How Pools are Created in the East Region

In the 2014-2015 school year, athletic reps passed a motion to adopt school size primarily and then

geographic proximity as the basis for grouping schools in the divisional round of play. This is used

in all city level (volleyball, basketball and soccer) and regional (flag football, junior volleyball and

primary soccer) sports. The figure used is the October 31st enrollment provided by the Health and

Physical Education department.

The 45 participating schools in the east region are divided into three groups A, B and C based on

the October 31st enrollment. An ‘A’ sized school will only play other ‘A’ schools and/or ‘B’

schools at a divisional tournament. A ‘C’ school will play ‘C’ schools and/or ‘B’ schools at a

divisional tournament. An ‘A’ school will not play a ‘C’ school at the divisional level of play.

The school population table will be adjusted annually and in place for the divisional basketball

tournament scheduled for February. Below is the enrollment from October 31st 2016.

OFFICIALS/CONVENORS/COACHES: PLEASE NOTE: Due to a lack of volunteer convenors, some site convenors have been selected through rotation in order for the event to go forward, thank you in advance for your cooperation. Each site convenor is to meet with the referees and coach prior to the start of the tournament to review the rules and expectations of the day. Referees at the Divisional level have been requested by the local high school students and have been requested to be present, with the locations of the fields it is probable that student referees may not show. In the event a referee does not show up, we would ask that a coach referee the game. Therefore, all coaches are requested to bring an extra whistle and stopwatch and/or a suitable person to referee.

Carded referee officials will referee the Regional and City Games. We ask for your support and cooperation with the referees especially at the divisional levels.

TOURNAMENT RULES 1. ABSOLUTELY NO JEWLERY PERMITTED

- including any form of bracelets, plastic or string, no ‘stud’ earrings. If the jewelry does not come off the students DO NOT play) The only allowance is for Medical alerts and they must be covered with a wrist band to prevent injuries. - No metal barrettes or bobby pins allowed in the hair

- Students are NOT permitted to tape the jewelry 2. Shin guards are mandatory at all levels of play. 3. The Boys tournament must have only boys playing, likewise the Girls tournament

must have only girls playing. There are no mixing genders in any tournament. 4. All rules will be official F.I.F.A. and OSA rules with exceptions listed below as

determined by the TCSAA. A complete listing of all rules can be found at www.fifa.com/fifa/handbook/laws/index.laws and OSA web site.

5. IMPORTANT! Teams MUST arrive to games on time. If you are more than 15

minutes late for the start of your game, the game will be a default and the opposing team will be awarded a 5-0 victory.

6. Divisional and regional games will be 40 minutes (2 X 20 minute halves with 5

minute half time, please note: there is a possibility that this may be reduced at regional play). City level will be 60 minutes (2 X 30 minute halves).

7. All games will be played with a size 5 regulation, leather ball. 8. Goal keeper can control the ball for a maximum of six seconds. 9. There is no limit to the number of substitutions, but substitutions may only

take place at injury or goal kick, start of each halve, and your OWN team’s thrown–in, (no ‘piggy back’).

10. Girls shall be permitted to put their hands across their chest to prevent a ball from

hitting their chest region. In the event the girls attempt to gain advantage from the rule, a “handball” will be called.

11. Teams MUST wear school sweaters (preferable with numbers), shorts and shin

pads. Track pants are at the discretion of the referee during inclement weather. Goal keepers are to wear a distinctive shirt. A set of pinnies should be brought to the tournament in the event of similar sweaters.

12. Any student ejected from a game due to violent conduct, spitting at someone or

swearing on the field will render a student ineligible to participate in any further games for the remainder of the competition that day.

13. Both teams must be on one side of the field, while all spectators must remain on

the opposite side of the playing field 14. Ties will remain unless a decision is necessary. In the event that a tie must be

broken, the following procedure will be followed: A) NO OVER TIME SESSION b) Penalty Kicks - five per team.

If still tied, there will be alternating penalty kicks, by players not already having kicked, until a winner is determined.

15. Ties in Round Robin at divisional tournaments will be broken in the following

manner: a) total points b) if two teams tie, the result between teams (head-to-head) c) if result between the two tied teams was a tie or if three or more

teams are tied: d) total goal differential (goals for minus goals against, all games

included) e) total goals for, all games included f) penalty kicks 5 per team

g) penalty kicks sudden death

16. Ties in Regional games will be resolved by a) 1 ten minute sudden death overtime period b) 5 penalty kicks; to be taken by any player on the field at the end of

the regular timed game. Please note: any player on the field can play in net. There are no substitutions permitted at the end of regulation time including the goalie coming off the bench.

c) Sudden death 1 on 1 penalty kicks 17. Teams are recommended to carry 18 players. Pennants and ribbons (18) for all

divisional winning teams. 18. Four points for a win, two for a tie and one for a loss. 19. To promote fair play during matches that are ‘one sided’, no team shall win with

more than a five goal differential. Therefore a team could win a game by a score of 7-0 but will only be awarded a five goal margin if the score is required to break a tie. Coaches involved in a ‘one sided’ game should be encouraged to play all their players.

OPHEA Safety Guidelines

Elementary - Interschool 2016

Equipment A fully stocked first aid kit must be readily accessible.

A working communication device (e.g., cell phone) must be accessible.

Determine that all equipment is safe for use.

Shin pads must be worn.

Size and weight of soccer ball must be appropriate to the age and skill level of the participants.

Outdoor soccer balls must not be used indoors for games or shooting on goalie, but may be used for indoor drills.

Sponge, futsal or indoor soccer balls are to be used for indoor soccer games.

Clothing/Footwear Appropriate clothing and footwear must be worn.

Molded cleats only. No metal or compound cleats.

The wearing of jewellery during practices and competitions must meet the rules of the governing body of the sport/activity and local athletic association. Where jewellery is not addressed by the governing body of the sport/activity or the local athletic association, refer to the Generic Section.

Facilities Determine that all facilities are safe for use.

Indoor playing surface and surrounding area must be free of all obstacles (e.g., tables, chairs), and must provide safe footing and traction.

Holes, hazards (e.g. glass, rocks, sprinkler heads, sewer grates), and severely uneven surfaces must be brought to the attention of the coaches, convenor, athletes and officials. Notify principal of unsafe field conditions.

Outdoor playing area must be free from debris and obstructions, provide safe footing and traction, and be well-removed from traffic areas.

The teacher/coach must make a pre-activity check of the facilities prior to use.

Portable soccer goal posts

Metal portable goals must be checked prior to practice and competition to determine they are secure in such a way that they will not tip over.

Athletes are to be instructed not to hang or swing on the goals.

If assisting the coach in the moving of portable goals, only athletes who have been properly trained can be used. Constant visual supervision is required.

Coaches must inform athletes of procedures for moving portable goals and review periodically

Coaches are to designate an area a safe distance from the path of moving portable goal in which other athletes are to stay. Check that the path is clear (no obstructions and/or athletes in the way)

Portable goals are to be inspected on a regular basis for anything that would hinder effective movement (e.g. defective wheels).

After use, portable goals must be removed or secured in a way such that they will not tip over (e.g., chained face-to-face).

Special Rules/Instructions

Determine and follow school/board emergency procedures, including accessibility to a vehicle, for transportation of an athlete to hospital.

Be aware of athletes whose medical condition (e.g., asthma, anaphylaxis, casts, previous concussion, orthopaedic device) may affect participation (see Generic Section).

Athletes must receive training or information on concussion prevention and awareness specific to the activity prior to participating. Athletes must not participate in the activity until this instruction has been received.

Fair play and rules of the sport must be taught and strictly enforced.

Skills must be taught in proper progression.

Games must be based on skills that are taught.

A student athlete’s fitness level must be commensurate with the level of competition.

Limit time spent on heading drills.

No tackling from behind.

Parents/guardians must be made aware of any off- campus activity and the means of transportation used.

Exposed orthopaedic apparatus/cast which represents a safety concern to other players, must be soft or padded. Such devices must be approved by the referee prior to the commencement of the game.

Any player with a playing cast must provide a doctor’s note or parent/guardian signed permission indicating it is safe for him/her to play.

Environmental Considerations

Before involving athletes in outdoor activity, coaches must take into consideration:

environmental conditions (temperature, weather, air quality, humidity, UV index, insects)

accessibility to adequate liquid replacement (personal water bottles, water fountains) and athlete hydration before, during and after physical activity

previous training and fitness level

length of time and intensity of physical activity

Athletes must be made aware of ways to protect themselves from environmental conditions (e.g. use of hats, sunscreen, sunglasses, personal water bottles, insect repellent, appropriate clothing).

Athletes must receive instruction on safety procedures related to severe weather conditions (e.g., lighting, funnel clouds, severe winds, tornadoes [see Appendix F Lightning Protocol]).

Supervision

On-site supervision is required.

First Aid

An individual who takes responsibility for providing first aid to injured athletes must be present during the entire practice/competition.

I am the athlete who, through hours of hard work, practice,

to compete.

With the help of my coaches, the support of my family and

friends, I honour the gifts given to me by God. The gift of a

Soccer Convenors 2017

Thank you for volunteering to look after a site and or accepting the rotation. Without you, there wouldn’t be a tournament.

Referees have been requested by high schools - 2 for one field site - 3 for a two field site. - Talk to the referees and coaches prior to the start to ensure the pace of games,

rules and expectations of the day.

You are responsible for ensuring that the competition is held in a safe, fair and positive environment. Please refer to the “Responsibilities of Coaches/Convenors et. Al.” Provided by the TCDSB Athletic Association.

You are responsible for ensuring that referees are treated respectfully by all present.

Referees will not put up with inappropriate language or behaviour from all those present. The site convenor in consultation with the referee can determine whether a dismissed player (red card) should be barred from further participation in the divisional tournament. **NOTE** A player receiving a red card for violent conduct, spitting at someone or swearing on the field SHALL be barred from competition the remainder of the day.

Please hold a brief meeting with all coaches before the tournament to make

announcements, state expectations and clarify information.

Briefly discuss with the referees that “FIFA” rules are in affect (2 x 20 minute halves with 5 minute half time, stoppage for injuries or extenuating circumstances) see the East Region Soccer Booklet for additional information.

Ensure that the following materials are available:

- a ‘good’ size – 5 ball (2 if you have for sites with two fields) - a first aid kit - 2 whistles if referees don’t show up or bring them - a stopwatch or watch to keep time - a set of pinnies if two teams have the same colour jerseys - 4-8 pylons depending on the number of fields at your site to mark the corner flags - garbage bags (the schools are responsible for leaving the site litter free) - immediate access to a phone or cellular phone in case of emergencies
