What is E-Governance

• It is the use of range of modern Information and Technologies such as Internet,Local Area Networks, mobiles etc by government to improve effectiveness, efficiency,service delivery and to promote democracy.

Convincing people about eGovernance was tough

• Come August this year, Karnataka's Bhoomi project, will revolutionize the way people access information of land records. Several of the 7,00,000 land records will be available online within two months for banks, judicial courts and hundreds of village kiosks all across the State. Bhoomi, a successful project, is the only one and premier e-governance project in India, that has recovered 70 percent of revenues of the total investment in the project, which is expected to generate more than Rs 10 crore every year. What were the challenges that the Government had faced in implementing the Bhoomi project? How is the Government taking its IT projects to its citizens? How is the e-governance scenario in Karnataka?

Government initiatives

essentially involves computerization of 225 treasuries all across Karnataka.

The Bhoomi Programme

• In Bhoomi 20 million land records of 6.7 million land owners in 176 taluks of Karnataka have been computerized.

• This system works with the software called "BHOOMI”.

• Designed fully in-house by National Informatics Center, Bangalore.

• Funded by Government of India; some critical components of this project are funded by State Government.

The Bhoomi Programme

• Bhoomi is the word for land in the local Kannada language and is the name given to a software program to computerize 20 million land records.because land is such a precious asset in agriculture-dominated Karnatka, proper records are vital for safeguarding the legal rights of land ownership.

The highlights of Bhoomi: include:

• Fully automated systems to carry out changes on land records data

• Fingerprint-based biometric authentication to ensure non-repudiation of changes

• Facility to scan the field mutation order passed by revenue authorities and the notice served on the public interface

• Synchronizes with the regular fieldwork done by village accountants and the revenue inspector

• Provision for interfacing of touch-screen kiosk at taluka offices.
