Japan and earthquakes

• Although the area of japan is just around 0.25% of total lands of the earth, more than 10% of earthquakes (M 3 and over) occur in and around Japan.

• According to the authority, the potential that a big earthquake occurs just beneath Tokyo is 70% in next 30 years.

• Are you running away from Japan?

• One Moment! Let me inform you of the practical know-how that have been making us survive numberless earthquakes today.

Japan and earthquakes -Continued-・In 2011, a gigantic earthquake called “The Great East Japan Earthquake” attacked Japan. Approximately 16,000 were victimized and nearly 2,600 are still missing. The disaster quickened even the rotation speed of the earth!

⇒However, more than 90% were victimized by “Tsunami” .

According to The Tokyo Metropolitan

Government, we have 4.6 – 8.0m seawalls

Around Tokyo, while the height of tsunami

that may surge to Tokyo Bay is estimated

around 1.9 – 2.5m.

*Besides, we are at “Oh-Oka-Yama”, which

Means “Great-Hill (and) Mountain”!

Japan and earthquakes -Continued-

・Another example is the series of strong earthquakes in last May in Kyushu, which consists of M 6.5 and M 7.3 main shocks and more than 1,160 times aftershocks.

・There was no tsunami caused by the earthquakes. In this case…

⇒Only (if I dare to describe so) 49 were victimized.

In conclusion, there is less need to be frightened by earthquake itselfwhile in Japan. Only the panic and luck of preparedness against earthquake may injure you or in the worst case, may kill you.

Today, I’m pleased to inform you of the hands-on tips that can secure your daily safety and make you concentrated on your study.

1. Make Your Room “Quake Resistant”- Daily Preparedness -

<Bedrooms>

• ⇒ Secure enough space around your bed so that heavy goods or broken window glasses will NOT fall down on you, at least on you head

• ⇒ Place heavy furniture away from door way so that such thing will NOTbe toppled and block the door

• ⇒ On (book)shelves, place light things on the upper sections while heavy ones on the bottom (i.e. arrangement to make the center low)

• ⇒ Put a pair of slippers with strong sole under your bed to evacuate safely

• ⇒ If possible, empty space under your table or desk to shelter yourself

2. Make Other Rooms “Quake Resistant”- Daily Preparedness -

< Kitchen>

• ⇒ Place heavy or fragile things at the lower section of cupboards or shelves

• ⇒ DO NOT place any combustible things around the cooking stove

• ⇒ Fix refrigerator to the wall or ceiling

<Bathroom>

• Do not put fragile things including a hand mirror.

<Toilet>

• When you feel an earthquake while in the toilet, open the door so not to be locked up.

<Entrance>

• Do not put heavy thing like a bike, sports equipment etc. That may block the door.

3. Prepare a “Hijou Bukuro”- Daily Preparedness -

• What is “Hijou Bukuro” ?

⇒ It’s a handy bag stuffed with assorted emergency provisions

⇒ In Tokyo, it is recommended by the authority

to prepare 3-day supply / person (especially 9 liters

of drinking water)

⇒ Ready-made hijou bukuros are available at

(Internet) shops but usually expensive!!!

4. Earthquake is coming? How can we know that?

• Although we have been researching on the way to forecast earthquakes well in advance precisely, we have not yet succeeded in it. What we have is the alert systems that activate at the almost last moment.

⇒Auto-alert on the phone

• In cases of earthquake of SHINDO 5- (lower) and over, your mobile phone will beep even it is set at the silent mode. If you are not sure whether your mobile phone is equipped with above function or not, consult the respective phone shop.

⇒ Auto-alert on TV

• Likewise, TV program will be suddenly interrupted and your TV system makes loud and uncomfortable beep just before a quake starts. You can play the beep on website of NHK. (http://www.nhk.or.jp/sonae/bousai/)

strength of earthquakes used only in japan.Shindo Quake

0 You do not feel the quake.

1 Some people staying still indoors feel the quake.

2 Most people staying still indoors feel the quake.

3 Most people staying indoors feel the quake.

4 Most people get surprised by the quake. Hanging objects swing, and unstable ornaments may fall.

5-jyaku(5-lower)

Most people will get frightened by the quake. Dishes or books may fall out of shelves. Furniture may move.

5-kyo(5-upper)

You cannot walk unless you hold onto something. Dishes or books will fall out of shelves. Furniture may fall down. Some concrete-block walls may fall apart.

Shindo Quake

6-jyaku(6-lower)

You cannot stand straight. Furniture will move and may fall down. Some doors may not open. Wall tiles or windows may be damaged and fall apart.

6-kyo(6-upper)

You have to crawl to move. You may be thrown by the quake. Furniture will fall down unless attached to something. Low earthquake-resistant wooden houses may lean or fall down. Large cracks may appear on the ground. Possible landslides.

7 Most of the low earthquake-resistant wooden houses may lean or fall down. Some high earthquake-resistant houses may lean too. Low earthquake-resistant concrete buildings may fall apart.

When you notice the beep, what we can do is limited.

<When you are indoor…>

•⇒ Move under a table or a solid furniture

•⇒ Stay away from “HEAT” including cooking utensils in use and room heating systems

•⇒ When applicable, secure a way out by opening a door nearby

<When you are outdoor…>

•⇒ Stay away from the signboards on walls, concrete fence, vending machines etc. that may fall down on you

•⇒ Move into a building or ATM booth or an open space 12

6. Now Earthquake comes! Detailed Actions to Take by Location

<In Your House / Apartment>

• In your room: Hide yourself under a table or a solid furniture. Stay away from “heat”. When evacuating, beware of the fragments of broken glasses.

• In toilet or bathroom: Do not stand up quickly. Open the door.

• When sleeping: Cover your head with blanket and lie sidewise.

<At the University>

• The condition may depends on each case. At your convenience please consult your professor or colleagues on what to do in the emergency. (how to deactivate equipment, to deal with toxic or explosive materials etc.)

6. Actions to Take by Location- Continued -

<On a Train / Subway> Hang on to a strap firmly. Do not panic as emergency power will activate quickly. Do not try to jump outside.

<On a Bus> Hang on to a strap firmly. Do not try to jump outside. If possible, check the location of the emergency door at your convenience.

<In a Supermarket / Convenience store> Stay away from shelves of heavy goods. Be careful so not to slip and fall. If you have one, empty the shopping basket and put on.

<Basement including underground shopping mall> Do not panic as emergency power will activate quickly. Emergency exits are located every 60m and most of basement structures in Japan are earthquake proof.

7. After an earthquake• Now, you have survived an earthquake safely. If you are:

⇒ At Tokyo Tech, follow the instructions from the university

⇒ At your dormitory or apartment, confirm that nothing is burning around you. (if you find a fire, ask for help and evacuate) Unless your place is collapsing, you should stay inside. Put on shoes and put your room in order. Prepare yourself for aftershocks.

⇒ At somewhere else, you have to decide if you stay at a temporary shelter around there or go home on foot. If staying, temporary shelters will be either schools, stations, city halls etc. You can ask where to go to passengers around you.

• After natural disasters, major convenience stores,Fast-food restaurants, karaoke halls, so-called“family restaurants”, gas stations, post officesprovide the following services at no charge forthe commuters who go home on foot. ⇒In cases of earthquake of Shindo6- and over, Disaster Message Boards will be provided by each phone company to leave your message and to play recorded others’ message.

• To leave a message, dial: 171 + 1+ complete phone number of the destination person

• To play a recorded message: 171 + 2+ complete phone number of the person who may have left a message to you.

10. If You Have to Refuge in a Shelter⇒ Please note that public facilities will be open to local refugees to shelter.

Ex: For Residents in “Umegaoka Dormitory”, “Yamoto Chugakkou” Sr. High school

For those who in “Shofu Dormitory”, “Enokiga-oka Shougakkou” elementary school

are allocated as the shelters. Please consult and confirm the name and location of your shelter with the Dormitory Manager and/or the Resident Assistant of your dormitory or apartment.

It’s recommended to visit the place once to confirm how to get there alone even in a blackout at midnight.

If you stay in such a shelter, please note that:

• You live with strangers in a hall, gym, meeting room etc. together. Privacy is limited.

• Foods and water will be provided, but halal foods or vegetarians’ foods are not available.

• No smoking, no pets

• Usually, interpretation / translation services are not provided.21

1. There are many earthquakes in Japan.2. However, the most terrible disaster is “tsunami”, not earthquake itself. Tokyo is

equipped with seawalls.3. Most of the facilities in Tokyo Tech are earthquake-resistant.4. What we should do are mainly, “room arrangement for safety”, “preparation of

emergency bag” and “confirmation of a shelter near by”.
