A FEW WORDS FROM THE CHAIR By Dr. Ross Burkhart It is my pleasure to welcome you to this Newsletter, which will inform you of the considerable achievements of our students, faculty, and staff. As a department, we have made some significant advances this past year. Political Science alumni have formed an Advisory Committee that will engage in fundraising activity to endow scholarships for students. The department also received a $3,000 grant from Albertsons Library to enhance the Political Science collection in the library. Political Science students continue to achieve amazing things. You will read about them in the following pages, but let me highlight two. Political Science alum Hannah Stauts, Mayor of Stanley, Idaho, is the youngest female mayor in the United States at age 22. Lisa Burns has been named a Top Ten Scholar. She will return from her second studies abroad experience in Latin America this spring. Both Hannah and Lisa have very bright futures. Our faculty continue to achieve much in their teaching, scholarship, and service. Lori Hausegger, Susan Mason, Brian Wampler, and Scott Yenor were awarded College of SSPA Faculty Research Grants to present their scholarship at various conferences. Faculty traveled to professional conferences throughout the year, and several have had their scholarship published. Greg Raymond traveled overseas to discuss his research. Gary Moncrief took a sabbatical at the Eagleton Institute at Rutgers University to further his research on women in state legislatures, giving several presentations. In teaching, Steve Sallie, Wampler, and Yenor were all recognized by ASBSU for their outstanding teaching. In service, John Freemuth and Jim Weatherby made many community presentations as well as appeared frequently in the press and on local television stations. Dick Kinney serves in several vital administrative capacities in the department. We will feature Kinney’s accomplishments in this newsletter. We congratulate Jim Weatherby on his announced retirement, effective July of 2006. Professor Weatherby served as chair of the Department of Public Policy and Administration from 1989-2004 and currently is the director of the Public Policy Center. Weatherby taught many State and Local Government and Idaho Politics courses for the Political Science department. We wish Jim well in his retirement. We welcomed Iana Kingsbury- Jackson to our departmental office on a permanent basis in the Office Specialist II position in December 2005. Tricia Trofast, administrative assistant, with the support of Kingsbury-Jackson and Tim Qualls, a work study student, manage the office to the highest professional standards. In Fall 2005, Kinney received the Annual Library Faculty Award forExcellence in Library-Oriented Teaching. This is an annual university-wide award and is very prestigious. Kinney has served as thedepartment’s faculty representative to the library for a number of yearsand distinguished himself by thoughtful liaison work with the librarystaff on the department’s behalf, assisting us in acquiring librarymaterials and answering any library-oriented questions.

Kinney has taught a multitude of courses for the Departments ofPolitical Science, Public Policy and Administration, and the HonorsCollege since coming to Boise State University in 1976. These classesinclude American National Government, American Chief Executive,Political Parties, Public Opinion and Interest Groups, Public Budgeting& Finance Administration, Public Policy Processes, and Special Topics.

He is very active in the university community and serves on theUniversity Library Committee, Teacher Education Coordinating Council,and as chair to both the Political Science Scholarship Committee andPolitical Science Progress Towards Tenure Committee.

It is an honor to have a colleague of Dick Kinney’s caliber in the department.

STUDENT HONORSBROWN SCHOLAR

Matthew Rude was honored as a Brown Scholar in September 2005.

COMMENCEMENT MARSHALKyle C. Millard was selected as a Marshal for the December

2005 Boise State University Commencement Ceremony.

FOUNDERS’ LEADERSHIP SOCIETYJesse Menlove and Maria Rollins, class of 2006, were

inducted into Boise State University Founders’ Leadership Society, aprogram that recognizes graduating students for their outstandingleadership involvement.

TOP MILITARY STUDENTNic Adams was named as a Top Military Student for the Fall

2005 semester.

TOP TEN SCHOLARJared Hoskins was selected as a Top Ten Scholar at Boise state

University in 2005.His honored facultymember was Dr. Scott Yenor.

Lisa Burns hasbeen selected as aTop Ten Scholar atBoise state Universityfor 2006. Her honoredfaculty member is Dr. Brian Wampler.Jared Hoskins, Top Ten Scholar

We thank our adjunct instructors for their course offerings,which enhance our curriculum greatly. Our 2005-2006 adjunctsare Steve Ackerman, Stewart Gardner, Amanda Hoffman,Christopher Innes, Xabier Irujo, Carole Nemnich, WilliamOverton, Steve Shaw, Cathy Silak, Brook Smith, BryanTaylor, Sharon Wei, and Steve Wilson. Dennis Donoghue,Emeritus Professor of Political Science, also offered a course.Additionally, Jared Tatro, Master of Public Administrationstudent, did an excellent job as the teaching assistant in the“mega-section” of American National Government.

Professor James Weatherby,after 16 years of heading theDepartment, Policy Center and MPAProgram, as well as service asInternship Director and teaching forPolitical Science is stepping downand moving into a phased retirement.Over his years of service, no one atBoise State University has providedmore quality service to the universitythrough his interaction with thecommunity, especially with respect to

interacting policy with makers both in and out of government. Aclose inspection of his record shows that major media outletsthroughout the state, as well as decision-makers both in thepubic and private sector continue to seek out his expertise. Inbrief, Weatherby represents the best there is about Boise StateUniversity, the MPA Program, and Political Science. We will misshis presence immensely but are very happy to say that he will stillbe with us on a part-time basis for the next several years.

Each year the Department of Political Science awardsscholarships to political science majors.

In addition to the general political science scholarships, thereare two special scholarships. The Willard M. Overgaard Scholarshipis awarded to a deserving member of the Xi Chi Chapter of PiSigma Alpha, the National Political Science Honor Society. Dr.Overgaard was a former chair of the department and a professor ofpublic law before his retirement. The Avery Peterson Scholarship isfor a student with an International Relations emphasis in PoliticalScience and an interest in the Foreign Service. Mr. Peterson was aformer Foreign Service Officer and taught for the department in the 1970s.

Application information is available each January at thedepartment’s office and website. Later in the spring, thedepartment’s scholarship committee reviews the applications andmakes recommendations to the department chair on who shouldreceive scholarships. A ceremony is held at the beginning of thefall semester to honor the recipients.

The department considers these scholarships as an excellentopportunity to recognize our majors’ academic excellence,achievements, and other contributions.

INTERNSSince Boise State is located in the capital city, a large number of internships are offered to our political science majors. These

internships allow students to gain important experience, make valuable contacts, and earn academic credit – sometimes they even getpaid! Many of our students took advantage of the internship program during the 2005-2006 academic year.

Pi Sigma Alpha is the National Political Science Honor Societywhich recognizes the Xi Chi chapter at Boise State. Each spring, ourchapter co-sponsors the Political Science Recognition Luncheon. Thisyear’s annual Recognition Luncheon continued in the successfultradition of previous years. On March 1, 2006, the Xi Chi chapter of PiSigma Alpha, the Department of Political Science, and the PoliticalScience Association (PSA) came together to recognize this year’s PiSigma Alpha inductees, PSA members, student interns and internsupervisors.

The guest speaker for this year’s luncheon was Mr. Jade Riley. Mr.Riley graduated from Boise State with a Bachelors Degree in PoliticalScience. During his Boise State career, he interned in the White House.After completing his degree, Mr. Riley returned to the White House towork in legislative affairs. He is currently working as assistant to theMayor. Mr. Riley’s career has provided many opportunities toexperience both local and federal government. He reflected on bothof these experiences and revealed that the most important factor indeciding which area of government to work in is to keep one’s originalgoal in mind. Mr. Riley’s goal was to make a difference in public policy.He also discussed the best ways to improve local government. Theseinclude innovation in budgeting and providing faster more efficientservices to the public. We were honored to have Mr. Riley speak andwould like to thank him for taking the time to share with us hisexperiences and ideas for improvement

Pi Sigma Alpha honored its current members and inducted newmembers at this year’s luncheon. Pi Sigma Alpha membership includesMallory Atkinson, Lauren Bailey, Amanda Craig, Thomas Driscoll,Patricia Fabbri-Forbes, Robert Green, Dinko Hadzic, Jesse Jones,Nick Ludington, Michael Kastens, Jesse Menlove, Carley Miller,Matt Purdy and Katherine Rice. The current officers for Pi SigmaAlpha are Christina Case, President; Lisa Burns, Vice President;Kristopher Jacobs, Treasurer; and Stephanie Schneider, Secretary.

POLITICAL SCIENCE ASSOCIATIONBy Jeremiah Hudson, President

As usual, the Political Science Association (PSA) at Boise StateUniversity has had an event-filled year. We have continuallyprovided an extra-curricular platform for PSA members and PoliticalScience students. We have also given students who aren’t PoliticalScience majors the opportunity to expand their knowledge ofpolitics by promoting a variety of prominent speakers.

Our year started out with a wonderful opportunity.Ambassador Jack Matlock, the last U.S. Ambassador to theSoviet Union, addressed our organization. Amongst other things,Ambassador Matlock discussed the pressures of being theAmbassador to such a powerful nation, as well as the interestingturn of events that led to the collapse of the Soviet Union.Ambassador Matlock and his wife also shared stories of thepersonal relationship between the Reagans and Gorbachevs.

During Christmas break the PSA assisted Dr. Ross Burkhartwith the annual YMCA Youth Government Program. PSA membersassisted in leading discussion groups with local high schoolstudents, which involved political issues that are prevalent in thestate and local levels of government. In April these students willconverge on the State House and participate in a mock legislativesession and learn about the Idaho Court processes. This will be agreat opportunity for young Idahoans to learn about how Idahogovernment works.

In January, along with the Honors Student Association, the PSAhelped sponsor a lecture by Dr. Charles Kelgey. Dr. Kegley is aProfessor at the University of South Carolina and is a prominentscholar of international relations. He gave us a wonderfulpresentation entitled “Iraq and the Future of United States Foreign

Policy.” Dr. Kegley discussed different theories of internationalrelations and how the United States foreign policy fits into thosetheories.

On February 17th, we had our annual Political ScienceStudent/Faculty dinner at Louie’s downtown restaurant. This was agreat opportunity for students and faculty to participate in a socialactivity that occurred outside the academic setting. We had a greatturnout at the event and look forward to next year’s dinner. OnMarch 7th, the PSA hosted Greg Nojeim, the Associate Directorand Chief Legislative Counsel of the ACLU’s Washington NationalOffice, for a discussion on lobbying. On March 9th, the PSA hostedDr. Xabier Irujo, A Basque member of the European Parliament. Dr.Irujo explained some of the inner workings of the EU and thenation-states that are involved.

On behalf of PSA, I would encourage all students who areinterested in Political Science to get involved with our organization.We have had a great year and look forward to next year. I wouldlike to personally thank Tim Qualls (Vice President), ShawnMaybon (Treasurer), and Ben Davenport (Secretary) for all of theirhard work. I would also like to thank Maria Rollins who has helpedwith much of our advertising. Finally, I would like to thank Dr. RossBurkhart, who has continually provided us with his expertise andadvising skills. We would also like to thank all the professors in thePolitical Science department who provide us with a greateducation.

The Political Science Recognition Luncheon is an annual event to induct new members into Pi Sigma Alpha, The National PoliticalScience Honor Society, and pay tribute to our interns and their supervisors, the students in the Political Science Association, as well asmembers of the Boise State University campus community.

FUNDRAISING FOR POLITICAL SCIENCE SCHOLARSHIPSBy Andrea Mihm , M.P.A.

Two centuries ago, President John Adams said, “To furnish themeans of acquiring knowledge is…..the greatest benefit that canbe conferred upon mankind.” Today, we know that earning acollege degree provides us with the opportunity to better ourlifestyles, find a job that we are interested in, contribute to ourcommunities and to society, and face the challenges of life withknowledge and confidence. However, not every person with theseambitions has the financial means to partake of the collegeexperience. Scholarships are a tool that can create theseopportunities for students without saddling them withoverwhelming debt. A dedicated group of Political ScienceDepartment Alumni has recently formed an Advisory Committee tothe Department to raise money for scholarships for Political Sciencestudents.

The first fundraiser of the Advisory Committee will be held inearly May in Boise. The committee’s hope is that Political ScienceDepartment graduates will want to take part in this effort. Thepurpose of the committee is not to just fundraise but to gatherfellow alumni together to enjoy an evening in good company andfor a good cause. We will invite Idaho political luminaries such asHouse Speaker Bruce Newcomb and House Minority LeaderWendy Jacquet to attend the event to provide some fun politicalcommentary that we can all take part in. Please keep your eyesposted for announcements for the event. Your support will begreatly appreciated!

“BEHIND THE SCENES IN THE IDAHO LEGISLATURE” WORKSHOPDr. Gary Moncrief and Carl Bianchi (Director, Idaho Legislative Services Organization) co-directed this year's "Behind the Scenes in

the Idaho Legislature" workshop. The workshop was held on February 4 and 11, 2006, and attracted over 100 enrollees. Featured speakersincluded Boise State University President Dr. Robert Kustra, House Speaker Bruce Newcomb, State Senators Bart Davis, Joe Stegner,John Andreason and David Langhorst; State Representatives Wendy Jaquet and Debbie Field, and former State Representative CeliaGould. Also featured were lobbyists Lyn Darrington, Alex LaBeau, Jeremy Pisca and Ken McClure and media representatives DanPopkey, Betsy Russell, Jon Hanian and Greg Hahn. Dr. Leslie Alm, is Professor and Chair of the Department ofPublic Policy & Administration at Boise State University, and is theDirector of the Master of Public Administration program. Hisresearch interests are in state and local politics in the West,environmental policy making, and U.S.–Canada relations. Alm hasrecently published articles in Journal of Borderlands Studies, TheAmerican Review of Canadian Studies, The Social Science Journal,and State and Local Government Review, and his book CrossingBorders, Crossing Boundaries: The Role of Scientists in theU.S.–Canadian Acid Rain Debate was recently published by Praeger Press

Dr. Ross E. Burkhart, Associate Professor and Chair had threearticles accepted for publication: “The Mormon Question: PoliticalCulture and Influence of Latter-Day Saints in Idaho,” co-authoredwith Les Alm, Dave Patton (University of Utah), and JimWeatherby, in the Virginia Social Science Journal; “Left Out: Trustand Social Capital among Migrant Seasonal Farmworkers,” co-authored with Brian Wampler and Maria Chavez (Pacific LutheranUniversity), in the Social Science Quarterly; and “Canada and theUnited States: Approaches to Global Environmental Policymaking,”co-authored with Les Alm, in the International Journal of CanadianStudies. Burkhart also had a book review published in InternationalStudies Review.

During the past year Burkhart presented a paper on capitalism,income inequality, and democracy at the American PoliticalScience Association meeting in Washington. Burkhart and Alm alsopresented research on Canada-U.S. environmental policymaking atthe Western Social Science Association conference in Albuquerqueand the Association for Canadian Studies in the United Statesmeeting in St. Louis. Burkhart and Alm received a $7,500 grant fromthe Canadian Embassy in Washington to continue their research onthe Commission for Environmental Cooperation.

Burkhart served as a panel discussant on “Culture, Values, andSocial Change” at the International Studies Association meeting inHonolulu. He continues to serve on the Editorial Board of theJournal of Political Marketing.

Burkhart serves on the Women’s Center Advisory Board and ischair of the Bookstore Advisory Board. He serves on the ExecutiveCommittee of the Boise Committee on Foreign Relations. He is co-advisor (with Brian Wampler) of the Political Science Association.Burkhart also is the Southwest Idaho regional director of the YMCAYouth Government. More than 200 high school students fromschools throughout the Treasure Valley participated in the one-daymock government exercise on the Boise State campus this pastJanuary.

Dr. Patricia J. Fredericksen, Associate Professor, continuesher research in the area of nonprofit and public sectorcollaboration with co-authored studies on the civic effect ofneighborhood design (with Susan Mason) and applied projectswith the Idaho Nonprofit Development Center (INDC) under thedirection of Betsy Dunklin. Graduate students working withFredericksen on the INDC projects include Jennifer Armstrong (acompensation study), Leah Silverman (county profiles andcontextual evaluation of service scope) and Rachel Wheatley

(curriculum development for introductory nonprofit coursework).Fredericksen continued work related to ethics and public policythrough service on the University’s Campus Climate committee anda new research focus upon workplace incivility (AKA bullying) inthe public sector.

Dr. John Freemuth, Professor and Senior Fellow for theAndrus Center for Public Policy, has been named as the InterminDirector of the Energy Policy Institute. He is authoring a chapter in aforthcoming book on the Antiquties Act, University of ArizonaPress, due April 2006.

Dr. Lori Hausegger, Assistant Professor, is the Department’sPre-Law Advisor and the Faculty Advisor to the Pre-Law Society.She presented her work on women’s interest groups’ use of thecourts in Canada and the United States at the Midwest PoliticalScience Association meeting in April 2005. Hausegger continuesher research on judicial decision making in Canada and the UnitedStates. In Fall 2005, she also worked on grant proposals for aproject she is starting on judicial appointments in Canada.Hausegger will present a first look at this project at the CanadianPolitical Science Association meeting in June 2006.

Dr. Dick Kinney, Professor, attended the Western PoliticalScience Association (WPSA) annual meeting in March. At theconference, he discussed the findings from his paper on thebudget submitted by Idaho Governor Dirk Kempthorne in Januaryto the Legislature. During the summer, he will edit the paper andextend the analysis to Legislature's appropriations decisions. Theannual proceedings for the WPSA Roundtable on State Budgeting inthe Western States, prepared by the Center of Public Policy andAdministration at the University of Utah, will contain his revisedmanuscript.

As always, Kinney invites his former students and advisees tolet him know how they are doing. His email address [email protected].

As the main advisor in the department for the political science-social science-secondary education program, he wants to hear fromprevious and current students in that program to tell him about theirexperiences. He encourages current participants to check regularlythe bulletin board in the hall outside of PAA-126 and the PoliticalScience website for information about the program.

Dr. Susan G. Mason, Assistant Professor, was awarded afellowship to attend the International Canadian Studies Institute inBritish Columbia and the Yukon. In addition to teaching Masoncontinues research on neighborhood design and communityoutcomes with Patti Fredericksen. Mason is also co-author withLes Alm to revise a book chapter “Linear Correlation andRegression” for the second edition of the Handbook of ResearchMethods in Public Administration. Other collaborative researchincludes Mason’s work with the students in her GIS class toproduce maps suitable for the upcoming State of the Regionreport.

Dr. Gary Moncrief, Professor, returned to the Department forthe Spring semester after spending Fall 2005 semester at RutgersUniversity in New Brunswick, N.J. While at Rutgers, Moncrief

He also gave talks at the Forum forNew England Women Legislators in Portland, Maine and at theWestern Legislative Academy in Colorado Springs, Colorado. Hepublished two book chapters (both on term limits) and tworesearch articles (Legislative Studies Quarterly; State Politics andPolicy Quarterly).

Dr. Gregory Raymond, Frank Church Professor of InternationalRelations and director of the Honors College, published El DesafioMultipolar [The Multipolar Challenge] (Cordoba, Spain: EditorialAlmuzara) as well as “Military Necessity and the War Against GlobalTerrorism,” in The Law of Armed Conflict: Constraints on theContemporary Use of Military Force (Aldershot, England: AshgatePublishers). He is currently finishing a book titled After Iraq: TheImperiled American Imperium, which will be published in Augustby Oxford University Press.

In July 2005, he delivered a lecture on the impact ofneoconservative thought on contemporary American foreign policyto academic and foreign ministry officials from 18 countries as partof a program sponsored by the Bureau of Educational and CulturalAffairs of the U.S. Department of State. Also under the auspices ofthe U.S. Department of State, he gave the following lectures duringOctober in Belgrade, Serbia: “The Future of American ForeignPolicy,” “New Directions in U.S. Security Policy,” “The Place ofPreemption in U.S. Military Doctrine,” and “Transatlantic Relations asa Crossroads.” Raymond also delivered “America's PrecariousUnipolar Moment” at the annual Frank Church Symposium on PublicAffairs, “Mapping the Global Future” at the Idaho Libraries FuturesConference, and “Retributive Justice in Statecraft” at the annualmeeting of the International Studies Association in Honolulu.

Dr. Steven Sallie, Associate Professor, presented a paper,“Capitalist Globalization and Liberal Democratization, in Muslim andArab Nations: An Empirical Analysis,” at the annual meeting of theInternational Studies Association in San Diego. He was a discussanton a panel, Democracy in Latin America, at the same meeting, aswell. He published an article, “The Symbiosis in a Syrian-IsraeliPeace Treaty: Security and Well Being Via Political andEnvironmental Sustainability,” in the International Journal onEnvironmental, Cultural, Economic, and Social Sustainability. Salliealso published two articles, “Measures of Development,” and“Democratization” in the Encyclopedia of the Developing Nations,Routledge. He hosted Pulitzer Prize winner, Seymour Hersh, in hisInternational Political Economy course.

Sallie is a member of both the Social Science and PublicAffairs Curriculum Committee and the University CurriculumCommittee. Additionally, he is a member of the Department ofPolitical Science Scholarship Committee and the Phi Kappa PhiWriting Award Committee. He is an everyday volunteer for theIdaho Youth Ranch. Sallie plays a lot of chess and discusses theissues of the day with his students in his office.

Dr. Brian Wampler, Assistant Professor, has been working overthe past year to finish his research project, designing his next long-term project, and preparing to teach new classes. Wampler hadseveral articles published this last year. One article discussesinstitutional diffusion of a participatory democratic institution in

Brazil. Another article analyzes the politics of civil society andinstitutional reform in Sao Paulo, Brazil, a city of 10 million people.He completed a book manuscript, tentatively titled Delegation, Co-operation, and Contestation: Participatory Democracy in 8 BrazilianCities. The book is currently under review and will hopefully bepublished in 2007. Wampler’s next long-term project will focus onexplaining the diversity of activity that civil society organizations inBrazil use to pursue their interests in political and civil societies. Heis applying for funding from the National Science Foundation toconduct a survey in Brazil and he is currently teaching a newcourse, “Latin American Politics through Film.” The course is anexciting and fresh way to look at political processes, actors, andevents. Wampler is also in the process of designing two coursesthat he will teach in Madrid, Spain, during the Spring semester of 2007.

Dr. James Weatherby, Associate Professor, Director of ThePublic Policy Center is also the Director of the Internship Program.

He is the political analyst for KTVB, Idaho’s News Channel 7,and a regular panelist for “Idaho Reports 2006” on Idaho PublicTelevision. He is coauthor of the new book, Governing Idaho:Politics, People and Power.

During 2005, Weatherby made 50 presentations to a number oflocal, regional and statewide organizations including such groupsas the Intermountain Forest Association, City Club of Boise, CanyonCounty Republican Central Committee, Association of Idaho CitiesAnnual Conference, Boise Metro Chamber of Commerce,Renaissance Institute, Treasure Valley Partnership, the IdahoAssociation of Counties Annual Conference, and the MeridianKiwanis.

Weatherby is the chair and facilitator for the Idaho StatePlanning Committee on the “Help America Vote Act”. He a memberof the board of directors of Sage Community Resources and theIdaho Tax Foundation.

Dr. Stephanie L. Witt, Professor and Associate Vice Presidentfor Academic Affairs, was an invited participant in a colloquium onthe Property Tax at the Lincoln Land Institute in Cambridge, MA, inApril of 2005. Witt will move from her current position to becomethe Director of the Center for Public Policy at Boise State Universityin July, 2006. As Director she will administer the Center as well asteach courses in the Masters in Public Administration Program.

Dr. Scott Yenor, Associate Professor, continues to teachpolitical philosophy classes and to write on David Hume, and hehas begun a second manuscript on the idea of the family inmodern political thought. He is offering a summer class called "TheFamily in Modern Political Thought" this year in which he willconsider the writings of John Locke, G.W. F. Hegel, John Stuart Milland other luminaries. He is also directing two grants aimed atteaching American history to local K-12 history teachers.

His wife, Amy, and his children, Jackson (10), Travis (8), Sarah(5) and Paul a.k.a. Lumpy (4) are all doing well, but their grammarhas been of particular concern to him and he is actively seekinggrammar tutors among his old students. Please feel free contact himwith any offers for help!

Robert Allen (2003) received his Masters of PublicAdministration, specializing in executive leadership from PortlandState University’s Mark O. Hatfield School of Government in 2005.He is currently conducting business development for MAXIMUS, anational, private government consulting firm.

Michael Bittner (1985) has accepted a position as SponsoredProjects and Extended Learning Dean at The California MaritimeAcademy, California State University. Prior to that, he was ExecutiveDirector of The Odyssey Maritime Discovery Center.

Darrell Brower (2004) is employed by Cathay Pacific Airwaysin Anchorage, Alaska.

Douglas L. Burr (1982) is the director of the Northern IdahoCenter for Higher Education.

Chris Carr (2005) is a kick return specialist and defensive backfor the Oakland Raiders. In his rookie year (2005) he led the leaguein kickoff returns with 73. While at Boise State, Carr was inductedinto the 2005 class of the Founders’ Leadership Society.

Korrin Eveland-Rue (2001) is teaching American governmentat Meridian High School in Meridian, Idaho.

Thomas W. Fassino (2003) is a project coordinator and urbanland planner with Pathway Development. His is responsible formanaging public policy development, as well as many researchprojects for the firm’s clients.

Theresa Grant (1998) is running the international division ofCourage To Be You, a nonprofit worldwide organization that isdesigned to help better the lives of orphaned children in Africa.International volunteers join local orphanages in Zambia, Africa,organizing HIV/AIDS awareness programs, improving existentinfrastructure or orphanages and schools teaching, providing jobskill training, marketing and business, or working on similar projects.

Jason Henderson (1999) received a J.D. from the Universityof Connecticut School of Law in 2003. He is an attorney with thelaw firm of Danaher, Lagnese & Neal, PC, in Hartford, Connecticut.

Zach Mallavia (2003) is the Agency Office Manager forServiceNet, Inc., in Northampton, Massachusetts, which is a largeHuman Service Agency dealing with Homelessness and MentalHealth issues in Western Massachusetts. In 2004, Mallavia managedthe successful legislative campaign for Nicole LeFavour, who iscurrently the only openly gay elected official in the State of Idaho.

Andrea Mihm (1999) received her M.P.A. From Boise StateUniversity. Mihm is a lobbyist for Sullivan & Reberger, an activemember of the Alumni Association and she is spearheading thecreation of a Political Science Advisory Committee.

Sheila Newman (2000) graduated with a J.D. from GonzagaUniversity School of Law in 2005. Newman is a Deputy CountyProsecutor in Glendive, Montana.

Whitney Parker (2003) is a graduate student in internationalrelations at the Maxwell School of Citizenship and Public Affairs atSyracuse University. Parker is the Communications Director for theWorld Security Institute, an entrepreneurial, international non-profitorganization based in Washington, D.C.

Joseph H. Pearson (1999) received his Masters of PublicAdministration from Idaho State University. He is the Director of theUniversity Center and Student Activities at Louisiana State Universityin Shreveport, Louisiana.

Jeremy Pisca (1995) is a partner at EvansKeane LLP. He is legal counsel to the IdahoAssociation of Realtors and is a lobbyist for theIdaho Building Contractors Association. Piscaspecializes in real estste, construction, businessand government relations.

Marcus Purkiss (2001)earned his Master’s in CriminalJustice at Boise State University in2003. He was sworn in as aSpecial Agent with the U.S.Department of State, Bureau ofDiplomatic Security, in May 2005.His duties include criminalinvestigations and numerousprotection details. Purkus recentlyreturned from a trip to the Middle

East with Secretary of State Condoleezza Rice, where they visitedJerusalem and Ramallah. While at Boise State, Purkiss was a memberof the Bronco Football Team.

Jennifer Ricketts (2005) is currently working for the AdaCounty Drug Court while preparing to apply to law school.

Kevin Satterlee (1990) is the Associate VicePresident/General Counsel at Boise State University.

Katherine (Sullins) Shields (2004) is the debate coach atBorah High School.

Hannah Stauts (2005) was elected Mayor ofStanley, Idaho in 2005. Stauts, 22, is Idaho’syoungest mayor and the youngest female mayor inthe United States.

Shane Sumrall (2002) received his J.D. fromthe University of Alabama School of Law in 2005.He is an environmental attorney with Balch &

Bingham in Birmingham, Alabama.

Natalie Thomas (2003) is working with Mike Regan andMaureen O’Connell at NewsCorp in Washington, D.C.

Gloria Totoriceguena, Ph.D. (1986) is an assistant professorat the University of Nevada.

Tanya Watt (2002) is an Education Coordinator with the Arts,Media and Engineering program at Arizona State University.
