CHAPTER 1 –INTRODUCTION

e-District is one of the State Mission Mode Projects under National e-Governance Plan,

which aims at electronic delivery of identified high volume of citizen centric services through

Common Service Centers (CSCs), by leveraging the common infrastructure of TNSWAN, SDC, and

SSDG.

e-District is implemented in the State aligning with the NeGP principle of “centralized

planning and decentralized implementation”. State IT Department/ Nodal Agency shall play a key

role in planning and implementation of the program in collaboration with the Districts

Citizen Services under e-District are classified into 3 basic categories:

Type 1 services are typically those services for which an accurate digital database is available.

For e.g. Income, Community and Nativity certificates are stored in secured database and

digitally signed.

Type 2 services are those services which can migrate to Type 1 services with due data

digitization and onetime physical verification. For e.g. legal heir, solvency certificates. Till

such time as the centralized, digitally signed databases are created, Type 2 services are

delivered within a pre-defined period.

Type 3 services require physical presence / verification and cannot be delivered across

counter, like issue of arm license.

The Service identified in this document for development – Application for e-Adangal, is a

Type-1 Service that can be delivered across the counter at the CSC. However, since the Department

does not have an online system currently to maintain the database that is required for the software,

this software is also required to be developed as a predecessor of the Service.

1.1 Objectives and Goals

The objectives and goals of the software are fulfillment of the core objectives of the e-District

Project as an effective e-Governance initiative, which include:

• Main objective of this project is to create and capture a data base of land and crop details so

that it will be helpful in issuing Adangal electronically.

• Its usage doesn‟t stops with Issuing Adangal it helps in various ways for the farmers and

revenue officials.

• Providing Citizens the ability to obtain this G2C Service hassle-free.

• Enabling the CSC to serve the Citizens by offering this online service.

• Offering the Citizens accurate data with its Correctness, Current-ness and Completeness.

• Enabling the Government Department to verify the output certificate of the service online.

• Enabling the Department to ensure accountability at all levels.

1.2 Benefits of the Adangal

1.2.1 MAIN USAGE

• Farmers can avail subsidies from government

• During draught or flood or any other natural calamity farmers can get relief funds

• These data will play a vital role in planning for import and export of food crops

• Other public welfare schemes

1.2.2 ISSUING OF CERTIFICATES

To obtain the following certificates Adangal is mandatory:

• Solvency Certificate for getting Bank Loan, standing surety and for getting Govt. Contract

• Ownership Certificate for loan purpose. This certifies the real owner of the land and it

differentiates between the owner and beneficiary. To know the genuineness of seller (owner)

when land is being purchased.

• Location Certificate for claiming industrial concession.

CHAPTER 2 –SERVICE OFFERED

2.1 Service Offered

Adangal is a very important revenue record, as it contains details of land such as owner's

details, area, assessment, water, irrigation type, soil type, nature of Liabilities, Tenancy and Crops

grown, etc.

Adangal is a record of total survey numbers in a village. This corresponds to a specific survey

number and the name of the owners or who is Benefiting from the land. This also contains Patta

number and how the land is used for cultivation or for other purposes.

Survey number wise, lands are selected then the details of the crops sown and harvested

must be recorded. Adangal should consist of all minute details of the land in the particular revenue

village with the remarks made by the officials at the time of inspection. These details are captured in

order to simplify the process of entries in Adangal and its maintenance by the Village Administrative

Officer. Adangal to be automated electronically and will be available online.

CHAPTER 3 – APPLICATION USERS 3.1 Farmer

Farmer can enter their land and cultivation detail in CSC Centre or in open portal as per their

requirement. They can even download their completed e-Adangal copy.

3.2 CSC Operator

CSC (Customer Service Centre) operators can add the data to application. They help farmers

by doing entries of crops and land on the applications.

CHAPTER 4–HOW TO USE APPLICATION

4.1 URL – Address of the Application

4.1.1 STEPS FOR OPENING APPLICATION

1. Open Browser (Chrome / Firefox / Edge / Safari)

2. At address bar type

3. Press Enter

4. IT will load the e-sevai portal page

4.2 CSC Operator

CSC (Customer Service Centre) operators can add the data to application. They help farmers

by doing entries of crops and land on the applications.

4.2.1 CSC LOGIN

1. Open the webpage

https://www.tnesevai.tn.gov.in/Default.aspx

2. Type username and password

3. Then enter Captcha

4. Click Login

5. CSC operator can able to see CSC Dashboard and showing all the services are available in the

CSC Portal.

6. First Procedure: Need to click Department Wise tab

7. Need to click on the REV – 001 e-Adangal Crop Entry.

8. In Second Procedure is Click on the Service Wise tab

4.2.2 REGISTER CAN DETAILS

If the farmers haven‟t registered the CAN details, he/she has to register through the register

page. Here it is explained below.

1. Login the application and navigate to the e-Adangal crop entry

2. Click on the Register button

3 It will load the Registration screen and fill the mandatory fields then submit the button.

4 Once click on the Submit button 13 Digit CAN No Will generate (Citizen Access Number).

4.2.3 LOAD CAN DETAILS

The CAN details used to load the information about the farmer.

1. Login the application and navigate to the e-Adangal crop entry

2. Then enter the CAN number in the box then click Search button

3. This will load the entered CAN details of the farmers

4. With registered mobile number also we can fetch the CAN details

5. If the farmers want to update fields they can update the fields. But not all the fields are

editable.

a. It has 3 sections namely Farmer Details, Bank Details, Present Address.

b. Grey shaded fields are not modifiable.

c. In this section all the fields are mandatory

6. If the farmer wants to update anything he will get an OTP. Then the OPT is given to the CSC

Operator then the data is modified in the application.

7. When all the modification is over click on submit button and then information will be

updated on the database and also applicant will be directed to the LAND ENTRY page.

4.2.4 LAND ENTRY

Operator can enter farmer‟s land details in the application. Here the steps are given.

1. Click on the Land entry menu.

2. it will take the CSC operator to the entry menu

3. Select the District, Taluk, and Village from the Drop down box and give the Patta number

and Land Owner name.(Land Owner as per Patta)

4. Then the Land Entry page will be loaded

5. Tick the check box and click on the add button. It shows the below

6. In the above section add owner type, beneficiary and extent information

7. After entering the information click on next

8. Then click on the submit button if the information is correct. Else click the modify button do

the changes and again click next.

9. Then all information will be added to the E-Adangal Database.

10. In the Crop Entry page the newly added details will be shown as follows.

4.2.5 CROP ENTRY

CSC Operators can enter farmer‟s crop details in the application. Here the steps are given.

1. Click on the Crop Entry in the dashboard.

2. It will take the Operator to the land details information page. It displays the lands of the farmer

3. Select the land, which farmer wants to enter details

4. It displays two section

The Information about first Section for the land details and the land owner details

The Information about Second Section for the below details

a. Irrigation source:-

b. Land owner Name

c. Type of cultivation:-

d. Crop type

e. CropName

f. Inter crop

g. Cultivate to Extent

h. Date of Sowing

5. Click the relevant fields and choose from the list of options. After adding all the details click on

add button, then the crop details will be added to the database

4.2.6 Re-sown

1. In here the list of crop entries will be listed in case of any damage to the crop and if the field

is cultivated again we can go for Resown.

4.2.7 E ADANGAL DOWNLOAD PROCEDURE

Former how to download the e-Adangal Document follow the below procedure.

1. As per the Screen click on the e-Adangal Download menu

2. After Click on the e-Adangal Download menu it will go to CAN Page then farmer enter

the CAN No then press “Search ” button

3. It will go to Payment Record Page

4. Payment record page Select option need to check then click on the verify OTP button and

farmer will get the OTP in the registered mobile No, Same OTP need to enter than it will go

to Payment record page.

5. From the list displayed select the owner name for the e-adangal report and click on the Pay

Now button then Payment Record it will go to Payments Details page.

6. Click on the Make payment button then load the Net banking/Credit card/Debit Card.

7. In the Screen Click on the “Download Adangal” button then Adangal record will download

form the database.

4.2.8 LAND INSURANCE ENTRY

CSC Operator can add insurance details of farmer‟s land in this section. Here the steps are

given.

1. Click on the Land Insurance in the dashboard.

2. After clicking the data entry page will be loaded.

3. Add the required fields and click on submit button.

4. Finally the land Insurance details will be added to the application
