East & Southern Africa Hub Workshop

The East & Southern Africa Hub
Meeting took place in Johannesburg
on 24 and 25 June.
The theme of the workshop was
“Alleviating Counterfeiting of Crop
Protection Products”.
The Opening Address was given by
Dr Emily Mogajane, Acting Director
General of Agriculture, who focused
her talk on the current food crises
and the role that industry can play in
helping to address this. In her talk
she praised industry on the
operation of the “obstocks and
c o n t a i n e r m a n a g e m e n t ”
programmes. With the workshop
f ocus ing o n th e i s sue o f
“counterfeiting”, the opportunity was
taken to launch the “IPR Toolkit” for
Africa and developing countries. The
development of the Toolkit was in
conjunction with the CLI team in
Washington and local consultants,
Spoor & Fisher in South Africa. The
launch of the Toolkit together with a
presentation on counterfeiting was
handled by the consultants. This was
followed by a presentation given by
Gerwin Bouillon of the CLI team,
labelled, “CropLife Leadership in
Global Anti-Counterfeiting Actions”.
Lastly, a presentation was given on
the realities of counterfeiting in
Tanzania.

At the June General Assembly meeting of CropLife
Africa Middle East held in Johannesburg, South Africa,
a number of issues were discussed and various
decisions taken. With 14 of the 15 members present the
following decisions were reached:
♦ Approval of the annual activity report of the
organization for the year 2007.
♦ Approval of the financial report for 2007.
♦ Approval of the 2008 expense budget as requested
by the Executive Committee.
♦ The Executive Committee elected in 2007 com-
pleted their term of service and were all eligible for
re-election.

The vote for Rudolf Guyer as Executive Director of
CropLife AME from 1st July 2008 was unanimous. The
Executive Committee paid tribute to members who have
stepped down. These were Björn Neumann, Peter van
den Hoek and Gitau Macharia. Their valued
contributions to CropLife AME activities over the years
were recognised and appreciated by the committee.

A training workshop was organized between 30th June
and 1st July by the Sweden Trading Co. in cooperation
with the municipality of Al-Ain Emirate and Akar Co. It was held at the Alain Municipality Conference Hall. This two-day workshop was an inter-regional partner-ship between the public and the private sector. The workshop was led by Dr. Said Abdella, training spe-cialist for CropLife Egypt. The training workshop dealt with the principles of integrated pest management and safe use of pesticides. The workshop was aimed at building capacity in support of the IPM project on the control of Red Palm Weevil in the UAE. Seventy one participants attended and a great deal of the workshop focused on basic IPM principles, pesticide classifica-tion, labels, transport and storage together with safety measures in relation to human health and the environ-ment. It was clear that the success of this training activity is attributed to the proactive initiative by Sweden Trading Co. to build training capacity on pest control within the framework of IPM, and represents a sound model for private and public partnerships.

The GA meeting approved the an-
nual activity and financial reports
and elected new directors to
ExCo.
Additional points that were
covered at the meeting were:
♦ The prioritization of activities
and the ranking of the na-
tional associations.
♦ The review of the IPR bro-
chure as some inconsisten-
cies were found in the draft
copy.
♦ The training update including
the “special ToT training” to
create capacity in the region.
♦ The feedback on the Global
IPM Pilot Course and the roll-
out action plan discussed.
♦ The progress that has been
made with the website and
newsletter.
♦ An update on Biotechnology
in the region.
♦ Container Management with a
call for national associations
to ensure that the end recy-
cled product complies with the
CLI guidelines.

West & Central Africa Report
CropLife Côte d’Ivoire has been granted $40 000 for
the development of professional training by the
French company, Fonds pour le Développement de
la Formation Professionnelle, FDFP.
Training is crucial to achieve the aims and goals of
CropLife Côte d’Ivoire. The training will be provided
and supervised by consultancy group, Hygena Con-
sultants. CropLife will arrange and organise the train-
ing sessions and provide trainers from their own pool.
The signing of the protocol will take place in August
when CropLife Côte d’Ivoire will give a presentation
of the detailed training plan.

that positive progress is made in
Cote de Ivoire with regard to the
Plant Science Industry.
The new CropLife committee has been hard at work
to ensure progress in Côte d’Ivoire that will benefit
CropLife policies in the country. A meeting was held
with the new committee of CropLife Côte d’Ivoire
where various key activities of CropLife Africa Middle
East/International were agreed to. This led to the
arrangement of 8 projects teams who will focus on:
♦ IPR/Anti-Counterfeiting
♦ Regulations
♦ Stewardship
♦ Economic & Customs Affairs
♦ Ethics, Environment & Biotechnology
♦ Container Management & Obsolete Stocks
♦ Medical Affairs
♦ Communication & Partnership Building.

Farewell of Björn Neumann, Hub Chairman, E & SA
Björn’s role within his organization recently changed
and in his new position he will unfortunately no
longer be involved in Africa. As a result he has had
to relinquish his role of heading up the Hub. He used
the timing of the workshop to bid farewell to the
many friends and colleagues he has made over his
five year term. He will be sorely missed.
