Inhabitants of Eastern Europe, countries directly neighbouring with the Euro-

pean Union such as: Belarus, Moldova, Russia and Ukraine still need visas to

travel to the EU. The issuing of visas is not just a technical issue; it particularly

affects ordinary people, forcing them to devote a substantial amount of their

own time, energy and money in order to receive a document entitling them

to travel to one of the EU countries.

Studies show that visa applicants had to provide, aside from standard docu-

ments like visa application, passport, photo and health insurance, all sorts

of confirmations of the possession of sufficient financial means for the travel

(income confirmations, travellers’ cheques, bank statements), documents

confirming permanent relationship with the country of origin (workplace

or study confirmations, marriage acts), or documents confirming the destina-

tion of the travel (hotel reservations, study or work confirmations). The whole

of the visa procedure is costly – around 70 euros, which for the inhabitants

of those countries is a considerable amount. From the first visit to the Consu-

late to receiving the visa, up to 18 days may pass and several visits are usually

required. Each visit frequently means waiting in long queues for a number

of hours.

He studies and works in Chisinau. This photograph was taken in a student

hostel there. It shows him with his girlfriend Luminita. It was taken when

he was to go as a tourist to Romania again. He has already visited Hungary

too. Obtaining a visa was difficult this time. He had to submit a vast number

of documents. Plus, the whole process cost him, all in all, around 70 euro.

This is a considerable amount of money in a country where according to

the National Bureau of Statistics the monthly salary in 2009 was 2747 Mol-

dovan lei (about 150 euro). He also feels that the whole procedure should

take much less time.

Er studiert und arbeitet in Kischinau. Dieses Foto wurde in einem dortigen

Studentenwohnheim gemacht. Auf dem Foto sieht man ihn und seine Freun-

din Luminita. Es wurde gemacht als er als Tourist wieder nach Rumänien

fahren sollte. Er war auch schon in Ungarn. Ein Visum zu bekommen war

damals schwierig. Er musste viele Dokumente einreichen. Außerdem kostete

ihn dieses ganze Verfahren etwa 70 Euro. Dies ist ein beachtlicher Betrag in

einem Land, in dem laut den Angaben des Nationalen Statistischen Amtes

der durchschnittliche Monatslohn im Jahr 2009 bei 2747 Lei lag (ca. 150 €).

Er meint auch, dass das ganze Verfahren weniger Zeit in Anspruch nehmen

sollte.

Vive y trabaja en Chisinau. La foto fue tomada en una residencia de estu-

diantes. En la foto está con Luminita Vadim, su novia, mientras que él está

solicitando una visa de turista para Rumanía. Vadim ya ha visitado Rumanía

y Hungría. Esta vez el procedimiento para obtener el visado ha sido muy

difícil. Vadim ha tenido que entregar una gran cantidad de documentos

y todo el procedimiento ha costado más o menos 70 euros. Es una suma

considerable, dado que según las estadísticas estatales el ingreso prome-

dio en 2009 es de 2747 lei que son alrededor de 150 euros. Vadim cree que

el procedimiento debe ser definitivamente más rápido.

The reception arrangements for applicants should be made with due respect for

human dignity. Processing of visa applications should be conducted in a profes-

sional and respectful manner and be proportionate to the objectives pursued.

travel to the EU. The issuing of visas is not just a technical issue; it particularly

affects ordinary people, forcing them to devote a substantial amount of their

own time, energy and money in order to receive a document entitling them

to travel to one of the EU countries.

Waiting in queues is a constant feature of the visa application process. Accor-

ding to research carried in the Consulates more than half of those applying

for visas had to wait in queues for several hours. Many people had to visit

the Consulate more than once, some even ten times. Procedures needed to

obtain a visa are anything but friendly.

The borders that the European Union shares with its neighbours must be lines that connect not lines that divide. We must also take care that new and higher borders do not form among and between our neighbours.

Les habitants des pays de l’Europe de l’Est limitrophes de l’UE, Biélorussie, Moldavie, Russie et Ukraine, ont toujours besoin d’un visa pour visiter les pays de l’UE.

Les frontières que l’Union Européenne partage avec ses voisins devraient etre des lignes de jonction et non de division. Nous devons également veiller à ce que des frontières nouvelles, et encore plus hautes ne se forment entre nos voisins.

Gdy w grudniu 2007 roku Polska i inne państwa naszego regionu dołą-

czyły do strefy Schengen, wiele osób mówiło o symbolicznym końcu po-

działu Europy. Od tego czasu Polacy mogą zupełnie swobodnie przekraczać

granice Polski z innymi państwami UE.

Jednak dla naszych sąsiadów zza wschodniej granicy rozszerzenie strefy

Schengen oznaczało znaczne zwiększenie trudności związanych z uzyska-

niem wizy umożliwiającej wjazd do Polski i innych państw UE. Od tego

momentu znacząco wzrosły ceny wiz, zwiększyła się liczba dokumentów

koniecznych do ich uzyskania, cała procedura jest dużo dłuższa i bardziej

skomplikowana. Dane są nieubłagane. W 2008 roku o 40% spadła

(w porównaniu z rokiem 2007) liczba wszystkich wiz wydanych przez pol-

skie konsulaty na Ukrainie, a o 60% zmniejszyła się liczba wiz wydanych

na Białorusi.

At the level of political declarations, much is being said about special relationships between the European Union and its Eastern neighbours. In practice, however, the first contact of a citizen of an EU’s Eastern neighbour with an EU representa-tive at the Consulate is in utmost contrast to these declarations. Procedures need-ed to obtain a visa are anything but friendly. Each application repeatedly requires a large amount of time, energy and money.

Even though EU member states have on repeated occasions committed them-selves to liberalizing the visa requirements for countries of the Eastern Partnership (such as Armenia, Azerbaijan, Belarus, Georgia, Moldavia and Ukraine) as well as Russia, it is still not known when this decision will come into effect via speci-fic actions. It must be remembered that the visa regime affects ordinary people the most; it is they who often feel humiliated by the visa procedures. Visa policy is one of the most important instruments influencing the relationships between the European Union and its Eastern neighbours. It wouldn’t be an overstatement to claim that good relationships, well-developed bonds and people-to-people con-tacts are hardly possible in the presence of a visa regime.

Auf der Ebene der politischen Erklärungen spricht man sehr viel über spezielle Beziehungen, die die EU mit ihren östlichen Nachbarn verbinden. In der Praxis aber ist für die Einwohner von Osteuropa der erste Kontakt mit der EU, zu dem es beim komplizierten Visaverfahren kommt, eine Verneinung dieser Erklärungen. Eine Per-son, die das Visum beantragt, ist jedes Mal gezwungen eine Menge eigener Zeit, Energie und finanzieller Mittel zu investieren.

Obwohl die EU-Mitgliedstaaten sich mehrmals verpflichtet haben die Visumerford-ernisse für Länder der Östlichen Partnerschaft (d.h. Armenien, Aserbaidschan, Be-larus, Georgien, Moldau und die Ukraine) und für Russland zu liberalisieren, bleibt immer noch unklar, wann diese Entscheidung durch konkrete Handlungen in die Tat umgesetzt wird. Wir müssen daran denken, dass das Visaregime am meisten die einfachen Bürger trifft, sie fühlen sich oft durch das Visaverfahren gedemütigt. Es fällt schwer sich vorzustellen wie freundschaftliche Beziehungen mit östlichen Nachbarn gebaut werden sollten, ohne dass dabei die einfachen zwischenmen-schlichen Kontakte erleichtert werden.

Tra gli interessi prioritari dell’Unione Europea troviamo quello di intensificare le relazioni con i paesi dell’Est Europa e del Caucaso meridionale mirando alla cooperazione politica e all’integrazione economica al fine di promuovere una ma-ggiore stabilità e sicurezza lungo il confine orientale dell’Unione Europea.

Stando alle diverse dichiarazioni politiche, si parla molto del rapporto che lega l’UE con i paesi dell’Est. Tuttavia, i contatti tra le due aree di provenienza tramite sedi consolari, dimostrano il contrario.

Nonostante gli stati membri dell’UE abbiano fatto promessa, gir in diverse occasioni, di liberalizzare la procedura per ottenere i requisiti di visto per i paesi del Partenariato Orientale (Armenia, Azerbaigian, Bielorussia, Georgia, Moldavia e Ucraina) e la Russia, non c ancora noto quando questa operazione potrr concretizzarsi. Si deve tener presente che questa situazione colpisce la gente comune (gente piu povera) che spesso si sente umiliata a causa delle difficoltr che trova per ottenere il rilascio del visto. Fino a quando non si troverr una soluzione per equiparare i rapporti fra cittadini di diversa provenienza, sarr difficile instaurare rapporti amichevoli fra i paesi stessi.

He lives with his wife and five children in Kalita, a town in the Kyiv region,

where he runs his own business. This photograph was taken when he was

applying for a visa to go on a business trip to Germany and Poland. This time

he wasn’t invited by to the Consulate to an additional interview but had to

submit a vast collection of documents.

Research performed in the Consulates showed, that the key criterion which

EU Eastern neighbours use to evaluate the process of applying for a visa is

respecting of their rights and personal dignity. Unfortunately treatment of

visa applicants during the whole procedure constantly requires improvement.

Wraz z żoną i pięciorgiem dzieci mieszka w Kalicie, miasteczku położonym

w okolicach Kijowa. Pracuje w prywatnej firmie. Fotografia została zrobiona,

gdy aplikował o wizę – chciał w celach służbowych odwiedzić Polskę i Niem-

cy. Tym razem nie został zaproszony na indywidualną rozmowę z konsulem,

w zamian za to musiał przedstawić całą stertę różnych dokumentów.

Badania prowadzone w konsulatach pokazują, że obywatele państw Euro-

py Wschodniej (Białorusi, Mołdowy, Rosji i Ukrainy) za kluczowe kryterium

w ocenie procesu ubiegania się o wizę uważają poszanowanie ich praw

i godności osobistej. Niestety, sposób traktowania aplikujących o wizę ciągle

wymaga poprawy. Ocena pracy polskich konsulatów, w tym także ocena trak-

towania osób aplikujących o wizy, pogorszyła się znacząco po wejściu Polski

do strefy Schengen w grudniu 2007 roku.

She lives in Pryluky, a town in Ukraine, where she teaches Polish. In her spare time she likes to read books and listen to music. This time she applied for a visa in order to take a supplementary language course in Lublin, Poland. She feels that the visa-application procedure should be changed. When she applied last time she had to additionally present the original copy of a Letter of Invi-tation, which was not required of her before. She also had to submit proof of employment.

The total cost of obtaining a visa by a Ukrainian citizen is on average 75 euro. The State Statistics Committee of Ukraine states that the average monthly sala-ry in Ukraine in the first half of 2009 was 1851 UAH so about 180 euro. The visa procedure is the first contact of an EU’s Eastern neighbour with the European Union, unfortunately most commonly it is not a positive experience.

Elle habite Pryluky, une ville en Ukraine, ou elle enseigne le polonais. Elle

aime lire et écouter de la musique. Cette fois, elle a fait une demande de visa

afin de suivre un cours linguistique à Lublin, en Pologne. Elle est d’avis que la

procédure de demande de visa devrait changer. A sa dernière demande elle

a du présenter l’original de la Lettre d’Invitation, qu’on ne lui a pas demandé

précédemment. Elle a du également prouver son emploi.

Le coût total d’un visa pour un citoyen ukrainien est de 75 euro en moyenne.

L’Office Statistique Ukrainien indique que le salaire moyen en Ukraine en 2009

a été de 1851 UAH, soit environ 180 euro. La procédure de demande de visa est

pour nos voisins de l’Est un premier contact avec l’Union Européenne, malheu-

reusement la plupart du temps, ce n’est pas une expérience positive.
