Selection Process of Selection Process of Carl Smith AwardCarl Smith Award

• The PC Chairs identified 11 long papers eligible for the award (at least one student as its author)

• I have chosen 5 of them (higher average scores for overall recommendation)

• I have nominated Achim, Ljupco, and Vincent as the Award Committee Members (’05, ’06, ’07 PC Chairs, no conflict of interest)

• After a rigorous process, Achim reported the decision

Only approvals for my proposal on Feb 13, 2007 Proposal for DS SC Honorary member1. An SC member can become an Honorary member if he/she satisfies both of the following conditions A) and B).A) He/she has served at least 10 years for the SC.B) He/she is admitted by the SC to have given an outstanding contribution to the DS conference series.

Examples of an outstanding contribution include the followings.B-1) He/she has served as a Chair (e.g. SC Chair, SC Vice Chair, SC Journal Chair if established, etc.) in the SC.B-2) He/she played a leading role in initiating the DS conference series.B-3) He/she has been outstandingly active in the DS conference series (e.g. x: the number of papers, y: the number of participations to the PCs, z: the number of invited talks. x+y+z > 15).

Please note that one of B-1), B-2), or B-3) might be sufficient.It is possible that one who satisfies none of B-1), B-2), nor B-3) is admitted due to another condition.The rule says that the SC decides whether the candidate is appropriate.

2. An Honorary member is no more considered as a regular member of the SC.However, he/she can attend the annual SC meeting at the conferences if he/she wishes.

The idea, which comes from Professor Motoda, is to keep the SC to a reasonable size.

3. An SC member can become an X Chair in the SC for 3 years if his/her nomination to the X Chair is admitted in the SC.For instance, I expect the followings as the X Chair.A) Journal Chair: works on realizing special issues in academic journals for selected papers in the DS Conferences.B) Sponsorship Chair: seeks for long-term sponsorships to the DS conference series.C) Financial Chair: makes a rule about what to do when we have a profit or a debt. If there is enough money pooled, we can start an option of "seed money". Most desirably we should have a DS account.The Financial Chair should collaborate with the ALT SC because most of financial activities are done with them. It should be noted that each country has a different rule to establish a non-profit organization.
