North Fulham New Deal for
Communities (NDC)isoneofa
networkofNewDealpartnerships
locatedin39ofthemostdeprived
neighbourhoodsinEngland.
Establishedin2001,itisan
ambitious,10year,£44million
project,aimedatplacingthe
communityattheheartofthe
processofregeneratingitsown
neighbourhood.
Surroundedbytheaffluence
ofKensingtonandChelsea
andthegentrificationofmuch
ofHammersmithandFulham,
theNDCneighbourhood
wasapocketofsignificant
disadvantage.Successfully
regeneratinglocalhousing,
parks,schoolsandstreetscapes,
requiredsignificantchangein
theformsofengagementwith
localcommunities,toensure
thatlocalpeoplecouldfully
influencetherejuvenationoftheir
neighbourhood.Relationships
neededtochange;community
groupsandindividualsneeded
toengagemeaningfullywithlocal
institutionsanddesignprofessions;
todeveloptheirawarenessof
designandincreasetheirdesign
‘literacy’.
TheDesign Mattersprogramme
emergedfromaninitialresearch
projectbyChristineAtha.The
researchproject,asmallscale
partnershipwithacademicstaff
atCentralSaintMartinsCollege
ofArtandDesign(CSM),focused
onexploringbasicdesign
conceptsanddrawingoutthe
localresidents’owninnate,implicit
appreciationofdesign.TheDesign
Matterspilotprojectwasborn.
Usingreferencepointsineveryday
life–householdobjects,fashion,
streetfurniture,localbuildings.
CSMstaffworkedinaninformal
settingwithparticipants,to
developavocabularyofdesign
terminology.Thisenabledresidents
toarticulatetheircriticismand
appreciationofdesign,toanalyse
theirowntastes,anddefine‘good’
and‘bad’design.
Participantsenjoyedthe
programme,andreported
increasedinterestindesignissues
andimprovedconfidenceas
aresultoftheirexperiences.A
publication,Design Guide for North
Fulham NDC Area wasproduced,
drawingonmuchofthework
carriedoutbythepilotgroupand
summarisingtheobservations
ofChristineAthaandcolleagues
fromCSM.Fortheinitialadult
participants,therewereimmediate
successes.Keymembersof
theresidentsteeringgroup,
whichworkedwiththecouncil
anddesignprofessionalsonthe
regenerationofNormandPark,
were‘graduates’oftheDesign
Matterspilot.
Keentodeveloptheproject,
theNDCsoughtsupportfrom
keylocalinstitutions,sustainable
fundingandworkedtoachievea
strategicfitwithwiderCSMand
UniversityoftheArtsLondon
priorities.Byautumn2007,away
forwardemerged.Thisrefocused
theworkonyoungpeople,
prioritisingworkonincreasing
educationalattainmentand
supportinglocalyoungpeopleto
explorenewprogressionroutes
andcareeropportunities.
Youngpeopleagedmainly
15-19yearsoldparticipatedinthe
Design Matters workshopsheldin
themajorschoolholidayperiods,
enjoyedarangeofdesignfocused
educationalopportunitiesand
wideexposuretonewexperiences
andlearningresources.Thehigh
takeupofDesign Mattersby
youngwomen,manyfromminority
ethniccommunitieswasespecially
encouraging.
Thestrengthofthedeveloping
relationshipbetweentheCSM
Design Mattersleadtutor
andtheHeadofArt,Design
andTechnologyatthelocal
FulhamCrossGirlsSchool,
an‘outstanding’school,offers
excitingopportunitiesforfurther
work.
Design Mattersbeganasa
smallscalepilotdrivenbythe
sharedvision,commitmentand
enthusiasmofChristineAthaat
CSMandmyselfasProgramme
DirectoratNDC.Howeverithas
movedwellbeyondtheseorigins
tobecomeavaluablepartofboth
institutions’offerstotheirwider
communities.
Asaprogrammewhich
combinesinitialcreativityand
opportunism,acommitment
tocommunityempowerment,
education,andthepromotion
ofdesignexcellence,andwhich
makesavaluablecontributionto
wideningparticipationinhigher
education,IfeelDesign Mattersis
anexceptionalcasestudy.

Research Background
Contemporaryculturehas
developedacriticalmassof
consumers,broughtupon
ChangingRoomsandother
TVshows,whoarefamiliar
withthecoreprocessesof
transformationthroughdesign.
Thiscombinationofcultural,social
andeconomiccapitalhasbeen
acknowledgedthroughoutthe
literatureofregenerationpractice
astheambitionforneighbourhood
renewalprojects.Improvements
throughdesignhavepayoffsin
alldirectionsintherenewaland
remakingofcommunityidentities
andtheimprovementoflife
chancesforall.Weseemnowto
agreethatgooddesignofthebuilt
environmentissynonymouswith
goodlivingcircumstances,with
generalwellbeingandastrong
senseofself-confidence.
Governmenthadindicatedits
desireforcommunitiestobemore
directlyinvolvedintheplanning
anddesignoftheirenvironments
andaskedforconsiderable
commitments
fromlocal
authoritiesto
enablethis
andprovide
mechanismsto
makeithappen.

myresearchproject,Urban
RegenerationPracticeand
Theory,andCentralSaintMartins
CollegeofArtandDesignbecame
involvedwiththeNorthFulham
NDC.Thestudyexamined
therolesof
regenerationin
therebuilding
ofsocialand
culturalidentity.
Theproject
intendedto
enableafuller
understandingof
theroleofdesign
inthebuilt
environmentfrommanysocialand
culturalperspectives.Architecture
anddesigncansometimesbe
divorcedfromthedaytoday
functioningofthecommunity.
Weneededtoinsertdesigninto
everydaylife,totalkaboutour
experiencesofdesign,toincrease
thecontributionthecommunity
madetothevisionforthedesign
ofthearea.Consultationcan
failifitdoesnotinvolveand
acknowledgethecommunity.
Ifgovernmentpolicywastobe
implementedatcommunitylevel
itmustbeseenasadailyreality,
notavagueambition,capable
ofbeingconverteddirectlyinto
recognisableandmeasurable
results.Itwouldbepossibleto
raisesocialcohesionandintegrity
throughgooddesignandenable
broadersocialgoalsthrough
designinthebuiltenvironment.
InresponsetothisDesign
Mattersspecificallytargeted
acommunityofresidentsin
NorthFulham’sNewDealfor
Communitiesareathathada
distinctivedemographicand
reflectedabroadconstituency
ofdesignpreferences.The
residentshadadetailedvariety
ofspecificneedsandincluded
peoplewitharangeofdisabilities,
largenumbersofolderpeople,
familieswithyoungchildrenand
youngpeople.Theareaalso
hadanimminentregeneration
projectplanned.
Workingwiththis
groupallowed
potentialfor
bothqualitative
andquantitative
research
outcomesin
relationtoareal
development
situation.
The
methodologies
employedinthe
Design Matters
programme
ofworkshops
combinedtraditionalresearch
andexperimentaldesignactivities
withpopularculturereferences.
Methodsofarticulationemployed
bythecommunityinexpressing
theirunderstandingofand
usesfordesignwereobserved.
Theresearchwasdirectedat
developinga
newapproach
tothelanguage
ofconsultation
usedin
regeneration
projects.It
soughtto
establishclear
communication
betweenthe
stakeholders
involvedin
theimminent
development
oftheNDC
area.Thiswas
toprovidethetestinggroundfor
theapplicationoftheconsultation
toolsthattheresidentshadlearnt
Good design of the
built environment is
synonymous with good
living circumstances, with
general wellbeing and
a strong sense of self-
confidence.
Architecture and design
can sometimes be
divorced from the day
to day functioning of the
community. We needed to
insert design into everyday
life, to talk about our
experiences of design, to
increase the contribution
the community made to the
vision for the design of the
area.

acommunityisanonerousone.

fitsallrecommendationscreates
problems.

Whatisthebestexperiencewe

byprofessionalsandresidents
alikeintheconsultationprocess

Thisincorporatedmoreofthe
qualitativeaspectsoftheresearch
focusedoncapacitybuildingin
theNorthFulhamNewDealfor
Communitiesarea.Asequenceof
workshops,publicevents,short
courses,discussions,museum
andgallery
visits,andpublic
presentations
designedto
exposeand
utilisethedesign
capabilitiesof
residentswere
delivered.
Prototypeweeklydesign
sessionsheldattheNDCoffices
onNorthEndRoadcombined
shortlecturesanddiscussions
withpracticalworkshops.
Residents’designthinkingand
creativityemergedanddeveloped.
Participantsexperimentedwith
unfamiliarvisualisationtechniques,
drawingandimagemaking,
andwaysofreflectingand
theresidentshadparticipated
inthanthequantitative.Seeing
theirideasinprintforthefirst
timeprovokedadesireamongst
residentstoimprovetheirfluency
andtheirfamiliaritywithdesign

memoriesandwishes.
Ourintentionsweretodevelop
thissmallpilotproject.Soonit
grewtobemuchmore.Residents
What constitutes good and
bad design? What makes
the perfect park? What is
the best experience we can
have of local shopping?
...the consummate design
skills and latent potential
of the residents of North
Fulham.

theresidentsofNorthFulham.In
additionitbecameapparentthatall
membersoftheNDCcommunity,
whethertheywerefamiliarwiththe
artsanddesignornot,werenot
simplyhungryforinformationbut
wereableandwillingtomakeuse
ofitinmanyeverydaycontextsto
theirtangiblebenefit.Whatdidthis
awarenessofdesignachievein
thelongrun?Hasdesignmadea
difference?Wesincerelybelieveso
andwealsosawthisintheimpact
ofwell-designedbuiltenvironment
andobjectsintheNDCarea.
Astheprogrammedeveloped
weturnedourattentiontofocus
ontheneedsoftheyounger
peopleintheNDCareaandbegan
aprogrammebasedonoursmall
pilotspecificallytailoredtothem
andtheiraspirations.Perhaps
moresignificantly,though,we
thencombinedanotherpressing
agendathatcamedirectlyfrom
thearchitectureandspatialdesign
professionsandbegantofind
waystouseDesign Mattersas
apotentialmechanismtorecruit
thosegroupsunderrepresented
untilnowintotheseprofessions.It
wasatthispointthattheDesign
Mattersprogrammeblossomed
intoitspresentform,workingto
promotethearchitecturaland
spatialprofessionstoyoung
peopleofallbackgroundsandto
encouragetheiractiveparticipation
inbecomingtheshapersoftheir
futureenvironment.
Therestofthestoryistold
inthedetaileddescriptionsof
theDesign Mattersprogramme
below.Myinitialresearchgoals
weremorethanmetandmy
hopesandambitionsfordesign
fortheresidentsofNorthFulham
werecertainlyrealised.Butitis
thelong-termpossibilitiesforthe
Design Mattersprogrammethat
aremostsatisfyingandexciting.
Thechangeswemightachieve
totheprofessionthroughthe
inclusionoftheseyoungaspiring
architectscanbemoreeffectivein
alteringthebuiltenvironmentforall
thananygovernmentlegislation.
Inthelongtermwelooktothem
todemonstratejusthowmuch
designreallymatters.
I work as an analyst
and deal in facts. My
free time revolves around sport.
I was well into my fifties before I
regarded design as anything other
than an expensive irrelevance.
What brought about my
conversion that design mattered?
The answer was exposure. I was
a board member of a community
regeneration project trying to
improve North Fulham.
Christine Atha and Kirsty Morris
ran the Design Matters group
and I joined by accident. It was a
revelation. We were shown how
simple things like juice-pressers
and chairs were not just functional
but could be improved by good
design. We created collages from
pictures. We visited museums and
were shown the original squiggles
that architects have used to
create buildings. In the end we
created our own local statement,
which we used to design a park,
a school and build crime out of
estates.
I cannot underestimate the
importance that the Design
Matters group has made to North
Fulham. It has given local people
the skills and confidence to
challenge planners and developers
to design our neighbourhood
with the sparkle our residents
actually want, rather than having
unwanted and unloved badly
designed drabness imposed,
because none of us before Design
Matters knew how to ask “What
about us?”. Now that we know
how to ask this question is thanks
to Design Matters and is a real
legacy to North Fulham.

Thestructureoflonger,multi-
dayworkshopspermitsstudents
togothroughthedesignproc-
essfromresearchthrough
analysisandintoproposition.Each
stageofworkisrelatedtopractic-
esfoundinindustry.Whilstsec-
ondarysourcessuchasexamples
ofworkfrommagazinescanprove
helpful,theyarenotasubstitute
fortheimmediacyofinteraction
witharealbuildingorpersonin
themidstofarchitecturalproduc-
tion.Design Mattersfacilitatesthis
interactionthroughasequence
oftripstorelevantspacesand
visitstoarchitectureanddesign
practicesthatcomplementthe
studio-basedactivities.Practice

partviaourworkwithstudents
fromwestLondonandourwork
withNorthFulhamNDC.How-

ThehalfdaysessionheldatThe
Hammersmith&FulhamUrban
StudiesCentrewasjustaboutthe
dioramaexercise.Aquickand
effectivewayofgeneratingideasof
howthestudentswouldliketheir
localareatofeel.
Themodelofworkshopand
exhibitionprovedagreatwayof
respondingtoyoungpeople’s
needforinstantrealisationof
theirwork,bothintermsoftheir
creatingduringtheworkshopand
thedisplaytothepublicoftheir
ideas.Sitingtheexhibitioninan
emptyshoponamaincrossroads
reallyputthestudents’ideason
howtheywouldliketoseetheir
localareaintocontext.

The unoccupied former coffee
shop, site of the Pop-Up
exhibition, was on the corner of
Dawes Road and North End Road,
a very busy part of Fulham.
The students who had created the
exhibits came to the opening of the
show which took place in the street
outside the shop.
The dioramas were
created by pupils from
a local school at a half
term workshop.

I remember the first
time I was involved in
the pitch, meeting the students
in the morning, when they were
still finishing their presentations,
building 3d sketch-up models, or
gluing last pieces of cardboard
onto their physical models,
others working on power point
presentations. I remember being
totally fascinated and first could
not believe seeing them working
along confidently almost like
professionals.
It is a great opportunity for
me to discuss ideas about
architecture in an unusual and
fresh context, with young people,
who are creative, inspiring and
incredibly aware of our
environment and what is
calling for a change.

technologiesintoitsprogrammes
foryoungpeople.Wehave
mainlyusedeveryday,affordable
equipmentandsoftware.This
isnotbecauseitischeapbut
becausewethinkcreativityand
resourcefulnessexistinour
participants’minds,notinthetools
theyuse.Weprefertoolsthatare
usedbyprofessionaldesigners
andareuniversallyavailableto
ourstudents,evenafterthey
havefinishedaworkshopor
programme.Sowehaveasked
studentstodocumenttheirareas
withcameraphonesandGoogle
Earth,shapeproposalswithonline
mapsandGoogleSketchUp,the
free3Dmodellingsoftware,and
illustratethemwithsimplephoto-
editingapplications.Inpartnership
withKingwoodCityLearning
CentreandtheHammersmith&
FulhamUrbanStudiesCentrewe
lookedatanimationandfilm-
makinginthedevelopmentofa
SchoolTravelPlan.

Inresponsetothese
experienceswehavebeen
investigatingtheideaoffindingfree
–ornearly-free–waysofadapting
anddevelopingreadily-available
technologicalresourceswithour
students.Ouraimistomake
representationsofhowthecity
shouldorcouldbe,developvisual
critiquesofspacesandpropose
newwaysofmakingplaces.
