I have to revise my comments concerning the Standard Sand and
Silica – Polk City Mine in Sections 25, 26 of Township 26 South
Range 25 East. I was organizing files for scanning into electronic
format and discovered the attached information. The mine was
reclaimed and released in 2003, so it was not entered into the
newer databases.

Sections 25, 26 of Township 26 South Range 25 East · Mining was in
progress by October 1980. Most of the lake was
created by 1994. Mining operations ended sometime after 1999 and
the site appears vegetated by 2004.
· I do not know if the SWFWMD granted an exemption from the MSSW
for this mine under Chapter 40D-45, F.A.C., or issued a MSSW
permit. Don’t know if the DEP district office issued a MSSW
permit. We do not have an ERP for this mine in Tallahassee. ·
Standard Sand and Silica provided a reclamation notice for many
of
its mines, but this was not one of them. Since mining began prior
to October 1986, all areas disturbed by mining operations by
January 1, 1989 are grandfathered from the reclamation
requirements. The area in the southeast corner of the mine appears
to have been disturbed after 1994 and would be subject to the
reclamation requirements.
Section 26 of Township 26 South Range 26 East former Standard Sand
and Silica – Joshua Sand Mine. · The permit and reclamation notice
was transferred to CSR Rinker.
The reclamation notice was then transferred to Rinker Materials of
Florida which was acquired by Cemex. Mining operations may have
ended between 1999 and 2004.
· The MSSW permit (MS53-235143, then 53-140574-001) was issued by
our Orlando Office. I do not know the compliance status of the
permit. The expiration date of the permit was extended to July 30,
2018. The permit specifically required reclamation of the site
based on Rule 16C-39.008, F.A.C., (now 62C-39.008). The 1998 permit
does not mention dredging/filling or wetland mitigation.
· The mine has not been released from the reclamation standards of
Part III of Chapter 378, F.S., and Chapter 62C-39, F.A.C. We have
not received a notice to conduct a release inspection.
