1. WelcomeandIntroductions
Frank Martin Seifert (ESA) welcomed everyone, noted the good progress with the baselineacquisition strategy and the current emphasis on user uptake of data, distribution, andexploitation.
GFOIStatusOverview
StephenWard(SDCGSec)reviewedthestatusofGFOI, includingthemaingroups,Leads,andGFOIOffice.GFOIismovingto‘Phase2’whichhasastrongcountryemphasisandfocusondatauptakeandapplication.StephennotedthatSilvaCarbonfundingisuncertainpast30September2018.FundingfortheGFOIOfficeisguaranteeduntiltheendof2017,andthereisaproposalforamulti-yearextensionfor2018+/Phase2whichwillpotentiallybesettledbytheendoftheyear.ThereisthepotentialforfurtherfundingfromtheUK,specificallyforR&D.GFOIAlerthasbeenproposedasaconcreteSDCGactivityforPhase2.
GFOI’s successwith the global baseline coverage is likely to be highlighted at the upcomingGFOI Plenary. Moving into GFOI Phase 2, it is important that SDCG stays on top of thedevelopmentsaroundtheDataUserAdvisoryGroup(DUAG)whichisakeycomponent.HelmutStaudenrausch(DLR)supportedtheDUAGconcept,notingthatitisimportanttohaveaforumfor gathering user requirements. The concerns are more around implementation. GeneFosnight (USGS) noted that GFOI will have the MGD and DUAG, and feels they should becombinedtoensuresufficientflowofuserrequirements.
Yves Crevier (CSA) noted that it is great to see GFOI taking ownership, making sure theystructurethemselvestoaddressuserneeds.SDCGjustneedstorevisethesupportstrategytomeetthisnewstructure.
StephennotedthepositiveresponsefromWRI/GFWtoSDCG’sEarlyWarningproposal,thoughFAO remain unresponsive to SEPAL-CUBE collaboration offer. SDCG Sec funding is ending atCEOS Plenary, andUSGS capacitywill also be reduced.USGS pushing rationalisation of GFOIintoCEOSstructuretomeetbudgetaryrestrictions.

SanjayGowda(CEOSSEO/AMA)raisedtheissueofSDCGsupportingSEPALviatheDataCube,andatpresent it isnotclear this isagoodfit.Genealsonotedthat itneedstobeclear thatSDCGisofferinggoodvalue.
HelmutnotedthattheMGDisthecoreofGermany’smotivationforengagingwithGFOI,andaskedwhetherwecouldbeworkingmorecloselywiththeMGDcomponent.ItwasnotedthatAkeRosenqvist(JAXA)istheSDCGrepresentativewithinMGDAdvisoryGroup,andwillbeabletoworkforcloserintegration.GeneagreedwiththeneedtoworkcloserwithMGDteam.
ItisimportantthatSDCGisengagedinGFOIeffortsrelatedtocountryengagementtoremainanintegralelementofGFOI,andaconcreteSDCGactivityforGFOIPhase2(e.g.GFOIALERT)could help. Changes to capacity will have a big impact on SDCG going forward, with strongcontinued support for the GFOI Office from Norway and Australia, and UK funding beingconsidered.

GeorgeDyke(SDCGSEC)notedthattheSDCG3-YearWorkPlanisoutofdate,doesn'treflectGFOIPhase2,andhasafew‘dead’tasks.ArevisionoftheWorkPlanisrequired,andthiscouldtakeplaceasapartofSDCGpreparationsforSIT-33(April2018),includinginconsiderationofhowSDCG,CEOS,andspacedataprovidersshouldapproachGFOIPhase2.

CoreMissionStatus:Landsat
Gene presented a Landsat summary. Landsat-7 expected to operate until 2020, hopefullyLandsat-9willbeoperationalbythattime.Landsat-8hasbeenacquiringalldescendingday-litland scenes, and ascending day-lit scenes over Alaska and Greenland are planned. GenereviewedthestatusofLandsatCollections,reviewingthedifferentTiersofproductsavailable.He noted that they are re-collecting tapes from ground stations globally,with 4million newscenes added to archive. This data will likely be Tier 2 due to a limited ability to makeatmosphericcorrections.
Landsat-9willessentiallybearebuildofLandsat-8.Landsat-10isstillindesignstage,andthisisagoodperiodtoprovidefeedbackandsuggestions.Oneofthecriticaldesigndecisionswillbtheinclusionofbandstogenerateoptimalsurfacereflectanceproducts.
CoreDatasetStatus:ALOS-2PALSAR-2
AkepresentedastatusupdateonALOS-2asacoredatasetforGFOI,notingthat25mglobalmosaicsarebeingprovided,andaJERS-1globalmosaichasalsobeenadded.JAXAhavenowalsoproducedmid-90’sJERS-1tropicalregionmosaics.
Yves asked what ARDmeans to JAXA, and Ake confirmed it is the same as in CARD4L PFS.GeomatericallyandtypographicallycorrectedusingSRTM.Thesearehowevermosaics,whichtheCARD4LPFSdoesn'tspecificallyaddress.
Ake noted they have received positive feedback on this product from developing countriesbecauseitiseasytouse,andcanbeingestedintoaGISplatformandusedwithoutanyfurthergeometric corrections. Generation ofmosaics is expected to continue in the future, at leastuntilthereissomechangetodatapolicy.Ake noted that the ALOS forest-non/forest mosaics can be found here:http://www.eorc.jaxa.jp/ALOS/en/palsar_fnf/fnf_index.htm.
COVEReportonCBERS-4Coverage
Brian Killough (CEOS SEO) noted that the CBERS archive is now connected to COVE. ThisappearstoshowcoverageoverBrazil,westAfrica,andpartsoftheMiddleEast.Heprovidedademo of the new coverage analyser tool in COVE. This tool is connected to archives, showsactualacquisition frequencies, links toarchives,andbrowse images.Henoted thatALOSandCBERSarchiveconnectionscouldbeadded,solongasAPIaccesstocataloguedataisavailable.
Discussion
Helmut raised how to communicate the success that CEOS has had in coordinating globalcoverage,inparticularoutsideofthecommunity,anditwasagreedtofollow-up.

3. SpaceDataServices
Brian reviewed the status of space data services tasks. Anssi Pekkarinen (FAO) asked whichcountriesdidnotprefercloudcomputing,andBriannotedthatsomearehesitant touseUS-based providers like AWS and Google, for example Vietnam has chosen to install their ownsystem.Anssinotedthattheyalsohearpoliticalandsecurityconcernsfromcountries,thoughitisnotclearthatcloudinfrastructuresecurityislessor.JonathanRoss(GA)notedthattherearesometimes national pushes to develop local technology over multinational cloud computingsolutions.
CEOSDataCube
Briannotedthathisteamareseeinguptakeinanumberofcountriesandapplicationareas,andthatthegrowingOpenDataCubecommunityofcontributorsisstartingtodevelop,andengageusersinanumberofcontexts.ThekeytostimulatingDataCubeapplicationsistheavailabilityofARD.Brian’sCEOSDataCubeteamarefocusedoncapacitybuildingandcountryengagement.
BrianreviewedhisplansfortohavetheDataCubein20countriesby2022(the‘Roadto20’),and noted that all the countries they have engaged with have been user pull, rather thanpushingtheDataCubetechnology.HenotedhehasalsobeenworkingovertimetoengagetheWorld Bank, which is a slightly different case where he has reached out to see how thetechnologycouldbeappliedtotheirongoingprojects.
Therewasadiscussionaroundchangedetection,and inparticularPyCCDwhichBrian’s teamhas beenworking on. Ake noted that this approachwould likelyworkwellwith SARdata inaddition. Brian reviewed several other application examples, including some which Ake hadworkedontestingL-bandSARwiththeDataCubearoundpre-processingandevaluationofthedata.HenotedthattutorialsanddemonstrationswillbepostedontheCEOSDataCubepage.

- Ake noted that more Data Cube demonstrations would be helpful, perhaps including adescriptivepaper.Brianwould liketodoapaperdrawingonworkofsummerstudentonwaterdetection.
- AMAhasflaggedtheneedforscientificvalidationoftheirproducts,andneedascienceleadtoassistinthis.
- JonathonRoss(GA/CEOSCEO)suggestedacasestudyofleveragingDataCubeinsupportofMGD tasks would be very helpful in highlighting how to use data cube for UNFCCCworkflows.
- Anssi noted that what countries need is a system that can transparently produce forestchangeinformationforreporting,andattheendofthedayit isuptocountriestodecidewhetherDataCubecanbeused/whichhostingapproachesareacceptable.Heaskedaboutthe process for updating the Data Cube with new data. It was noted that automatedingestionispossibleprovidedAPIandARDareavailablefromdataproviders.
- TherewasadiscussionaroundEarlyWarninganddefinitions,anditwasnotedthatoneofthefirsttasksoftheGFOIEarlyWarningTaskForceisauserneedsassessmentneeds,andthat requirementscanbeexpected tovary significantlybyuser type.Generally there isatrade-off between confidence and timeliness, with some users preferringmore frequentwith more errors, and others preferring more accuracy (which generally means lessfrequent,andhigherlatencyinordertocollectcorroboratingacquisitions).
- Brian noted that pre-processed SAR ARD ends up being smaller than Landsat onceunneeded components removed. The data volumes of SAR Data Cubes are smaller thanexpected(lessthanaLandsatcube).
- Anssinotedthatatpresenttheyarespendingabout$2000-3000amonthforSEPALhostingonAWSwithmorethan100users,andSanjaynotedthattheirspendwasaboutthesamefortheirpilotDataCubes.
ALOS-2ScanSARDataProvision
Ake reviewed the ALOS-2 ScanSAR product specification on behalf of Shinichi Sobue. Brianasked about country limitations and whether they would expand the number of countrieswheretheproductswillbeavailable,andAkenotedthatwithtimeperhapsmorewillbeadded.Healsonotedthatfortesting,theycangetdatafromanywhere.BrianwelcomedthisstepofreleaseofL-banddatawhichallowsthepotentialtobeexploredformoreusecasesandmoreusers.
YvesaskedabouthowBrianwilladdresslicenceconstraints,notingthattheymaywanttousethe same approach for RADARSAT-2. Brian noted that the ScanSAR data will be released tothembyJAXAfortesting,butthattherecurrentlyisn’tamoregeneralapproach.

4. DataCoordinationTopics

Erik Lindqvist (FAO) presented remotely on SEPAL, reviewing thework they have done sinceGFOIPlenaryinVietnamprogressingSEPAL2.1.HenotedthattheyhaveincludedimageryfromPlanetandDigitalGlobe,takingtheCollectEarthfunctionalityandputtingit insideSEPAL.Thisworks on any data stores they can link to via WMS from within SEPAL. Planet is providingquarterlycomposites,andDigitalGlobebestbasemap.Using thisdataviaaWMS is thebestwaytoutilisetheimagerywithouthavingto‘own’anddownloadthedata.
AtpresentSEPALhas442activeusersglobally,with2TBofuserdatainactivestorageonthesystem.AtpresenttheteamareinvestigatingcollaborationwiththeForestryTEP.
Brianaskedaboutafewtechnicaltopics.
- He asked whether bfast and bfastspatial is being used in R, noting that his team isconsidering converting this fromR to Python and exposing it via theData CubeAPI. Eriknotedthatit isbeingdoneinR,andthatthetrickisparameterisingthemodel,whichcantake some time. He noted that data availability is also a factor in implementation andtraining,andBriansuggestedtheycouldselectsomecommonareastofocuson.
- Itwasnotedthatthetrainingdatacaneitherbeuserprovided,orgeneratedbyuserswithonlinetool,andthenusedwiththeclassifier.
- Brianaskedaboutthepixeldataselection–bestpixel,donotexceed,orbestside–andEriknotedtheyareusingthedataasaweightingmechanism.
- Ake asked about the Planet data, and Erik noted they have been trialling their quarterlyglobalbestpricebasemapwhichisservedonamapserveraccessedviaAPI.Theyarestillusing this toaccess individual scenes,butbestvalue foruserswas thought tobeuse thebasemap,andforthisfunction,itworksreallywellasasourceofreferencedata.Theyarestill working image registration issues, and colour correction issues, but Planet areresponsiveandaddressingtheseissues.

GFOIOfficeandPhase2Overview
AnssiprovidedandoverviewoftheGFOIOffice,notingthatthereareseeinggoodresultsfromTomHarvey’sefforts.GFOIPhase2isstructuredaroundfivecoordinationmechanisms:countryneeds, jointworkplanning, collaborative implementation, fosteringanetwork,and improvedexternalcommunications.TheyplantocontinueinPhase2withfourcomponents,wheretheSpaceDatacomponentbecomestheDataCoordinationcomponent.
Anssi reviewed the plans for the data component, noting that its objectives include supportacquisition, availability, accessibility, and capacity for countries to use remote sensing andother datasets formonitoring. Therewill be an additional user focus in Phase 2,working tobringacomprehensiveuserperspective.GFOIhasidentifiedagapbetweenthetrainingbeingprovidedandactualuserneeds.

- Frank Martin asked about timeframe for the DUAG, and Anssi noted the Chair is to bedecidedearlynextyear.
- HelmutaskedaboutroleofMoja.global,andAnssinotedhewasnotthatfamiliar.Themainelement is theFLINTplatform,and this is something the IPCCdoes follow.Henoted thatMoja.globalbringsexpertiseonGHGinventoriesasawhole.
- Stephen asked about themembership of the DUAG, and Anssi noted the list is still verypreliminarywithnoideasfortheChair.
- Thetypeofadvicetobeprovidedisstillbeingdiscussed,whetheritwillbewholisticadviceordeepertechnicalexpertise.Theoverallobjectiveistobringthedatausersclosertothedatacomponent.
- The scale of the DUAG Advisory Group remains an open question, balancing betweenexpertiseandrepresentation.
- AdamLewis(GA)notedthattheCEOSsupporttotheDUAGwouldneedtobediscussedandconfirmedonceplansarebetterdefined.
- GenenotedheisconcernedtheDUAGcouldleadtostovepipingoftheuserfeedbackandreduce connectivity between the components, and suggested the DUAG should try andaddressthisissue.
- YvesnotedthattherepresentationandcompositionoftheDUAGneedstobeconsideredclosely, and that it doesn’t currently appear to address the development of thematicrequirementstobetranslatedintoobservingrequirementsbySDCG.
AnssisummarisedtheFAOCapacityBuildingworkinsupportoftheUN-REDDprogram,notingthattheyarecurrentlysupportingmorethan25countries,andareseeingsignificantresults.Hereviewedthecurrentandfutureareasofwork(2016-2020).
Webportaldevelopmentisincreasingtransparencyandinformationflowtothegeneralpublic,andOpenForis toolswill go online as an integratedpackage in 2018-2019. They areworkingtowardsFRA2020,whichisbasedoncountryreportsbyofficiallynominatedcorrespondents.Todate165countrieshavenominated.Inadditionregionalandglobalremotesensingwillbeused to provide an independent reference. FRA2020 is working towards increasedtransparency, eases reporting vianew tools, focusesonaddedvalue for countries thathelpsthe communicate forestry issues to local decision and policymakers, and aims to provide aflexibletool.
Thefirstdraftoftheonlinereportingplatformiscurrentlybeingdeveloped,andisexpectedinMarch. This is a new FRA platform, with several components to increase transparency.Informationwill bedisplayed in away that is easy tounderstand, comparable (e.g. betweencountries),andsupportcommunication.Furthergeospatialdatalayers(e.g.satellitedata)arealonger-termgoal.ScopingandexpertconsultationtookplaceinJune,andthetargetforagloballaunch is February 2018. At present, they only havemockups of the portal, and are seekingfunders todevelop theplatform.Heexpects itwill bemodelled after theCanadianplatformhttp://forests.foundryspatial.com/.

Helmut asked if therewas a linkage to theBonnChallenge, andAnssi noted that at presentcountriesdon’thavethedata,andthisisnotyetpartoftheFRA2020.
Discussion:SpaceAgencyApproachtoGFOIPhase2
GenereviewedthewayforwardforSDCGincludingarevisitofthethreeelementsoftheSDCG3-YearWorkPlan.HestressedtheneedforalinkagebetweenCEOSdevelopmenteffortsunderElement2(SpaceDataServices),andrelatedGFOIR&Defforts.
Activities of LSI-VC overlap significantly with data coordination efforts, and also provides abetterconnectionwithproductdevelopers.WhileengagementwithGFOIprovidesabridgetouserrequirements.Interoperabilityisakeyquestionforfuturework,forexamplebylookingatthe kind ofwork Johanneswas doing for GOFC-GOLD utilising both SAR and optical data toderiveproducts.
TheleadershipSDCGneedstoberobust,andthereissomeriskaroundUSGSinvolvementwithGFOI.Landsat-9hasbeenfunded,butthishascomeatacosttointernalUSGSscienceactivitiesforthenext2-3years.

Gene suggested thatmaking SDCG the ‘LSI-VC forest team’ is probably not a good idea, andsuggestedkeepingaseparatecoordinationgroup.StevenHosford(CNES)notedthattheSDCGisrenewedasaCEOSadhocTeameveryyear,andweshouldconsiderthedeadlineforwhenwe’dhavetomakethatrequest.
Yves raisedthequestionof theGFOIPhsae2context,andhowthis interplayswith theCEOScommitment to supporting GFOI. Anssi noted that the intention is that there won’t be anydisruptiontotheGFOIOfficeduringthetransitiontoPhase2.YvesnotedthatthereisvalueinhavingathematicallyfocusedforestcoordinationgroupwithinCEOS,butthatthereremainsaquestion about how the GFOI components will interact in Phase 2. Having the SDCG groupallowstheaddressingofneedsfornewdatasets,assimilation,etc.,andthismessagecanthenbetransmittedtotheDatacomponentwithinGFOI.
Helmutnoted thatCEOShasalreadycommitted to coordinate theSpaceData componentofGFOI,whetherviaSDCGorsomeotherstructure.
Adam suggested that the currentwork of this group could be embodied in theGFOI DUAG,thoughtheproposedDUAGmembership isnotcurrentlycompatiblewiththis idea,withonlytwoCEOSrepresentatives.HesuggestedthatwewouldneedtoseehowtheDUAGisexecutedbeforeconsideringclosercoordination.HealsonotedthattheDUAGappearstohaveanarrowfocus only on data supply, where SDCG addresses GFOI R&D needs, as well as space dataservices.
StephenstressedthatitwouldbeuptoCEOSAgenciestodecidewhetherornottheywanttocontinuetosupportGFOIinthisway.FrankMartinnotedthereisacommitmentfromESAtosupportGFOI.
ThefactthatGFOIislookingforasustainablemodelshouldbeseenasapositive,recognisingthatanewrelationshipbetweenthetwogroupsneedstobedefined.FrankMartinsuggestedthat the global baseline coverage has been addressed. Topics like ARD, services, andinteroperabilitycanbedonewithinLSI-VC,andR&Dsupportfromthespaceagenciescouldbedonewithin the GFOI R&D component. However under thismodel, the space community islosing contactwith the forestry user community. TheGFOI linkage to climate alsoplayswellwithspaceagenciesasclimateisoneofthemostimportanttopicsforspaceagenciesinfuture.
Severaldiscussionpointswereraised.
- AdamnotedthattheGFOIorganisationstructureisastatementofwhataforestcommunitywants,andCEOSshouldworktoalignitseffortsalongtothoselines.
- Genenotedthatengagementwiththeforestcommunitykeyfeatureofthisgroup,andofGFOI,andthisisoneofthekeymessagetobringtoCEOS.
- Anssinotedthattheuseofspacedataintheforestrycommunityisincreasing,andthisisaverygoodmomenttodemonstratethecapability.
- ShaunDeacon(CEOSSEO/AMA)notedthatsomeSDCGfunctionsdon’tfitunderLSI-VC,andthisjustifiesaseparategroup.SDCGismuchmoreuserrequirementsfocusedthanLSI-VC.
- Jonathon suggested that well developed requirements are a good criteria for success.Stephensuggestedthattheserequirements,andtheongoingviabilityofthegrouparethetwomostimportanttopicsforthenextsixmonths.
