    The Natural and the Built is a comprehensive understanding of the relationship between the history

    of Gujarat and its heritage. It talks about the significance, the value and the architecture of each

    heritage structure.

    We have great amount of heritage structures and history but we are not aware of maintaining

    them. Thats why this policy has been introduced. Our built heritage has been in very bad condition

    since the freedom.

    Existing spatial patterns of heritage areas are needed to be understood for the conservation and

    identification of people that are most affected by the policy and guidelines. That is why there is

    strong need for damage prevention, control mechanisms, coordinated efforts among different

    agencies and encouragement towards heritage conservation.The aim is to take positive steps to

    stem the erosion of built heritage, so that it is recognized as a valuable asset and gets conserved.

    The issue of Built Heritage and its conservation is to be addressed within the inline activities of itsvarious government departments, whilst including and benefiting everyone else in society. This will

    be achieved through a framework, under which all heritage properties can be enabled to be

    maintained, using clear procedures and incentives, and education & a wareness regarding built

    heritage can also be promoted similarly.

    A city without heritage is a city whose history will remain only in textbooks, and this should be

    unthinkable for a city like Surat, which traces its antecedents back to 300 B.C. and which has played

    such a significant role in the formation of modern India.

    Surats heritage is integral to its identity. Urban Space Consultants (USC) commenced work on theproject Policy Formulation for Conservation and Development of Heritage/Historic Places of

    Surat on 25th July 2008 , which anticipates that this initial exercise undertaken by USC shall aid the

    process of surveying and listing of buildings and the identification of conservation projects for

    implementation.

    The conservation of Built heritage encompasses various aspects, and these would lie under various

    responsibilities. The issue of Built Heritage and its conservation is to be addressed within the inline

    activities of the various Government departments, whilst including and benefiting ever yone else in

    society.

    What would be needed is to delineate these responsibilities that are being neglected, assign them

    specially and make conservation a social effort & movement, which would benefit all.

    The main intension of the U.S.G. comprises all kind of heritage to be conserved and at the same

    time the aim of the Draft Built Heritage Policy is to take positive steps within the inline activities of

    its various government departments, to stem the erosion of built heritage, so that it is recognized

    as a valuable asset and gets conserved.

    The overall draft policy is efficient only if the policy is been implemented strictly as far as the

    regulation part is concerned. Than only, well be able to conserve our heritage precincts and its

    value. The policy would go at all state level and each Municipal Corporation and each Nagarpalika

    will be responsible for heritage structures of that area. Collectors and Commissioners may not have

    that will to do because for them its just a part of duty. Converting each Nagarpalika and

    Municipal Corporation Offices into nice heritage or heritage type offices are first step to inspire.

    To implement the policy at its best, it is necessary to document each and every built heritage in

    proper manner and such works should be carried out by qualified Conservation Architects only.

    Such works done should be computerized and made it available for all the concerned Government

    Department for integrated works to be done. To make this policy strong enough, it is required to

    take help of more and more Conservation Architects who are having sound knowledge of

    identifying characters of heritage properties and structures, their heritage value and techniques of

    conservation of such built heritage.

    For encouragement of better implementation of the policy, extra incentives to be proposed for

    each Nagarpalika and Corporation upon working best on Heritage and those who privately own the

    heritage property must be given Heritage Kit along with Heritage Guideline to inspire more

    public participation.

    I think heritage zones are yet not identifies clearly because there are some villages the state having

    monumental buildings having heritage value and merging into cities, which are at biggest threat of

    losing magnificent heritage, may be unknown even for the residents living there. Therefore, it is

    required to broaden the Heritage Zone, so that other heritage could be included.

    To maintain our heritage or to well conserve our heritage for our next generation, guidelines should

    be followed strictly an of course implementation of the policy is must to achieve the goal of framing

    this guidelines for conservation of valuable asset built heritage of the State and city.

    Well see these aspects in case of DUTCH CEMETERY:

    In contrast to the English cemetery at Surat and most of the other European burial sites in India, this burial

    ground is dominated by huge pavilions and monuments.Again, destructions caused by climate and also by alterations of the mausoleums are responsible for the loss

    of most of the inscriptions. Only six inscriptions remain. Three of them are situated in the tomb of "Baron

    Adriaan van Reede".

    This monument is the largest of all monuments we have found in India. This baroque monument only shows

    few connections to the Arabian art. The building consists of a double copula with an upper and lower

    gallery. The galleries and copula are supported bydecorated columns. However, there is no clear style to

    identify. The plinth of the columns resembles Doric style, even if the torus in the middle of the columns is

    The structure shows importance of the people who

    are buried in this pavilion. They used to build such

    elemental pavilion to leave their foot prints back. We

    have not given importance to such built forms andthats why they are deteriorating these days.
