DriveCam Review

What DriveCam is:

•Digital data recorder that only saves the recordings when “triggered”

• It saves a total of 8 seconds.

•The camera is “triggered” to save the recordings by excessive G-Forces caused by collisions, hard braking or acceleration, or hard cornering

What DriveCam is:

•Behavior modification tool that is used to show drivers their unsafe behaviors and to eliminate them

• Allows factual evidence of accidents to be viewed and allows informed decisions to be made regarding the financial responsibility of automobile accidents

• It is not remote activated camera that allows an employee to be spied on

• It does not allow constant monitoring of an employee’s location or actions

5/2007-8/2007 Pilot program conducted with 30 vehicles

Sept 2007 Board of County Commissioners approvesimplementation of program to include 750 DriveCam units installed over three (3) years

March 2008 250 DriveCam units installed

December 2008 250 DriveCam units installed (530 total units in use Countywide)

October 2009 Final 250 DriveCam units to be installed

Coaching Process1.DriveCam Units download any saved video clips nightly via built in cellular transmitter

2.DriveCam specialists review saved video clips for traffic violations, safety violations or violations of County policy

3.Violations are given a score based on severity and marked as a “coachable” offense

4.Designated staff from each department meet with employees to discuss behavior and ways to modify that behavior to improve their driving safety

Coaching vs. Discipline

• DriveCam’s focus is to coach employees to become better and safer drivers thus lowering the number of accidents that occur

• However, safety violations that involve the failure to use personal protective equipment, violation of traffic laws, or violation of Administrative Regulations cannot be ignored when identified during the coaching process

• Administrative Regulation 2.12 requires supervisors to discipline employees that violate safety policies

Outcomes from DriveCam for this incident:

• FHP responded to accident. Didn’t initially issue acitation because other party claimed Orange Countyran the red light. FHP later issued a citation to the otherparty after reviewing the video.

• State Farm sent a letter indicating we were the responsibleparty and indicated the damage to their insured’s vehiclewas approximately $10,000. After reviewing the video,they withdrew their demand and accepted 100% liability.

• OC RM received a Notice of Representation from Morgan & Morgan. Attorney rescinded notice and declined accepting the case after reviewing video saving Orange County an estimated$30,000 in defense attorney fees.

Outcomes from DriveCam for this incident:

• FHP responded to accident. There was a question who ran the red light. The driver of the other vehicle indicated Orange County ran the light. The video was forwarded to FHP for their review and they verbally indicated the other party was at fault and this would be reflected in their accident report.

• Carrier for the at-fault driver has accepted full liability for the accident.

• Coaching of drivers significantly improved their driving behaviors as indicated by the 60% reduction in “coachable” behaviors

• Safety violations are being handled as any other employee safety procedure violations

• There has been a reduction of 40% in the frequency of automobile accidents.

• There has a been a reduction of 41% in the severity of automobile accidents since implementation of DriveCam.
