FFFForeword by the Provincial Commissioner
The Strategic planning workshop held on the 19th and 20th of August
served as a major opportunity for me, as the newly appointed Provincial
Commissioner in the Western Cape, to outline the strategic direction for
SAPS in the Province. The strategic direction is clearly one that emphasizes
the role and mandate of SAPS to serve all the citizens of the Province with
the highest quality and dedication in order to stabilize the Western Cape.
During the workshop Provincial Management took key decisions with
respect to re-prioritization in response to the crime pattern analysis.
Consequently resource reallocation was done, in line with the immediate to
long term approach to reduce six major crimes namely: Murder, Attempted
Murder, Rape, Robbery Aggravating, Illegal possession of firearms and
Drug related crimes.
A People Orientated Sustainable Strategy was developed, to be
executed by the people for the people of the Western Cape. The strategy
intends to ensure a sustained and improved service delivery to all
communities. It lays out three phases to ensure effective stabilization: short
term (7 months), medium term (2004/2005) and long term to normalize
through socio-economic development.
It was established that these crimes are of high
prevalence at Khayelitsha, Mitchells Plain,
Kuilsriver, Gugulethu and Nyanga. In order to make
a definite impact, it was decided that for the
remaining 7 months of the current financial year,
focus will be given to these stations in terms of
ensuring 100% resources and performance
measurement.
Provincial Management further concluded that it is essential for the
SAPS to go back to basics of crime prevention in order to reduce crime
effectively. In order to achieve the very realistic targets for set priority
crimes, it is vital that SAPS invest in strong community partnerships and
plan in collaboration with all other relevant agencies and institutions.
A dedicated team will monitor timeous execution of this strategy and
ensure unambiguous performance in order to combat crime at the 5
identified stations.
Our goal as the Management of This Province is to foster unity
amongst SAPS members and our community. Therefor the success of this
strategy depends on a team that works in unity. Hence our slogan that we
pride ourselves with is “Unity in Action”.

IIIIntroduction
The Strategic Planning session has set a precedent since it is the firstconsultative joint planning meeting of its nature, in which key stakeholders -management, trade unions, CPF and BAC contributed to a seven month ActionPlan under the new leadership of Provincial Commissioner Petros. TheStrategy is therefor termed the “People Oriented Sustainable Strategy”.
This document is a Phase 1 Implementation plan which focuses on the Top 5Provincial Priority stations that contribute 39% of the crime in the WesternCape (see Table 1).
The focus of the Strategy is to ensure a decrease of Murder by 12%, AttemptedMurder by 22.6%, Armed Robberies by 34% and Rape by 5%.
An increase of 3 % should be reported for Illegal Possession of Firearms andDrug possession/dealing.

˜ allocate our resources (people and other) in ways that will best help us to achieve our objectives and to deliver a professional service to the community;
˜ implement this plan in the next 7 months and regularly monitor our progress. Should we not be achieving our objectives we will take action steps to get back
