    To participate in the EWEB HeatPump Program, you must own theproperty and it must have EWEBelectric service. EWEB also requiresthat the property meet minimumweatherization standards:

    1. CEILINGS: Upgrade to R-49.Exception: In instances whereattic height does not providesufficient space to add insulation.

    2. WALLS: Upgrade to R-11, if the wallcavity does not have any insulation.

    3. FLOORS: Upgrade to R-25, ifexisting floor insulation is lessthan R-19.

    4. METAL DUCTS: Upgrade to R-11,if existing metal duct insulation isless than R-8.

    Step-by-StepInstructions

    1. To apply, complete the enclosedprogram application and returnit to EWEB in the self-addressedenvelope. If you are applying for azero-interest loan, also completethe loan application.

    2. EWEB will notify you by mail ofyour eligibility for the programand zero-interest loan.

    3. An EWEB Energy ManagementSpecialist will schedule a sitevisit to assess your home andcomplete a heating/coolingload analysis. The EWEBrepresentative will also determinewhether your home will needto be upgraded to meet EWEBsweatherization standards.

    4. EWEB will send you a copy of theheating/cooling load report. Use

    this report to obtain bids andselect a heat pump contractor.

    5. Your contractor will submit aHeat Pump Installation Proposalto EWEB. After EWEB reviewsand approves the proposal, yourcontractor can then install theheat pump.

    6. If your home requires upgradedweatherization measures, theseshould be completed after theheat pump installation.

    7. EWEB will perform a siteinspection of the completed heat

    pump installation.8. EWEB issues loan disbursement

    or the $1,000 rebate is made.

    EWEB will size your heatpump, provide installationspecifications for yourcontractor, and inspect thefinished project to ensure thatyour heat pump will performat maximum efficiency. Inaddition, upon approvedcredit, zero-interest loansare available for financing aportion of the cost to install asystem (see financing options).

    EWEB has zero-interest loans available,upon approved credit, to eligible propertyowners up to the following amounts:

    Air SourceHeat Pump Benefits

    Heat pumpare efficienheatingsystems,and wheninstalledproperly,can provid

    the same amount of heat as a standardelectric furnace at a savings of 30 to 5percent.

    In addition to heating your home inthe winter, heat pumps provide airconditioning in the summer.

    Air filtering systems installed withheat pumps can reduce pollen anddust in your home, and help alleviaallergy symptoms.

    TERMS AND CONDITIONS

    Minimum Insulation RequirementsSite-Built Homes:

    Ceilings Shall be insulated to a minimum of R-49 or the highest R-value approaching R-49that is practical.Floors If existing insulation is less than R-19, the insulation shall be upgraded to R-30 or themaximum level needed to fill the floor joist cavities, whichever achieves the highest practicalR-value.Walls If the existing wall cavity does not have any insulation, R-11 shall be installed where

    practical as determined by EWEB and the homeowner. Walls with existing insulation shall havea minimum of R-7.Metal Ducts If existing metal duct insulation is less than R-8, the insulation shall be upgradedto R-11.Flex Ducts Insulation shall be a minimum of R-8.All ducts shall be repaired and sealed according to EWEBs installation specifications.

    Manufactured Homes:Flex Duct Crossovers Insulation shall be a minimum of R-8.All ducts shall be repaired and sealed according to EWEBs installation specifications.

    DisclaimerEWEB specifically DISCLAIMS any and all warranties regarding energy savings, if any, to be realizedby the Customer from the use of an energy-efficient heat pump system installed under the EWEBResidential Heat Pump Program. The Customer further acknowledges and EWEB states that it hasmade no warranties, express or implied, regarding the quality of specific materials, components, orworkmanship utilized in the installation of the heat pump system, or concerning the nature of permits orgovernmental approval(s), which may be required.

    On-site InspectionsEWEB and/or its agent may desire to conduct a number of on-site inspections prior to and followinginstallation of the heat pump system. Customer/Owner hereby consents to such inspections. Theinspections are conducted for the sole purpose of determining the qualification of the heat pump system

    installation for Program participation and payment, and do not in any manner warrant use, construction,materials, safety, or any other matters other than the EWEB Residential Heat Pump Programspecifications, nor do they impose any duty upon EWEB to discover or report any defects or hazards ofany nature in the residence.

    InformationEWEB may make reasonable use of any information possessed by EWEB concerning Customer's heatpump system. Such use may include, but is not limited to, the general energy usage and is for the

    purpose of informing the public about the benefits to be derived from purchasing, owning, or using anenergy-efficient heat pump system.

    IndemnityEach of the Parties hereto agrees to be liable for its own conduct and to indemnify, defend, and holdharmless the other Party against and from any and all claims, demands, suits, losses, costs, anddamages of every kind and description, including attorney fees, brought or made against or incurred byany of the Indemnities resulting from, arising out of, or in any way connected with any negligent act,omission, or fault of the Indemnitor, its employees, agents or representatives, or subcontractors of anytier, their employees, agents or representatives, in the performance or nonperformance of theIndemnitor's obligations under this agreement, or in any way related to this agreement. In the eventthat loss or damage results from the conduct of more than one Party, each Party agrees to be

    responsible for its own proportionate share of the claimant's damages under the laws of the State ofOregon.

    I, the undersigned, hereby make application to EWEB for participation in EWEB's Residential HeatPump Program, which may include, but is not limited to, site analysis, heat loss calculation, inspection,and an EWEB approved no-interest loan for a maximum of: $5000 manufactured homes; $7000 site-built air source; and $8,000 site-built ground source. I certify to ALL of the following:

    I understand that I will contract directly with an EWEB-listed heat pump contractor for thepurchase and installation of an eligible heat pump system;

    I understand that I may elect to withdraw from participation in the program at any time before Isign the no-interest note as approved by EWEB; and

    I have read and understand the terms and conditions for participation in the EWEB ResidentialHeat Pump Program and agree to abide by such terms and conditions.

    Residential Programs Insulation Requirements December 3, 2009

    Energy Management ServicesResidential Programs

    Insulation Requirements

    As of November 1, 2009, the following insulation requirements are in effect for EWEBs Residential

    Energy Management programs (i.e. weatherization, ducted and ductless heat pumps). In addition toa loan EWEB offers an incentive of $.40 per square foot up to 50% of job cost for insulation ofattics, floors and walls. For duct insulation the incentive is $.40 per linear foot up to 50% ofjob cost. Eligible customers can receive both a zero interest loan and a rebate. If the customer doesnot want a loan, they will receive only the rebate. EWEB has implemented these changes to maximizeprogram energy savings.

    Program Eligibility Requirements

    1. Home must have EWEB electrical service and be electrically heated.

    2. In order for a customer to receive a window, door, ducted and/or ductless heat pump loan orincentive, the home must have the following minimum existing insulation levels:

    Ceiling - R-38*Floor - R-19

    Walls - R-7**Flex Ducts - R-8

    Metal Ducts - R-11

    * For ducted heat pump systems the minimum must be R-49.** Blown insulation can only be installed in walls with no existing insulation.

    3. If the required insulation levels do not exist, the following levels must be installed before or at the

    same time the energy efficiency measure is installed.

    Ceiling - R-49 or the highest level approaching R-49 that is practical

    Floor - R-30 or the amount needed to fill the floor joist cavities,whichever achieves the highest practical R-value(minimum R-21 for a 6 cavity)

    Finished Walls - R-11

    Unfinished Walls - R-15 for 4 inch wall (must have no existing wall insulation)- R-21 for 6 inch wall (must have no existing wall insulation)

    Flex Ducts - R-8Metal Ducts - R-11

    4. For those homes with electric forced air heating systems, all ducts must be repaired and sealedaccording to EWEBs program specifications.

    Note: Complete and correct bid proposals are required. Your EWEB Account Manager willinform you of any requirements not included on your bid proposal.

    Limited Income WeatherizationThe Limited Income Weatherization program offers free weatherization services incooperation with the Lane County Housing & Community Services (HACSA) to homeownersand renters who meet income guidelines. Grants and loans are available.

    Home Comfort WeatherizationThe Home Comfort program provides energy education and lists of energy-saving measurescustomized to upgrade the energy efficiency and comfort of electrically heated homes. Loans orincentives may be available.

    Comfort STATThe Comfort STAT program promotes increased comfort and energy savings by replacingexisting inaccurate wall-mounted thermostats with new electronic models. Financing is available.

    Ductless Heat Pump (DHP) programThe DHP program offers customers who have zonal resistance electric heat (i.e. baseboard,ceiling cable, or wall heaters) an option to increase comfort and save energy by installing a high

    efficiency ductless heat pump system that provides both heating and cooling. Rebates or loansare available.

    Ducted Electric Heating System Programs

    CheckMe! HVAC MaintenanceThe CheckMe! heating, ventilating, and air conditioning (HVAC) program provides a list ofcertified contractors that test the refrigerant charge and measure airflow in heat pump systems byusing the CheckMe! diagnostic test. Minor repairs, outdoor temperature auxiliary heat lockoutthermostats, and soft-start capacitors can be installed. Loans, electric bill credits, and State taxcredits are available.

    Comfort SEAL

    The Comfort SEAL program addresses customer comfort and energy savings by improving theefficiency of ducted heating systems. Services include testing and repair of air leaks in heatingsystem ductwork. Incentives, loans, and State tax credits are available.

    Centsible HeatThe Centsible Heat program is designed to encourage the appropriate application, installation,and use of high efficiency heat pumps. Program focus includes heat pump sizing, energy-efficientcontrols, and improved air distribution with tight ductwork. Loans, incentives, and State taxcredits are available.

    Energy-Efficient New Home Construction Programs

    ENERGY STAR Homes Northwest

    The ENERGY STAR Homes Northwest program promotes energy efficiency in new residentialhousing construction, including site-built and manufactured homes. Services include plan review,design assistance, and site inspections. Incentives are available for gas or electrically heatedhomes. Homes are tested and certified to ENERGY STAR standards.

    EarthAdvantageThe EarthAdvantage program has an energy component similar to ENERGY STAR HomesNorthwest, along with the promotion of environmentally responsible and resource-efficientconstruction practices. This green building program is available forgas or electrically heatedhomes, including manufactured homes and multi-family dwellings. Incentives depend on buildingtype. Homes are tested and certified to EarthAdvantage standards.

    Energy Saving Home Appliance Rebate ProgramThis program promotes the purchase of energy-efficient electric water heaters, and ENERGY STARclothes washers, refrigerators, freezers, and dishwashers. Rebates are offered for qualifying models.

    Refrigerator/Freezer Recycling Program

    Do you have an old refrigerator or freezer in the garage or in your home that doesn't get muchuse and takes up space? Recycle these old appliances through EWEB's refrigerator/freezerrecycling program and get a $30 incentive. Contact JACO Environmental directly at 1-866-444-8907 or visit their website atwww.jacoinc.netto schedule a date to pick up your old,operating refrigerator or freezer. JACO will haul away and recycle your old, operating refrigeratoror freezer for free. JACO will mail you a $30 incentive check within approximately 14 days of thepick-up, and you will start saving on your electric bill. To qualify: You must be an EWEB electricresidential customer. The unit must be 10-30 cubic feet. The unit must be in working condition attime of pick-up. The unit must be completely empty at time of pick-up. Limit two units perresidential address. ENERGY STAR models are not eligible for this offer.

    The Bright Way to Heat WaterThe Bright Way to Heat Waterprogram promotes the installation of new solar water heaters and solar

    pool heaters. Cash discounts, loans, and State tax credits are available.

    Indoor Water Audit (Contact Water Management Department)This audit evaluates the water efficiency of showerheads, toilets, faucets, and water-savingappliances. Some free water-saving products are available.

    Outdoor Water Audit (Contact Water Management Department)This extensive audit includes an inventory of plant materials, calibration of hose-fed or undergroundsprinkler systems, and practical tools and tips for outdoor water use.

Inclusion onthis list does not constitute an endorsement or recommendation by EWEB for anyparticular company. Each company has indicated that all State and local requirementsnecessary to legally operate as a heat pump installer are in force, including liabilityinsurance and registration with the Oregon Construction Contractors Board.

    Tips for Selecting a Heat Pump Contractor

    Adapted from information prepared by the Federal Trade Commission and the Oregon ConstructionContractors Board

    1. Ask friends, neighbors, and co-workers for contractor referrals.

    Find out if their experiences were good or bad. Ask if they would use the contractoragain.

    2. Ask what trade associations the contractor belongs to.

    Contracting is professional work. Membership in a professional association is onesign that a contractor recognizes the responsibilities of being a professional.

    3. Check out the contractor with local or state consumer protection officials.

    You can check the contractor out with the Dept. of Justice Consumer InformationHotline (503-378-4320) or the Better Business Bureau (503-226-3981).

    4. Ask for customer references.

    Check with previous customers. Ask for a list of the contractors five most recentcustomers. Were these customers satisfied with the work? Did the contractor keepto the agreed-upon schedule? Did the contractor return phone calls? If the personhad problems with the contractor, ask how the contractor responded to thecomplaints.

    5. Get written estimates from several contractors.

    Make sure bids include a statement that the installation will meet EWEBs HeatPump Equipment and Installation Specifications. Does the bid include anyapplicable building permit fees? Make sure you understand any wide variations inthe bids. Question a bid that is substantially lower than other bids. A large numberof Construction Contractors Board claims filed against contractors are the result ofhomeowners taking the lowest bid and then being unhappy with the low quality ofwork.

    6. Get all guarantees, warranties, and promises in writing.

    A contract should include all guarantees, warranties, and any other promises madeby the contractor. It should include the length of time covered and specify what isand isnt covered. Agree on start and completion dates and have them written intothe contract.
