    This Mitigated Negative Declaration is comprised of this form along with theEnvironmental Initial Study that includes the following:

    a. Initial Study/Environmental Checklist Formb. Historic Resources Assessment (ASM Affiliates, Inc., March 2009)c. Asbestos/Lead Prework Survey (County of San Diego, April 2009)

    1. California Environmental Quality Act Mitigated Negative Declaration Findings:

    Find, that this Mitigated Negative Declaration reflects the decision-making body’sindependent judgment and analysis; and, that the decision-making body hasreviewed and considered the information contained in this Mitigated NegativeDeclaration and the comments received during the public review period; and thatrevisions in the project plans or proposals made by or agreed to by the projectapplicant would avoid the effects or mitigate the effects of the project to a pointwhere clearly no significant effects would occur; and, on the basis of the wholerecord before the decision-making body (including this Mitigated NegativeDeclaration) that there is no substantial evidence that the project as revised willhave a significant effect on the environment.

    2. Required Mitigation Measures:

    Refer to the attached Environmental Initial Study for the rationale for requiring thefollowing measures:

    Mitigation Measure HM1: General Measures

    1. The County Department of General Services shall inform all contractorsand/or applicable County personnel of the asbestos and lead survey results.A copy of the Asbestos/Lead Prework Survey (Department of EnvironmentalHealth, April 3, 2009) shall be provided to the contractor so that they maytake the appropriate precautions (e.g., provide training, personal protectiveequipment, exposure monitoring, etc.) to protect their employees fromexposures. Cal/OSHA has specific regulations pertaining to these types ofhazards, and contractors have the responsibility of protecting their workers.Contractors should contact Department of Environmental Health with anyquestions about asbestos and lead-related work activities prior to submittingtheir bid proposals.

    2. The Contractor shall comply with all California Division of Occupational Safetyand Health (Cal/OSHA) requirements (including the Asbestos and Lead inConstruction Standards) and California Environmental Protection Agency(Cal/EPA) requirements regarding waste disposal.

    3. Disposal and recycling issues regarding identified ACCM and LBP buildingmaterials shall be identified based on the final destination of the material.The Occupational Health Program (OHP) and the contractor shall mutuallydetermine a disposal/recycling plan for the ACCMs, LBP buildingcomponents, and ceramic wall materials based on the best availableenvironmental and cost-effective disposal option.

    4. The Asbestos/Lead Prework Survey addressed only those suspect buildingmaterials that were accessible. If suspect ACCM or LBP building materialsnot addressed in the survey report are identified during the course of thedemolition (e.g., underground piping, etc.), STOP WORK. The contractorshall contact OHP to identify potential ACCM and/or LBP materials prior toproceeding with any activities.

    5. The Contractor shall take measures to prevent exposure to County property,County employees, and the public. The contractor in coordination withDepartment of General Service shall determine an appropriate mechanism tokeep the public and unauthorized County personnel out of the work zones(e.g., site security, barriers).

    6. The County Department of General Services shall coordinate with OHP tohave an on-site asbestos/lead monitor observe demolition activities.

    Mitigation Measure HM2: Asbestos

    1. An asbestos abatement contractor who is registered with Cal/OSHA toperform asbestos-related work shall perform disturbance and/or removal ofACCM. Cal/OSHA requirements and other applicable regulations pertainingto ACCM shall be followed during demolition activities.

    2. The Contractor shall submit an Asbestos Work Plan indicating the proposedabatement methods and control measures they will use to remove the ACCM.The County Department of General Services, prior to initiation of demolitionactivities associated with the Quonset Hut, garage, fire station, andcommunity building shall review and approve the Asbestos Work Plan. OHPshall provide on-site project surveillance of the abatement contractor.

    3. Notification shall be made to Cal/OSHA and the Air Pollution Control District(APCD) prior to asbestos-related and demolition activities.

    Mitigation Measure HM3: Lead Based Paint

    1. The Contractor shall assume that those surfaces that did not contain “high”concentrations of lead do contain lead at lower levels. The Contractor shallprotect their employees accordingly. The Contractor should be aware thatdue to the unknown painting and remodeling history of the buildings, smallpatches of “high” concentration LBP may be present that were not previouslyidentified.

    For paint disturbing activities on “low” concentration components, generalprecautions shall be taken to minimize the release of chips, dust and debris tothe ground surface, vegetation, and inside the buildings. Chips, dust anddebris shall be cleaned up according to standard practices or as directed bythe on-site asbestos/lead monitor.

    2. If the project is expected to disturb greater than 100 ft2 of paint, notificationshall be made to Cal/OSHA prior to lead-related and demolition activities.

    3. Critical Project Design Elements That Must Become Conditions of Approval:

    No critical project design elements are required because the proposed project isthe demolition of five existing vacant structures and no development on theproject site is proposed at this time.

    8. Description of project

    BackgroundThe project site is currently owned by the County of San Diego. The fivestructures proposed for demolition have been vacant since approximately early2007. As discussed in the Santee Town Center Specific Plan Amendment FinalMaster Environmental Impact Report (EIR) dated January 2006, these vacantCounty structures have been planned for demolition by the County of San Diego.The EIR states that the vacant County structures would be temporarily occupiedby the Public Works Division of the City of Santee until the new maintenancefacility is constructed. However, the City’s Public Works Division has never usedthese structures and does not plan to use the structures in the future. As such,the County is moving forward with the demolition of the structures.

    Characteristics of the Proposed ProjectThe proposed project is the demolition of five vacant structures that currentlyexists on the project site. The five structures include a Quonset Hut, former firestation, cinder block buildings, wood garage, and storage shed (Figure 3). Thedemolition of these structures amounts to approximately 4,559 square feet (seeestimated square footage in Table 1 below).

    Following the demolition of these structures the County will remove all asphalt,pavement and fencing from the project site. All underground utility lines andother service lines will be capped in place. At this time there are no plans todevelop the project site. The project site will remain vacant until futuredevelopment guided by the Santee Town Center Master Plan is proposed.Future development of the project site would require a separate environmentalanalysis under CEQA.

    During demolition activities, typical Best Management Practices (BMPs) will beinstalled to control stormwater runoff and at the completion activities, typical long-term BMPs would be installed on-site to control stormwater runoff.

    Demolition of these structures is anticipated to begin in the summer of 2009 andis expected to be completed by the end of 2009.

    INSTRUCTIONS ON EVALUATION OF ENVIRONMENTAL IMPACTS

    1. A brief explanation is required for all answers except “No Impact” answers that are adequatelysupported by the information sources a lead agency cites in the parentheses following each question.A “No Impact” answer is adequately supported if the referenced information sources show that theimpact simply does not apply to projects like the one involved (e.g., the project falls outside a faultrupture zone). A “No Impact” answer should be explained where it is based on project-specificfactors as well as general standards (e.g., the project will not expose sensitive receptors to pollutants,based on a project-specific screening analysis).

    2. All answers must take account of the whole action involved, including off-site as well as on-site,cumulative as well as project-level, indirect as well as direct, and construction as well as operationalimpacts.

    3. Once the lead agency has determined that a particular physical impact may occur, then the checklistanswers must indicate whether the impact is potentially significant, less than significant withmitigation, or less than significant. “Potentially Significant Impact” is appropriate if there issubstantial evidence that an effect may be significant. If there are one or more “Potentially SignificantImpact” entries when the determination is made, an EIR is required.

    4. “Less Than Significant With Mitigation Incorporated” applies where the incorporation of mitigationmeasures has reduced an effect from “Potentially Significant Impact” to a “Less Than SignificantImpact.” The lead agency must describe the mitigation measures, and briefly explain how they reducethe effect to a less than significant level.

    5. Earlier analyses may be used where, pursuant to the tiering, program EIR, or other CEQA process, aneffect has been adequately analyzed in an earlier EIR or negative declaration. Section 15063(c)(3)(D).In this case, a brief discussion should identify the following:

    I. AESTHETICS -- Would the project:

    a) Have a substantial adverse effect on a scenic vista?

    Discussion/Explanation:

    No Impact: Scenic vistas are singular vantage points that offer unobstructed views of valuedviewsheds, including areas designated as official scenic vistas along major highways or Countydesignated visual resources. The project site is located in a generally urban and developed areacharacterized by commercial and office uses; however, the area directly north of the project siteis vacant and disturbed. The proposed project is the demolition of five vacant structures andthree accessory structures within a developed area of the City of Santee. After the structures aredemolished the site would remain vacant until future development is proposed under the SanteeTown Center Master Plan. The proposed project is not located near or visible from a scenic vistaand would not change the composition of an existing scenic vista. Therefore, the proposedproject would not have a substantial adverse effect on a scenic vista. No impact is identified forthis issue area.

    b) Substantially damage scenic resources, including, but not limited to, trees, rockoutcroppings, and historic buildings within a state scenic highway?

    Discussion/Explanation:

    No Impact: State scenic highways refer to those highways that are officially designated. Ascenic highway is officially designated as a State scenic highway when the local jurisdictionadopts a scenic corridor protection program, applies to the California Department ofTransportation for scenic highway approval, and receives notification from Caltrans that thehighway has been designated as an official Scenic Highway. The project site is located in agenerally urban and developed area characterized by commercial and office uses; however, thearea directly north of the project site is vacant and disturbed. The project site is located less thantwo miles east of the junction for SR-52 and SR-125; however, these highways are notdesignated as State scenic highways. Therefore, the proposed project would not have asubstantial adverse effect on a scenic resource within a State scenic highway. No impact isidentified for this issue area.

    No Impact: Visual quality is the viewer’s perception of the visual environment and varies basedon exposure, sensitivity and expectation of the viewers. The existing visual character and qualityof the project site and its surrounding can be characterized as a commercial area within theSantee Town Center Master Plan area. The project is the demolition of the existing structureson-site. Since the project will demolish existing, older structures and leave the site clear, theproject would not degrade the visual character and quality of the site but would maintain andpotentially improve the visual quality of the site by removing vacant and unused structures fromthe site. No impact is identified for this issue area.

    d) Create a new source of substantial light or glare, which would adversely affect day ornighttime views in the area?

    Discussion/Explanation:

    No Impact: The project site is located in a generally urban and developed area characterized bycommercial and office uses; however, the area directly north of the project site is vacant anddisturbed. The project is the demolition of existing structures and would not create any newsources of light pollution that could contribute to skyglow, light trespass or glare and adverselyaffect day or nighttime views in area. No impact is identified for this issue area.

    II. AGRICULTURE RESOURCES -- In determining whether impacts to agriculturalresources are significant environmental effects, lead agencies may refer to the CaliforniaAgricultural Land Evaluation and Site Assessment Model (1997) prepared by the CaliforniaDepartment of Conservation as an optional model to use in assessing impacts on agriculture andfarmland. Would the project:

    a) Convert Prime Farmland, Unique Farmland, or Farmland of Statewide ImportanceFarmland), as shown on the maps prepared pursuant to the Farmland Mapping andMonitoring Program of the California Resources Agency, to non-agricultural use?

    Discussion/Explanation:

    No Impact: The project site does not contain any lands designated as Prime Farmland, UniqueFarmland, or Farmland of Statewide Importance as shown on the maps prepared pursuant to theFarmland Mapping and Monitoring Program of the California Resources Agency. In addition,the project does not contain Farmland of Local Importance. The project is not currently inagricultural production and is developed. Therefore, no agricultural resources including PrimeFarmland, Unique Farmland, Farmland of Statewide or Farmland of Local Importance would beconverted to a non-agricultural use. No impact is identified for this issue area.

    b) Conflict with existing zoning for agricultural use, or a Williamson Act contract?

ForCEQA purposes, these screening-level criteria can be used as numeric methods to demonstratethat a project’s total emissions (e.g. stationary and fugitive emissions, as well as emissions frommobile sources) would not result in a significant impact to air quality. Since APCD does nothave screening-level criteria for emissions of volatile organic compounds (VOCs), the use ofscreening level criteria for reactive organic compounds (ROC) from the CEQA Air QualityHandbook for the South Coast Air Basin (SCAB), which has stricter standards for emissions ofROCs/VOCs than San Diego County’s, is appropriate.

    Upon completion of demolition activities, the site would remain vacant and the project does notpropose any operation or activity that has the potential to emit air pollution. No increase invehicular trips is anticipated as a result of the project. Further, there are no substantial gradingoperations associated with the construction of the project.     No Impact: A Historic Resources Assessment was prepared (ASM Affiliates, March 2009) forthe project and is provided in Appendix A of this Initial Study. Currently, the project sitecontains a Quonset Hut, fire station, cinder block building, garage, and storage shed. Archivalresearch was conducted at the County Assessor’s Office and the South Coast Information Centerat San Diego State University. County of San Diego records show that the structures wereerected sometime around 1962 (ASM, 2009). Historical maps and aerial photographs were alsoconsulted for information regarding the history of land use of these parcels and original buildingplans, where available. ASM conducted an assessment of the structures, which included a fieldinspection, detailed photo documentation to record architectural style features, and an assessmentof historical integrity.

    a. Quonset Hut: The arched sheet metal building appears to have functioned as a garage.The corrugations of the sheet metal shell are much wider and deeper than on QuonsetHuts erected during World War II, indicating this building is from the post war era. Thebuilding sits on a concrete slab and has roll up metal garage doors on the east and westends. A small, square sheet metal shed is mounted on a concrete slab on the north side ofthe building. A date on the shed read “’89,” suggesting it was erected in 1989.

    b. Fire Station: This single story rectangular fire station is a wood framed, stucco buildingset on a concrete slab. The roof is covered with asphalt shingles. Three garage bays withroll up doors are on the west side of the building.

    c. Cinder Block Building: This single story building is constructed of concrete cinderblock, and rests on a concrete slab foundation. The shallow pitched roof has asphaltshingles. The windows have been boarded up.

    d. Garage: The garage is a rectangular wood framed building built on a concrete slab.Asphalt shingles cover the roof. A wooden garage door in centered on the east façade.

    e. Storage Shed: This prefabricated metal storage shed is approximately 20 feet long by 10feet wide and appears to be of recent construction. It is the type of prefabricated metalshed available from many department stores.

    While meeting the 50-year age requirement for evaluation to the National Register of HistoricPlaces (NRHP) and California Register of Historic Resources (CRHR), none of the structures onthe project site meet any of the four criteria for listing on the NRHP or the CRHR (please seeAppendix A of this Initial Study for detailed information). Therefore, it was determined that theon the project site are not eligible for these Registers due to their lack of historical andarchitectural significance and their lack of architectural distinction. No significant impact tohistorical resources will result with the implementation of the proposed project.

    b) Cause a substantial adverse change in the significance of an archaeological resourcepursuant to 15064.5?

Landslide SusceptibilityAreas were developed based on landslide risk profiles included in the Multi-JurisdictionalHazard Mitigation Plan, San Diego, CA (URS, 2004). Landslide risk areas from this plan werebased on data including steep slopes (greater than 25%); soil series data (SANDAG based onUSGS 1970s series); soil-slip susceptibility from USGS; and Landslide Hazard Zone Maps(limited to western portion of the County) developed by the California Department ofConservation, Division of Mines and Geology (DMG).     Mitigation Measures

    Mitigation Measure HM1: General Measures

    1. The County Department of General Services shall inform all contractors and/or applicableCounty personnel of the asbestos and lead survey results. A copy of the Asbestos/LeadPrework Survey (Department of Environmental Health, April 3, 2009) shall be provided tothe contractor so that they may take the appropriate precautions (e.g., provide training,personal protective equipment, exposure monitoring, etc.) to protect their employees fromexposures. Cal/OSHA has specific regulations pertaining to these types of hazards, andcontractors have the responsibility of protecting their workers. Contractors should contactDepartment of Environmental Health with any questions about asbestos and lead-relatedwork activities prior to submitting their bid proposals.

    2. The Contractor shall comply with all California Division of Occupational Safety and Health(Cal/OSHA) requirements (including the Asbestos and Lead in Construction Standards) andCalifornia Environmental Protection Agency (Cal/EPA) requirements regarding wastedisposal.

    3. Disposal and recycling issues regarding identified ACCM and LBP building materials shallbe identified based on the final destination of the material. The Occupational HealthProgram (OHP) and the contractor shall mutually determine a disposal/recycling plan for theACCMs, LBP building components, and ceramic wall materials based on the best availableenvironmental and cost-effective disposal option.

    4. The Asbestos/Lead Prework Survey addressed only those suspect building materials thatwere accessible.     Mitigation Measure HM3: Lead Based Paint

    1. The Contractor shall assume that those surfaces that did not contain “high” concentrations oflead do contain lead at lower levels. The Contractor shall protect their employeesaccordingly. The Contractor should be aware that due to the unknown painting andremodeling history of the buildings, small patches of “high” concentration LBP may bepresent that were not previously identified.
