capacities at both a sectoral and company level in each country;

• Identify needs for further research to assess the impact of social dialogue on the overall economic development of the country and the region.

Short description of the planned project

The project aims at increasing knowledge and awareness of regional innovation policies as part of the European integration process among academics, local governments and civil society groups in regions of Georgia, thus supporting Georgia’s participation in EaP Programme and other integration processes. This is achieved through: a) a detailed study of EU regional innovation policy issues and publishing a book in Georgian language on EU innovation policies' regional, rural and agricultural development components; b) workshops based on the study results in the regions of Georgia, hosted by the local universities, with participation of representatives of the principal target groups; The project is run by a multidisciplinary research team with participation of international contributors.

(Brief summary, outputs, etc.) Our purpose – to establish civilized relations in the private sector of the north regions RA, and to reduce corruption in the regions. We are going to organize seminars about international accounting and auditing standards, about International Chamber of Commerce (ICC) rules of conduct and recommendation for combating corruption, developing standards and procedures based on the said rules and recommendations, and by establishing rules of conduct and rules for preventing conflict of interests. We are going to organize roundtables each month, meetings with participation of representatives of the state bodies, judicial bodies, with deputies. In these meetings will raise and directly many questions will solve. We are going to organize scientific conference about this problem, and these materials to give to the State Government of RA for a reception corresponding decisions. We are going to organize TV reports and to publish booklets. Besides Arbitration will realise extrajudicial processes, reconciliation in areas the worker with organisation, the organization with organization. Which is innovation and its practice is absent in our region. Expected results: - The regulation of communications between private organizations and the law: the financial and trade-economic activities of private organizations will further conform to legal acts. This will lead to the increased protection of their rights. - An increase in the effectiveness of the Arbitrage as a direct result of the greater exposure it receives from the project and its close coordination with it. This will in turn lead to the amendment of the corresponding laws as a direct result of practical experience gained by the Arbitrage. - The scientific, comprehensive and appropriate documentation of corruption and anti-corruption activity as a result of the organized conference on corruption. This will in turn pressure central government into taking more serious anti-corruption action. - The adherence of employer-employee relationships with the concerned laws. This will lead to the better protection of workers’ rights. - The reduction of corruption in the private sector.

Short description of the project EU-Ukraine cooperation is a major incentive to impact environmental policy reform in Ukraine. At the same time, Ukrainian environemental NGOs mainly concentrate on other international processes within UN multilateral environmental agreements (MEAs). The project aims to consolidate and structure environmental NGOs' efforts in monitoring and lobbying of the environmental pillar of the multilateral and bilateral dimensions of EU-Ukaine cooperation formats such as Agenda of the Association, Eastern Partnership Initiative, European Neighbourhood Policy implementation, to inform public about it, and to lobby for strengthening of the EU instruments and pressure the national goverment in order to drive the reform in the direction of the EU. The national Working group on Environmental Eurointegration "Envint” was established by a regulation adopted in mid-2010. The project supported the participation of the coordinator in the Environment and Climate Change Panel meeting of the EaP.

Short description of the project (Brief summary, outputs, etc.)

The project is aimed at the institutional development of the Third Thematic Group of the National Platform of the Eastern Partnership Civil Society Forum. Planned activities within the framework of the project include:

1. Capacity building, awareness raising, development and implementation of the vision, activities, forms of cooperation, principles and mechanisms of information exchange of the group.

2. Identification of current high priority issues in the fields of energy security, environment, and climate change within the “Eastern Partnership” process; the examination of these issues and their introduction to the Civil Society Forum and other stakeholders.

3. Initiation of participatory work and commencement of a thematic and constructive dialogue among state institutions and civil society.

The final objective of the project is the support of sustainable development and the process of European integration in order to ensure the implementation of institutional dialogue, enhance the competence of the Civil Society Forum, and provide a participatory approach in the fields of energy security, climate change, and environment protection.

Short description of the planned project

We are proposing to implement a complex project on capacity building and awareness raising of the economic mechanisms of environmental management, under Eastern Partnership and Armenia-EU association agreement negotiations. Implementation of project requires involvement of environmental NGOs throughout the republic, representatives of academic and privet sectors, local authorities responsible for environmental issues, as well as state Environmental Inspection employees. The objectives of the project implementation are elucidation of economic mechanisms of environmental management, finding of financial resources in the result of utilization of mechanisms, reduction of environmental pollution and overexploitation of natural resources, as well as maintenance of public-government link for the abovementioned target population groups. Upon completion of project environmental NGOs, representatives of academic and privet sectors, local authorities responsible for environmental issues, as well as state Environmental Inspection employees will acquire sufficient knowledge and information on the economic mechanisms of environmental management allowing the use of economic mechanisms in resolution of environmental issues to the maximum.

It is expected that the project will be covered by small and medium enterprises and will have direct or indirect potential for implementing environmentally friendly and safe technologies. Special attention will be given to SMEs from depressed regions and regions affected by environmental disasters. it is anticipated that the project will have several components: - Information portal for placement as a separate "green" projects and companies in Ukraine and, on trends in the global market. - Establishment of electronic platforms to support and promote contacts between "green" SME Ukraine and the world. - Placement of electronic presentations SMEs to the international community and stakeholders; - Information support "green" projects in Ukraine and the presentation of international experience. - To present the possibilities of Ukrainian SMEs and individual projects in the global market; - Help small and medium enterprises (SMEs) to establish business relationships, by providing practical information, advice and useful tools related to export and attract investment, and raise awareness about the benefits of internationalization. An important step in this process will review the latest global "green" trends, concepts and tools to improve planning of companies and their activities. Also key objectives of the project are the development of international partnership, transfer of energy efficient and environmentally friendly technologies in Ukraine, etc.

Short description of the planned project

The present project raises awareness about the benefits of renewable resource and manufacturing green electrical and\or thermal energy, and attract investment to build the SME for pellets production and local CHP. Pellets are environmentally and economically beneficial energy source. Introducing the modern energy practices and improvement of public awareness about this type of fuel will reduce pressure on natural resources as well as contribute to problem solving of Climate Change. These pellets will be produced from waste wood, straw and other agro resources that are far poorly involved in the energy sector in Ukraine.

Short description of the project The project focuses on building the capacity of Georgian pro-European NGOs in their efforts to formulate the agenda for Georgian way towards the EU and build stronger connections with the citizens. Short description of the project The project is aimed at building new and long-term collaborative relations between select organisations from European Union countries and cultural key players from Ukraine and the Republic of Moldova. Selected institutions will send one cultural manager each, who will form a tandem with a partner from the Republic of Moldova or Ukraine. Each tandem has the task to plan a joint entry to the concluding festival. Mutual fourteen-day working visits to partner organisations offer participants the opportunity to familiarize themselves with the environment and cultural practice of organisations in the partner country and get an insight into the cultural scene of the tandem partner’s city, region and country. The working visits will be completed by joint workshops and evaluation meetings attended by all project participants, creating an opportunity for exchange with other people, in addition to the tandems. The project will end with a festival each in the Republic of Moldova and Ukraine in May 2012.

Short description of the project 1. Seminars and networking events on Understanding and Influencing EU Policymaking: two in Brussels (possibly one for EU new members with Eastern Partnership think-tanks, and one for EU and Western Balkans) and 1 in Poland (2011 EU Presidency) including training and seminars addressing needs identified in TNA. All these events will be carried out by PASOS. Brussels meetings will include: cabinet and officials of Commissioner for Enlargement and Neighbourhood Policy, cabinet and officials of Commissioner for Justice and Home Affairs, MEPs, Brussels think-tanks/advocacy groups. Seminars will address: o effective formats of meetings to influence policymaking; o face-to-face meetings; o briefings of government policymakers at national and EU level; o working with international media and media syndicates to promote fresh policy analysis; o effective format and targeting of policy recommendations; o advocacy planning and implementation; o audience, context and timing; o managing the balance between influencing EU policymakers and national policymakers; o changing EU policymaking since the introduction of the Lisbon Treaty. 2. EU Advocacy Guidebook on Understanding and Influencing EU Policy-Making reflecting issues identified as key to new EU member-states, Western Balkans countries, EU's eastern neighbours, and Central Asia. The publication will be developed by experts from members of PASOS network. It will serve as a PASOS Advocacy Guidebook with a focus on a number of policy areas key to EU new member-states and neighbouring countries, but also reaching beyond

in terms of understanding the overall policymaking channels in the EU, and ways of engaging with EU institutions, and effective advocacy strategies to influence EU policymaking. The main approach will be research and interviews in Brussels and with other policy stakeholders who influence or seek to influence EU policymaking. The publication will be prepared in English and also available in an online format that can be readily updated in future. The Guidebook will significantly contribute to understanding policy-making in the EU among European civil society organisations, experts, media as well as the broader public. In the short term, the guidebook will provide timely and relevant information, ideas and practical help that may help NGOs more effectively target their advocacy efforts/campaigns in the EU. In the long term, the greater knowledge and contacts of the participating civil society organisations will enable the multiplication of their training through sharing their skills with colleagues and partners in their respective organisations and countries.

Short description of the project During the term of the project we are going to organize and conduct of the informative, educational and intellectual seminar for the public and active young people (students) and representatives of local non-governmental organizations in these cities with the participation of experts and analysts on European Integration of Ukraine. During the workshop, participants will be familiarized with the current format of relations between Ukraine and the EU, in particular, on the initiative of the "Eastern Partnership", briefed on the goals and objectives of the "Eastern Partnership", its role and importance in the process of European integration of Ukraine, the relationship with the "Neighbourhood Policy", the problems of migration, mobility, and visa issues in the format of the "Eastern Partnership", the role of civil society in the "Eastern Partnership ". Target group: The main project participants are representatives of civil society organizations (non-governmental organizations, in particular youth organizations, student government bodies, in particular the leaders, European clubs in schools, working to promote European integration of Ukraine, and other representatives of civil society. Also to participate in the project will be invited specialists on European integration of Ukraine. The target audience will be elected by the selection of participants in a specially prepared application form. This form contains questions about the current foreign policy of Eastern Europe and Ukraine in particular. These questions are the additional training to all potential participants of the project.

Short description of the project The project “Peace and safety in the family” will make it possible to render assistance to a majority of those women and children who have undergone domestic violence. At the same time, the development of specialists and volunteers in the system of state agencies and public organisations will enable enhancement of the work in rendering legal, psychological and other types of assistance to the victims. The current project will contribute to the establishment of new contacts and development of partnerships in the activity with public organizations and specialists dealing with families in a crisis situation in Azerbaijan. The project will facilitate access to new contacts with MM, state and public bodies, and will enable the establishment of productive partnerships in the fight against domestic violence.

Short description of the planned project

Representatives of some DEMAS member NGOs plus the DEMAS Secretariat will travel to Armenia and Azerbaijan to establish contacts with their civil society organizations. In turn, 5 representatives of Armenian NGOs and 5 of Azeri will be invited to Prague to become more familiar with Czech civil society. The DEMAS member organizations will present their key studies on various topics connected with HR+D promotion and civil society support such as civic participation, role of the Eastern Partnership project in EU External Relations, working with youth, the legal environment for civil society, free media and so on. After brainstorming sessions with the DEMAS member organizations and other relevant Czech NGOs a short summing up seminar on further possible activities will be held. For making the impact broader 2 Polish and 2 Slovak NGOs will be invited to join the final seminar. All activities aim to establish solid relationships among mentioned NGOs and thus give them the chance to create new joint projects. Such projects would be offered to the East East Program or other donors supporting Eastern Europe.
